Clean Vessel Act Grant Requirements and Instructions The Clean Vessel Act (CVA) program provides grant funding for equipment, installation and site preparation for recreational pumpout and dump station facilities that will help ensure proper disposal of human sewage from recreational boats.
Do not make any purchases or begin any work on your pumpout project until a grant agreement is fully executed by this office and we have informed you that you may begin your project.
Please review the following requirements before completing the application form. Items marked with a symbol must be completed and sent in along with your application. Applications will not be considered for funding until all required documentation has been received.
Public Access and Fees
To receive CVA funds, facilities must provide public access to pumpout equipment. Fees to use the pumpout equipment may not exceed $5.00 per vessel.
Reports
Progress Reports will be required every three months (quarterly) beginning upon contract execution and continuing until your pumpout project has been completed and/or final payment submission.
Quarterly Pumpout Gallon Reports will be due from the grantee every three months (quarterly) for a period of five years starting after pumpout equipment is purchased and installed (if necessary) and/or during funding for operations.
Signage
Grantees must purchase and post two very specific CVA signs. The grantee must display at least one pumpout operation sign with accreditation information and one pumpout symbol sign.
Project Description
All applicants must provide a project description with their application containing a detailed synopsis or scope of work plan describing how they plan to utilize grant funding for each project component requested.
Vendor Registration and Division of Corporations
All applicants for CVA grants (private and government entities) must register with the State of Florida Department of Management Services vendor system. Effective November 7, 2011, any vendor or grant recipient that has not registered on this website will not be permitted to receive new orders or contracts for goods or services or to receive any payments from the State. For-profit and non-profit entities (not applicable to government entities) must also register with the State of Florida Division of Corporations (sunbiz). If you are not registered, register at: www.sunbiz.org

Insurance
Facilities must be insured with carriers licensed in or eligible to do business in Florida. Applicants must submit insurance information on one or more Certificates of Liability Insurance with the grant application form. The certificate must name the Florida Department of Environmental Protection as an additional insured and contain a provision that the insurance will not be canceled for any reason except after thirty (30) days written notice (with the exception of non-payment of premium which requires a 10 day notice). Government entities will need to send a letter from their Chief Financial Officer stating if they are self-insured or not self- insured. If they are not self-insured, the grantee must send also include a copy of the city's or county's Certificate of Insurance form.
Facilities must maintain insurance coverage no less than the following limits:
Commercial General Liability: $300,000 aggregate/$100,000 per occurrence
Automotive Liability: $300,000 Combined Single Limit for business-owned vehicles; $300,000 hired & non-hired liability coverage
If your facility owns commercial vehicles, proof of coverage is required. If your facility does not own commercial vehicles, please attach a letter with your application stating no commercial vehicles are owned or operated by your facility.
Workers Compensation Insurance: As required by Florida Workers’ Compensation Law, if an employer has more than four (4) employees, they are required to have worker's compensation insurance. If you have fewer than 4 employees you are not required to have this coverage but will need to complete a “Worker’s Compensation Exemption Form”. The form is located on our website and must be sent with your application.
W-9 Form and Substitute W-9 Filing
All applicants, including for-profit entities, non-profit entities, local government entities, and State agencies doing business with the State are required to submit a copy of their W-9 and file their substitute W-9 with My Florida Marketplace. Vendor Quotes
Applicants must submit two written quotes for any project components listed that costs $2,500 or more, with the exception of permits. Pairs of quotes must be for equivalent goods or services.
Federal Funding Accountability and Transparency Act (DUN Form)
Applicants must submit this form only if the funding requested is over $25,000.00 (75% amount). Federal Funding Accountability and Transparency Act (FFATA) was signed on September 26, 2006. The intent of this legislation is to empower every American with the ability to hold the government accountable for each spending decision. If you are requesting more than $25,000.00, please complete this form and submit it with your CVA application. The form is located here: Federal Funding Accountability and Transparency Form.
Permits
Facilities must have all applicable permits in place before beginning the pumpout project. Failure to obtain required permits prior to placing a pumpout system/equipment into operation can result in enforcement actions and civil penalties. Grantees must submit copies of applicable permits to the CVA Program in order to receive reimbursement for any work performed.

Site Visit
Prior to approving funding for the purchase and installation of pumpout equipment, a DEP District Coordinator will visit your facility to determine if any permits are needed for your project and to ensure the proposed pumpout location allows for proper sewage disposal. This is not a regulatory inspection, but it must be conducted to process the application and approve funding.
Allowable Expenses
Expenses for permits, site preparation/construction, equipment purchase and installation, renovation, operations, maintenance and repair, sewage hauling, required CVA signage, and educational materials are allowed for reimbursement.
Reimbursement
Grant funding is distributed on a reimbursement basis. The CVA program will reimburse no more than 75% of the approved budget; the grantee is ultimately responsible for at least 25% of the project cost. Expenditures made prior to execution of a grant agreement cannot be reimbursed.
