Exception Report Outcome 1a: More people have increase opportunity and enthusiasm to volunteer Saltire Awards: while the anticipated number of Challenge Awards has not been achieved, the number of young people moving on from one volunteering challenge to sustaining their volunteering and achieving their awards at the various stages has increased.

Outcome 1b: Volunteer involving organisations are able to recruit, manage and retain volunteers Encouraging people to volunteer is extremely important as is the additional support that many potential volunteers require and the types of opportunities that would appeal to them. While the activity of consulting with disadvantaged groups has not been completed as yet the focus on this activity will continue into FY 2017/18. It is to be noted that 28% of volunteers registering with us this year have all identified that they have a health issue and/or require additional support albeit varying in levels of support.

Outcome 2: Social Enterprise develops and grows It was hoped to engage with the CPP specifically in economic development by attending relevant meetings to promote the business model of social enterprise and to highlight the contribution of social enterprises to the local economy. Strengthening engagement with CPP in this area will continue through the forum process.

Outcome 3: Third sector organisations are well governed and managed to deliver quality outcomes The format of our Organisation Health Check was reviewed at the end of the year and deemed not to be fit for purpose. We have taken time to redesign and formalise the process with training for all staff who will use this mechanism/tool when engaging with local organisations. This activity will continue into the new financial year. Third Sector Conference: based on staff and financial resource as well as the expectations of the third sector, the third sector conference will be held every 2 We reached agreement with Falkirk CPP as to how we would engage communities in our activities, whilst there has always been an open invitation for community representatives at our third sector forums, this has now been formalised and our colleagues in CLD are promoting this opportunity to communities.

Outcome 4: Third sector organisations feel better connected and are able to influence and contribute to the SOA outcomes and CP outcomes Thematic CPP forums are now established, with the exception of Connecting Volunteering and the Voluntary Sector Children’s Services Forum it has been difficult to encourage third sector colleagues to take up the role of chairperson. We will continue to promote this opportunity and will chair the meetings in the interim. We had anticipated hosting 2 breakfast networking events to raise awareness of the publication of the SOLD plan and to highlight our commitment to being the

Voice of the Third Sector and to encourage participation by our third sector colleagues, however in response to the needs of our third sector we changed this

activity to presenting at each of the forums instead.

Supporting Narrative: Focus has been placed on promoting volunteering to disadvantaged groups and those furthest away from the employment market as well as those who have no knowledge of volunteering. This has been achieved by holding regular sessions at both Jobcentres, Skills Development Scotland, Forth Valley College, Falkirk Community Hospital, Forth valley Royal Hospital as well as informal presentations to groups who are receiving support from other agencies including addiction recovery, life skills, improving mental health. Presentations on the benefits of volunteering have been delivered to external organisations staff teams to raise awareness of volunteering and encourage consideration for volunteering by their clients. A wide range of volunteering opportunities have been developed with local organisations, as well a number of opportunities offering additional support and adjustments to meet the needs of new volunteers including our own volunteer programme. However we realise that this is a very important activity to further develop and while we have started on this journey by holding 2 focus groups we have planned a series of consultations that will go on into the new financial year. Volunteers Week activities included: slideshow published in all high schools and libraries, poster and leaflet distribution throughout Falkirk and with support of local VIOs, Saltire Ambassadors gave volunteering presentations in their local school, presentation of celebration of volunteering certificates to FV College students, media articles in Falkirk Herald and interview on Forth 1 as well as volunteeringin3 campaign posted on website and twitter and spotlight on 5 local VIOs posted on website and twitter.

The annual programme of reviewing current and existing volunteering opportunities has resulted in 122 opportunities being updated with an additional 16 bespoke opportunities being developed in response to the needs of the volunteers.

Supporting narrative: Resource for social enterprise has been focused on providing one to one support to social entrepreneurs, new starts, and local third sector organisations who are looking to develop socially enterprising activity as a means of income generation. The type of support provided has included development of business plans, guidance in relation to the Asset Transfer and Social Investment Tax Relief, application to become a SCIO, funding searches and application reviews as well as signposting to national support organisations, the local social enterprise network as well as our own events. Presentations were given to the staff teams of Business Gateway in both Falkirk and Clackmannanshire and this has provided the opportunity to strengthen the working relationship between them, ourselves and CTSI with mutual referral and signposting protocols being established. Just Enterprise: Budgeting for Your Organisation and for Funding Applications facilitated by CVS. Third Sector Conference: based on staff and financial resource as well as the expectations of the third sector, the third sector conference will be held every 2 years (ref 2.7, 3.6, 3.7, 3.11)

Supportive Narrative: Funders Fayre: 220 registered, 152 attended on the day (representing 113 organisations). Development Officers engaged with a number of organisations to help them prepare to attend the Funders Fayre and speak to relevant funders. Following on from the Funders Fayre 1 drop in session for organisations to attend if they are seeking help and guidance in applying for funding was held in March with another to be held in April. In response to the local need we held an ‘Informed Choice’ event looking at the opportunities and implications of the Community Asset Transfer in relation to community halls: 14 community halls represented at the event. A further event is planned for April 2017 in partnership with Falkirk Council.

SCDC hosted two Community Empowerment Act Workshops with 23 attendees In response to the local need and in partnership with Volunteer Scotland we held 4 drop in sessions and a presentation to the Connecting Volunteering Forum to help and inform our local organisations on the requirements and practical processes of both Disclosures and PVG membership as well as Getting There Project: in partnership with IRISS and engagement with community activists predominately within one identified area looking at the barriers faced by the community in relation to travel and creating a strategy to improve community transport. The end of project report is currently being drafted.

OSCR: pilot project working with OSCR to provide relevant information and support to local organisations who were not compliant with OSCR regulations/requirements. Supporting narrative: Forums are now established with all relevant information i.e. agenda and minutes being published on our website. In January an online discussion boards were set up based on the thematic remits associated with each forum. Speakers at forums have included; Home Energy Scotland, Poverty Alliance, Scottish Government – Realigning Children’s Services, Penumbra, Scottish Fire and Rescue Service, Aberlour and Central Scotland Regional Equality Council. Our annual research and subsequent Third Sector Impact Measurement Report was published on our website both as a report and infographic and was well received at both local and national level. Through our engagement with CPIP, colleagues from Improvement Scotland highlighted to Falkirk’s CPP that our engagement and delivery on this topic was extremely good and best practice. Continued to manage and use the CVS Falkirk Twitter account as a platform to promote CVS activities, events and opportunities, including publishing hotlists. Periscope has been used to capture and share some of our activities throughout the year including Older People’s Day and CVS AGM. We have 720 followers on Twitter who regularly retweet our events, opportunities and information.

CVS Falkirk hosted a GIRFEC Third Sector Learning event, led by the National Third Sector GIRFEC project this session was aimed at smaller third organisations who have not previously engaged with VSCSF or CVS Falkirk. CVS Falkirk were asked to assist the NHS Forth Valley in a joint campaign to promote Power of Attorney, CVS Falkirk are leading on the public facing promotion.

Getting There Project –successful in gaining the ongoing support of IRISS for the Getting There project (to be reviewed March 2017). The project has been added to VOiCE

(Visioning Outcomes in Community Engagement), to share documents and will try to fully utilise the tools available on the web tool.

Supporting narrative: Inclusiveness: Office premises including all FVTT clinics are fully accessible. Events are planned to ensure inclusiveness including hearing loop, BSL interpreters, large font printed materials, guide dog provision, accessible ramps and our website is DDA compliant and hosts browsealoud and signlanguageinteractions.com Through our communication strategy we aim to disseminate all relevant information to all communities, through our own channels and that of local community representatives, councillors, MSPs, MPs and others. This has resulted in 6 signposts received from local MSPs and councillors. Older People’s Day: hosted in partnership with Forth Valley Sensory Centre and Solicitors for Older People, with 22 organisations (18 third sector, 4 statutory and 1 private partner) hosting stalls and more than 110 people attending. Every visitor received a Good Point Fire Stick Smoke alarm tester and leaflets about Power of Attorney and handy hints for Older People (publicity materials provided by Solicitors for Older People). Consultations: Feedback received from Falkirk Council highlighted an increase in response to the Local Housing Strategy Consultation following promotion in our e-bulletin.

Focus group hosted on behalf of the Carnegie UK Trust who are working with the Scottish Government to undertake consultation sessions across Scotland to review the National

Outcomes as set out in Scotland’s National Performance Framework (NPF). The Purpose and National Outcomes within the NPF set out the Scottish Government’s vision, and support the government and wider public sector to improve the quality of life for the people of Scotland. Staff training days: A varied list of training including Voice (Visioning Outcomes in Community Engagement) provided by SCDC, Stick Your Labels training to reduce stigma of poverty by Poverty Alliance and Scotland’s Mental Health First Aid Training, Leadership, Fire Marshall training. A number of speakers have also presented at our staff meetings on topics such Power of Attorney and Hate Crime Reporting, Stress Management. TSI Network: attendance at all relevant meetings and forums including Chief Officers Network, Funding, Governance, Volunteering, Youth Volunteering, Social Enterprise, Quality as well as participating in working groups focusing on social enterprise strategy and support, and digital leadership. We also provided admin support to Voluntary Action Scotland before and during the TSI Network Conference.
