APPENDIX E SOCIAL CONSULTATION PROCESS
Context of the Cemeteries
During the social consultation process it became clear that the area where the affected cemeteries are
located were inhabited by personnel of the nearby Cerebos salt works. According to information
gleaned from the family members of the deceased as well sources in the Coega Development
Corporation (CDC) and Cerebos, approximately 80 people were accommodated in hostels belonging to
Cerebos. As far as we can tell the occupancy ran from between the late 1960’s and the early 2000’s
when the occupants were relocated by the CDC after they acquired the land from Cerebos. The
occupants were relocated to Well’s Estate just outside Motherwell. Most of the next of kin who were
consulted during the social consultation hails from Wells estate.
Social Consultation
PGS Heritage has conducted an in-depth social consultation process (as required by Act 25 of 1999) in
order to identify any unknown buried individuals and to obtain permission for exhumation and re-
interment from affected families, communities and other bona fide interested and affected parties. At
the time of writing, representatives of families of 32 of the 38 graves had contacted us and requested
for the affected graves to be relocated (see Appendix H). The remaining 6 graves are all unidentified.
The social consultation process included site notices, newspaper notices, broadcasts on a relevant
vernacular radio station and personal communication with community members. During the social
consultation process, PGS Heritage was greatly assisted by Mr Johannes Vrolik (a local Coega resident)
and Mr Marco McPherson (Martins Funerals). The next of kin of the affected graves were accompanied
to the graves and had to physically verify the position of the burials of the deceased they were related
to.
Site Notices
Site notices were put up at both cemeteries on the site on 30/04/2013 and are still on display (Appendix
F).
Newspaper Notices
Notices were published in a national newspaper (Daily Sun – 31/05/2013) and local newspaper (PE
Express/ PE Indaba – 05/06/2013) with the aim of identifying any family members and negotiating the
mitigation thereof with any affected and interested parties (Appendix G).
Radio Broadcasts
Notices regarding the proposed grave relocation were broadcast in isiXhosa on the radio station
Umhlobo Wenene fm, several times a day over a period of one week, from 17-21 June 2013
(Appendix H). The radio broadcasts turned to be very effective in locating the next of kin.

PGS Heritage is trying to contact the family of persons buried in two
cemeteries on the farm Swarte Koppen 302, at Coega, Eastern Cape
Province. One cemetery consists of 27 graves and the other of 3 graves.
Both are fenced with concrete fences. The area where the cemeteries are
situated is known as Soutpan and most of the residents used to work for
Cerebos. As far as we know, there used to be a worker hostel close to the
cemeteries.
There will be a meeting for family members at the site of the graves on
Saturday 22 June and on Saturday 29 June from 10am - 1pm.
