Intent
Industry Canada shall designate entities to administrate databases for the registration of White Space devices and licensed radio systems and services operating within the same frequency bands.Database Administrator Procedure (DBAP) outlines the procedures to be followed by applicants to become designated WSDBA– Specifies the administrative and operational
requirements – Defines eligibility

Designation Application Process
White space database administrators (WSDBA) must submit:• Viable business plan • Demonstration of technical expertise to establish
and administer a white space registration database
Minimum technical requirements are defined in the White Space Database Specification (DBS-01).
WSDBs that meet the requirements will be designated to operate

Designation Application Process (continued)
After a complete application is accepted and the database has been tested compliant with the DBS, agreement between IC and applicant will be signed;
Designation status for a WSDBA is only valid for a period of five (5) years
Designation status may be extended for additional five (5) year periods at the Department’s discretion.

Information Disclosure
Applicants may indicate information submitted in support of
their designation request that they consider to be
confidential or proprietary in nature.
Industry Canada will treat such information as confidential
subject to the provision of the Access to Information Act.

Retaining Designation Status
WSDBAs shall meet all requirements of the following:– The Agreement– All other related technical and operational
requirements as indicated by the DepartmentWSDBA shall inform the Department in writing of any significant changes that may affect their continued compliance with the terms and conditions of their agreement, or their ability to carry out activities for which they were originally designated.

Suspension or Withdrawal of Designation
WSDBA will be notified by Industry Canada when they are the subject of an investigation for non-compliance with this procedure, technical or operational requirements, or terms of their agreement with the Department.
WSDBA whose Departmental designation has been suspended or withdrawn shall immediately cease operation and the promotion of their designation status.
