Community Profiles 1. Minor Irrigation Tanks and Communities The Team conducted community profiling for the proposed minor tanks rehabilitation in order to obtain socio-economic information and assess the capacities of FOs. The team held interviews with DSs, GNs and FOs. The president, secretary, and treasurer of each FO or just one or two of them were present at the interviews. The team gathered information on 11 FOs and of the GN Divisions where the FOs were located. The information covered population, IDPs, mines, agriculture, animal husbandry, government organizations, public facilities, public service, transportation, CBOs, vulnerable communities and assistance to them, procedure for obtaining loans, security issues, and capacity and willingness of FOs to undertake community works on contract. The information on all FOs and GN Divisions is compiled as Annex 6-2-1.

(1) General Information The population in 11 communities varies from 175 (Maravanpulavu) to 3,633 (Puttur East). All the communities have more females than males. The largest difference between sexes is found in Nunavil West with 1,024 females and 885 males. All the community members have ethnic background as Sri Lankan Tamil. The majority religion is Hindu, but Christian population is also found in 8 communities.

(2) Livelihood Measures 52 (Vellampokkaddi) to 680 (Puttur East) families belong to FO. They have 25 (Mandaitivu South) to 300 (Nunavil West, Chulipuram Centre) agro labourers for cultivation and other necessary support. Most of the farmers own land, but some communities consist of low ratio of ownership (60% in Puttur East). There exist 3 (Koilakandy) to 400 (Puttur East) agro wells and 3 (Ilavalai North West) to 9 (Maravanpulavu, Thanankilappu, Koilakandy, Mandaitivu South) tanks within the extension range of FO. Rainfall is mainly the water source of cultivation and there is no irrigation system. The major crops of FOs in Chavakachcheri are green gram, cowpea, gingelly, black gram, and chili. FO in Kopay produces red onion, potato, manioc, tobacco, pumpkin, brinjal, string bean, ladyfinger, and beetroot in addition to above. Red onion and chili are the major crops in Chankanai, Tellipalai, and Velanai. All the FOs except Mandaitivu FO cultivate paddy during Maha season. Most of them sell their products in the villages. Some bring to town markets by bicycle or motorbike. The FOs expressed need for tank renovation, road construction, agro well renovation, provision of a tractor and water pumps, coconut seedlings, and so on.

(3) Infrastructures/Social and Public Services Electricity is not provided for Maravanpulavu and Mandaitivu. The majority water supply is from individual wells in all of the communities. All the communities have at least one community center and

have access to market, bank, post office, MPCS, and petro station. However, Ilavalai North West is located 20 km away from the closest bank and Velanai South is located 20 km away from a market. Bus, three wheelers, and tractors are available for all the communities, except availability of bus in Maravanpulavu.

(4) CBOs Most of the communities have FO, FCS, RDS, WRDS and Samurdhi as existing CBOs. However, some of the communities in Chavakachcheri and Kopay do not have FCS because of their location away from ocean. Sulipura and Ilavali North do not have WRDS.

(5) Conflict Related Matters There are 9 (Koilakandy) to 75 (Nunavil West) WHF in the communities. Most of the communities have a few PWD except Koilakandy. The number of Samurdhi members varies from 11 (Mandaitivu) to 530 (Puttur East). In Maravanpulave and Thanankilappu, the resettlement process is still going on. Thanankilappu and Madduvil Center adjoin with non-cleared areas. HSZ is located nearby (300 m to 2 km) for Chulipuran Center, Ilavali North West, and Mandaitivu South.

(6) Assessment on Capacities of FOs In order to assess the capacity of the FOs to undertake community contract works, the Team carried out an evaluation and classified the FOs in the following the grades: A) Very Good, B) Fair, and C) Not Suitable. The evaluation was based on the following: The functions of FO, accounts management, equipment availability, construction experience, and other necessary elements such as the use of private land for required for rehabilitation works.

2. Fishery Jetties and Communities The Team gathered information of the 10 GN Divisions where concerned FCSs were located with the aim to understand the living environment of the communities. Results of the profiling were used to select the rehabilitation sites and consider the project components to prevent negative impact on the communities from the rehabilitation work. Details of the profiling are shown in Annex 6-2-2.

(2) Findings Major findings from the profiling are as follows:

- Training for operation and maintenance seem to be necessary to assure sustainable usage of the jetties. Assessment of training needs is essential since capacity of FCSs was uneven. Some FCSs were superior in coordination ability and the others showed excellent recording skills

- There are FCSs who have new leaders. They need training to facilitate community organizations and promote networking with stakeholders.

- Jetties are utilised by multiple FCSs. Relationship among FCSs seems to be insufficient in some areas. Demarcation of the maintenance work must be identified among FCSs when the maintenance plan is developed.

- Involvement of women in fishing industries is different in accordance with the cultural and social background of the areas. There should be a different strategy when additional activities are planned to promote local fishing industries for women.

(3) Recommendations for selection of jetty construction sites Significant social issues that can cause negative impact from/on the construction were not identified from the profiling. However, it should be noted that some leaders of FCSs has strong power in the fishing communities for a long. There can be groups who have refrained from expressing their opinion in a public. Keeping transparency of the project is important to avoid creating suspicious and to avoid negative impact from various community groups. Close communication with government officers, such as FI and Grama Niladari, is also useful to assure information sharing on the Project.

Material Lime stone of size range from 1 kg to 30 kg by weight. Construction Placed in layers to a thickness of max. 500 mm and well compacted with vibrator roller to avoid forming of voids within particles.

Material Granite rock of size range from 50 kg to 100 kg and graded by weight. Construction Placed by crane or manually to interlock tightly with all adjacent rock.

Base Course Aggregate base course (granite stone) with maximum size particle to 40mm graded is placed to a thickness of 75mm and well compacted with vibrator roller. Finish Coat Hot bitumen sprayed layer and sand sealing surface treated twice to form the surface course.
