Purpose
�����������ǯ����ϐ���������������������Ǧning and Steering and Planning Commit-tees are leading this plan update effortfor Pike County and its municipalities.This effort is expected to continuethrough 2017 and is an opportunity todetail a variety of potential hazards thatcould affect County residents, visitors,property and economy. It will also allowPike County and participating municipal-ities to continue to be eligible for futuremitigation funding from FEMA.
The goal of the plan update is to identifyprojects that can reduce damages fromfuture natural and human-made hazards.The plan will include a Risk Assessmentand a Hazard Mitigation Strategy. Theprimary natural hazards of concern inPike County include drought, earthquake,ϐ����ǡ� ���������Ȁ��������� �����Ȁnor’easter, pandemic, tornado and wind-����� ǡ�����ϐ��������������������Ǥ
The plan will focus on existing and futurebuildings, infrastructure, and critical fa-cilities that might be impacted. Possibly. There are opportunities for prop-erty owners to receive funding to elevate a����������������ϐ�����������ǡ���������������property acquired by their municipality.Generally the property must have a historyof NFIP (National Flood Insurance Pro-gram) damage claims. DINGMAN TOWNSHIP — Dingman Township supervisors tackled a full plate of water and environmental
issues at a recent meeting.
Preparing for disaster — Dingman is taking part in the Pike County Hazard Mitigation Plan by sending EMS
personnel to attend meetings. Pike County stands to get some grant money through its participation in the
plan.
All residents are encouraged to take a survey at pikecountypahmp.com. It says the project's goal is to save
lives and property by reducing hazards in Pike County that make it vulnerable to "floods, hurricanes,
wildfires, landslides, tornadoes, earthquakes, (and) dam failures," as well as “human-caused hazards."
Water-sharing — A water-sharing arrangement up for renewal authorized the Municipal Authority of the
Borough of Milford to maintain its current withdrawal of up to 500,000 gallons per day for its public water
supply. It's drawn from springs located 1,200 feet northeast of the borough, according to CDM Smith, an
environmental engineering company representing Milford Borough,
An application will be sent to Pennsylvania Department of Environmental Protection for approval.
Impact fees fund projects — Dingman will apply for grants funded by drilling-related impact fees in the
Marcellus shale. Eligible projects include: park and recreational development, greenways and trails
enhancement, and river access improvements. The Pike County Conservation District grant may provide
supplemental funding to dirt, gravel, and low-volume road applicants in the district. Grants may come from
the Pike County Scenic Rural Character Preservation program. In addition, the Pike County Conservation
District applied for a grant to fund training in "environmentally sensitive maintenance."

The public is invited to participate in updating Pike County’s Hazard Mitigation Plan (HMP)
that will pave the way for mitigation funding. To take the online survey, go to

Pike County has received a grant to complete a mandatory five-year update of its existing 2012
Hazard Mitigation Plan. This plan will identify key actions to be taken to reduce or eliminate
the long-term risk to human life and property from natural and human-made disasters. The
Federal Emergency Management Agency (FEMA) defines hazard mitigation as a “sustained
action taken to reduce or eliminate long-term risk to people and their property from hazards.”
The Disaster Mitigation Act (DMA) of 2000 requires local governments to have a hazard
mitigation plan approved by FEMA. This plan will eventually form the basis for a long-term
strategy to help reduce or eliminate disaster losses, and break the cycle of disaster damage,
reconstruction, and repeated damage.
The goal of Pike County’s plan is to identify projects that can reduce damages from future
natural hazards. The plan will include an updated risk assessment and a hazard-mitigation
strategy. Pike County’s main natural hazards of concern include flood, earthquake,
hurricane/tropical storms, winter storms, and wildfire. The human-made hazards include dam
failure, urban fire/explosion, and utility interruption. The study focuses on existing and future
buildings, infrastructure and critical facilities that might be impacted.

Communities with an approved HMP may apply for pre-disaster mitigation funding for
projects to mitigate risk to both public and private property, such as home elevations and local
flood-control measures. Ultimately these projects will reduce vulnerability and enable
communities to recover more quickly from disasters.

Pike County Hazard Mitigation Plan Update UnderwayTake the Online Survey
The public is invited to participate in updating Pike County’s Hazard Mitigation Plan (HMP) thatwill pave the way for mitigation funding. Pike County has received a grant to complete a mandatory five-year update of its existing 2012Hazard Mitigation Plan. This plan will identify key actions to be taken to reduce or eliminate thelong-term risk to human life and property from natural and human-made disasters. The FederalEmergency Management Agency (FEMA) defines hazard mitigation as a “sustained action takento reduce or eliminate long-term risk to people and their property from hazards.”
The Disaster Mitigation Act (DMA) of 2000 requires local governments to have a hazardmitigation plan approved by FEMA. This plan will eventually form the basis for a long-termstrategy to help reduce or eliminate disaster losses, and break the cycle of disaster damage,reconstruction, and repeated damage.
The goal of Pike County’s plan is to identify projects that can reduce damages from futurenatural hazards. The plan will include an updated risk assessment and a hazard-mitigationstrategy. Pike County’s main natural hazards of concern include flood, earthquake,hurricane/tropical storms, winter storms, and wildfire. The human-made hazards include damfailure, urban fire/explosion, and utility interruption. The study focuses on existing and futurebuildings, infrastructure and critical facilities that might be impacted.
Communities with an approved HMP may apply for pre-disaster mitigation funding for projectsto mitigate risk to both public and private property, such as home elevations and local flood-control measures. Ultimately these projects will reduce vulnerability and enable communities torecover more quickly from disasters.

The Plan is now available in draft and we encourage your review and comment. The purpose of this plan is to identify vulnerabilities to a variety of natural disasters, and to develop plans to help minimize losses if disasters should occur. The intent of the plan is to provide a comprehensive document that takes into account the wide diversity of communities, businesses, and services that are an integral part of Pike County and the region as a whole. In addition to its value as a hazard mitigation plan, the development of this document is also required under the DMA 2000 to ensure eligibility for federal mitigation funding. Due to your involvement in, or proximity to, Pike County, the effects of natural and man-made disasters are of similar concern and your involvement in this process could reap mutual benefits. By participating in the review of this plan, you will be engaging in the local and/or regional coordination of disaster mitigation planning, which is one of the intents of the Mitigation Planning Regulations (44 CFR 201). At present, Pike County and all municipalities, with support from their contract consultant (Tetra Tech, Inc.), has prepared a draft HMP that is now in a public review period prior to submission to FEMA for approval. By means of this letter, Pike County is seeking your participation in this important planning effort. Specifically, we encourage interested local and neighboring community representatives to become familiar with this process by reviewing and providing input on the draft and final plan documents. Mitigation Technique Category
Local Plans and Regulations (LPR) – These actions include government authorities, policies orcodes that influence the way land and buildings are being developed and built.
Structure and Infrastructure Project (SIP) – These actions involve (1) modifying existingstructures and infrastructure to protect them from a hazard, or (2) removing them from a hazardarea. This could apply to public or private structures as well as critical facilities andinfrastructure. This type of action also includes projects to construct manmade structures toreduce the impact of hazards.

Westfall TownshipWhen the Delaware River overtops its banks the water backs up alongthe southerly side of I-84 because I-84 acts as a dam to keep thefloodwater on southerly side of I-84 and away from the Town ofMatamoras. When flood water gets high enough, the pedestriancrossing will allow flood water to surge into town.
Install backflow prevention or water-tight door or flap at thesoutherly side of the pedestrian crossing. The water pressure fromthe flood water would seal the opening and alleviate flooding in theTownship of Matamoras. This project may need coordination byPennDOT but tunnel is maintained by Westfall Township.
