Traffic FlowsThe A30 trunk road is the backbone of Cornwall's road network and connects the county to the wider motorway and trunk road network at Exeter. The existing highway between Carland Cross and Chiverton Cross, 8.7 miles in length, comprises single carriageway linked to existing dual carriageway at either end. There are climbing lanes in both directions between Zelah Hill and Marazanvose. This section can become congested, particularly during the summer months, when the A30 is a major tourist route to West Cornwall.

Analysis of current traffic data indicates considerable seasonal variations in traffic flow. The majority of the traffic along the route is through traffic. Forecasts of Annual Average Daily Traffic (AADT) have been carried out for high and low growth scenarios. The findings are summarised in the table and on the plan below.

There have been 92 personal injury accidents recorded between October 1998 and April 2002. The location and severity of all accidents reported on this section of the A30 during this period are shown on the plan below.

There were 69 slight, 18 serious and 5 fatal accidents. The majority of accidents were rear impacts due to queueing and turning traffic. Steep gradients and the undulating alignment have caused loss of vehicle control at speed.

Proposed Route

The proposed route would create a new dual carriageway between Carland Cross roundabout and Chiverton Cross roundabout.

The scheme would be aligned predominantly away from the existing A30 because of the numerous properties, environmental and archaeological constraints. The exception to this is along the length of the Zelah bypass, where the dual carriageway will follow the existing road.

The proposed route addresses the existing issues in the following ways:

Reduced accidents and congestion.

Utilising existing minor roads and redundant lengths of old trunk road to facilitate local access arrangements.

Provide safe movement of traffic between the trunk road and the local roads with the provision of new grade separated junctions.

Improved safety as a result of removing right turning movements.

A dual carriageway allows safe overtaking movements.

Improved quality road surface and drainage.

Improved provision for non-motorised users.

An underpass at Trevissome to carry the realigned A3075 traffic towards Newquay.

The requirement to meet current design standards and maintain comprehensive access via safe, grade separated junctions has resulted in a number of cuttings and embankments along this route.
