officials and other partners vowed to eradicate malnutrition among school children by 2015. She announced this in the presence of DepEd officials, local chief executives and other non government partners during a consultation on the school based feeding program. Tan brandishes her Php 20 M for the rehabilitation of some 7 thousand severely wasted and wasted children, according to nutrition parlance which means malnourished. “We will start by this school year 2013-2014, let us feed the wasted so that by 2015, there will be no more malnourished schoolchildren in Samar,” the governor said.

Tan also tried to resolve the issue of parents refusing to join the cooking team in schools in the pretext of doing odd jobs for some money. “Tell the parents that if they cook for the kids, they will be given a kilo of rice,” she told the crowd of teachers present. The school based feeding program is a DepEd project that the national government funds for Php 1 Billion according to Dr Juan Araojo of the DepEd Health and Nutrition Center. The forum attended by some Samar Mayors was the first one in a series of consultation nationwide said another DepEd official. Teachers and administrators had a workshop on the Target and Budget Allocation per LGU for the feeding program. (nbq/PIA 8-Samar)

DENR, two So. Leyte LGUs sign MOPA for free residential land titling

T he Department of Environment and Natural Resources (DENR)

through Regional Director Leonardo Sibbaluca and the local government units of Malitbog and Libagon signed a Memorandum of Partnership Agreement (MOPA) Wednesday at the DENR provincial office for the implementation of a law that provides free titles to residential lands. Malitbog LGU was represented by Camilo Aroy, the Municipal Planning Development Coordinator (MPDC), while Mayor Oliver Ranque of Libagon town was present for the MOPA signing. The MOPA document, the first formal signing ceremony so far held around Region 8 and a pilot activity for the province, spelled out

specific roles and responsibil it ies of the DENR and the concerned LGUs for the residents in the community, mostly in poblacion areas, to avail free services so their residential lands can be titled. Residential free patent titl ing has been covered by Republic Act 10023, a law passed on March 9, 2010, in which DENR was tasked to closely work hand-in-hand with LGUs for its smooth implementation with MOPA as basic l ink As stipulated in the MOPA, DENR will extend to the LGU all the technical assistance desired to carry out the objectives, while the LGU was obliged to pass an ordinance to integrate titl ing in its governance agenda and create a

local land titl ing office. The LGU will also provide a Land Information Office where people can seek information and guidance, establish a Cadastral Council, and assign a permanent employee as a DENR-deputized personnel to handle transactions on residential land titles. In his message, Director Sibbaluca said this will be an added opportunity for those who had been clamouring for a long time to have their residential lands titled, to fast-track the process through the LGUs instead of the Courts. “Let us give our people a chance to have their residential lands titled for free,” Sibbaluca told DENR field men, rallying them to exert best efforts so the MOPA can spread to the rest of the 16 municipalities and one city of the province. Libagon Mayor Oliver Ranque said he accepted the challenge even as he emphasized he was honored his town was selected as a pilot site for the program. Malitbog MPDC Camilo Aroy said he will relay everything to Mayor Allan Go, adding that the Mayor was already very eager to support the program when he learned about it last year. Commerce degree in May at the Asian Development Foundation, the same school where she studied a two year entrepreneurial course. While studying, Jemalyn, became active in the PWDs Cooperative in Tacloban City where last year, she was the manager and this year, she is the Treasurer. She is thankful that the government is taking care of the welfare of the PWDs. There are a lot of perks also in being a PWD she said adding that she will not become a manager if she is not a PWD. Her wish is for more PWDs to enlist in the rooster of PWDs in their respective LGUs so that more PWDs will be able to know that they have equal rights and responsibilities with those who do not have disabilities.
