“Pani-an: enhancing cultural awareness through hand-weaving of history”

Tagakaulo tribe is one of the various groups of Indigenous People in Southern Philippines,inMindanao, specifically residing in the far flung area of Barangay Upper Lumabat Malungon, SaranganiProvince. Before the advent of conquestadores, the Tagakaulo has freely practiced their own culture, tradition, belief and costumary laws. Their community is far from the City, almost 20 kilometers going to the National highway, which needs to cross rolling hills, terrain and mountainos.

Tagakaulo are generally farmer and consider their land as their source of life. Given the distant The nd limited access to social services, their educational status is quite poor. Illiteracy rate is quite high especially with the children who has no resources in going to school.

The exploitation of the ancestral properties of the tribe and the decreasing awareness on the youth regarding the culture and tradition calls for a need to do something. Many young individuals don’t even know the basic values and practices of our forefathers. This poses a risk that someday the culture of the Tagakaulo will be buried and forgotten.

The common need of the community is the urgency to preserve its culture through enhancing the awareness of the youth on the authentic values and colorful tradition of Tagakaulo. At the same time, there is a need to reinforce the economic needs of the people through income-generating activity

Given the scenario above, the project will be implemented to promote awareness among the youth regarding the culture and tradition of the Tagakaulo and provide them with income-generating activity that will support their basic needs.

The project will focus on two areas as follows; Promote greater awareness on the cultural and traditional values of the

Tagakaulo tribe; Provide income-generating activities that can benefit the family and the

community as a whole.

These two approaches are deemed necessary in enhancing and preserving the cultural identity and values of the Tagakaulo tribe which is feared to be forgotten due to the various activities of the people and the lack of support from the majority community. At the same time, it enhances the capacity of the participants in becoming more creative in finding means to support their daily needs.

The Tagakaulo Tribal Women Association is one of my partners in implement this project, because most of their members are minority belonging to the Tagakaulo tribe. Out of (500 households) 2,500 population, 95 percent are poor. 20 persons from different families are the direct beneficiary of this project.

Tagakaulo traditional religious practices are common to our community, and secondary the religious diversity like Christian.

TUKLAS KATUTUBO-Upper Lumabat Chapter is main Organization who are participating of this project with the cooperation of its members.

The 20 adults women age 25 - 40 years old are participants of this project.

The Tribal Leaders and the Local Government Unit, Non- Government Organizations are the one who help the community to main peacefully.

No available funds resources, luck of equipments and material, no opportunity to have funds.

TUKLAS KATUTUBO is a non-stock, non-profit indigenous organization committed to take full responsibilities in building up an organized, self-reliant and responsive indigenous cultural community which have links wsith various Non-Government Organizations. Through networking, partnerships can be forged which is expected to sustain the programs and projects of the organization.

Transportation, topographical situation, competition of marketing, funding, luck of entrepreneurial needs.

Develop and create sustainable livelihood for each family members that promotes not only economic upliftment but also preserves the identity and cultural values of the Tagakaulo tribe.

To provide capacity and leadership training for the members of the Tagakaulo tribe especially focusing on entrepreneurial skills development as well as cultural awareness.

To uplift their knowledge and skills in working.

The project specifically aims to achieve the following:

Enhancing the youth awareness on the traditional and cultural values of Tagakaulo through series of trainings;

Provide leadership and capacity building among the youth;

Create income-generating activities that will benefit not only their selves but as well as the family, community and the Tagakaulo tribe in general.

Here are the expected outputs of the project: Number of trained young individuals in

making hand-woven tribal dress; Number of “pani-an” produced; Number of trainings conducted; and, Existing partnership with local agency and

organization;

The Universal Declaration of Human Rights states that “Everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.” This particular article articulates that the Indigenous people have the rights to express and develop their respective identity, culture and tradition for the betterment of their lives. It also supports he idea that enhancing and promoting their cultural values and preserving it will give them more benefits.

Being Progressive, and have a responsibility to stand their own self to make them competitive, confidence building.
