Hare, Cherryl Walker, Keith Heck; Terri Wharton, Recorder Chair Simon Hare called the meeting to order at 9: 00 a. m. 1. LEGAL COUNSEL A. Update on EMS Ordinance and Administrative Rules Extension of AMR Contract Steve Rich, County Legal Counsel, explained the need to extend the contract with American Medical Response ( AMR) for one year. Diane Hoover, Public Health Administrator, and Beecher Ellison, Law Librarian/ Legal Counsel Staff, explained the process involved to update the Ambulance Service Area ASA) Plan, the Ordinance, and the Administrative Rules. Beecher said the ASA Plan had been approved by the Board, and the Ordinance and Administrative Rules are ready for the Board' s review. Once the Ordinance and Rules are adopted, the County would move forward with a multi- year contract with AMR. Commissioner Walker declared a conflict of interest because her husband was the Medical Director of AMR. B. Chair Simon Hare called the meeting to order at 9: 00 a.m.

1. LEGAL COUNSEL

A. Update on EMS Ordinance and Administrative Rules

Extension of AMR Contract

Steve Rich, County Legal Counsel, explained the need to extend the contract with American MedicalResponse ( AMR) for one year. Diane Hoover, Public Health Administrator, and Beecher Ellison, Law

Librarian/Legal Counsel Staff, explained the process involved to update the Ambulance Service Area

ASA) Plan, the Ordinance, and the Administrative Rules. Beecher said the ASA Plan had been approved

by the Board, and the Ordinance and Administrative Rules are ready for the Board' s review. Once the

Ordinance and Rules are adopted, the County would move forward with a multi-year contract with AMR.

Commissioner Walker declared a conflict of interest because her husband was the Medical Director of

AMR.

B. Water Line Easement to City of Grants Pass— YMCA

Steve Rich, County Legal Counsel, reported the YMCA has installed a new HVAC system and theconcrete pad was installed over the City of Grants Pass water lines. The YMCA has to either remove thepad or re- route the water lines; they are asking the County to grant a modification of the current easement.Staff was directed to place the item on the Consent Calendar on next week' s Weekly Business SessionAgenda.

C. Order In the Matter of Delegating Contract Signing Authority for Certain Contract Amendmentsto Liaison Commissioners

1) Street Plug Crossing Permit—Lance Drive( Schwartz)

Nora Schwartz, Public Works Service Officer, explained the owners are refinancing the property anddiscovered they needed access to the property.Staff was directed to place the item on the Consent Calendar on next week' s Weekly Business SessionAgenda.

Mary Groves, Interim Fairgrounds Manager, distributed Exhibit A — BCC Notes for May 9, 2013 anddiscussed it with the Board. She also reported that Fields Home Center donated 120 1x6 boards for stallrepairs. She reported that Fields Home Center is also working on donating 100 gallons of paint for theoutside of the arena. Following a short discussion, the Board directed Mary to delay the painting of thearena until they have an opportunity to discuss it further.Staffwas asked to prepare a thank you note for signature to Fields Home Center.

2) Public Health

Diane Hoover, Public Health Administrator, distributed Exhibit B — Monthly Update —May 2013 andreviewed it with the Board.

a) Amendment# 20 to IGA# 135565 for Program Element# 44

Diane Hoover explained the amendment was an increase of$6, 300 in pass through funds.

Staffwas directed to place the item on the Consent Calendar on next week' s Weekly Business SessionAgenda.

Commissioner Hare said two of the Property Reserve Requests for Public Health were tabled at theWeekly Business Session for further discussion ( Exhibit C — Property Reserve Request — PublicHealth Animal Shelter Improvements). Rosemary Padgett, CFO, explained that the Request for thestorage shed, dog play areas, lockable barn doors, and guillotine doors could be paid for using AnimalShelter Trust Fund monies. She said the other Property Reserve Request for the Security Camera Systemdid not have the invoice included, she had received it and would forward it to the Board.

Staff was directed to place the items on the Consent Calendar on next week' s Weekly Business SessionAgenda.

3) Emergency ManagementJessica Schwarz, Emergency Services Manager, gave an update to the Board on department activitiesExhibit D— Emergency Services Update, May 9, 2013).

4) Veterans Services

Lisa Shipley, Veteran Services Officer, distributed Exhibit E —BCC Veterans Update and discussed itwith the Board.

3. CFO REPORT& BUSINESS UPDATE

A. Equipment Reserve Request: Public Health Animal Shelter Telephone System ( postponed from5/2/ 13)

Rosemary Padgett, CFO, advised she was tabling this item until she could meet with InformationTechnology, Communications, and Arthur O' Hare, Controller, to work out technical issues.

Rosemary Padgett, CFO, distributed Exhibit F — Economic Development Projects FY 2012- 13. The

Board discussed the economic development request for $ 40,000 submitted by Josephine CommunityLibrary, Inc. Director Kate Lasky, and agreed to move the request forward suggesting $ 35, 000, which isten percent of the County' s allocation of lottery receipts.Staff was directed to place the item on the Consent Calendar on next week' s Weekly Business SessionAgenda.

D. Miscellaneous

Rosemary Padgett, CFO, advised that next week' s Administration Workshop agenda would include therequests for the Dimmick Tower fencing and windows for the backside of the Courthouse.

4. BOARD BUSINESS

A. Matters from Commissioners

Commissioner Walker gave an update on the North Valley Sewer District meeting she attended. She alsoreported the septic system at the Grants Pass Airport has failed and Larry Graves, Airport Manager, isworking on the problem.

Commissioner Hare gave an update on the Dimmick Tower meeting he attended.

B. Liaison Update

Commissioner Heck reported that he continues to meet with Sheriff Gilbertson regarding his budget.

C. Miscellaneous Items

BCC Notes for May 9, 2013

1. Thanks to Ryan of BOM we now are purchasing our paper products and cleaning suppliesthrough AmSan saving us approximately half of the price we have been paying. We are able toget the US Communities contract pricing with AmSan since they were awarded that contract.

2. Shilo Inn will be a major sponsor and doing 60+ rooms for us at half of last year3. Steve Rich says Randy Smallwood is suing us4. The easement for the YMCA water line is being taken care of with commissioners on May 95. The person we are suing with Pepsi is going out of business. We need to talk about taking Pepsi

Off the building6. We are going to see about getting at least the side of our sign that works properly separated

from the side that doesn' t so we will have one side working until we get something better7. We were able to reduce the debt by$ 10,500 for the month of April. That did include paying

BOM $ 4000

8. Toyota' s$ 15K check is in the mail finally9. We got$ 5k from Home Federal Bank for Fair Sponsorship in this month

10. The Farmer and Crafters Market is going well

11. We have volunteers working on the Pet Fair Fundraiser and Flower Beds12. Fair planning is well underway

1. The WIC staff voter registration work complete. Flow chart attached.

2. MRC registration via RCC EMT& Paramedic graduation.

3. The Region 5 Heathcare Preparedness Program (HPP) group considering seed funding for a helo pad atthe FQHC in Cave Junction. Cost of helo pad approx. 25K. Am advised that the cost may be twice asmuch once yellow gear is gone.

4. The Animal Control Officers and I are training and working with the legal department regarding properciting, investigations and courtroom testimony preparation.

5. Shelter news; Volunteer staff from The Home Depot will be installing food shed on May 30th. We are

participating in the Boatnik Parade and the Dog Care Fair.

6. Emergency Medical Services status. Rules and ordinance status will require an extension of currentcontract.

7. Budget is running close. Working hard to get billing out.

Property Reserve Fund dollars are generated by property sales and interest earnings that may be used forgeneral government purposes and assessments against Departments for department use of the buildings for

future capital projects. All Property Reserve expenditures require prior approval by the Board before theproject can begin during the fiscal year.

will improve efficiencies and the quality of lives for the animals being housed there.

0 I would like to increase the number of dog play areas from 5 to 9 and add lockable doors to the barnin order to secure its contents. Two fencing estimates from Caveman Fence and Quality FenceCompany came in around 6K.

0 There are guillotine doors that need to be fixed/replaced because they get stuck in the " up" position.This puts staff and trustees at risk if a dangerous dog is inadvertently put in those kennels. Currentlythese kennels are used as a last resort, but there have been an increased number of occasions that we

have had to use those kennels in between PTS days. Estimated cost based on internet research is:

Property Reserve Fund dollars are generated by property sales and interest earnings that may be used forgeneral government purposes and assessments against Departments for department use of the buildings for

future capital projects. All Property Reserve expenditures require prior approval by the Board before theproject can begin during the fiscal year.

SOS Alarm is capable of taking over the monitoring and maintenance on the existingDSC burglar alarm equipment that was installed by Detect All.

SOS Alarm will reprogram the equipment to contact our UL listed central monitoringstation located on Biddle Rd., in Medford.

The service to inspect and reprogram the existing system will be done at no charge.Any faulty equipment will be replaced at time and material. Future service calls will be

billed at time and material.

As part of the no charge service to reprogram the systems, SOS Alarm will delete the

existing interior sirens and add new exterior sirens at no cost.

It is my understanding that the exterior motion detectors have been disabled due topast false alarms. If you would like to reinstate the exterior coverage, it is myrecommendation to add a second motion detector to cover the same space as the

existing motion detector. These detectors will be setup so both must trip simultaneouslybefore the alarm is triggered. This type of setup works well to minimize false alarms.

The purchase and installation of the additional exterior motion detectors would be335. 00 each.

I know that you have at least 2 of the exterior motion detectors. We will need to make a

final count of the existing units prior to reactivating or adding the new exterior units.

Signatures Submitted to Qualify Oregon Veterans Lottery Bill Initiative

Salem, OR—This afternoon, Rep. Julie Parrish( R—West Linn/Tualatin) submitted petitions with over 1, 000signatures to the Oregon Secretary of State' s office to qualify the Oregon Veterans Lottery Bbl initiative, whichwill provide dedicated funding to veterans' programs and services ifpassed in November 2014.

The initiative, chiefco- sponsored by Rep. Parrish and Clackamas County Commissioner Martha Schrader,would dedicate five percent of the net proceeds from the Oregon Lottery towards supporting the needs ofveterans. Annually, the lottery generates roughly 1. 1 billion dollars. It is estimated that five percent of the netproceeds would generate 26 million dollars per year for program that address such issues as housing forhomeless veterans, mental health and suicide prevention, and employment and re- integration into civilian life.

Rep. Parrish also was the chief sponsor ofHouse Joint Resolution 29, which was co- sponsored by 59 other

legislators from both parties. HJR 29 was amended to one percent by the House Veterans Affairs Committeeand referred to the Ways and Means Committee, with no subsequent action taken yet by that committee.

Ifmy colleagues were serious about passing this bill, we would have already taken a vote on the House floor. Iappreciate the effort ofHouse Veterans Affairs Committee Chair Greg Matthews for helping me get the bill asfar as it went," Rep. Parrish said. " However, I' m glad we had the forethought to submit this as both a bill and a

ballot initiative, because it is clear that we will need to gather the signatures ifwe want to get a meaningful

proposal on the ballot for voters to decide."

Oregon has an estimated 375, 000 veterans. In 2014, the Oregon National Guard is in the queue for another

significant deployment ofsoldiers to Afghanistan.

After the 2009- 10 deployment to Iraq, roughly 50 percent of the soldiers who served in that deployment camehome to no jobs," Rep. Parrish said. " Three years later, 20 percent ofthat cohort is still unemployed. This time

when soldiers come home, those veterans will have the support they need to re- adjust back into civilian life andensure their health care and mental health needs are met."

Ifvoters approve the Oregon Veterans Lottery Bill, the five percent set aside for our veterans will not impact anyother dedicated allocations. The percentage dedicated to veterans will only affect the discretionary portion of the
