Summary description of projectThe current Carlton Transportation Plan was completed in 2009. The population growth of Carlton since 2009 has increased by 506 people and will continue to increase with subdivisions planned in the near future. There have been transportation changes since 2009 that make our current Plan out of date. There is an increase in traffic on Highway 47 with added residents in the City of Carlton and in Yamhill County. The railroad that runs through Carlton has changed ownership and could potentially become a pedestrian trail. Carlton and the area around it bring bicyclists and runners here. Our current streets lack adequate facilities for cyclists and vehicles. We need to hire a consultant to help us update our Transportation Plan and better prepare the City for the future.

1. Clear transportation relationship

A proposed project must have a clear transportation relationship and produce transportation benefits. A project must entail analysis, evaluation and selection of alternatives, development of implementation actions, and public involvement that results in a long range transportation plan, land use plan, or other product that addresses a transportation problem, need, opportunity, or issue of local or regional importance.

2. Adoption of products to meet project objectives

A proposed project must include preparation of an adoption-ready product or products that lead to a local policy decision and that directly address the project objectives, such as a transportation system plan, comprehensive plan amendment, land use plan, code amendment, implementation program, or intergovernmental agreement. Projects are expected to include adoption hearings (or equivalent) by the governing body or to prepare products which will be adopted as part of a larger project.

3. Support of local officials

A proposed project must clearly demonstrate that local officials, both the primary applicant and any co-applicants, understand the purpose of the grant application and support the project objectives. Criterion 1: Proposed project addresses a need and supports TGM objectives (up to 40 points)

The project clearly and effectively addresses a local or regional transportation or transportation-related land use issue, problem, need, or opportunity and will achieve one or more of the TGM objectives.

Explain how your proposed project addresses a need and supports TGM objectivesThe purpose of this grant is to update our Carlton Transportation Plan in order to meet the needs of the community and include possible changes to our transportation systems within the city. An update to our Transportation Plan will achieve multiple TGM goals, but goals 1 and 5 will be the focus.

Project NeedYamhill County purchased a large portion of abandoned railroad that runs through Carlton with the plan to turn the railroad to a pedestrian and bicycle path; similar to the Banks-Vernonia State Trail. The scenic path would serve as a safer route of travel for pedestrians to access schools, shops and public transit, that

the City of Carlton is lacking. The County is currently in the process of altering their Transportation Plan to include this pedestrian transportation trail. In 2009, when our Transportation Plan was adopted, the railroad was still owned by the railroad company. Under their ownership, use and even crossing the railroad bed was constrained by the limited number of crossings they would allow for vehicle use. Because of this, our current Transportation Plan does not include this major transportation access and limits how we plan or use this highly anticipated pedestrian access way. Since 2009 when the last TSP was adopted, the Yamhill Carlton School District has made changes in their school locations. What was Carlton Elementary School in 2009, is now Yamhill Carlton Elementary School. Students in grades Kindergarten through 4th grade who live in the Yamhill Carlton School District boundary attend school there. This means an increase of bus traffic and vehicle traffic from parents driving children to school who live in Yamhill or outside the city limits of Carlton. The trail is an option for students to use to walk or bicycle between the two cities, where using Highway 47 would be a dangerous option.Including this pedestrian trail in our TSP would enable the City of Carlton to meet TGM goals 1 and 5. This project meets goal #1 by including this trail in an updated TSP. The updated TSP including the trail will be supporting and offering an alternative and safe method of transportation from one end of the City to the other, increasing the mobility of residents in the city. Also, by offering this safe walking or biking choice through the City, we are offering opportunities for healthy choices of travel. Goal #5 is also met by updating our TSP. The trail project falls directly on an abandoned railroad bed. This area is tree lined through the city, and then meanders through farmland outside of the city. Those that use the trail will reduce air pollution and vehicle emissions by not using a vehicle. Using this abandoned land for recreational purposes offers a use for land that is also inhabited by wild animals and were both can use the land mutually. With the trail added into an updated TSP, the City of Carlton, in conjunction with Yamhill County, is protecting land for recreational use while promoting alternative methods of transportation to all. This is in compliance with Statewide Planning Goal 12 by serving those groups or individuals who may have difficulty obtaining transportation because of their age, gender, race, income, physical or mental or social disability.

Criterion 2: Proposed project is timely and urgent (up to 25 points)

The application demonstrates timeliness and urgency. The project is needed now to:

address pressing local transportation and land use issues

make amendments to local plans or regulations necessitated by changes in federal regulations, state requirements or regional plans

make amendments to local plans or regulations necessitated by changes that were not anticipated in previous plans, including growth or lack of growth, changes in land-use patterns or changes in available funding

build on, complement or take a necessary step toward completing or implementing other high priority community initiatives, including Governor's Regional Solutions Team priority

resolve transportation or land use-related issues affecting the project readiness of local, regional or state transportation projects for which funding is expected to be obligated within the near future

Explain how your proposed project is timely and urgentThis project is timely and urgent for the following reasons:

Addressing pressing local transportation and land use issues-An update to our TSP including the trail will allow those with limited access to transportation a means to

reach services in Carlton such as public transportation stops more quickly and safely. There is a population in Carlton that relies heavily on public transportation, and the trail will offer a safer and quicker way for those to reach shops in Carlton or bus stops to go outside of Carlton. A safe mode of travel for this population is needed sooner than later.

To make amendments to local plans or regulations necessitated by changes that were not anticipated in previous plans including growth or lack of growth, changes in land use patterns, or changes in available funding-Yamhill County is currently updating their TSP to include the new trail project. Upon the completion of the TSP update, Yamhill County is wanting to immediately start applying for any needed permits to begin physical work on the trail. In order for the trail project work to start in the City of Carlton, our TSP needs to include this trail way project. A timely update to our TSP to include this trail project will mean Yamhill County will not be stifled or obstructed with trail construction. They will be able to continue work on the trail through Carlton because the City updated the TSP in a timely fashion.

Criterion 3: Proposed project approach is reasonable (up to 20 points)

The application demonstrates a clear approach to achieving the expected outcome and includes consideration for adoption. Where substantial coordination with other local, regional, and state planning efforts will need to occur, the mechanisms and responsibilities for the coordination are clear.

Explain how your proposed project approach is reasonableOur current TSP, adopted in 2009, started in 2007 with the City Council creating an Ad-Hoc committee. This committee then held multiple Town Hall type meetings, and smaller coffee shop meetings, to gather input from the citizens. With the information gathered from citizen input, a consultant was hired to help the committee put their vision together with State, regional and local regulations. This effective approach used previously will be similar when we begin our next TSP update, with a few additions and changes.

Step 1- Hire consultant firm and gather citizen inputCouncil will need to hire a consultant or firm with history and experience working with small cities TSP’s. The consultant will also need familiarity working with other agencies, such as ODOT, Yamhill County and local authorities. It is important to find a consultant that will understand the citizens of Carlton and be able to make sure that Oregon Statewide Planning goal number 1, Citizen Involvement, will be followed and play an essential role throughout the whole process.Council will also create an Ad-Hoc Advisory committee who will hold meetings to gather input and ideas for citizens. This public involvement will guide the Ad-Hoc Advisory committee to make sure the hired consultant puts a product/plan together that includes the citizens input and also includes the cooperation of outside agencies affected by the update. The Advisory committee will be the first group of citizens to review and offer changes to the consultant. Their review is an important, first screen before it goes before any Commission or Council.

Step 2- TSP UpdateThe consultant will work with the Advisory committee to begin drafting the update. The update will include the community input as well as meet all outside agency regulations. When an updated draft is be completed that the committee and consultant feel meets the needs of the community as well as regulated standards, the draft will be introduced to the Planning Commission. The Planning Commission will offer their input from a local regulation angle. When Planning Commission is satisfied with the updates, they will recommend the update to go before Council.

Step 3- AdoptionThe Council will begin by reviewing the updated TSP over multiple Work Sessions to begin. When the

Council feels comfortable with the project, the TSP will be placed on the Regular Session agenda. This will allow for further public comments and then adoption when Council is content with the product.

Criterion 4: Proposed project has community support (up to 5 points)

The application demonstrates that there is local support for project objectives, a commitment to participate, and a desire to implement the expected outcome.

Criterion 5: Proposed project sponsor readiness and capacity (up to 10 points)

The application demonstrates that the local government is ready and able to begin the project within the TGM timetable and that there is local commitment and capability to manage and complete the project. The application demonstrates, if applicable, successful performance on previous TGM projects.

Explain how proposed project sponsor is ready and capableThis project is supported by multiple outside agencies, as can be seen in the letters from Stakeholders. It is important to the City that this project begin within a timely fashion in order to best to maintain and strengthen these relationships. With the support from stakeholders, the City is prepared to begin with the award for the grant. Consultants and the City Planner are prepared for this project. Consultants from the Galardi-Rothman firm and our current City Planner Carole Connell are on board to guide this project.The City of Carlton has used Galardi-Rothman Consultants for past Master Plan updates with effective success. The Galardi and Rothman consulting firm has also served the City for over four years. This firm works well with City staff and is very familiar with the Council as well. Their work on previous Master Plans is still current and consistent today. With the strengths of this consultant firm, along with our City Planner Carole Connell, the City of Carlton will have the beginnings of a potentially quality TSP update. Connell has consulted her planning services and expertise for Carlton for over five years. She is very familiar with Carlton and the current development code. She knows many residents who reside in the City. She also has a strong working relationship with City staff. The combination of Connell and the Galardi-Rothman consultants, the City of Carlton will have the best chance for a TSP update to last until 2040 and guide transportation guidelines into the future. Both entities have the best interests of Carlton and its residents at heart.

This is a letter is on behalf of the City of Carlton to support their request for funding to update their TSP. Carton with the Hwy. 47 re-route in the down town and the changes that will bring will be in need of the up-date. Carlton with the old railroad right of way running through town with its limited access creates unique. transportation issues. The city is seeing growth with demands for more access across the old railroad right of way. The old right of way of way is scheduled to be converted to a multi-use trial in the near future. With the roads and the railroad right of way the way they are the fire district at times has a difficult time getting from one side of town to the other.

With these issues coming to the city soon I feel that is of the upmost importance to have a good transportation plan in place. I hope that for public safety in the future that you fund the City of Carlton’s request.

This letter is being written is support of funding for the City of Carlton to allow the City to update the transportation system plan (TSP). The most recent TSP for the City of Carlton is from 2009 and there have been significant changes in the community since 2009 that are not reflected in the TSP. Some of the changes that have occurred include:

The railroad right-of-way that runs through the middle of the community has been sold to private ownership and County ownership. This greatly changes the circumstances with regard to the ability to extend streets across the property, thus enhancing the transportation grid.

There has been significant residential development in the northeast part of the community, both extending the transportation network and increasing traffic.

There is significant residential development occurring right now in the southeast part of the community, both extending the transportation network and increasing traffic.

Recently, ODOT and the City have come to an agreement to realign Highway 47 as it goes through Carlton. This will greatly impact the transportation system, the traffic circulation and patterns, and the pedestrian routes.

The perception is that there has been a significant increase in the traffic on Highway 47 extending through Carlton. General traffic counts in Yamhill County indicate increases ranging from 5 to 10 percent since 2009.

These changes are significant enough that they change the basis on which the planning and recommendations in the current TSP were made and make the conclusion obsolete. Having an up-to-date TSP that accurately represents the community enables the City to plan for the future and respond to development in a reasonable manner.

As City Engineer, I support the funding for an update to the TSP.
