    NOTE ON APATHBANDHU INSURANCE SCHEME

    Apathbandhu Scheme was launched on 02-10-1998 to implement accident

    insurance scheme for the families living under Below Poverty Line in Andhra

    Pradesh to provide insurance coverage in case of accidental deaths. The Policy

    year starts on 2

    For the policy year from 1998-99 to 2000-2001, the persons in the age

    group of 5-69 years whose annual family income is Rs.11,000/- or below were

    eligible for coverage designed to cover 2000 deaths under Apathbandhu

    Scheme as follows:

    From the Policy year 2001-2002 to the policy year 2009-10, the coverage

    under the Scheme increased from 2000 to 3200 cases of BPL families in the age

    group of 18 to 69 years and the ex-gratia paid in each case is Rs.50,000/-. TheApathbandhu Scheme is being extended from time to time by renewing the

    policy every year. The Scheme was in operation for the last 12 years and the

    following is the premium paid and claims settled during period.

    Under the scheme the following nature of deaths will cover:

    1. Deaths resulting from break down of Law and Order / Riots and acts of theState in the restoration of Law and Order, excluding deaths arising out offaction fights.

    2. Deaths of passengers in accident caused or resulting from operation ofpassenger carrying vehicles owned / hired by A.P.S.R.T.C., or deathscausedor resulting from operation of any other vehicles including deaths ofpedestrians caused by all such vehicles.

    3. Deaths resulting from accident to water borne vessels such as boats etc.,while they are plying.

    4. Deaths on account of floods, cyclones, storms, thunderbolt inundation etc.

    5. Deaths on account of collapse of buildings / bridges.6. Deaths on account of fire accidents.7. Deaths on account of electrocution.8. Deaths on account of extremist violence.9. Deaths resulting from attacks / atrocities against S.Cs / S.Ts.10.Murder and death of women on account of rape, molestation etc.,11.Deaths on account of earthquakes.12.The Toddy Tappers, who die due to accidental fall, are covered under

    Apathbandhu scheme as it is an accidental death. If the case is covredunder the Excise Department Insurance Scheme, then it will not beconsidered under Apathbandhu.

    13.People, who die due to drowning, also are covered under Apathbandhuscheme, as it is an accidental death.14.Death due to Rabies / Dog bite is also covered under Apathbandhu

    scheme subject to the condition that the dog bite has taken place duringthe policy period and the death of person has occurred within 12 monthsof the dog bite and subject to post-mortem report.

    15.Death due to snake bite or due to attack by wild animals is also coveredunder Apathbandhu scheme, as these are accidents, subject to post-mortem report or Medical certificate from the Doctor not below the rank ofAsst. Civil Surgeon.

    16.Any other accidental deaths, not specifically excluded.The following nature of deaths are not covered under the Scheme:

    1. Self injury, suicide or attempted suicide.

    2. Death while under the influence of alcoholic drinks or drugs.3. Engaging in aviation activities other than travelling as passenger (in a

    duty licensed standard type aircraft) anywhere in the world.4. Venereal diseases or insanity.5. Death while committing any breach of law with criminal intent.6. War and allied perils.7. Nuclear Explosion.

    8. Pregnancy, Child birth or consequences thereof.9. Service on duty with armed forces.

    For the policy year 2011-2012, orders were issued vide

    G.O.Ms.No.17,Revenue(DM) Dept, dated 06-07-2011 for BPL families in

    Andhra Pradesh for a further period of one year from 15-08-2011 to 14-08-

    2012, and included Deaths caused due to Sun Strokes during Heat Wave

    conditions in the nature of deaths covered under Apathbandhu Scheme.

    Further, the ceiling limit has also been enhanced from 3200 to 6000 cases

    of death.

    In view of the above changes/modifications it was decided to cancel

    tenders furnished for Apathbandhu Scheme for the policy year

    2010-2011. Once again the following Non-Life Insurance Companies

    have been requested through individual letters to give their

    competitive offers for the renewal of the Apathbandhu Scheme for

    the policy year 2011-2012:

    A notification was also published in Newspapers on 10.07.2011

    As per the Tender schedule the competitive offers from the

    Insurance Companies are to reach CDM & EOPS, Revenue (DM)

    Department on or before 3.00 p.m. on 18.07.2011 and the

    competitive bids will be opened at 4.00 p.m. on 18.07.2011 in the

    chambers of the CDM & EOPS before the representatives of

    Insurance Companies.
