Then, there are those ‘Smart Meters’ and ‘Time-of-Use (TOU)’ billing rates. They’re changing too: On-peak (from 11 am to 5 pm weekdays) will increase to 11.7 ¢/kWh (up 0.9 cents) Mid-peak (from 7 am to 11 am and 5 pm to 7 pm week- days) rise to 10.0 ¢/kWh (up 0.8 cents) Off-peak (from 7 pm to 7 am weekdays and all day on weekends and holidays) climb to 6.5 ¢/kWh (up 0.3 cents) The price change for consumers on TOU pricing is an increase of approximately $3.99 on the “Electricity” line, or about 3.3 percent on the total monthly bill, for a residential consumer with a typical consumption pattern who uses 800 kWh per month. Residential consumers typically consume about 64 percent of their electricity during off-peak hours, and about 18 percent in each of mid-peak and on-peak hours. As of February 29, 2012, there were about 3.9 million (81 percent) residential and small business customers on TOU billing. The remaining customers are expected to be switched to TOU prices by mid 2012. Consumers who are not yet paying TOU prices pay ‘tiered’ prices. Those too are changing. The new rates will be: For consumption up to the tier threshold (Tier 1 prices): 7.5 ¢/kWh (up 0.4 cents) For consumption above the tier threshold (Tier 2 prices): 8.8 ¢/kWh (up 0.5 cents) Oh! And when the new price kicks in, the threshold below which the lower Tier 1 price applies will drop from 1,000 kWh to 600 kWh per month for residential consumers. That way, if you’re a ‘Tiered’ pricing customer, you’ll have to pay the higher Tier rate sooner! For non-residential consumers, the threshold stays at 750 kWh throughout the year. MOST ONTARIANS ARE GENUINELY TRYING to do theirbit in conserving energy. We’re adjusting our habits andgetting smarter about how and when we consume electricity, already one of our most vital – and most expensive – house-hold utilities. Now, we’ll have to do even better!

Last week, the Ontario Energy Board announced that the costof electricity will be going up yet again, as of May 1st. Theprice hike affects the electricity prices for Ontario residentialand small business consumers by adjusting Regulated PricePlan (RPP) electricity commodity prices. The price changesonly apply to RPP-eligible consumers who buy electricitydirectly from their local utility.

RPP prices are reviewed twiceeach year and appear on the“Electricity” line of residentialand small business consumerbills. Based on a 12-month fore-cast, they are designed to providestable and predictable electricitypricing and to ensure that theprice that consumers payrecovers the payments made togenerators that supply the elec-tricity they consume.

Then, there are those ‘SmartMeters’ and ‘Time-of-Use(TOU)’ billing rates. They’rechanging too:

• On-peak (from 11 am to 5 pm weekdays) will increase to11.7 ¢/kWh (up 0.9 cents)

• Mid-peak (from 7 am to 11 am and 5 pm to 7 pm week-days) rise to 10.0 ¢/kWh (up 0.8 cents)

• Off-peak (from 7 pm to 7 am weekdays and all day onweekends and holidays) climb to 6.5 ¢/kWh (up 0.3 cents)

The price change for consumers on TOU pricing is anincrease of approximately $3.99 on the “Electricity” line, orabout 3.3 percent on the total monthly bill, for a residentialconsumer with a typical consumption pattern who uses 800kWh per month.

Residential consumers typically consume about 64 percent oftheir electricity during off-peak hours, and about 18 percentin each of mid-peak and on-peak hours. As of February 29,2012, there were about 3.9 million (81 percent) residentialand small business customers on TOU billing. The remainingcustomers are expected to be switched to TOU prices by mid

2012.

Consumers who are not yetpaying TOU prices pay ‘tiered’prices. Those too are changing. The new rates will be:

• For consumption up to thetier threshold (Tier 1 prices): 7.5¢/kWh (up 0.4 cents)

• For consumption above thetier threshold (Tier 2 prices): 8.8¢/kWh (up 0.5 cents)

Oh! And when the new pricekicks in, the threshold below

which the lower Tier 1 price applies will drop from 1,000kWh to 600 kWh per month for residential consumers. Thatway, if you’re a ‘Tiered’ pricing customer, you’ll have to paythe higher Tier rate sooner!

For non-residential consumers, the threshold stays at 750kWh throughout the year.

POWER PRICE HIKE...continued from page 1

The price change for consumers paying tiered prices is anincrease of approximately $5.80 on the “Electricity” line, orabout 5.1 percent on the total monthly bill, for a consumerusing 800 kWh per month.

With this new price announcement, residential electricityprices have now officially doubled since 2003, from 4.3 centsper kilowatt hour to 8.8 cents. For those Ontario householdswith smart meter time-of-use pricing, the increase is a stag-gering 175 per cent. And the future outlook is also gloomy. One recent independent report concludes that a householdwith a $110 monthly hydro bill could see a 58 per cent increaseover the next five years – amounting to a $768 yearly increaseby 2016.

According to the Ontario Energy Board, prices are changingprincipally because the “forecast supply cost is changing”. Ascoal generated power continues to decline, it is being replacedwith natural gas, nuclear and renewable power generationsources. This includes refurbished units at the Bruce NuclearGenerating Station along with more wind and solar genera-tion.

The Ontario Energy Board’s mandate is to regulate theprovince’s electricity and natural gas sectors in the publicinterest. It envisions “a viable and efficient energy sector withinformed consumers served by responsive regulatory processesthat are effective, fair and transparent.”

For more information, please visit the OEB website atwww.ontarioenergyboard.ca or contact the OEB ConsumerRelations Centre at 1-877-632-2727.

Of course, OEB staffers can no doubt still afford the electricitythey oversee. According to Ontario Freedom of Informationstatistics, the OEB has 109 directors, managers and “advisors”on staff, each of whom takes home a salary of $100,000 to$200,000 per year, not counting benefits, incentives and otherperks. Chair and Chief Executive Officer HowardWetstonenjoys a reported salary of $517,618.94 + benefits + incen-tives.

A Message from Brown OwlAfter 18 years in Girl Guides, I am retiring. I have been aSparks, Brownie, Girl Guide, Pathfinder, Ranger Leader and aDistrict Commissioner. I have enjoyed every moment with myfellow Guiders, but most of all the girls, who have taught meto have fun and stay young at heart.

At the end of May I am letting go of the reins and I amhoping someone will step forward and continue on in thiswonderful organization. At this moment we have no leadersfor next year which will mean Girl Guides on the Island willnot happen.
