The Honourable CHEUNG Kin-chung, Matthew, GBS, JP
Mr CHEUNG is awarded the GBM in recognition of his illustrious and long
service to the Government and the Hong Kong community over the past 45
years, particularly his immense contributions in his capacities as the Secretary
for Labour and Welfare and the Chief Secretary for Administration. With his
strong commitment to Hong Kong and outstanding ability and experience in
public administration, he has made significant contributions to Hong Kong’s
social, livelihood and economic development. He has also played an active
part in assisting the Chief Executive in ensuring the effective administration of
the Government.
The Honourable CHAN Mo-po, Paul, GBS, MH, JP
Mr CHAN is awarded the GBM in recognition of his dedicated and
distinguished public service to the community and people of Hong Kong in
various roles. During his tenure as the Secretary for Development, he has
made exemplary efforts in increasing the land supply. After assuming the post
of the Financial Secretary, he has made valuable contributions in striving to
achieve fiscal balance and dedicating public resources flexibly for launching
various government projects and public services to meet the needs of the
community.
The Honourable YUEN Kwok-keung, Rimsky, SC, JP
Mr YUEN is awarded the GBM in recognition of his dedicated and
distinguished public service to the Government and the Hong Kong community,
particularly in his capacity as the Secretary for Justice between 2012 and 2017.
With his professionalism and strong commitment to Hong Kong, Mr YUEN led
the Department of Justice in performing its various functions and provided legal
advice to the Chief Executive and the Government. He has made significant
contributions in upholding the rule of law, ensuring a fair and effective
administration of justice and protecting public interest.

The Honourable Mrs CHA SHIH May-lung, Laura, GBS, JP
Mrs CHA is awarded the GBM in recognition of her long and distinguished
service to the Government and the community over the past years, particularly
her significant contributions as a Member of the Executive Council and her
dedication to the sustained development of Hong Kong’s financial services
industry. Since taking up the Chairmanship of the Financial Services
Development Council in 2013, Mrs CHA has been steering the Financial
Services Development Council with her outstanding leadership and rich
experience. She has been instrumental in providing valuable advice to the
Government on strategies and measures with a view to expanding Hong Kong’s
financial markets and enhancing the competitiveness of Hong Kong as an
international financial centre.
Professor the Honourable LI Kwok-cheung, Arthur, GBS, JP
Professor LI is awarded the GBM in recognition of his long and distinguished
public service, particularly his significant contributions to the development of
education sector in Hong Kong in his various capacities, including the former
Secretary for Education and Manpower and the former Vice-Chancellor of The
Chinese University of Hong Kong. Under his sterling leadership as the current
Chairman of the Council of the University of Hong Kong, the university has
continued to capitalise on its position as one of the world's top-tier
universities. During his tenure as Member of the Executive Council from 2002
to 2007 and 2012 to 2017, Professor LI provided valuable advice to the
Government for policy formulation.

The Honourable Mrs LAW FAN Chiu-fun, Fanny, GBS, JP
Mrs LAW is awarded the GBM in recognition of her distinguished record of
public service, particularly her significant contributions to promoting
innovation and technology in Hong Kong. Being the Chairman of the Hong
Kong Science and Technology Parks Corporation since 2014, Mrs LAW has
successfully led the expansion programme of the Hong Kong Science Park.
Under her chairmanship, the Hong Kong Science Park has become the largest
innovation and technology community in Hong Kong. During her tenure as
Member of the Executive Council, Mrs LAW has contributed significantly to
formulating local public policies.
The Honourable IP Kwok-him, GBS, JP
Mr IP is awarded the GBM in recognition of his long and distinguished public
and community service, particularly his dedication and significant contributions
to the development of the district administration. During the various stages of
his public service, particularly as member of the Executive Council and
Legislative Council, Mr IP has rendered reliable support and valuable advice to
the Government.
Mr LO Hong-sui, Vincent, GBS, JP
Mr LO is awarded the GBM in recognition of his distinguished public service
and significant contributions to the business development of Hong Kong. As
the Chairman of the Airport Authority, Hong Kong and the Hong Kong Trade
Development Council successively, Mr LO has made exemplary contributions
in developing Hong Kong into an international aviation hub in the region and
promoting Hong Kong as a platform for doing business with the Mainland,
throughout Asia and around the world. He is also a prominent and successful
entrepreneur with great achievements in the business sector.

Mr CHENG is awarded the GBM in recognition of his contributions to
education and community service. As a successful entrepreneur committed to
promoting a caring community, he has devoted significant efforts to poverty

well as academic development and research. He is a staunch supporter of
charity, making considerable contributions to a variety of projects in education,
health care, elderly services and community building. Mr CHENG is also

Mr TAI is awarded the GBM in recognition of his long and distinguished
community service, particularly his dedication and significant contributions to
community building and youth development, where he fostered the
perseverance, discipline and leadership of young people. Mr TAI is a
successful and well-respected entrepreneur with great achievements in the
business sector, as well as a philanthropist. He has made exemplary
achievements in the society and the food industry.
Mr SO Chak-kwong, Jack, GBS, JP
Mr SO is awarded the GBM in recognition of his long and distinguished public
service, particularly his contributions to the development of the aviation
industry and Hong Kong’s trade promotion. Mr SO has led the Airport
Authority Hong Kong in taking forward several significant projects at the Hong
Kong International Airport to maintain Hong Kong’s leading status as an
international and regional aviation hub. Mr SO has also made significant
contributions when he was serving in the Hong Kong Trade Development
Council in planning and constructing the Hong Kong Convention and
Exhibition Centre and starting successful trade fairs. Mr SO has also
completed the Airport Railway during his tenure as the Chairman and Chief
Executive of the MTR Corporation Limited and launched the Octopus Card.

Honorary President of the Hong Kong Chinese Importers’ and Exporters’
Association, Mr WONG organises the Outstanding Import & Export Enterprise
Awards which recognise the efforts and contributions made by import and export
enterprises for the economic development of Hong Kong. Mr WONG plays an
active role in relaying the views of the small and medium-sized enterprises in
Hong Kong to the Government for addressing their concerns. Mr WONG is
also active in community service.

Mr CHAN is awarded the GBS in recognition of his long and distinguished
commitment and meritorious service to the betterment of the insurance industry,
through his sterling contributions to the Legislative Council as well as
Government’s advisory and statutory boards. He has served as an effective
intermediary between the Government and the insurance sector in Hong Kong.
Mr CHAN’s leadership over the Finance Committee of the Legislative Council
is exemplary.
The Honourable Mr Justice FUNG Wah, Barnabas
Mr Justice FUNG is awarded the GBS in recognition of his distinguished service
as the Chairman of the Electoral Affairs Commission and his significant
contributions to ensuring that public elections in Hong Kong are conducted
openly, fairly and honestly, and in accordance with the relevant legislation.

Mr LAW is awarded the GBS in recognition of his loyal and distinguished
service to the Government and the Hong Kong community. Over his 36 years’
of service with the Government, he has made exemplary contributions, in

security. Mr LAW served as the Permanent Secretary for Security until June

Mr SHIU is awarded the GBS in recognition of his loyal and distinguished

capacity as the Head of the Central Policy Unit between 2012 and 2017. He

analysis of community concerns and public opinions. He has also made

Miss HO Shuk-yee, Susie, JP
Miss HO is awarded the GBS in recognition of her loyal and distinguished
service to the Government and the Hong Kong community. In particular, she
has made exemplary contributions to the areas of administration of development
of the Department of Justice, communications, technology and creative
industries. Miss HO is currently the Permanent Secretary for Commerce and
Economic Development (Communications and Creative Industries) and has
served in the Government for over 33 years.

Mr NG is awarded the GBS in recognition of his outstanding and meritorious
contributions to the community, particularly his exemplary efforts in
consolidating the Fujian clansmen to promote economic and cultural exchange
between the Mainland and Hong Kong. He has also made generous support to
various educational, charitable and cultural projects.

Professor CHOW is awarded the GBS in recognition of his long term
commitment in public and community service. He is dedicated to the
preservation and development of Cantonese Opera. He has made significant

industry. He is committed to charitable service and has also been taking an
active part in promoting Cantonese opera.

Ms KAO is awarded the GBS in recognition of her long and distinguished public
service, particularly her dedicated support and notable contributions to the
formulation of policies on a wide range of issues concerning Hong Kong’s

Mr IP Sik-on, Simon, JP
Mr IP is awarded the GBS in recognition of his long and distinguished public
and community service, in particular his significant contributions to the Hong
Kong Jockey Club and promoting the development of equestrian sport in Hong
Kong. Under Mr IP’s leadership, the Hong Kong Jockey Club has advanced as
a world leader in the provision of horse racing as well as a premier charity and
the largest community benefactor in Hong Kong. Mr IP also actively
participated in various advisory boards and committees and has provided
valuable advice to the Government on a wide range of policy issues, particularly
in the areas of legal services and education.
Ms LAM Shuk-yee, SBS
Ms LAM is awarded the GBS in recognition of her distinguished public and
community service, particularly in respect of her contributions to the
formulation of labour policies concerning workers’ rights and benefits and the
promotion of harmonious labour relations in Hong Kong. Ms LAM has also
made remarkable achievements in maintaining sound union-administration and
nurturing new leaders to serve in different areas of the community.

Medal for Bravery (Gold) (MBG) (Posthumous)
Mr YAU Siu-ming (deceased)
The late Mr YAU, a Principal Fireman, is posthumously awarded the MBG in
recognition of the utmost bravery he displayed in a mountain rescue operation at
Tiu Shau Ngam, Ma On Shan on 22 March 2017. The incident happened at a
mountainous area without proper hiking paths. Even in an adverse condition
with close-to-zero visibility in an uncharted and slippery landscape under rainy
and windy weather in the hours of darkness, Mr YAU volunteered himself to
take up the role of “explorer” for his teammates to proceed to the bushes and
steep slopes overgrown with loose pebbles with a view to searching and rescuing
the stranded hikers while protecting the safety of his teammates. After hacking
their ways for about two hours in such a rough condition, the team reached the
vicinity of the stranded hikers and was prepared to proceed with the rescue
operation. All of a sudden, Mr YAU slipped off several metres down the rocky
and steep slope. He was found unconscious with his head seriously injured
when located, and was conveyed to hospital. Unfortunately, he was certified
dead on the same date. Mr YAU has shown the most conspicuous courage,
selflessness and gallantry of the highest order, and has demonstrated the noblest
qualities of a public servant.

Ms LOH is awarded the SBS for her distinguished and dedicated service to the
Government and the Hong Kong community, particularly in her capacity as the
Under Secretary for the Environment. She has made valuable contributions in
the formulation and implementation of policies on air quality improvement,
biodiversity conservation, combating climate change, as well as promotion of
energy saving and waste reduction.
Mr YAU Shing-mu, JP
Mr YAU is awarded the SBS for his distinguished contributions and dedicated
service to the Government and the Hong Kong community, particularly his
exemplary professionalism and leadership as the Under Secretary for Transport
and Housing for two terms of Government. Being a journalist for 25 years
before joining the Government, Mr YAU’s achievements in the field has earned
him a number of journalist prizes.

goods trading and entry of illegal immigrants, provision of fire and rescue
services and emergency response management, fight against terrorist activities,
and the prevention of drug problems and related money laundering activities.

Mr LEUNG is awarded the SBS for his distinguished and dedicated service to
the Government and the Hong Kong community, particularly in his capacity as
the Under Secretary for Commerce and Economic Development. He has made
significant contributions in the areas of commerce, trade, tourism, creative
industries and telecommunications.
Mr YAU Chi-chiu, CSDSM
Mr YAU is awarded the SBS for his distinguished and dedicated service to the
Government and the Hong Kong community. In particular, he has made
significant contributions to steering the Correctional Services Department to
rise to new challenges and gain wide recognition for its professionalism and
initiatives both locally and internationally. Mr YAU is currently the
Commissioner of Correctional Services and has served in the Government for
over 37 years.

Ma On Shan on 22 March 2017. The incident happened at a mountainous area
without proper hiking paths. The operation was full of challenges because of
the slippery, narrow and steep slopes with loose pebbles, as well as rainy and
windy weather with close-to-zero visibility. Under such a highly risky
situation, Mr LEUNG and his team members braved all their way through and
proceeded to the hilltop to effect rescue of the stranded hikers in hours of
darkness. Mr LEUNG assisted the Senior Station Officer in planning,
organising and executing the rescue plan. He also worked with other crew
members in rescuing the seriously injured Principal Fireman who had slipped
off down a steep slope. Mr LEUNG has displayed great courage,
professionalism and selflessness in a highly hazardous environment.

displayed during the mountain rescue operation at Tiu Shau Ngam, Ma On
Shan on 22 March 2017. The incident happened at a mountainous area

windy weather with close-to-zero visibility. Despite the dangerous
environment, Mr FONG and his team members crawled downhill from the
hilltop with heavy equipment to effect immediate rescue operation. They
overcame the adverse weather condition and the treacherous topography and set
up rigging rope system in a steep cliff with thick bushes on both sides to
convey the seriously injured Principal Fireman to the helicopter airlifting point.
Mr FONG has displayed great courage, professionalism and selflessness in a

for about two hours and alerted the team members behind on any possible
dangerous falling pebbles. Unfortunately with his Principal Fireman partner

the rocky slopes to find him. Despite the dangerous environment, Mr LI made
a decision and directed the team to convey the injured Principal Fireman from
the steep slope by setting up rigging rope system to the helicopter airlifting
point. Mr LI has displayed great courage, professionalism and selflessness in
a highly hazardous environment.

challenges because of the slippery, narrow and steep slopes with loose pebbles,
as well as rainy and windy weather with close-to-zero visibility. Mr LEUNG
exemplified great courage and displayed outstanding leadership in leading his
teammates to move forward across the extremely dangerous terrain to search
for the two stranded hikers. They found the two stranded hikers at a ledge of
about 300 metres below them. They attempted to approach the hikers bit by
bit. With their unyielding efforts and reinforcement that arrived, the two
stranded hikers were eventually led to the helicopter airlifting point along the
steep cliffs. Mr LEUNG has displayed great courage, professionalism and
selflessness in a highly hazardous environment.

arrested person who tried to snatch police revolver while awaiting medication
under the escort of two police officers at North District Hospital, Sheung Shui
on 15 September 2014. Fearless of being shot, Mr CHEN was the first
passer-by to offer assistance to the police officers by suppressing the hand of
the arrested person. Despite hearing the sound of gunshots and noticing that
the arrested person was holding a revolver, Mr CHEN did not let go of his hand
and continued to suppress the hand of the arrested person. To prevent the
arrested person from firing the revolver again, Mr CHEN brushed off the
arrested person’s hand off from the revolver. Subsequently, the arrested
person was succumbed by Mr CHEN, the police officers and other persons.
