Dear Sir/Madam Leeds City Council is carrying out a survey to obtain the views of local businesses in the Aire Valley Leeds area as part of a wider assessment of the network of retail and service provision in East and South East Leeds. This will inform future strategies for improving facilities in town and existing or proposed local centres within and adjacent to the above areas. If you or your staff consider the existing provision of services is poor then this is your opportunity to influence improvements. Aire Valley Leeds currently contains 430 businesses employing around 15,000 people and we anticipate that the area could generate a further 25,000 new jobs, over the next 10 to 15 years, along with a potential new residential population in excess of 10,000 people. We need to know how best to provide for this business and residential community in the Aire Valley. AIRE VALLEY LEEDS RETAIL NEEDS ASSESSMENT INTRODUCTION In October 2008 a survey of 430 businesses within the AVLAAP was undertaken to ensure that the needs of businesses within the study area could be taken into consideration in planning for town centre uses given that the AVL area has an existing workforce of 15,000 people and a potential workforce in addition to this figure of 27,000. 21 responses were received. This represents a sample of 4.9%. The location of the respondents is shown on the attached map. Questions and responses are listed below followed by a summary of the responses and brief conclusions. It should be noted that some responses were multichoice and therefore these have been included in the tables below. SUMMARY Section 1- Your Business Whilst the response rate at 4.9% does not appear high, responses to question 1d indicate that the survey
takes into account 1440 employees which therefore represents 10% of the current workforce of Aire
Valley Leeds. The majority of responding firms are engaged in industry and warehousing. 40% have 50
or more employees. 29% are in operation to some degree for 24 hours per day.
Section 2-Transport
There is a considerable reliance on the use of car and car share journeys as the principle means of
journey to work, and a number of business indicate that they are not well served by public transport. This
situation is compounded by the majority of respondents indicating that the proximity of services is not
adequate and equally where it is provided the service itself is it deemed to be inadequate (2c(i) and
2c(ii)).
Section 3-On site facilities
Most respondents indicate that there are canteen facilities for the benefit of employees and that they are
well used (3b). Equally the area is well served by mobile sandwich shops (3c).
Section 4-Local facilities
Some 62% of respondents suggest that employees provide for their daily shopping needs either on the
way to work or on the way home or elsewhere and significantly 82% use shops and services during the
day. Local shopping centres whether Morrison’s at Rothwell, Crown Point Retail Park, Hunslet District
Centre or Tesco Express (Royal Armouries) are all equally well used. These centres are visited in the
main by car patronage (4d i).
In terms of identifying shortage of facilities the majority identified the need for banking facilities (or cash
point) (7) sandwich shop (5) and supermarket (4) in that order (Rank1). The need for a bank and
supermarket is repeated in Rank 2 but at this level of choice the need for a Post Office and newsagent
are also identified. Of least importance, in Rank 6, is the need for Hotel (4), Leisure and Health Facilities
(3). Other facilities identified as being needed were meeting room facilities and dry cleaners.
Section 5-New Facilities
In response to Question 5 inviting respondents to identify facilities missing in the AV in terms of what
might be available tin District Centre. Several themes were identified:-
Security-more police on foot
Transport -adoption of roads; traffic lights installed on the container base exit or at the signalised
Stourton Roundabout.
Leisure- more activities for staff i.e. health clubs and facilities
Environmental-clearing up rubbish; repairing land slippage and
Economic: Supporting more tenants on the estate and attracting more visitors.
CONCLUSIONS Whilst the size of the survey sample represents only 10% of staff it has identified a need to improve basic
retail facilities in the Aire Valley employment area in terms of those retail uses normally found in
shopping centres i.e. banks, café, post offices and supermarkets. The absence of these facilities means
that employees travel some distance to these basic shopping needs. Providing they have access to a car
it would appear they are willing to undertake these journeys. The lack of accessibiliity is compounded by
the absence of public transport facilities which is identified as a key weakness in the Aire Valley.
The aim to meet these identified needs will take on additional importance if the proposals in the AVLAAP
are realised i.e. an additional 7700 dwellings comprising a residential population of some 10,000 people
and the potential creation of 27,000 new jobs in addition to the existing workforce 15,000 employees. On
this basis the needs of a community of 60,000 people will need to be addressed in the provision of new or
expanded retail in the AVLAAP.

CROSS GATES TOWN CENTRE BUSINESS SURVEY – OCTOBER 2008 ___________________________________________________________________________ Dear Sir/Madam White Young Green (WYG) is commissioned on behalf of Leeds City Council to undertake a business survey in Cross Gates Town Centre. The survey seeks the views of local businesses as part of a wider assessment of the network of retail and service provision in East and South East Leeds and Aire Valley areas. THIS IS NOT A CIRCULAR BUSINESS SURVEY – OCTOBER 2008 ___________________________________________________________________________ Dear Sir/Madam White Young Green (WYG) is commissioned on behalf of Leeds City Council to undertake a business survey in your area. The survey seeks the views of local businesses as part of a wider assessment of the network of retail and service provision in East and South East Leeds and Aire Valley areas. Improve pavement,
Street cleaning
Help to improve visual appearance of properties
Reduce crime, CCTV/policing, cleaner streets
Dibb Lane - parking should be banned, increase no of bins, re-open post office,
adverts/signage should be put up at the junction of Dibb Lane and Oakwood Lane.
East Leeds neglected for too long, inject funds, properties on York Road need a face lift
Grange Park Avenue; Post Office should be kept open, better cleaning needed, better
security, improve car parking
Ivy Lane; Asda dominates area, creating loss of business elsewhere, specialist companies
required that are not in direct competition with Asda are needed.
Roundhay Road; give traders grants, improve roads/pavements, better cleaning, more jobs
needed.
York Road; clear Victoria School site and put in grassed area/playground, a second entrance
off slip road is needed. Council should compulsory purchase the school and 3 parades and
rebuild with mixed housing and shops.

highway opposite 3 good parades and this has now caused decline and destruction.
