Notice is hereby given in terms of the National Environmental Management Act, 1998 (No 107 of 1998) as amended, and the Environmental Impact Assessment (EIA) Regulations (2010) that Sasol Synfuels (Pty) Ltd has submitted an application for Environmental Authorisation (EA) to the Mpumalanga Department of Economic Development, Environment and Tourism (MDEDET).

PROJECT NATURE

The Sasol Olefins and Surfactants (O&S) business unit has identified an opportunity to isolate, export and sell Iso-octanol as a higher value commodity.The purpose of the Iso-octanol long term phase 2 project is to convert the aldehydes in the existing iso-alcohols stream by hydrogenation to its corresponding alcohols to achieve the desired product specification for the Iso-octanol product. Hydrogenation refers to a chemical reaction between molecular hydrogen (H2) and another compound or element, usually in the presence of a catalyst (Wikipedia, 2013). A distillation column will be installed for separation to achieve the final product specifications. In addition, a storage tank, heat exchangers and pumps to enable storage and loading of final Iso-octanol product will be installed in the 1-Octene Train III tank farm area.

LOCATION The project will take place within the Sasol Industrial Complex in Secunda which falls under the Govan Mbeki Local Municipality in Mpumalanga.

LISTED ACTIVITIES EIA Regulations (2010) - GN. R.544 (Listing Notice 1): 13, 42 and 48 A Basic Assessment study will therefore be conducted for the proposed project.

AARD VAN DIE PROJEK

Die Sasol Olefiene en Surfaktante (O&S) sake-eenheid het ’n geleentheid geïdentifiseer om Iso-oktanol as ’n hoër waarde kommoditeit te isoleer, uit te voer en te verkoop. Die doel van die Iso-oktanol langtermyn fase 2 projek is om die aldehiede in die bestaande iso-alkohol-stroom deur hidrogenering om te skakel na sy ooreenstemmende alkohole om die gewenste produkspesifikasie vir die Iso-oktanolproduk te verkry. Hidrogenering verwys na ’n chemiese reaksie tussen molekulêre waterstof (H2) en ’n ander verbinding of element, gewoonlik in die teenwoordigheid van ’n katalisator (Wikipedia, 2013). ’n Distilleringskolom sal geïnstalleer word vir skeiding om die finale produkspesifikasies te bereik. Daarbenewens sal ’n opgaartenk, warmteruilers en pompe in die 1-Okteenreeks III tenkplaasgebied geïnstalleer word om die berging en laai van die finale Iso-oktanolproduk moontlik te maak.

RasGas Company Limited (RasGas) is one of the world’s premier inte-grated LNG enterprises. Since its creation in 1993, RasGas has developed world-class facilities for the extraction, storage, processing and export of LNG, and has entered into long-term agreements to supply LNG to customers in Korea, India, Italy, Spain, Belgium, Taiwan and the Americans, RasGas has seven LNG trains in operation, with a total production capacity of approximately 37 million tonnes of LNG per year.

PANEL OPERATORS

Candidates should have a minimum of secondary education; engineering diploma is preferred, with at least 10 years’ experience as a DCS Panel Operator in a Utility Plant and/or Gas Processing Facility with preference for LNG liquefaction knowledge. In addition, candidates must meet the following competency requirements:

· High aptitude with safety management systems; high level of competency in relationship and team building including communicative skills between peers in the English language· Transparency in reporting of production process problems, sharing of knowledge and lessons learned· High focus on process operations optimization and efficiencies including minimizing all flaring· High focus in work management processes including permit to work, equipment isolations, temporary control system defeats, etc.

MECHANICAL TECHNICIANS

Applicant should be qualified Mechanical Technicians/Millwright preferably with a Technology Diploma / Certificate from a recognized institution.

Minimum of 8 years of experience in overhauls, inspection and front-line troubleshooting of rotating and static equipment such as compressors, pumps, steam turbines, heat exchangers, valves and piping.

Strong and demonstrated focus on Safety is paramount; practical know-how of permit-to-work systems and LOTO procedures applicable to LNG / Petrochemical plants is required.

PROCESS OPERATORS

Applicants should have a minimum of Secondary education with at least 6 years of experience in LNG, LPG, Sour Gas Processing, Sulphur Recovery, Refinery or a similar process environment together with a mechanical aptitude and basic knowledge of process instrumentation and DCS Operations.

1. WHAT DOES THIS DOCUMENT TELL YOU? This document aims to provide you, as an Interested and/or Affected Party (I&AP), with background information as well as the required environmental studies to be undertaken regarding the application for Environmental Authorisation (EA) that was submitted to the Mpumalanga Department of Economic Development, Environment and Tourism (MDEDET) for the proposed Iso-octanol long term phase 2 project, in Secunda, Govan Mbeki Local Municipality, Mpumalanga. In order for the project to commence, an EA must be obtained in terms of the National Environmental Management Act (No 107 of 1998) as amended, and the Environmental Impact Assessment (EIA) Regulations (2010).

It further indicates how you can become involved in the project, receive information, or raise issues which may concern and/or interest you. The sharing of information forms the basis of the Public Participation process and offers you the opportunity to become actively involved in the project from the outset. Input from I&APs ensures that all potential environmental issues are considered within the study. 2. PROJECT DESCRIPTION The Sasol Olefins and Surfactants (O&S) business unit has identified an opportunity to isolate, export and sell Iso-octanol as a higher value commodity. The purpose of the Iso-octanol long term phase 2 project is to convert the aldehydes in the existing iso-alcohols stream by hydrogenation to its corresponding alcohols to achieve the desired product specification for the Iso-octanol product. In addition, a storage tank, heat exchangers and pumps to enable storage and loading of final Iso-octanol product will be installed in the 1-Octene Train III tank farm area. 2.1 Location of the Proposed Iso-octanol Long Term Phase 2 Project The site of the proposed project is located in the existing 1-Octene Train III plant area in the existing Synfuels Primary Area, at the Sasol Industrial Complex in Secunda. Refer to the locality map attached at the end of this document. 2.2 Alternatives for the Proposed Development An alternative is defined as a different means of meeting the general purposes and requirements of the proposed activity. For this project, the following alternatives have been proposed for the production of iso-octanol:

Water removal before entering the new Hydrogenation reactor

(Please note that the exact pressures and temperatures may change once an optimisation study is done). The 304VL-1401 column overhead stream from Octene Train III is fed to a new water removal column to separate water from iso-octanol. After water removal this stream is pressurised to 52 barg and cooled to 115°C. This feed stream is then mixed with the recycled hydrogenation reactor product to reduce the aldehyde concentration to a maximum of 8 wt% before entering the new hydrogenation reactor. Excess high pressure hydrogen is co-currently fed from the top of the hydrogenation reactor along with the iso-alcohol rich stream. The primary reaction in the new hydrogenation reactor is aldehyde conversion to alcohols. The hot reactor product stream is cooled to 40 °C. A portion of this stream is

recycled with the fresh feed stream back to the hydrogenation reactor to control exotherms (a compound that gives off heat during its formation and absorbs heat during its decomposition - http://www.thefreedictionary.com) in the reactor. The cooled product stream is sent to a new degassing drum to remove hydrogen and other vapours present in the reactor product. The hydrogen-rich vapour is sent to the existing Octene Train III flare. The degassed iso-octanol product is passed through a filter to remove any catalyst fines present. Thereafter, the product will be stored in a new tank in Octene Train III tank farm before being transported via road tankers to Durban for international export. A purge gas stream exiting the reactor removes excess hydrogen and other inerts that are present in the hydrogen feed. This stream is routed to the flare system of 1-Octene Train III.

This stream is diluted with the bottoms stream of the new water removal column to achieve the desired feed operating conditions and a maximum aldehyde feed concentration of 8 wt%. Excess high pressure hydrogen is co-currently fed from the top of the hydrogenation reactor along with the iso-alcohol stream. The primary reaction in the new hydrogenation reactor is aldehyde conversion to alcohols. The reactor product stream is routed to a new water removal column. This column will remove water and light hydrocarbons and hydrogen from the iso-octanol product. The bottoms streams of the water removal column is recycled back to the reactor feed to control the reactor feed conditions. The remaining portion of this stream is cooled. A portion of this cooled stream is recycled with the fresh reactor feed stream to the hydrogenation reactor to control exotherms in the reactor. The remaining cooled product stream passes through a filter to remove any catalyst residue (fines) present. Thereafter, the product will be stored in a new tank in Octene Train III tank farm before being transported via road tankers to Durban for international export.

3. ENVIRONMENTAL STUDIES In order to obtain the necessary environmental approval from the MDEDET (competent authority), a Basic Assessment (BA) study will be undertaken in terms of Government Notice No. R. 543 and R544 of the EIA Regulations (2010). A BA is an effective planning and decision-making tool, which allows for the identification of potential environmental consequences of a proposed project, and its management through the planning process. 1. WAARVAN LIG HIERDIE DOKUMENT U IN? Hierdie dokument poog om u, as ’n Belangstellende en/of Geaffekteerde Party (B&GP), te voorsien van agtergrondinligting en die nodige omgewingstudies wat onderneem moet word betreffende die aansoek om Omgewingsmagtiging (OM) wat by die Mpumalanga Departement van Ekonomiese Ontwikkeling, Omgewingsake en Toerisme (MDEDET) ingedien is vir die voorgestelde Iso-oktanol langtermyn fase 2 projek te Secunda, Govan Mbeki Plaaslike Munisipaliteit, Mpumalanga. Vir die projek om ’n aanvang te neem, moet ’n OM ingevolge die Nasionale Wet op Omgewingsbestuur (Wet 107 van 1998) (soos gewysig) en die Regulasies op Omgewingsimpakevaluerings (OIE-regulasies) (2010) bekom word. Voorts dui dit aan hoe u by die projek betrokke kan raak, inligting kan ontvang of vraagstukke kan opper wat u dalk kan raak en/of wat vir u van belang kan wees. Die deel van inligting vorm die grondslag van die Openbare Deelnameproses en bied u die geleentheid om uit die staanspoor aktief by die projek betrokke te raak. Insette van B&GP’s verseker dat oorweging tydens die studie aan alle potensiële omgewingsvraagstukke geskenk word. 2. PROJEKBESKRYWING Die Sasol Olefiene en Surfaktante (O&S) sake-eenheid het ’n geleentheid geïdentifiseer om Iso-oktanol as ’n hoër waarde kommoditeit te isoleer, uit te voer en te verkoop. Die doel van die Iso-oktanol langtermyn fase 2 projek is om die aldehiede in die bestaande iso-alkohole-stroom deur hidrogenering om te skakel in sy ooreenstemmende alkohole om die gewenste produkspesifikasie vir die Iso-oktanolproduk te bereik. Hidrogenering verwys na ’n chemiese reaksie tussen molekulêre waterstof (H2) en ’n ander verbinding of element, gewoonlik in die teenwoordigheid van ’n katalisator. ’n Distilleringskolom sal geïnstalleer word vir skeiding ten einde die finale produkspesifikasies te bereik. Daarbenewens sal ’n opgaartenk, warmteruilers en pompe in die 1-Okteenreeks III tenkplaasgebied geïnstalleer word om die berging en laai van die finale Iso-oktanolproduk moontlik te maak. 2.1 Ligging van die Voorgestelde Iso-oktanol Langtermyn Fase 2 Projek Die terrein van die voorgestelde projek is in die bestaande 1-Okteenreeks III aanleggebied in die bestaande Synfuels Primêre Gebied by die Sasol Nywerheidskompleks te Secunda. Sien asseblief die aangehegte liggingskaart onderaan hierdie dokument. 2.2 Alternatiewe vir die Voorgestelde Ontwikkeling ’n Alternatief word omskryf as ’n ander manier om die algemene doeleindes en vereistes van die voorgestelde aktiwiteit te verwesenlik. Vir hierdie projek word die volgende alternatiewe vir die produksie van Iso-oktanol aan die hand gedoen:

Hierdie voerstroom word dan gemeng met die herwonne produk van die hidrogeneringsreaktor om die aldehiedkonsentrasie af te bring na hoogstens 8 gewigs% voor dit die nuwe hidrogeneringsreaktor binnegaan. Die warmreaktor produkstroom word na 40°C afgekoel. ’n Deel van hierdie stroom word hersirkuleer met die vars voerstroom terug na die hidrogeneringsreaktor om eksoterme (’n verbinding wat warmte afgee tydens die vorming daarvan en warmte absorbeer tydens sy ontbinding – vertaal uit http://www.thefreedictionary.com) in die reaktor te beheer. Die verkoelde produkstroom word na ’n nuwe ontgasdrom gestuur om waterstof en ander dampe wat in die reaktorproduk teenwoordig is, te verwyder. Die waterstofryke damp word na die bestaande Okteenreeks III vlam gestuur. Die ontgasde iso-oktanolproduk gaan deur ’n filter om enige katalisator fynmiddels wat teenwoordig is, te verwyder. Daarna sal die produk in ’n nuwe tenk in die Okteenreeks III tenkplaas gestoor word alvorens dit met padtenkwaens na Durban vervoer word vir internasionale uitvoer. ’n Spoelgasstroom wat die reaktor verlaat, verwyder oormatige waterstof en ander trae gasse wat in die waterstofvoer teenwoordig is. Die stroom word belyn na die vlamstelsel van die 1-Okteenreeks III.

Die stoom word verdun met die onderste stroom van die nuwe waterverwyderingskolom om die gewenste bedryfstoestande vir voering en ’n maksimum aldehiedvoerkonsentrasie van 8 gewigs% te bereik. Oormatige hoëdruk waterstof word dan van die bokant van die hidrogeneringsreaktor samelopend met die iso-alkoholstroom ingevoer. Die primêre reaksie in die nuwe hidrogeneringsreaktor is die omskakeling van aldehied in alkohole. Die reaktor produkstroom word na ’n nuwe waterverwyderingskolom herlei. Hierdie kolom sal water en ligte koolwaterstowwe, asook waterstof, uit die iso-oktanolproduk verwyder. Die onderste strome van die waterverwyderingskolom word na die reaktorvoer hersirkuleer om die reaktorvoertoestande te beheer. Die oorblywende gedeelte van hierdie stroom word verkoel. ’n Gedeelte van hierdie verkoelde stroom word hersirkuleer met die vars reaktorvoerstroom na die hidrogeneringsreaktor om eksoterme in die reaktor te beheer. Die oorblywende verkoelde produkstroom gaan deur ’n filter om enige katalisatorresidu (fynmiddels) daaruit te verwyder. Daarna sal die produk in ’n nuwe tenk in die Okteenreeks III tenkplaas gestoor word alvorens dit met padtenkwaens na Durban vervoer word vir internasionale uitvoer.

3. OMGEWINGSTUDIES Ten einde die nodige omgewingsmagtiging van die MDEDET (die bevoegde owerheid) te bekom, sal ’n Basiese Evalueringstudie (BE) ingevolge Staatskennisgewing R.543 en R.544 van die OIE-regulasies (2010) onderneem word. ’n BE is ’n doeltreffende beplannings- en besluitnemingswerktuig wat die identifisering van potensiële omgewingsgevolge van ’n voorgestelde projek, sowel as die bestuur daarvan deur die beplanningsproses, moontlik maak. Die projek gee aanleiding tot die volgende aktiwiteite:

Sasol Olefins and Surfactants proposes the Iso-octanol long-term phase 2 project where aldehydes are converted in the existing Iso-alcohol stream (in Octene Train III) by hydrogenation to its corresponding alcohols to achieve the desired product specification for the Iso-octanol product. A new reactor and a new distillation column with its associated equipment will be installed for this purpose. The expected Iso-octanol production will range between 7 and 9 kt / annum. In addition, a storage tank with a capacity of approximately 400 m3 and a loading pump will be installed to enable storage and loading of the final Iso-octanol product. The new iso-octanol plant will be located within the existing Synfuels Primary Area. Consequently, Sasol Synfuels (Pty) Ltd intends to undertake a Basic Assessment (BA) study and submit the final Basic Assessment Report (BAR) to MDEDET in support of the proposed project.

GLOSSARY OF TERMS ACCIDENT:

An unfortunate incident that happens unexpectedly and unintentionally, consequently causing damage to property or injury to persons1

BUILDING AND DEMOLITION WASTE:

Building and demolition waste means waste, excluding hazardous waste, produced during the construction, alteration, repair or demolition of any structure, and includes rubble, earth, rock and wood displaced during that construction, alteration, repair or demolition.

CONTRACTOR:

Any provider of services, goods or people to Sasol sites, directly or indirectly, and includes: contractors, sub-contractors, sub-sub contractors, hired labour agency, suppliers, event contractors, consultants and contractors as traditionally defined.

DEGRADATION

The lowering of the quality of the environment through human activities e.g. river degradation, soil degradation.

DOMESTIC WASTE:

Domestic waste means waste, excluding hazardous waste, that emanates from premises that are used wholly or mainly for residential, educational, health care, sport or recreation purposes.

EMERGENCY:

An undesired event that results in a significant environmental impact and requires the notification of the relevant statutory body such as a local or provincial authority.

ENVIRONMENT:

In terms of the National Environmental Management Act (NEMA) (No 107 of 1998) (as amended),

ENVIRONMENTAL IMPACT:

A change to the environment, whether adverse or beneficial, wholly or partially resulting from an organisation’s activities, products or services.

ENVIRONMENTAL MANAGEMENT PROGRAMME:

A detailed plan of action prepared to ensure that recommendations for enhancing or ensuring positive environmental impacts and limiting or preventing negative environmental impacts are implemented during the life-cycle of the project.

GENERAL WASTE:

General waste means waste that does not pose an immediate hazard or threat to health or to the environment, and includes –

(a) domestic waste;

(b) building and demolition waste;

(c) business waste; and

(d) inert waste.

HAZARDOUS WASTE:

Hazardous waste means any waste that contains organic or inorganic elements or compounds that may, owing to the inherent physical, chemical or toxicological characteristics of that waste, have a detrimental impact on health and the environment.

IMPACT:

A description of the potential effect or consequence of an aspect of the development on a specified component of the biophysical, social or economic environment within a defined time and space.

INCIDENT:

An undesired event which may result in a significant environmental impact but can be managed through internal response.

MITIGATION:

Measures designed to avoid, reduce or remedy adverse impacts.

PROJECT MANAGEMENT TEAM:

The responsibility of the team is to ensure the implementation of the EMPr.

SAFETY, HEALTH AND ENVIRONMENTAL OFFICER:

The SHE officer is a Contractor representative, responsible for the safety, health and environmental aspects on the construction site.

WASTE:

Waste means any substance, whether or not that substance can be reduced, re-used, recycled and recovered –

(a) that is surplus, unwanted, rejected, discarded, abandoned or disposed of;

(b) which the generator has no further use of for the purposes of production;

(c) that must be treated or disposed of; or

(d) that is identified as a waste by the Minister by notice in the Gazette, and includes waste generated by the mining, medical or other sector, but—

(i) a by-product is not considered waste; and

(ii) any portion of waste, once re-used, recycled and recovered, ceases to be waste.

1 INTRODUCTION Sasol Synfuels (Pty) Ltd proposes the Iso-octanol long-term phase 2 project where aldehydes are converted in the existing Iso-alcohol stream by hydrogenation to its corresponding alcohols to achieve the desired product specification for the Iso-octanol product. A new distillation column will be installed for this purpose and the expected Iso-octanol production using distillation will range between 7.38 and 7.97 kt/annum. In addition, a storage tank with a capacity of approximately 374 m3 and loading pump will be installed to enable storage and loading of the final Iso-octanol product. The equipment will form part of the 1-Octene Train III plant located within the plant’s tank farm in the existing Synfuels Primary Area, at the Sasol Industrial Complex in Secunda (refer to Appendix A for the Locality map).

1.1 Applicable Documentation The following environmental documentation is applicable for the project, and will be read in conjunction with this EMPr:

1.2 Structure of the Environmental Management Programme The EMPr provides proposed mitigation and management measures for the following phases of the project (refer to FIGURE 1).

Relevant environmental legislation pertaining to the project is listed within Chapter 3. Sasol shall be responsible for ensuring compliance with the conditions by any person acting on their behalf, including but not limited to, an agent, contractor, sub-contractor, employee or person rendering a service to the holder of the authorisation. This EMPr is a dynamic document which will be updated as required on a continuous basis to ensure environmental best practices. Any amendments made, must be submitted to both the Sasol EIA specialist and Project Manager for approval. Amendments to the EMPr must be submitted to the MDEDET.

1.3 Objectives of the Environmental Management Programme The EMPr has the following objectives:

To outline functions and responsibilities of responsible persons. To state standards and guidelines, which are required to be achieved in terms of environmental legislation. To outline mitigation measures and environmental specifications which are required to be implemented for all

phases of the project in order to minimise the extent of environmental impacts, and to manage environmental impacts associated with the proposed project.

To prevent long-term or permanent environmental degradation.

1.4 The EMPr as a “live” Document The approach adopted for this EMPr is derived from the Deming Cycle (FIGURE 2), a cycle of continuous improvement that entails the reiterative actions of plan, do, check, act, and critically to then return to the planning phase.

1.4.1 Plan

Project-specific planning for the proposed project involves consideration of the legal triggers, the specifics of the proposed development, and the nature of the receiving environment. This provides a starting point for targeted environmental management objectives. Environmental performance indicators are then determined with measurable targets prescribed to monitor the environmental performance of the project. Achieving the targets depends on compliance with this EMPr and the legislative requirements that underpin it.

1.4.2 Do

Throughout the development’s life-span, the developer and operator will be required to develop and maintain a Quality Management System (QMS) – designed to ensure that best management practices are implemented in day-to-day management. Such a QMS should at least include the following information: Location and extent of associated infrastructure; Associated activities, such as the transportation of people and equipment; Resources and experience required (staffing); Materials and equipment to be used; Management actions; Human resources used; Construction-monitoring activities; Emergency / disaster incident and reaction procedures; and Rehabilitation procedures for the impacted environment.

1.4.3 Check

A system of assessing monitoring results has been developed to check the environmental management performance. Continuous assessment facilitates proactive management of the environmental issues. Mitigation

measures can then be successfully implemented on an ongoing basis to keep environmental indicators within their target thresholds. Moreover, the assessment system also enables the assessment of the efficacy of the EMPr. Regular auditing of environmental performance is prescribed to prove and preserve accountability.

1.4.4 Act

The assessments and monitoring of the results and findings of the regular audits must be documented within a reporting system. Precautionary mitigation measures and corrective actions will be prescribed and instructions will be given in order to implement these in the field. The findings of monitoring and auditing programmes can also be used to update the EMPr. Although the EMPr is a project-specific document, it is dynamic and should be updated regularly to address the changing circumstances of the scheme.

2 MANAGEMENT AND MONITORING PROCEDURES

2.1 Organisational Structure and Responsibility The Project Management Team will:

Ensure that the Contractor/s is aware of all specifications, legal constraints and Sasol standards ־and procedures pertaining to the project, specifically with regards to the environment.

Ensure that all stipulations within the EMPr are communicated and adhered to by Sasol and its ־Contractor(s).

Be fully conversant with the Basic Assessment study for the project, the conditions of the ־Environmental Authorisation (once issued), and all relevant environmental legislation.

The Sasol Technology EIA Specialist will: .Direct the implementation of the EMPr during design ־ Ensure that the requirements of the EMPr are communicated, understood and enforced by ־

personnel on site during construction and pre-commissioning. Ensure that the aspects/impacts in the EMPr which relates to operations are explained to the ־

business unit SH&E representatives. The SH&E representatives will incorporate requirements into either existing or new environmental management systems.

.Advise management on environmental issues ־

Report any non-compliance or remedial measures that need to be applied to the appropriate ־environmental authorities, in line with the requirements of the Environmental Authorisation.

2.2 Environmental Awareness Plan It is important to ensure that the Contractor has the appropriate level of environmental awareness and competence to ensure continued environmental due diligence and ongoing minimisation of environmental harm. To achieve effective environmental management, it is important that employees, contractors and sub-contractors are aware of their responsibilities in terms of the relevant environmental legislation and the contents of this EMPr. Training needs should be identified based on the available and existing capacity of site personnel (including the Contractors and Sub-contractors) to undertake the required EMPr management actions and monitoring activities. It is vital that all personnel are adequately trained to perform their designated tasks to an acceptable standard. The environmental awareness plan is aimed at:

promoting environmental awareness amongst all personnel on site; informing personnel of all environmental procedures, policies and programmes applicable; providing generic training on the implementation of environmental management specifications; and providing job-specific environmental training in order to understand the key environmental features of the

construction site and the surrounding environment. The environmental awareness training programme will include:

the induction of all construction and operation staff; signing by all persons, an acknowledgement of receiving and understanding the induction; identification of environmental risks and job specific training on addressing these risks; and training on the

implementation of emergency procedures (where necessary). Topics covered by the Environmental Awareness Programme should include:

What is meant by “Environment”? Why does the environment need to be protected and conserved? How can construction activities impact on the environment? What can be done to mitigate against such impacts? Awareness of emergency and spills response provisions.

Training can be done either in a written or verbal format but will be in an appropriate format for the receiving audience. The training must ensure that the contents and requirements of the EMPr are transferred to the audience. Where training has been done verbally, persons having received training must sign an attendance register (which must be properly filed). Training should be conducted monthly by the ECO and can also be dealt with weekly during the ‘Toolbox Talks’. In addition to training, general environmental awareness must be fostered among the project’s workforce to encourage the implementation of environmentally sound practices throughout its duration. This ensures that environmental accidents are minimised and environmental compliance maximized.

2.3 Monitoring A monitoring programme will be in place not only to ensure compliance with the EMPr through the contract/work instruction specifications, but also to monitor any environmental issues and impacts which have not been accounted for in the EMPr that are, or could result in significant environmental impacts for which corrective action is required. Sasol Synfuels will carry out the following:

Internal Audits (conducted by Sasol Technology EIA Specialist and Environmental Control Officer by means of site visits).

External Audits (conducted by Sasol Technology EIA Specialist and Environmental Management System Auditor), if necessary.

As part of the contract or work instruction, Sasol will stipulate the period and frequency of monitoring required. This will be determined from applicable permits and authorisations from authorities. The Project Manager will ensure that the monitoring is carried out.

7 DECOMMISSIONING PHASE

7.1 General Principles for Environmental Management during Decommissioning At this point of the project planning process, the necessity for and timing of the decommissioning of the proposed project is not known. If decommissioning of the Iso-octanol long-term phase 2 project does occur, it will be undertaken together with the entire Sasol Industrial complex’s operations. During decommissioning, all appropriate legal procedures will be followed e.g. giving notice to the relevant authorities. Furthermore, an application in terms of Listing Notice 1 of the EIA Regulations (2010) for the relevant Environmental Authorisation will be lodged if applicable.

The integrity of the impervious surface and bunded area must be inspected regularly and any maintenance work conducted must be recorded in a maintenance report.

All diesel-operated equipment must be provided with drip trays and should be maintained in good working order.

Provide proper warning signage to make people aware of the activities within designated areas.

Employees should be provided with functioning spill kits and disposal containers to handle spillages.

Train employees and contractors on the correct handling of spillages and precautionary measures that need to be implemented to minimise potential spillages.

All equipment must be regularly maintained to ensure they are in proper working condition. No repairs may be undertaken beyond the contractor lay-down area.

An Emergency Preparedness and Response Plan will be developed and implemented should an incident occur.

Access to storage areas on site must be restricted to authorised employees only.

Ensure the establishment of stormwater diversion berms around the contractor laydown area and other potential contaminated areas (e.g. diesel storage tanks).

Washing of containers, equipment must be conducted at designated areas.
