These impacts have allowed the encroachment of a large number of alien invasive plant species which has decreased the biodiversity value of the vegetation. The anthropogenic impacts that has allowed the heavy alien infestation is substantiation of this specialist’s opinion that the amount of indigenous vegetation that will be cleared during the establishment of the development will not exceed 300m2. Please find below the high level assessment of the vegetation on Erf 61 of Lincoln Meade associated with the Lincoln Meade Residential Development in Pietermaritzburg, KwaZulu-Natal.

BACKGROUND

It is understood that the proposed development site is located within the urban area of Pietermaritzburg with access off Grimthorpe Road in the Lincoln Meade Residential area.

The residential development will make provision for the establishment of 23 residential units and associated services infrastructure (water, sewer, electricity and access roads). The layout of the proposed development is provided in the figure below.

The development layout makes provision for the location of the residential units and associated infrastructure outside of the delineated wetland area that occurs on the development property.

VEGETATION ASSESSMENT

The assessment of the vegetation that will be affected by the proposed development has as goal to determine the level of indigenous vegetation that is present on the site. To this end a site visit was conducted on 20 June 2018 to evaluate the vegetation species composition in the area that will be transformed for the establishment of the residential units and associated infrastructure.

The vegetation on the site is dominated by alien invasive species typical to the larger area. The species that were identified during the site visit are contained in the table below:

The woody indigenous plant species that occur on the property is dominated by several small to medium size Acacia sieberiana (Paper Bark Thorn) and a single Acacia nilotica (Scented Thorn).

It is clear that the vegetation on the property that will be affected by the implementation of the proposed development is dominated by a heavy infestation of alien invasive species. The number of indigenous plant species within this area is very limited. CONCLUSION

Considering the Listed Activities contained in the National Environmental Management Act (Act No. 107 of 1998): Environmental Impact Assessment (EIA) Regulations of 2014, as amended that relates to the removal of indigenous vegetation, the following Listed Activities are potentially applicable to this proposed development.

Based on the findings of the assessment of the vegetation contained on the development footprint, it is considered that the amount of indigenous vegetation that will require clearing from the area will be less than 10 000m2 (1 ha).

This being the case, the Listed Activity provided above will not require an Environmental Authorisation before the development can commence.
