SECTION 315.100 GENERAL OPERA TOR REQUIREMENTS

Section 315.100 General Operator Requirements

a) Administrative and Procedural Controls

1) The registrant shall provide personnel operating lasers written operating andsafety procedures. These procedures shall include restrictions required forthe safe operation of each laser and shall include the topics listed in the lasersafety program of subsection (a)(2) of this Section.

AGENCY NOTE: Sample standard operating procedures for the use of lasersystems are contained in Appendix A of this Part. The Departmentrecommends these procedures be modified and adopted for each registrant'sspecific use of lasers.

TI1e registrant shall provide for initial and annual in-service training in lasersafety for individuals using laser systems to ensure their awareness of theregistrant's laser safety practices and policies. The in-service training shallinclude the following topics:

/\) Operating and emergency procedures for the lasers;

13) Use oflaser protective devices, including selection and use ofprotective eyewear;

C) Clear warnings and precautions to avoid possible exposure to laserradiation in excess of the MPE; and

D) Requirements for safe operation of lasers as described in this Part.

3) Personnel operating lasers shall be instructed in and able to demonstratecompetence with the registrant's operating and safety procedures.

4) Alignment of laser optical systems (e.g., mirrors, lenses and beamdeflectors) shall be performed in a manner that assures that no one is exposed to laser radiation above the MPE.

5) A controlled area shall be established when exposure to laser radiation in

LASER SAFETY CLASS

Our class is a basic, introductory, preliminary offering to laser safety. It is strictly tutorial and didactic. It is not a hands-on laser safety class.

Upon completion of the class, 8 RN contact hours are awarded on the certificate.

In IL, laser requirements are regulated through IEMA (Illinois Emergency Management Agency). To be in compliance with state mandates, facilities utilizing lasers must implement a laser safety program. IEMA also requires an annual review of laser safety. The class we offer is based upon laser safety practices outlined by IEMA and ANSI Z136.3 (American National Standards Institute). Please note that IEMA uses the ANSI standards as their primary reference document. Faculty teaching our course discuss laser safety in general concepts in addition to identifying specific issues that pertain to IL and IEMA.

As outlined in the ANSI document, the LSO is appointed by each facility's administration. Neither ANSI nor IEMA identify a specific number of education hours to become the LSO. As noted in the IL Adm Code document, part 315, the LSO is "any individual, qualified by training and experience in the evaluation and control of laser hazards, who is designated by the registrant to have the authority and responsibility to establish and administer the laser radiation protection program for a particular laser installation." The general qualifications, duties and responsibilities are outlined in section 315.90. This document does not have specific time or hours of training or education.

To become a certified medical laser safety officer (CMLSO), one must take the CMLSO exam. We do not offer this exam. Information is given during the program regarding the requisite steps to be able to sit for this exam.

On average, 30 - 50 people attend this class. Attendees have included a variety of professionals: Doctors, Nurses, Biomedical Engineers, Estheticians, Physician Assistants, Medical Assistants, X-Ray technicians etc. Evaluations have been very positive regarding the course content and opportunities to engage in discussion with attendee colleagues.
