Wisconsin Households,” The Institute for Wisconsin’s Future (IWF), December 1996. This publication summarizes the findings of a statistical analysis of the impact of Wis. Act 27 on all WI school districts and demonstrates that those communities with greater wealth (tax base) benefited more from the tax shifts that took place as a result of this 1995 major change in school finance policy in Wisconsin. The IWF was established in 1994 by a coalition of concerned academics, community and religious leaders, labor organizations, and business professionals to produce and disseminate analysis of key public policy issues to help citizens statewide make informed choices in policy debates.

COLLEGE OF BUSINESS AND ECONOMICS

PROMOTION AND TENURE STANDARDS

Promotion and tenure have long-term implications for the Department, College and University. It is therefore the responsibility of the department to be involved with each new tenure track faculty at each step of this process. This is done each year via the purple book, and through the goal setting process as articulated in the Document of Expectations. Promotion and Tenure: - These must be based on the Teacher-scholar model accepted by the University.

• Candidates must provide a narrative tying their contributions in teaching, research and service to the mission of the University, College and Department.

• Departments must provide a narrative tying the faculty members teaching, research and service specifically to the mission and standards of the Department, College and University. The department must assess indicators of quality in all three areas.

• Assessment for Promotion and Tenure will be based on the minimum standards set forth in the accompanying table* along with qualitative assessment as set forth below in each area. . Merely meeting minimum quantitative standards does not guarantee either promotion or tenure, without qualitative support.

All activities should be documented and be available in the faculty member’s department. TEACHING - Teaching, including advising, is the primary responsibility of a faculty member. Hence, teaching contributions should include the following:

• Student evaluations and peer review of teaching are required • Curriculum developments efforts, including (but not limited to) involvement in online courses,

development of travel study courses. Required at the Professor level • Evidence of student interactions –providing feedback and development of opportunities

(research, internships) for students • Teaching enhancement and innovation efforts. Required at the Professor level • Advising • Assessment outcomes of teaching • Any other item showing attempts to improve the curriculum and student learning

RESEARCH The teacher-scholar model reflects the importance of research in the continuing development of the university professor. The research criteria for tenure and promotion likewise underscore the need for scholarly contributions that not only meet numeric standards but also represent true contributions to the knowledge base of business disciplines. In writing the narrative supporting a request for promotion/tenure, a candidate should develop a convincing argument for the importance of his/her scholarship. The value of this work to his/her discipline should be demonstrated by “objective” ways, such as:

• Citations in national and international professional literatures • Specific advances (attributed to them directly) that have resulted in improvements in business

practices or public policy

SERVICE - Professional service related to one's academic field and service to the university, college, and department are to be considered for promotion and tenure. Time spent on service activities and the significance of the service contributions are to be considered. Service to the university community needs to be substantive. Professional service must be related to the academic field of study and includes service to professional associations and journals. In order for the quality of professional service contributions to be assessed, leadership positions and service activities need to be documented. Promotion to Associate Professor requires meaningful service to the university community and/or academic community. Promotion to Professor requires service contributions that have made a recognized contribution to the betterment of the university community and/or academic community. (Revised 09/03)
