Ballistic Missile Defence

• Rev1 for BMD will expand the scope of NATO’s current Active Layered Theatre Ballistic Missile

Defence programme’s C3 capabilities beyond the protection of NATO deployed forces to also

protect NATO European populations, territory and forces, as decided by the Heads of State and

Government during the Lisbon Summit.

• The revised CP will provide the Battle Management C3I (BMC3I) capability. Only this part of the

programme is eligible for NATO common funding.

• The MCR for BMD were produced by ACT in 2011. The NATO Staff Requirements (NSR) are

expected to be approved by the CNAD in Nov 2012.

• Estimated date of submission: Dec 2012

• Estimated date of approval: Apr 2013

• Estimated NSIP Budget: 400 MEUR

SATCOM Services

• Estimated date of submission: Nov 2012

• Estimated date of approval: Apr 2013

• Estimated NSIP Budget: 1,000+ MEUR

(spread yearly up to 2034)

• CP 9A0130 will provide satellite communications services in support of NATO’s permanent missions and operations, as defined in the LoA, and according to the guidelines set forth in the Strategy for the provision of SATCOM (MC-576), approved in June 2011.

• The CP will provide space capacity in a mix of survivable, protected and assured wide band - narrow-band, and commercial services; static and deployable ground assets; management and control services; and life-cycle facilities.

• SATCOM is an enabling capability for some of the Lisbon Critical Capabilities

(AMN, JISR, AGS, ACCS, Bi-SC AIS, ALTBMD)

CP 0A0149 R01

NATO Deployable C2 Assets

• RO1 of the CP will provide comprehensive Deployable Communications and

Information System (DCIS) capability in order to satisfy the requirements to deploy and

sustain forces for NATO-led operations.

• The capability implementation must

be flexible and modular in order to

tailor the DCIS support to specific

mission needs.

• DCIS resources will need to be

available at the appropriate

readiness states and survivable and

able to operate in adverse electronic,

climatic, geographic, land or sea-

based operational environments.

• Estimated date of submission: Apr. 2013

• Estimated date of approval: Jul. 2014

• Estimated NSIP Budget: 168+ MEUR

MCR POL Capabilities

• Further work required to support the re-validation of the

requirement currently being met by the bulk fuel CPs.

• Once the airbases and maritime bases have been

selected, the quantities of POL can then be identified

using the scenario analysis information.

• This will enable POL storage and transport

requirements to be determined.

CONCLUSION

Success in the complex endeavour

to deliver the required concrete capabilities

through the development of new Capability Packages,

may only be achieved

with the full involvement of Nations

in a collaborative, traceable and transparent manner.
