General information:Pest animals have the potential to cause significant negative impacts on the economy, the environment, social amenity and human health.

Pest animals must not be brought into Victoria, kept sold or released without permission.

Permission to import into Victoria, keep, sell or release pest animals will only be in exceptional circumstances where there is demonstrable benefit and in accordance with nationally agreed principles of risk management and the Department of Economic Development, Jobs, Transport and Resources (the department) ‘Policy Statement on the regulation of keeping and trade of declared pest animals in Victoria’ and other related policies.

Permission to import into Victoria, keep, sell or release pest animals for research/education purposes will only be considered where there is evidence that the proposed use will occur under a scientific procedures licence or specified animals breeding licence with appropriate approval by an Animal Ethics Committee.

An Applicant may be a body politic or corporate or a natural person.

Please note:

The department requires a significant amount of information to be provided to ensure applications can be appropriately assessed. Please allow adequate time to complete this form.

Ensure you provide all necessary information to answer all relevant questions as the assessment process will not begin until all information is received.

You can expect a response within 60 days of submitting a fully complete application, where multiple applications are received from one applicant this 60 day period is cumulative – you may request prioritisation of applications.

You will be notified if the information required is incomplete. A failure to provide all required information within 30 days of initial submission of this form may result in the application expiring; the application fee will not be refunded and a new application form will need to be submitted and another application fee will be payable.

The department will consider the risks of and duration of the proposed use of pest animal when determining the duration of permit approval, which may be for a period of up to two years.

Note: For species that are new to Victoria a nationally endorsed risk assessment will be

required as part of the assessment process. The applicant will be responsible for the cost of obtaining such a risk assessment which must be provided to the department and developed according to the risk assessment procedure endorsed by the Invasive Plants and Animals Committee. You may contact the department to determine if this is required and advice prior to submission of an application.

Consideration will be given to the CITES listing, IUCN listing, CaLP classification (controlled, regulated, established, prohibited), Invasive Plants and Animals Committee threat category (extreme, serious, moderate, low), breeding potential and whether the species or individual animals are venomous or dangerous when determining to grant or refuse a permit and any species specific conditions.

The Invasive Plants and Animals Committee threat category for a species can be obtained by contacting the Department. It should be noted that in the absence of a nationally endorsed risk assessment a threat category of extreme (P) where P is precautionary applies. For the purposes of assessment of application extreme and extreme (P) are taken to be the same.
