1. SCOPE

This report relates to the identification and approximate delineation of critical habitat. In

accordance with IFC Guidance Note, it identifies which areas are considered as critical

habitat regardless of whether or not the project may affect them. This report focuses on the

Proposed Motorway route, River Regulation and project facilities.

2. METHODOLOGY

Critical habitat is an area which contains features that are essential for the conservation of a

species or habitat of conservation concern and may require targeted management and

protection. Critical habitat may include an area that is not currently occupied by a species but

is necessary for its recovery.

The critical habitat definition presented in paragraph 16 of Performance Standard 6 is in line

with criteria captured from a range of definitions of priority habitat for biodiversity

conservation in use by the conservation community and incorporated in related governmental

legislation and regulations. Critical habitats are areas of high biodiversity value that include at

least one or more of the five values specified in paragraph 16 of Performance Standard 6

and/or other recognized high biodiversity values. There is no one criterion that is more

important than any other for making critical habitat designations or for determining

compliance with Performance Standard 6. For ease of reference, these values are referred to

as “critical habitat criteria” for the remainder of this document. Each criterion is described in

detail in paragraphs GN70–GN83. Critical habitat criteria are as follows and should form the

basis of any critical habitat assessment: (GN53)

• Criterion 1: Critically Endangered (CR) and/or Endangered (EN) species

• Criterion 2: Endemic or restricted-range species

• Criterion 3: Migratory or congregatory species

• Criterion 4: Highly threatened and/or unique ecosystems

• Criterion 5: Key evolutionary processes

Projects that are located within internationally and/or nationally recognized areas of high

biodiversity value may require a critical habitat assessment. Examples include the following:

• Areas that meet the criteria of the IUCN’s Protected Area Categories Ia, Ib and II.

GN9

• Key Biodiversity Areas (KBAs), GN10 which encompass Important Bird and

Biodiversity Areas (IBAs).

To facilitate decision-making, numerical thresholds have been defined for the first four critical

habitat criteria (i.e., CR/EN species; endemic/restricted-range species;

migratory/congregatory species; threatened and unique ecosystems). The thresholds

presented in this Guidance Note were obtained from globally standardized numerical

thresholds published in the IUCN’s A Global Standard for the Identification of Key

Biodiversity Areas and Red List Categories and Criteria. The thresholds are indicative and

serve as a guideline for decision-making only. There is no universally accepted or automatic

formula for making determinations on critical habitat. The involvement of external experts

and project-specific assessments is of utmost importance, especially when data are limited

(as will often be the case). (GN56)

For Criterion 5, there are no numerical thresholds. Best available scientific information and

expert opinion should be used to guide decision-making with respect to the relative

“criticality” of a habitat in these cases. (GN57)

132 terrestrial or aquatic biodiversity features were assessed for critical habitat under the IFC

criteria and given in Table 1.

According to the studies conducted during the ESIA process and according to the EIAs prepared for the Morava Motorway Project, based on the decision of the Institute for

Nature Protection of Serbia, It was determined that the area foreseen for the Motorway, is not located in "protected areas for which protection procedure has been carried out or

initiated”, “Ecological Network of the Republic of Serbia ”, and “recorded natural assets”.

It is also the habitat of several species of strictly protected and protected species of fish, amphibians, reptiles, birds and mammals. No endemic or relict species were found.

The animal and plant species that inhabit this area are relatively widespread in the territory of Serbia, so the area does not represent a vital part of the habitat for their survival

or overall conservation status.

Considering the literature studies and their ecological features, Astacus astacus preferred mainly lakes, ponds and deep river systems with slow flow and the species is mostly found at the regions close to the Danube River. According to the SIMIC et. Al 2008, the Zeta River is given as an optimal habitat for Astacus astacus. In the same study, West Morava River defined as poor habitat in terms of Astacus astacus specie.

On the other hand, according to the morphometric of the streams and physical, chemical and biotic parameters, a large number of river habitats in Serbia have similar characteristics as the Zeta river, but populations of river crayfish in those habitats are rare or have completely disappeared. In additionally, Astacus astacus has not been

identified in Indicative Ecological Status Assessment of the Zapadna Morava River Based on Aquatic Macroinvertebrate Community, Novaković, B. 2013.

According to the findings obtained from these habitats, no Terrestrial and Aquatic flora-fauna species classified as Endemic and Restricted-Range Species were observed. All of the species identified the studies have high global populations and all species are widely distributed species

There are no Global-level Key Biodiversity Areas and Important Bird and Biodiversity Areas for restricted-range species.

Not triggering Criterion 2

Criterion 3: Migratory/ Congregatory Species

a) Areas known to sustain, on a cyclical or otherwise regular basis, ≥ 1 percent of the global population of a migratory or congregatory species at any point of the species’ lifecycle.

b) Areas that predictably support ≥10 percent of the global population of a species during periods of environmental stress.

During the studies, there are areas used for breeding and wintering purposes. However, the species in these areas do not form large colonies. Studies indicate that only a few individuals belonging to migratory and congregatory species have been observed in the region.

There are no Global-level Key Biodiversity Areas and Important Bird and Biodiversity Areas for congregatory species.

There are no Wetlands of International Importance designated under criteria 5 or 6 of the Ramsar Convention.

There is already a road in operation in the region where the project will be realized. In addition, due to high anthropogenic effect (urbanization, agricultural activities, etc.), even if individuals of migratory / congregatory species exist in this region, it does not constitute a dense population in this area.

None of the habitats identified in the West Morava are considered to be “Highly Threatened and/or Unique Ecosystems” i.e.:

i) at risk of significantly decreasing in area or quality; ii) with a small spatial extent; and/or iii) containing unique assemblages of species including assemblages or concentrations of biome-restricted species.

The Terrestrial and Aquatic habitats identified are not considered threatened according to the “IUCN Red List of Ecosystems” and “European Red List of Habitats”. And there are no areas determined as high priority for conservation. These habitats are very common in Europe.

There are no protected areas on the Motorway Section for which protection procedure has been carried out or initiated, ecologically significant areas and ecological corridors of international importance of the ecological network of the Republic of Serbia determined by the Decree on Ecological Network (Official Gazette of RS, No.102/2010), nor recorded natural assets.

Only one nationally recognized nature reserve area (Osredak ) is located outside the AoI (Section-2, KP 30). The Project does not pose any direct impact (land take, construction of any access roads, borrow area etc.) to the site. The results of the assessment on physical impacts (i.e. air quality, noise, soil and water quality) indicate that indirect impacts of the Project to the site are also insignificant or negligible. All the assessment on noise and air impacts have been estimated with numerical models. As an example, estimated noise level at the Osredak Nature Reserve is 40 dB, which indicates that no noise impact on the area is expected due to its distance to project facilities.

Gornje Pomoravlje KBA is located in 8.5 km distance from Section 1 of the Proposed Motorway Route. River diversion project will cause a significant change in the river flow. In order to reduce the impact of flow in the new riverbed due to river regulation, natural material (such as rocks) will be used for the protection of scouring and river bank erosion. Continuity of the flow will be maintained in the new channel and the flow of the river will not be impacted. Therefore, no adverse impacts on Gornje Pomoravlje KBA is expected.

Not triggering Criterion 4

Criterion 5: Key Evolutionary Processes

There is no any isolation, spatial heterogeneity and wealth of environmental gradients. It also has not been subject to much higher levels of habitat loss and fragmentation. West Morava does not support key evolutionary processes.

There are no protected areas on the Motorway Section for which protection procedure has been carried out or initiated, ecologically significant areas and ecological corridors of international importance of the ecological network of the Republic of Serbia determined by the Decree on Ecological Network (Official Gazette of RS, No.102/2010), nor recorded natural assets.
