1. InstructionsIn accordance with clause 5.3.4 of the National Electricity Rules (NER), this application form gathers the information ElectraNet requires to progress an application to connect to the South Australian transmission network and the National Electricity Market (NEM).
Before you complete this form, we recommend you take the time to understand the connection process and have early conversations with our Business Development team, to receive appropriate advice for your situation. The team is here to help and would welcome a chance to discuss how we can help deliver your project.
ProcessThere are three key stages to the transmission network connection negotiation process: the initial connection enquiry; this application to connect stage and the final offer to connect stage, which will involve the negotiation and execution of a transmission connection agreement between you and ElectraNet.
Before completing this form, you must have submitted a connection enquiry, in accordance with clause 5.3.2 of the NER, and have received our response in accordance with clause 5.3.3 of the NER.
Before ElectraNet will process the application to connect, you must have executed a Preliminary Works Agreement for ElectraNet to support your application. ElectraNet would be pleased to provide you with a proposal for these services when required.
ElectraNet requires that the information outlined in its Generator Connection Checklist, including your proposed technical access standards, be submitted as part of this application to connect form.
In addition to the information to be provided with your application to connect, if any services related to contestable IUSA components are not to be provided
by ElectraNet, the Connection Applicant must also provide the information outlined in section 4 of this form, in accordance with clause 5.3.4 of the NER. Please note if ElectraNet is to provide services related to contestable IUSA components, the information outlined in section 4 need not be submitted with your application to connect.
After reviewing your completed application to connect form, we may ask you for additional information better understand your requirements and process your request.
NotesThe application to connect form has two parts: connection requirements relating to entry points (generation facilities) and connection requirements relating to exit points (direct connect (load) facilities). Please only complete the section that relates to your type of connection application.
Definitions and terms used in this form are explained in section three and can also be found in chapter 10 of the NER. Italicised terms used in this form defined by the NER.

3. Required Information Guide3.1 Entry points
Source of supplySingle line diagram Note: This should be submitted with this application to connect form
Applicant to provide a single line diagram that outlines the nature of the required connection – single switched, double switched, one and a half CBs, ROIs etc.
Maximum continuous current rating (Amps)
This will be used to determine the rating of the primary and secondary plant. If any form of short term overloads is anticipated, theses should be mentioned in this section.
Type of loadSpecify the general nature of the connected load (e.g. large motor drives, controlled rectifiers, battery etc) and identify any particular impacts on the Connection Assets and whether demand is to be firm.
Circuit breaker and extra high voltage (EHV) plant control
Auto-control schemesSpecify any requirements for auto-control schemes such as auto-closing or opening of CBs (other than auto-reclosing), giving an overview of the required functionality.
Synchronising and synchronism check Specify whether it is needed for manual, auto or for both.
Point on wave switching Specify if required.
Interlocking requirements Is the CB control to be interlocked with any other switchgear or operational conditions?
Load control (from power station) Specify any plant control requirements from the power station and how they are envisaged.
Control schematics for interfacing with the EHV assets
Provide AC and DC schematic drawings for the interfacing with EHV assets.
Protection systems
X protection
Specify protection type (i.e. distance, current differential, pilot-wire, directional over current etc.) and preferred vendor device if applicable.
Typically the generator and the generator transformer protection are owned by the connection applicant and the X and Y protection operates directly into ElectraNet’s EHV Assets via an approved dedicated interface. Note that any deviation from the standard ElectraNet applied protection relays may attract additional costs.
Y protection
Specify protection type (i.e. distance, current differential, pilot-wire, directional over current etc.) and preferred vendor device if applicable.

Specify what protection signalling is required (e.g. F/C – direct connected or switched via mux, pilot wire, etc).
Protection signalling requirements – Y protection
Specify what protection signalling is required (e.g. F/C – direct connected or switched via mux, pilot wire, etc).
Tele-protection requirements
Specify any Tele-protection requirements (e.g. permissive trips, remote trips, back up remote trips etc). Specify the communications requirements associated with these. Tele-protection signals (bearer, termination equipment, etc).
Local instrumentation and metering
Revenue metering
Specify expected Maximum Demand and Annual Energy Transfers as well as NEM class of metering to be provided.
ElectraNet is the default Revenue Metering Service Provider, please indicate if this function is to be carried out by another party.
Ammeter Specify if this is required, whether three phase or single phase and nominate range.
Voltmeter Specify if this is required, whether three phase or single phase and nominate range.
MW Specify if this is required and nominate range.
MVAR Specify if this is required and nominate range.
Disturbance recording or supply quality monitoring
Specify if any dedicated disturbance recording equipment or quality of supply monitoring systems are required. If modern digital protection is installed, ElectraNet would normally order the devices with the fault recording capability included.
Telemetered SCADA points
Control Specify any remote control requirements (e.g. CB Open / Close Control).
Status Specify what status points are required.
Alarms Specify what alarms are required.
AC measurements Specify what AC signals are to be telemetered.

SCADA interface Nominate SCADA interface and protocol to be used.
Redundancy requirements
Specify any redundancy requirements associated with the RTU telecontrol signalling (e.g. are any SCADA qualities required to be duplicated? are duel SCADA ports and communications interfaces required?)
3.2 Exit points

Exit separation relative to other circuits Specify if there needs to be any special treatment of the proposed exitpoint relative to other bays/circuits at the station.

Fault clearance times
The National Electricity Code specifies fault clearance requirements for auto access (Schedule 5.1a). If a slower fault clearance time is required this needs to be negotiated with ElectraNet.
These requirements need to be categorised according to National Electricity Code section (Schedule 5.1a.8).

Please submit with this application the detailed design of the contestable IUSA components, in accordance with clause 5.3.4(b1) of the NER. The detailed design must be in accordance with ElectraNet’s functional design requirements as published on it’s website here: https://www.electranet.com.au/what-we-do/solutions/connection-services/connection-services-resources/
Please also include all information for ElectraNet relevant to the contestable IUSA components. This should include:
• the Connection Applicant’s process for howElectraNet will undertake a review of the detaileddesign, inspect the construction of thosecomponents and how risks of defects will beaddressed. This process must be based on, andin accordance with, ElectraNet’s detailed designreview process;
• the Connection Applicant’s proposed changesto the form of the network operating agreementhttps://www.electranet.com.au/wp-content/uploads/2018/06/Network-Operating-Agreement-1-July-2018.pdf; and
• all information reasonably required for ElectraNetto properly provide operation and maintenanceservices for the life of the contestable IUSAcomponents, including details of their construction,instructions for operation and maintenance andhealth safety and asset management manuals.
