NWIW Updates and Benefits Permitting processes for NW Innovation Works (NWIW) methanol plant have moved forward. Permits have been received from the National Oceanic and Atmospheric Administration and Washington Department of Fish and Wildlife; several other federal, state and local permits and reviews are pending. The Port applauds NWIW’s decision to settle here and welcomes the benefits it will bring to our community. During construction, 1,000 jobs will be created along with $56 million in tax revenues. After its completion, 200 full-time employees will receive family wages with benefits and create annual revenues of $30- $40 million. This new economic influx will enable enhanced local infrastructure, school improvements and add community facilities. At least $660 million will be spent on labor, goods and services directly impacting our local economy during construction. The new facility will be environmentally conscientious. It will use natural gas which when combined with ultra-low emissions technology, will lower air emissions by up to 90% compared to using coal to produce an equal amount of methanol. Message from the PresidentNot unlike our recent weather, the New Year at the Port is taking off like a storm. Growth and prosperity are on the horizon thanks to our new Spencer Creek Business Park and Kalama River Industrial Park construction. Ensuring the trend continues are future developments like McMenamins and Northwest Innovation Works new methanol plant. But while economic growth is principle to the Port’s mission—to induce capital investment in an environmentally responsible manner, to create jobs and enhance public recreational opportunities—so is our stewardship over the community in which we live.

As residents of this remarkable area, we are invested in doing what’s best for everyone, our families, neighbors and business partners. We acknowledge our responsibility to build a greater community through jobs, economic vitality and healthy opportunities for all in Cowlitz County. Thanks to our predecessors intentioned planning, we are able to benefit from their vision with record economic growth and an enhanced recreational system with parks, marinas and trails.

In both business ventures and while enjoying our rich surroundings, we never forget how lucky we are to live here and how important the Port’s role is to generate opportunities to make our home even greater.

The Marina dredge project began Oct. 1 and finished Jan. 14. The project dredged 17 thousand cubic yards from the marina area and removed significant amounts of sunken logs, trash, fishing nets, ropes, even canvas awnings. Much of the debris had been collecting in the swirls and eddies that occur around the marina. “The project began when portions of the marina depth were at a 30-year low of 5 feet,” says Eric Yakovich, Business Development Manager. “As a result of dredging to a depth of 10- to 12-feet, accessibility is better for boats, and the marina and river are more enjoyable for everyone.”

A hydraulic dredge pumped the sand 10,000 feet south to the Port’s upland disposal site. The sand will either be used as infill for Port construction projects, sold or remain on site. Dredging is initiated whenever periodic surveys demand that water depths at the marina are too low. The last time the marina was dredged was in the 1980’s.

As an economic development entity and a land developer, the Port of Kalama has developed considerable economic muscle to the benefit of Cowlitz County as well as the State of Washington. A statistical software resource analysis, IMPLAN (IMPact for PLANing) breaks down the economic impacts of various activities associated with the Port’s economic business activities. In the State of Washington, the Port supports:• 1220 full-time direct jobs with over $129 million

in payroll• Beyond Port boundaries, 2156 indirect jobs and

1399 induced jobs, with a combined payroll of $219 million

• Total economic impact: 4775 jobs with over $349 million in payroll and over $3 billion in economic output

• Spencer Creek Business Park’s projected economic impact could mean an additional 727 construction jobs and 907 ongoing jobs over the next 20 years, with an estimated total direct, indirect and induced impact of over 3000 jobs

Businesses operating at the Port generate significant revenues for local and state entities through sales, property, business and employment taxes. Total combined tax revenues on production and imports alone are over $95 million annually. When floods takeover the port, who do you call? Darin Sampson! When snow dumps and causes damage, who do you call? Darin Sampson!Darin is the Port Maintenance Superintendent and oversees contractors and construction projects from engineering and design to project management on small works projects. He reviews construction plans to make sure safety and environmental controls and regulations are in compliance. He is also responsible for repairing damage caused by wild storms whenever they hit the port. Five months after Haydu Park was completed in December of 2015, a flood left a

blanket of silt covering its grounds. Ball fields had to be redone and fencing had to be replaced. Haydu was closed for almost five months for reconstruction. Then, after opening for just a few months, the park had to close again because of snowfall damage. “For awhile there we couldn’t catch a break.” Darin says, “but when Haydu Park is open and left alone, it’s beautiful.”The marine terminals, roads, industrial building, parks, and infrastructure come under Darin’s watch as well. From one end of the Port to the other, Darin ensures every sector is functioning as it should. A Kalama native, Darin is busy off duty too. “I have two active kids who are my priority,” Darin says with a chuckle. “We spend a lot of time with our kids at their sporting activities.”

Marina repair and upgrade construction is slated to begin this year. Permitting for the upgrades and repairs has been applied for and design is nearly final.

“We’re working with engineers to redesign the boat launch – the new floats will be stronger with better flotation,” says Darin Sampson, Port Maintenance Superintendent. “The new design will allow boats to stage on both sides of the down-river float. The additional room will allow more boats to dock for unloading while boaters get their vehicles.”

New floats will replace the old on the main and visitors’ walkways. All new utilities will be installed. Power will increase from 30 to 50 amps on Boat Houses A and B, and from 20 to 30 amps on Houses C through I. The potable water lines will be replaced, and the water system will be improved for emergency response in case of fire.

The project includes replacing wailer boards on the outside slips that hold the floats together. New ADA access will be added at the south end of the marina.

The mission of the Port of Kalama is to induce capital investment in an environmentally responsible manner, to create jobs and enhance public recreational opportunities. That means we strive to balance the economy, environment and quality of life to make Kalama the best possible place to live. It is at the forefront of our efforts every day!

From the new Spencer Creek Business Park to a new building in the Kalama River Industrial Park, McMenamins locating here, and international businesses like Northwest Innovation Works choosing Kalama as the perfect place to grow—all of these exist now thanks to years and years of contemplation, collaboration and diligent planning – and a lot of hard work!

But that’s a lot of change at one time we might say. It may seem like rapid fire growth, but what many may not know is that our predecessors worked thoughtfully for decades to plan and prepare for the regional success we are now experiencing. We are grateful for their vision.

We at the Port continue our community’s history and pioneering vision of growing with purpose and intention—in ways that will benefit the entire region for decades to come.
