NEWS YOU YOU CAN CAN USE USE Robins AFAF campaign exceeds goal The Robins 2013 Air Force Assistance Fund campaign has reached its goal with donations totaling $79,432. “A tremendous thank you is in order to the entire Robins installa- tion for your support and contri- butions to the 2013 Air Force Assistance Fund Campaign. This year was truly an all hands in effort as units from across Robins worked hard to make our 2013 goal,” said 1st Lt. Gregory Cappuzzo, the campaign’s instal- lation project officer. “We, the Airmen of Robins Air Force Base, thank all of the personnel who generously volunteered their time, financial assistance and support from all levels of leader- ship as we once again made the campaign a tremendous suc- cess.” The six-week campaign, with the theme, “Commitment to Caring,” raises money for charita- ble affiliates that provide support within the Air Force family, and includes the Air Force Aid Society, Air Force Villages Charitable Foundation, the LeMay Foundation and Air Force Enlisted Village. In 2012 through the AFAS, the official charity of the Air Force, Robins was able to provide 116 forms of emergency loan assis- tance and four grants. As a result of a significant Team Robins effort, four trilectron generators assigned to support the JSTARS fleet underwent modifications here in order to support both JSTARS and NAOC aircraft. Working with the Air Force Sustainment Center engi- neering department and the NAOC program office, the 116th Maintenance Squadron developed the first such modification of its kind, further enhancing the genera- tor’s value and versatility. The modification added additional cable receptacles specific to the E-4B aircraft, and allowed a switchable configuration from JSTARS to the NAOC aircraft in minutes. The generators – a V-6 diesel engine that generally takes about 15 minutes to successfully warm up and con- nect to an aircraft – are self-contained units which sit on the ground supplying immediate electrical current for air- craft to be in a mission-ready posture. Cost savings are significant in that they assist with keeping an aircraft running while its engines are pow- ered down and not in use – a unique feature for this loca- tion. By doing this, a substantial amount of jet fuel is saved, to the tune of about $1.2 million, according to Master Sgt. Bob Cliche, 116th ACW Aerospace Ground Equipment Flight supervisor. An additional $179,000 savings per visit is also real- ized for the E-4B. That’s huge considering the fuel burn rate per hour on station for the E-4B is 500 gallons per hour with engines running. trilectron generators assigned to support the JSTARSfleet underwent modifications here in order to supportboth JSTARS and NAOC aircraft.Working with theAir Force Sustainment Center engi-

neering department and the NAOC program office, the116th Maintenance Squadron developed the first suchmodification of its kind, further enhancing the genera-tor’s value and versatility.The modification added additional cable receptacles

One of only four bases in theAir Force with a stand-alone clinicfor civilian employees, the 78thMedical Group’s OccupationalMedicine Services stands dedicat-ed to the improvement of healthand safety for civilians.“OMS is the busiest

Occupational Medicine Clinic inthe Air Force, seeing thousands ofemployees annually,” said Col.Michael Rappa, OMS chief. “Wehave a staff of 30 employees madeup of active duty, contract and fed-eral employee personnel who areall dedicated to our workforce onbase.”The staff includes six medical

providers, three who are specialty-trained and board-certified inoccupational medicine, and threesports rehab specialists who assistinjured employees.

Available medical careThe clinic provides medical

care for workplace injuries and ill-nesses, work-related medicalexams, assistance with workplaceaccommodation due to non-workrelated medical conditions, andpreventive health and safety edu-cation.Employees who incur non-

emergency job-related injuries orillnesses should report to OMS forinitial assessment and treatmentduring duty hours. For immediatecare needs after hours, employeesshould refer to an urgent care facil-ity for minor injuries and illnesses.Employees seen off base for

injuries that require duty restric-tions are to follow up with OMSas soon as practical and before

returning to work. Injuries or ill-nesses are to be reported as soonas possible to the supervisor. Allemployees returning to work aftera work-related injury or illnessshould first be seen in OMS.A limited number of same day

appointments may be scheduledaccording to availability. Theemployee must bring appropriatemedical documentation from theirtreating physician. Industrial work-ers will provide medical documen-tation to OMS before returning towork. Industrial workers returningfrom maternity reasons mustreport to OMS before returning towork.

Non-industrial (for example,office or administrative) employ-ees do not need to be evaluated atOMS for return to work status iftheir injury or illness was non-work related, unless there are dutylimitations that interfere with theirjob function.

The Air Force began standing down active dutycombat units April 9 to ensure the remaining unitssupporting worldwide operations can maintain suffi-cient readiness through theremainder of the fiscal year.The stand down will not

affect flying operations withinthe 116th and 461st AirControl Wings, which operatesthe E-8C Joint SurveillanceTarget Attack Radar System.“Despite the fiscal chal-

lenges, the demand for JSTARS and our highlytrained Airmen in both the 461st and 116th AirControl Wing is at an all-time high,” said Col. DeanWorley, 461st ACW commander. “While TeamJSTARS is not currently standing down like otherACC assets, we constantly look for ways to balancethe fiscal constraints we are under, find new ways tomake our training more efficient and effective, whiledelivering unmatched C2ISR capability around theglobe.”The stand down is the result of cuts to the com-

mand’s operations and maintenance account, whichmust be implemented in part by flying approximately45,000 fewer training hours between now andOctober 1 than previously scheduled.“JSTARS is unique because we are a low density,

high demand platform, owned and funded by the AirNational Guard. All of the JSTARS aircraft are ACCgained as a force provider to combatant command-ers,” said Col. Kevin Clotfelter, 116th ACW com-mander. “As a national asset, Team JSTARS contin-ues to support six Combatant Commands and main-tains our homeland defense missions.”ACC, as the Air Force’s lead for Combat Air

Forces, manages the flying-hour programs for fourmajor commands. This decision to stand down orcurtail operations affects about one-third of theactive-duty CAF aircraft - including those assignedto fighter, bomber, aggressor and airborne warningand control squadrons - stationed in the U.S., Europeand the Pacific.“We must implement a tiered readiness concept

where only the units preparing to deploy in supportof major operations like Afghanistan are fully mis-sion capable,” said Gen. Mike Hostage, ACC com-mander. “Units will stand down on a rotating basis soour limited resources can be focused on fulfillingcritical missions.”Some units currently deployed, including A-10s,

B-1s, F-16s and F-22s, will stand down after theyreturn from their deployments. The remaining unitsstood down operations on April 9. Active-duty air-crews assigned to Air Force Reserve or Air NationalGuard A-10 or F-16 squadrons under an arrangementknown as “active associations” will also stop flying.The stand down will remain in effect for the

remainder of fiscal 2013 barring any changes to cur-rent levels of funding.

Air Force officials announcecivilian Reduction in ForceWASHINGTON (AFNS) – In a continuing effort tomeet the Department of Defense funding targets inthe fiscal 2012 President's Budget and re-balancethe civilian workforce, approximately 60 Air Forceinstallations will implement civilian Reduction in Forceauthorities effective through about Aug. 23, to assistin the placement of employees not assigned againstfunded positions (termed "surplus employees").

These actions started in fiscal 2012 and are notrelated to the current sequestration actions.

To meet the funding targets in the fiscal 2012President's Budget, the Air Force was required toreduce more than 16,000 civilian positions. The AirForce was able to successfully reduce approximately15,000 positions minimizing adverse impact to civil-ian personnel, but now needs to use RIF authorities,which will provide options to help place most of theremaining civilians on unfunded positions.

Air Force restarts tuition assistanceWASHINGTON (AFNS) – The Air Force has offi-

cially restarted military tuition assistance, effectiveimmediately.The service restarted the program as a result of the

Consolidated and Further Continuing AppropriationsAct of 2013, where Congress called for the MTA pro-gram to continue in the current fiscal year.As a result of the restart, the program will resume

the same benefits as before. Airmen are eligible forup to $4,500 per fiscal year and a maximum of $250per semester hour or quarter hour equivalent tocover tuition and allowable fees. Military tuition assis-tance is not available retroactively to cover coursestaken and paid for using any other funding sourceduring the suspension of military tuition assistance."Military tuition assistance will be the same pro-

gram Airmen are used to," said Russell Frasz, thedirector of Force Development. "The same policiesand procedures will be in place."With this change, current and future Airmen will be

given another tool to develop professionally throughadvanced education, Frasz said.

AMC commander stressesimportance of new tankerWASHINGTON (AFPS). – The commander of theAir Force's Air Mobility Command recently stressedthe high priority his service places on the KC-46Atanker aircraft program.Air Force Gen. Paul J. Selva discussed progress

with the program and stressed its priority in a meet-ing with Defense Writers Group reporters.Air Force officials announced award of a $3.5 bil-

lion engineering and manufacturing developmentcontract to Boeing Co. for the new tanker in February2011."I'm on the record saying that our No. 1 acquisition

priority in AMC -- and it remains the Air Force's No. 1priority -- is making sure the KC-46 tanker delivers ontime, on cost," he said. "And because we have a firmfixed-price contract for the development of that air-plane, if we allow ourselves to get into the positionwhere we don't have the funds to pay for the initialdevelopment of the airplane, that contract getsreopened."

have to based on the existing contract," he added.The general said an initial round of site surveys for

The 116thAir ControlWing’s Civil EngineerGroup conducted twoprojects April 13-14.

One involved the cor-recting of drainage issuesbetween Bldgs. 2081 and2082 on MertinsAvenue;the other was removingabout 350 cubic yards ofdirt that was used as partof a temporary hardenedshelter.

The projects involved50 individuals, includingheavy equipment opera-tors, engineers and utili-

The 2013Air ForceCommunityAssessmentSurvey is underway, andTeam Robins membersasked to participate areencouraged to do so.

The assessment isdesigned to assist chap-lains and people workingin installation-levelAirman and family readi-ness centers, family advo-cacy programs, healthand wellness centers,mental health clinics andchild and youth pro-grams.

Topics include person-al and family adjustment,individual and familyadaptation, community

well-being, deployment,resiliency, post-traumaticstress, and help-seekingstigma.

The survey, which isa total force effort, will beavailable until May 30and is completely anony-mous.

A notification letter,including a link to theWeb-based survey, willbe sent to work emailaddresses of everyoneselected. Spouses will bemailed a postcard.

The survey shouldtake 30 to 45 minutes tocomplete.

Data will be analyzedand briefed to wing and

Air Force leaders. Theinformation will helpmake community-wideprogram planning andresource allocation deci-sions, which ultimatelyenhance the quality oflife, readiness and reten-tion ofAF personnel.

Previous surveyresults are credited withexpanding financial coun-seling programs to mem-bers and their families,developing a user-friend-ly support network forAir Force single parents,and setting up marriage-support seminars for jun-ior enlisted members andtheir spouses.

Fourteen members ofAir Force ReserveCommand’s 55th CombatCommunications Squadronare in Morocco providingcritical communicationssupport forAfrican Lion2013, an annually sched-uled, bilateral U.S.- andMoroccan-sponsored exer-cise designed to improveinteroperability and mutualunderstanding of eachnation’s tactics, techniquesand procedures.

The Reservists and fivepallets of computers,cables, switches, satellitedishes, tents and other sup-plies left Robins on a KC-135 in earlyApril.Aftertheir arrival inAgadir,Morocco, the comm spe-cialists set up the commu-nications network that willserve as the backbone forAfrican Lion, which runsthrough the end of themonth.

“We’re providing SIPR(secure internet), NIPR(non-secure internet), voiceand someVTC (video tele-conferencing) for thislarge-scale exercise,” saidSenior Master Sgt. BartSawyer, 55th CBCS super-intendent.

“Our folks have been

training hard,” added Lt.Col. Lee Mumford, 55thCBCS commander. “Wefinished an ORI inDecember of 2010 and aUCI inAugust of 2012,and we’re ready to put ourtraining to the test andshow we can providecomm to the warfighter inan austere location.”

Providing communica-tions forAfrican Lion is achallenging mission. Morethan 1,400 U.S. militaryservice members are join-ing more than 900Moroccan soldiers in vari-ous regions of the countryto take part in a wide vari-

ety of training, includingcommand post operations,life-fire and maneuvering,peace-keeping operations,amphibious operations, andaerial refueling and low-level flight training.

In addition, exerciseparticipants will providemedical, dental, pediatricand optometry care tothousands of Moroccansthroughout the country.

Once the group stooddown, officials realizedsome sort of formalmechanism was neededto ensure standardprocesses and proceduresare continued to be identi-fied and employed. Oneof the things born fromthat was a SafetyManagement Systemteam, which includesthree engineers and asafety representative fromthe largest union on base,theAmerican Federationof GovernmentEmployees Local 987.“What we want are

well-defined processesthat include production,quality and safety,” saidJake Dickson, an SMSteam member. “For

instance, if you’re amechanic, a process willshow exactly what taskyou’re going to do andhow to do it, whileremaining safe and incompliance.“This is taking a proac-

tive approach to eliminat-ing hazards in the work-place,” he added.During the past year,

the team has been helpingidentify and standardizework processes in the402ndAircraftMaintenance SupportSquadron. It’s nowpreparing to expand itsefforts across the base.Those efforts include

the use of a risk assess-ment tool the team devel-oped which documentseach step a worker goesthrough in his or her job –whether it’s rewiring anaircraft or sanding a part

– and identifies potentialhazards within thosesteps.“The risk assessment

tool takes all of this intoaccount and puts it alltogether,” said JamersonParrott, another SMSteam member. “Now youcan generate a risk scoreas part of evaluating safe-ty.”Robbie Tidwell, the

union safety rep on theteam, said it will takesome time before theentire system is in amature state. But, he saidit’s already a big shiftfrom how things weredone in the past when thefocus was primarily ontasks and not those per-forming them.“The safety manage-

ment system has essen-tially created a voice forthe employee,” he said.

Stewardship of natural resources, along withsupporting mission critical activities, is a funda-mental part of conservation programs across theAir Force.

Conserving water not only helps preserve thisvital natural resource, but also has benefits that gobeyond what some may realize. Consuming lesswater also reduces energy consumption and the useof chemicals – which ultimately reduces the cost ofoperations.

Each gallon of water used has to meet drinkingwater standards. When water consumption increas-es, so does the amount of chemicals needed to treatthe water.

As for energy, the water wells that pump waterinto the distribution system and add treatmentchemicals, are large electrical energy users. Whenwater consumption increases, so does the amountof electricity used to run the wells, pumps andtreatment equipment, resulting in higher electricalcosts. Conserving water helps keep these costsdown.

“It is important for Team Robins to be a respon-sible entity and combine efforts to conserveresources for the future,” said Jim Rieker, the ener-gy office’s resource efficiency manager.

To assist in this effort, the 78th Civil EngineerEnergy Office is focusing on a new project forwater conservation. This project, in coordinationwith engineers and operations personnel within thegroup, is aimed at reducing the number of gallonsused, wasted, or lost within given applications.

Utility shops helped identify key problem areasthat result in the estimated loss of more than3,000,000 gallons per year and this project willhelp reduce these losses.

“It takes a total team concept to reduce waterusage. The base community can contribute to theconservation effort by ensuring water is turned offwhen not in use and reporting any water leaks orrelated issues to the appropriate facility manager,”added Rieker. “If we are aware of the problem, wecan address it and fix it. The effect of our com-bined efforts to conserve water now will help uspreserve our natural and fiscal resources for thefuture.”

In particular, she point-ed out the weekly walk-arounds of all buildingsand office spaces.

“One of the areas under78th OSS’s purviewreported an unevencracked walkway leadinginto a building.Aworkorder was submitted toprevent slips or falls, andin the interim personnelthought outside the box by

using bold pink spray painton the walkway for aware-ness until it could be prop-erly repaired,” said Rogers.“In this time of decreasingfunds and resources, theseover-and-above effortsshow a true commitmentto the Robins Safe SiteChallenge.”

The Safe Site Chall-enge, which began in2008, is a locally-devel-oped approach to imple-menting VPP tenets acrossRobins.

Recognition is awardedto offices, shops or teamsand smaller areas for com-mitment to safety andhealth. Assessments areconducted to help ensure athorough examination of asite’s true maturity level in

adhering to VPP princi-ples.

“The 78th OSS is oneof our finest VPP safe sitesto date with an excellentSafety & HealthManagement System,”saidAllen Quattlebaum,installation VPP programmanager. “They demon-strated a keen understand-ing of risk managementprinciples, and effectivelyapplied hazard identifica-tion, control measures andcontinuous improvementin all of its administrativeand industrial work areas.”
