Commissioner Vanore moved to approve the Minutes of the January 15, 2019 Regular Meeting. Commissioner Rob Shepherd seconded the motion and the motion passed with no abstentions.

- PARK ASSIGNMENTS: Chair Milam asked for volunteers to fill the openings of the available park assignments.

The changes were as follows:

Commissioner Milam asked that park inspections be submitted prior to the draft of the Annual Work Plan review in May.

- RECOMMENDED FY2020-2024 CAPITAL IMPROVEMENT PROGRAM

Phyllis Hallowell Management Analyst, Public Works Finance and Management Services, gave a PowerPoint presentation of the City Manager's recommended FY20 Parks and Landscaping Section and Arroyo Project Section of the Capital Improvement Program (CIP) budget. In addition, she introduced staff members present, Wallace Nash, Management Analyst; Kris Markarian, City Engineer; and Hayden Melbourn, Principle Engineer. She noted they will be presenting the CIP Budget at four different Commission meetings. Following the four Commission meetings they will present the CIP Budget to City Council for adoption.

During and following Ms. Hallowell's presentation, the Commissioners posed questions and staff responded accordingly.

Commissioner Williams moved to approve the CIP budget as presented, Commissioner Treasure Sheppard seconded the motion, and the motion unanimously passed.

- LAMANDA PARK LIBRARY POCKET PARK DESIGN

Rosa Laveaga, Public Works Supervisor and Landscape Architect gave PowerPoint Presentation with an update on the status of the Lamanda Park Library Pocket Park Project, and summarized the design and layout. She included in her presentation the site plan and various phases, design, construction and permits of the project. Ms. Laveaga introduced the Lamanda Library Branch Manager Mr. Mike Shae.

Following Ms. Laveaga's presentation the Commissioners posed questions and staff responded accordingly.

• PICKLEBALL PROJECT UPDATE

Hayden Melbourn, Public Works Capital Project Manager, gave a PowerPoint presentation on the Pickleball project update. He noted the last update the Commission received was in July 2018 and that Council took action in December 2018 to allocate $400,000 for the design and construction of the project.

Commissioner Williamson noted her concern regarding the parking issue, staff responded. Chair Milam recommended a call to Edison be made regarding the parking issue and to see if the current lease could be amended to include additional land.

Charles Peretz Public Works Parks & Natural Resources Administrator, highlighted some of the improvements completed in the Parks and noted the status of the Capital projects listed in the report.

Questions and suggestions were posed by the Commissioners and Staff responded accordingly.

· HUMAN SERVICES AND RECREATION MONTHLY REPORT

Brenda HaNey Williams, Director of Human SeNices and Recreation, gave a report and update on the recreation activities, as well as provided the spring summer book of activities being offered at various parks. In addition, she noted scholarships will be offered to City of Pasadena income qualified residents for the Summer Day Camp program.

Questions, comments and ·suggestions were made by the Commissioners and Staff responded accordingly.

SUBJECT: Commemorative Statue in Area H at the Rose Bowl for the 1999 Team USA Women's World Cup Champions

RECOMMENDATION:

This item is informational only and the RBOC requests informational review by the Commission.

BACKGROUND:

To continue its commemoration of the near-century of heritage and diversity at the Rose Bowl Stadium, and in preparation for celebrating its Centennial birthday in 2022, Rose Bowl Legacy Connections, the 501 c3 non-profit organization that supports the protection , preservation and enhancement of the Rose Bowl Stadium, has secured philanthropic gifts and pledges to support the creation and installation of its next celebratory statue, representing the 1999 Team USA Women's World Cup Champions, as a historical marker that 'transcends and celebrates an important moment in Rose Bowl history.

On March 11 , 2019, the City Council unanimously approved the historical monument and its prominent location in Area H to achieve the critical goal of being installed on or before the 201

h anniversary of the match on July 10, 2019. At the recommendation of the RBOC, and the direction of City Council, Staff is presenting as an informational item to the Commission.

1999 Team USA Women 's World Cup Champions Statue

The Rose Bowl Stadium has become synonymous with iconic leadership and inspirational moments, entertainers, coaches and athletes. Without a doubt, the 1999 Team USA Women's World Cup Championship was one of the all-time historic moments remembered not just at the Stadium, but around the country as one of the watershed moments for female athletics in this country.

The 20th anniversary of the historic, inspirational match is quickly approaching on July 10,2019.

Staff has been working with United States Soccer and members of the 1999 Championship team on th is project. To date, U.S. Soccer, its current and former executives, and members of the 1999 team (including Brandi Chastain) , have supported and approved of all renderings and the elements associated with the project.

Key supporters of the project include United States Soccer, AYSO Region 13, and private philanthropists in the Pasadena area.

Location. Design, Orientation. and Size of the 1999 Team USA Statue

Based on the recommendation of the RBOC and the approval of City Council on March 11 , 2019, the statue of the 1999 Team USA Women's World Cup Champions will be located on the northwestern border of Area H, close to the Rose Bowl Stadium.

Location Citing: For a map and photographs of the RBOC's approved location of the 1999 Team USA statue , please see Attachment A.

This location will allow visitors to associate the moment with the Rose Bowl, due to the vista of the iconic stadium marquee sign, as well as be visible and present as an educational and inspirational marker for youth soccer and youth athletes during the high frequency of community sports in Area H, including AYSO soccer. It will also be placed in proximity to the new, popular Central Arroyo Seco Community Recreation Loop, which was completed in Area H in August 2018 and was funded by Legacy Connections for public enjoyment.

The RBOC and Staff also investigated several potential locations within the RBOC Area, both inside and outside of the venue's fence line, before determining that the current recommended location in Area H was the best spot to initiate public appreciation of the subject. The Area H location is also exposed to thousands of young athletes each year, including those playing soccer, which will continue to share in the inspirational and motivational impact of the moment from the 1999 match.

Design and Size: The statue will feature the inspirational , celebratory moment of Brandi Chastain, moments after her game-winning penalty kick that won the championship for Team USA, with a bronze relief of the team running behind her to celebrate the victory.

The 1999 Team USA statue, inclusive of the relief wall behind the main image of Brandi Chastain, will be similar in stature to the height of the Jackie Robinson statue, which is slightly larger than life-size (approximately 7' 2" tall) . A custom in-ground base that is secured beneath the walking surface of a re-designed rose garden area which will surround the marker, allowing for educational access for visitors.

It will be compatible with the surroundings and the existing Area H uses and will not have an effect on the surrounding environmental area, nor will it impact the use of public

spaces. Additionally, it does not create liability or public funding issues and is compatible with zoning codes.

Educational Rails: Informational reader rails will be included in the project and located adjacent to the sculpture in order to highlight the accomplishments of the statue subject matter, educate visitors, and appropriately recognize the donors to the project. The reader rails will support the comprehensive public education about the subject matter. Donor acknowledgement will be done tastefully and modestly and will not detract from the overall presentation of the statue and/or the surroundings.

Site Plan

For a preliminary statue rendering of the 1999 Team USA statue, as well as the site plan for the surrounding area, please see Attachment B.

The site for the statue required the prominence of the transformational moment for future generations while being respectful of the park in which it will become an integral part of. The proposed orientation of the statue and team will be facing southeast on Area H, towards the many youth athletic fields. In the background, the famous Rose Bowl Stadium and marquee sign will allow an appropriate vista and photographic opportunity.

The area around the statue will be provide both hard and soft scape to enhance the statue area with an effort to allow pictures of and with the statue without trampling the softscape.

Compatibilitv. Impact. and Safety

The 1999 Team USA statue will be appropriate and compatible with existing uses in the aforementioned northwestern location of Area H and will integrate with the surrounding environment and re-designed landscaping elements of the recently-completed Central Arroyo Seco Community Recreation Loop. It will not adversely impact the use of the public spaces, youth soccer fields, nor does it create liability or public funding issues.

The aesthetic merit of the statue will show a high level of quality, synonymous with prior Rose Bowl Stadium projects. It will be aesthetically pleasing and does not create any maintenance issues.

Any associated future maintenance costs will be the sole responsibility of Legacy Connections.

The statue will be safe to passersby, curious spectators (especially children), and the environment including motor and recreational traffic. Sharp projecting elements, loose

parts, and other potential hazards, which create liabi lity and safety issues, will not be included.

The Artist of the 1999 Team USA Statue

The artist of the 1999 Team USA statue will be Mr. Brian Hanlon, of Hanlon Sculpture Studios, located in New Jersey. In addition to performing the successful sculpting and installation of the Jackie Robinson statue at the Stadium in 2017, Hanlon Sculpture Studio has also performed over 300 successful installations of bronze and granite sculptures and has worked with college and professional sports organizations, municipalities, churches, public safety departments, and individuals. They are also the official sculptor of the Naismith Memorial Basketball Hall of Fame.

Professional Opinion of Sculptor Brian Hanlon

"After further consultation , reflection and multiple visits to the Stadium grounds, I feel strongly that the conceived placement for the 1999 Team USA statue in Area H is most appropriate. As one of the most iconic and inspirational moments in the athletic history of the United States, this moment will be even further exposed to youth and families , thus extending the already positive impact it has had on American sports. It is the most artistically deserving location, as the Rose Bowl vista will appropriately supplement the statue's educational location and provide appropriate photographic opportunities for visitors. Other locations were explored and based on my knowledge of the Rose Bowl campus, it is my professional opinion that the 1999 Team USA statue be located on the northwestern side of Area H."

ENVIRONMENT AL

The actions proposed herein are exempt from the California Environmental Quality Act ("CEQA"). The installation of the statue and landscaping improvements are exempt pursuant to State CEQA Guidelines Section 15301 , which exempts from environmental review minor alterations of existing public structures that involve negligible or no expansion of the use, as well as maintenance of existing landscaping. The alterations contemplated on the northwest location in Area H, near the exercise equipment of the newly-completed Central Arroyo Seco Community Recreation Loop near the stadium's main gate - Gate A - involve renovation and improvement of existing landscaped area and the placement of one statute. These improvements will not expand the use of the area.

NEXT STEPS

The project has been well-received by members of the 1999 USA team, U.S. Soccer administrators and administrators of AYSO. The RBOC approved the statue and recommended it for City Council review on February 7, 2019 at a public, monthly meeting. The City Council subsequently reviewed and approved the statue location and process at its meeting on March 11, 2019. City Council directed the RBOC to present the project as an information item to the Commission given timing, and in lieu of the artwork development process and Commission review specified for non-city sponsored monuments.

Following the respected informational review by the Recreation and Parks Commission , the RBOC intends to present as an information item to the Arts and Culture Commission on April 10, 2019.

ATTACHMENT C - Biography- Brian Hanlon, Hanlon Sculpture Studio

Brian Hanlon is a classically trained master sculptor and founder of Hanlon Sculpture Studio. With over 300 public and private art pieces and installations since 1986, Hanlon is a world-renowned artist from Toms River, New Jersey, specializing in bronze statues. He is the official sculptor for the Naismith Memorial Basketball Hall of Fame and has received national awards and commendations for his liturgical, civic and athletic sculptures.

In creating his work, Hanlon's goal is to educate others about the subject and inspire them to achieve greatness. Hanlon's work translates seamlessly across all genres from liturgical to civic, public safety, and athletics because of his desire to learn and create meaningful, thought provoking works of art.

Hanlon took graduate level courses towards a Master of Sculpture degree at Boston University from 1988-90. Because of his advanced knowledge and skill, Hanlon left school early to work as a sculptor full-time. Prior to attending Boston University, Hanlon completed a Bachelor of Arts in Art Education at Monmouth University in 1988.

Spring Activities and Leagues

We currently have 3, 193 participants enrolled in spring activities and leagues. Our most activity is the co-ed Villa-Parke Youth Soccer League with 1,601 registered participants. In addition, the girls' soccer league has 250 registered. Games are ongoing and the championships will take place in July. Youth basketball and volleyball are still enrolling participants with games starting mid-April.

Classes for seniors, including chair aerobics and dance fitness continue to be popular with an average of 50 seniors registered in each class. New youth classes at Robinson Park this session include: Zumbini Music and Dance for ages 0-4, arts, crafts with the Armory Center for the Arts, ballet folklorico and hip-hop dance.

During PUSD's spring break (3/18 - 3/22), 103 school-aged children joined our Spring Adventures camp at Victory and Robinson Parks. Programming included sports instruction, fitness games, dance, arts and crafts, enrichment activities, cooking and local field trips. We also held a youth basketball camp at Victory Park and a new, evening youth volleyball camp which had a total of 39 participants. After school programming will continue through May 30, the last day of the school year.

California Parks and Recreation Society (CPRS) Conference

Six HSRD staff members recently returned from the annual CPRS Conference, a three day intensive training and professional development conference and one of the largest park and recreation conferences in the nation. HSRD staff member Ali Everett, Accessibility Issues Coordinator, presented two educational sessions: "Everything You Want to Know About Service Animals" and "The Business of Inclusion: Putting Theory into Practice."

In addition to attending and presenting at the conference, HSRD was also awarded a prestigious CPRS Award of Excellence in Marketing and Communications, Digital

Media, Video for its innovative and informative series, "Recreation Rundown," done in partnership with Pasadena Media. This is the second year in a row that HSRD has received this top honor for innovative digital marketing.

Passport to Fun! Summer Day Camp Scholarship Program

The initial application period for the Passport to Fun! Summer Day Camp Scholarship Program concluded on March 22. We received 68 applications and 61 met program eligibility requirements. Limited scholarships are available to qualified applicants aged 12 and under who live in Pasadena and/or attend a PUSD school. Scholarships are awarded on a first come, first served basis until funding is exhausted and cover 50 percent of registration fees.

Summer Programming

Six full-day summer camps and nine partial day specialty camps are planned from June 10 through August 2. Full day camps will return to the Arroyo Seco, Robinson, Victory, Villa, La Pintoresca and Washington Parks. Specialty, partial-day camps include sports camp, soccer camps, non-contact boxing and Lego building camps. In addition, Teen Summer will take place at the La Pintoresca Teen Center. Designed for ages 11-17, and taking place noon - 7 pm, Teen Summer is a dynamic place for teens to socialize, learn and have fun and includes: field trips, swimming, sports, arts and crafts, cooking, enrichment classes and team building.

Regular, seasonal programming for tiny tots, teens, adults and seniors will continue throughout the summer.

Aquatics programming will return to Robinson Park, Villa-Parke, Blair and Pasadena High School pools from June 10 through August 8. Lessons are available for seven swim proficiency levels (tiny tots through shark). All lessons are 45 minutes in duration, four days per week. The Department has applied for grant funding for swim lesson scholarship from the LA84 Foundation . New to the aquatics program this year are parent and me group swim lessons and adult shallow water aerobics. Recreation swim will also be offered at all pools.

Youth Basketball Clinic Saturday, April 6 Washington Middle School Gym $15 for residents/$30 non-residents

Develop basketball fundamentals and compete in 1-on-1, 3-on-3 and 5-on-5 play, free throw and 3-point competitions. Players learn teamwork, sportsmanship and develop confidence in their game in a fun and supportive environment.

Egg Bowl Saturday, April 20, 11 am - 3 pm Rose Bowl Stadium

Now in its fifth year, Pasadena's most popular egg hunt, Egg Bowl, will take place at the historic Rose Bowl stadium. More than 6,000 people are expected to attend. Free rides to and from Egg Bowl will be offered on Pasadena Transit Route 51 buses from 7 am to 4pm.

Villa-Parke Semi-Annual Spring Boxing Show Saturday, May 18, 1 pm - 6 pm Villa-Parke Community Center

Top amateur boxers participate in exhibition matches. Watch local youth Olympic hopefuls exhibit their skills, and senior boxers aged 50+ show how the physical and mental discipline developed through boxing brings life-long benefits.
