Quarter Federal Facilities Agreement (FFA) Progress Report

Eielson Air Force Base, Alaska

For the Period 1 April 2013 through 30 June 2013

Remedial, Removal, and Investigation Activities: Documents submitted for this quarter are

covered under Timetables/Deadlines section of this report below. Also, documents, fieldwork, and all

other remedial activities completed this quarter are listed in detail in the attached schedule excerpt.

Conducted Remedial Project Manager (RPM) monthly meetings on 24 April, 16 May, and 25-26

June 2013. See approved minutes attached. NOTE: Meeting Minutes are not available for the

25 June 2013 RPM meeting as this was a Government-Only meeting for internal discussions (e.g.,

funding). Technical and other stakeholder meetings were held for the following:

Contracts awarded on 27 June 13 to BEM-BAY West Joint Venture, LLC to perform intermin

drum removal and bank stabilization action at site SS35.

Five-Year Review Site Inspections: The RPMs conducted FYR inspections at 40 source area

locations on 7, 8, 9, and 14 May 2013.

Settlement Agreements: The ICs/LUCs Federal Facility Settlement Agreement was signed and

fully executed on 16 April 2013. The WP45/SS57 Federal Facility Settlement Agreement was

signed and fully executed on 17 June 2013.

During the reporting period, the following field work was performed by various contractors, as

follows:

EA Engineering, Science, and Technology, Inc. (EA) completed the following field activities:

Sampling of approximately 180 monitoring wells under IWMP

Installed and retrieved a total of 382 PSG samplers at ST16, ST19, LF03/FT09, SS37,

SS35, ST11, and ST13/DP26

Sampled snow melt and submitted NOI to discharge snowmelt to USAF

Operational maintenance at Garrison Slough and LF03 Containment Cell #1 and #2

Jacobs Engineering completed the following field activities:

Finalized the SS67 Letter Report For 2012 Fieldwork

Finalized the WP45/SS57 Letter Report for 2013 Fieldwork

Surface completion of shallow flush mount wells at WP45/SS57

Mobilized and began deep drilling at WP45/SS57

HDR, Inc. completed the following field activities:

Began field operations to complete the Air Force Military Munitions Response Program

(MMRP) Comprehensive Site Evaluation (CSE) Phase II investigation. Anticipated

completion date is approximately mid-August. The MMRP investigation has identified

new Munitions Response Areas utilizing Wide Area Assessment technology including an

open munitions storage area, an area of discarded general purpose bomb tail fins and a

bunker. To date there have been 0 lost work days related to safety.

Institutional Controls (ICs)/Land Use Controls (LUCs) Construction Update: Provided

RPMs construction updates during the monthly meetings using a spreadsheet report and map of

the construction sites in relation to the source areas and Compliance Restoration Sites. A copy of

the most recent spreadsheet report and map are provided in the attachments to this report.

There were no copies of certificates for soil remediation or off-site disposal for this quarter.

Attached is an e-mail correspondence with Mr. Alan Simmons detailing his confirmation with

OIT, Inc.

Reviewed 32 Work/Excavation Clearance Requests (All) (AF103), 46 Base Civil Engineer Work

Requests (All) (AF332), and 17 All Projects for land use controls conflicts during the quarter.

Total year to date of 45 Work/Excavation Clearance Requests, 101 Base Civil Engineer Work

Requests, and 72 Projects for LUCs conflicts.

ICs/LUCs Action Updates: The following updates are in accordance with the ICs/LUCs Settlement

Agreement and will continue for six months from the execution date of this agreement:

(1) Inaccurate site boundaries in the Geo Base mapping system (GIS).

(2) Incomplete plume delineation – extent of contamination is unknown.

STATUS: Field investigations of known contaminated sites were conducted in summer 2012.

The sampling data from these investigations is now available in the Draft Installation Wide

Monitoring Program Report which was delivered on 23 April 2013. In addition, a GIS contract

was awarded on 27 March 2013 intended to update analytical data layers and estimated site

plume boundaries based on current data within the USAF Environmental Restoration Program

Information Management System (ERPIMS) data base. Development of plume boundaries is on-

going, taking into consideration both historical and new sampling data. Final plume boundaries

will be adjusted upon agreement by the RPM’s. 12 areas, including areas of potential

contamination, were added to the Eielson GIS system, in addition to updating 17 boundary areas

from points plus a 200 foot buffer to more accurate polygon shape based on previous sampling

plus a 200 foot buffer.

(3) Lack of clear reporting requirements to Eielson Environmental and the regulatory agencies

when contamination is encountered.

STATUS: Many discussions have occurred and further clarification has been received from the

regulatory agencies and incorporated into the formal checklist. The formal checklist was

provided to the fire department operators group. The Draft LUC/IC Management which is

currently in development will include details of reporting requirements, as specified in the 16

April 2013 IC/LUC Settlement Agreement, to Eielson Environmental and the regulatory agencies

when contamination is encountered.

(4) Lack of defined communication protocols between Engineering and EM staff.

STATUS: The Fighter Wing instruction has been returned to CEAN (Civil Engineering Asset

Management / Natural Resources) from Judge Advocate and AFCEC review with comments.

However, the draft has been coordinated through the Operations, Engineering, Environmental,

and Contracting functional areas. In lieu of an approved instruction, the draft procedures are

followed by Environmental, Engineering, and Operations at a minimum. The instruction defines

the roles and responsibilities for all Air Force (AF) parties. The instruction also points to using

the design guide, which includes a checklist of required actions for projects. Information of the

Fighter Wing instruction will be included in the Draft LUC/IC Management Plan.

(5) Lack of clear requirements for characterizing and managing contaminated media from

discovery or generation until disposal.

STATUS: All current contaminated media stockpiles were removed from base and final

disposal is expected summer 2013 when the incineration plant re-opens. For any contamination

discovered within known contamination areas on base, contractors and/or local base personnel

shall follow the state requirements for reporting and disposal as outlined in the approved work

plan. For any contamination newly created, or found, in unknown contaminated areas, the

contractor and/or local base personnel shall comply with state spill reporting and response

procedures and as outlined within the Eielson AFB work plan template, or approved equal. The

Dig Permits (AF Form 103) shall not be signed off until the work plan has been approved.

(6) Lack of oversight by Eielson Environmental to ensure that all construction projects comply

with regulations for sampling, soil (and other media) handling and offsite transport and

disposal.

STATUS: Construction projects are being tracked as a special interest item by Asset

Management and construction project meetings have occurred to identify environmental

concerns and requirements regarding any construction activity taking place within 200 feet of

known areas of concern. These construction projects have been layered within GIS and a printed

map has been made available and briefed during the monthly RPM meetings. Eielson has

contracted environmental support oversight for the 2013 field season and this person has been on

site since 4 June 13.

(7) Lack of follow-through on precautions and procedures delineated in the Authorization Form

approval.

(8) Environmental review deficient due to lack of clear documentation of Compliance

Restoration Sites… as CRP sites not included in Geo Base…

STATUS: A wing form has been developed for concurrent approval with the wing instruction

and is currently being staffed through upper management for approval. Compliance restoration

sites have been added to the base GIS system and are incorporated into environmental reviews of

projects. 12 areas, including areas of potential contamination, were added to the Eielson GIS

system, in addition to updating 17 boundary areas from points plus a 200 foot buffer to more

accurate polygon shape based on previous sampling plus a 200 foot buffer.

(9) AAFES Service Station project did not initiate work clearance forms and dig permits until

ADEC alerted Eielson Environmental staff.

STATUS: No further update since the clarification from the 13 April 2012 letter.

Current Schedule Items Status: Refer to the MS Project schedule excerpt attached to this letter

for further details on planned IC/LUC activities. Below is a summary of the current status of

scheduled IC/LUC items.

1. LUC Updates:

a. Data Gaps Investigation – Ongoing.

b. Update the Conceptual Site Models of the IRP Sites – Ongoing with revised target

completion after the 2013 Five-Year Review.

c. Update Base Management Plans – Ongoing with target completion after 2013 Five-Year

Review.

d. 2013 Five-Year Review – Ongoing with target completion by September 2013.

2. The Fighter Wing Instruction is being revised before being re-staffed for approval through

wing management.

3. Annual regulatory training on spill reporting procedures and contaminated soil management

will incorporate updated spill response requirements. Additionally, informal cross functional

meetings to identify new regulatory requirements versus past practices will be incorporated

into planning meetings. – Ongoing.

4. More Formal Training – Ongoing.

5. Digging Permit (AF Form 103) Updates and Implementation – Ongoing with informal

implementation until final approval of the Wing Instruction. Effective as of the date of

the signed, fully-executed IC/LUC Settlement Agreement (16 April 2013), no dig permit

for major construction will be approved without a regulatory-approved work plan /

sampling and analysis plan.

6. Soil stockpiles within LF03 Cell #1 and #2 have been disposed of with approval by

regulatory personnel and no further stockpiles are on hand. Soil generated during the 2013

construction season are stockpiled on the construction site.

7. Eielson AFB has awarded a land use control contract. A revised Draft LUC/IC

Management Plan is tentatively scheduled to be delivered for regulatory review on

17 August 2013. A GIS contract to update source area boundaries was awarded on

27 March 2013.

Community Relations Activities:

There were no community inquiries related to the hazardous substance contamination at the site.

The Spring Restoration Advisory Board (RAB) meeting was not held this quarter. A letter was

drafted to Ms. Terry Huisman (Moose Creek Community Co-Chair) which explained the rationale

of the RPMs decision to not hold the meeting and to formally propose RAB adjournment. This

letter was signed 27 June 2013 by Col Thomas D. Daack and mailed to Ms. Huisman (copied to

ADEC and EPA) after the quarter on 3 July 2013. This letter outlined other ways the base will

involve the community without an active RAB, and also included a draft public notice

advertisement for the Fairbanks Daily News Miner and a flyer for posting around the surrounding

communities for Ms. Huisman to review and comment on. A copy of this letter and enclosures is

attached to this report.

Planned Activities for Next Quarter (1 July – 30 September 2013): Primary milestone activities

for next quarter include finalizing the 2013 FYR by the CERCLA-mandatory due date (28 September

2013); finishing the summer season fieldwork activities, and formally adjourning the RAB. Provided

below is a brief overview of activities planned. See schedule excerpt with more detailed listing of

activities planned for the next quarter.

Post a public notice advertisement in the Fairbanks Daily News Minor 21 July 2013 (Sunday)

publication for the proposed RAB adjournment. The notice will list a 30-day public comment

period (21 July – 20 August 2013). After the comment period ends, Eielson AFB Public Affairs

and Environmental will review feedback, if any, received with the current RAB member. If not

enough interest is received from the public to operate a RAB, the base will formally adjourn the

RAB and document adjournment in a memorandum signed by the Wing Commander for

inclusion in the Administrative Record.

Submit Draft IC/LUC Management Plan per Settlement Agreement

Finalize Phase I Report on 37 SER Sites by 12 July 2013.

Finalize CS082 QAPP by August.

Finalize Multi Site QAPP by August.

Finalize Supplement to the SS67 polychlorinated biphenyl source area QAPP by August.

Conduct fieldwork at source areas SS084, SS086, CS081, CS082, SS37, SS35, ST48, SS67,

ST10/SS14, ST13/DP26, ST20, and LF03/FT09.

Conduct Ground Penetrating Radar surveys at LF03/FT09, LF06, and ST11 in July.

Conduct PSG surveys at ST15, ST10/SS14, and the Arctic Survival School in August.

Conduct second round sampling (including Background Study) and VI sampling (warm weather)

under the IWMP.

Hold re-occurring weekly MMRP status update meetings. Re-occurring meeting is scheduled for

Wednesdays at 0900 AKDT.

Conduct an exit brief summarizing the results of the CSE Phase II upon completion of the field

investigation. This meeting is dependent upon completion of the field investigation, the meeting

is anticipated to occur approximately mid-August.

Continue RPM and Tri-party meetings as needed.

approved RI/FS Management Plans for SS67 and WP45/SS57 relative to the Risk Assessment Work Plan. Per ADEC/EPA request, this item was closed, since they approved (i.e., finalized) the IWMP QAPP that contained a Risk Assessment Work Plan, and nothing new would be added by the SS67 and WP45/SS5 RI/FS Management Plans, it would be a duplication of effort. This item will be moved to the Completed Action Items list.

• Action Item No. 38: USAF will research how the USAF Environmental Restoration Program Information Management System (ERPIMS) system has been handling and receiving data for CSM Updates and how it fits in with the Federal Facilities Agreement (FFA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process; determine path forward after the CSM Update Report (i.e. Remedial Operations Performance Monitoring). This item will remain open for Ms. Socash to complete with a new due date set for 24 April 2013.

• Action Item No. 39 was for the USAF to provide a roadmap identifying for each QAPP if it is a Generic or Site-Specific, and identify the Analytical Laboratory under contract for sample analysis. Ms. Radu completed this item 5 March 2013 with a list distributed to all stakeholders via e-mail. This item will be moved to the Completed Action Items list.

• Action Item No. 40 was for the USAF to provide an interim schedule update to stakeholders as soon as possible. Ms. Radu provided the updated schedule on 23 March 2013 via e-mail. This item will be moved to the Completed Action Items list.

• Action Item No. 41 was for the USAF to provide a Generic Construction Work Plan to Stakeholders. Ms. Tallant uploaded the plant on SharePoint and provided the location of the file during the 25 March 2013 RPM Monthly Meeting. This item will be moved to the Completed Action Items list.

• Action Item No. 42: USAF will update the disturbed soils site map for construction site ID #40. It was inaccurately mapped. Ms. May provided an updated map during the 25 March 2013 RPM Monthly Meeting with the correction made. This item will be moved to the Completed Action Items list.

• Action Item No. 43 was for the USAF to provide an environmental update in the disturbed soils construction report spreadsheet to indicate any environmental actions taken/needed/required during constructions activities. • Action Item No. 44 was for the USAF to present and review a consolidated comprehensive site list with Stakeholders, and discuss site identifier and site status. Mr. Beistel and/or Ms. Tallant were assigned this item and are still working with Mr. Breitenberger and Mr. Lambert to complete this task. This item will remain on the Open Action Items list with a new due date of 24 April 2013.

Mr. Beistel and Ms. Findlay provided a path forward document and discussed the path forward with Stakeholders during the 25 March 2013 RPM Monthly Meeting. This item will be moved to the Completed Action Items list.

• Action Item No. 46 was for the EPA and ADEC to provide clarification to EA on comments sent to EPA/ADEC for the SS084 (AOC 16/AAA) Draft Phase 2 Source Evaluation QAPP. Ms. DeRuyter and Mr. Lambert worked on this action item and Mr. Lambert provided clarification via e-mail on 1 March 2013. This item will be moved to the Completed Action Items list.

• Action Item No. 47 was for the USAF to provide a Response To Comments (RTCs) table and changed pages to EPA/ADEC for review prior to the SS084 (AOC 16/AAA) Draft Phase 2 Source Evaluation QAPP RTCs meeting. Mr. Waldron will provide the RTCs table prior to the 5 April 2013 meeting. This item will remain on the Open Action Items list with a new due date of 1 April 2013.

• Action Item No. 48 was for the EPA to provide a flow chart of how the document review process is supposed to work. Mr. Lambert provided this list on 25 March 2013. The flow charts were discussed during the RPM Monthly Meeting and will require further discussion. This item will remain on the Open Action Items list with a new due date of 24 April 2013.

c. NEW Action Items (Mr. Sueltenfuss/Ms. Findlay): The RPMs agreed to add the following new action items to the Open Action Items list:

• Action Item No. 49: The USAF will include the Military Munitions Response Program schedule in the MS Project master schedule. Mr. Beistel and Ms. Radu will work on this action item with a due date of 29 March 2013.

• Action Item No. 50: The EPA will confirm the upcoming WP45/SS57 and SS67 document submittals are accurately titled in accordance with their respective titles in the Settlement Agreement (i.e., SRI or RI). During the 25 March 2013 RPM Monthly Meeting, Mr. Lambert confirmed that the upcoming documents are titled in the Settlement Agreements as RI with no reference to Supplement. The Institutional Controls/Land Use Controls Settlement Agreement will also need to be verified. Mr. will complete this item with a due date set for 24 April 2013.

• Action Item No. 51: The USAF will determine if CERCLA covers how a CSM Update Report should be titled. The Stakeholders recommended titling this report as a CSM Update Technical Memorandum for a brief report for inclusion in the 2013 FYR, and the primary question of this action item is when there are full CSM Update Reports in the future, what should they be titled? Ms. Socash and Mr. Jurena will work on this item with a due date set for 8 April 2013.

• Action Item No. 52: The USAF will provide a written statement of work for dredging of the water treatment pond for the next construction update discussion during the April RPM Monthly Meeting. Ms. May was assigned this item with a due date set for 24 April

38 Recommendation for Contaminant of Concern Language and Proposed Path Forward

Recommendation for Contaminant of Concern Language: Eielson AFB investigations, findings, and Records of Decision (RODs) objectives were conducted and developed appropriately according to the technical standards of the 1990s. Since that time, however, a number of changes in analytical methods and regulatory statutes have led to corresponding new technical standards. The criteria and documentation needed for achieving site closure to UU/UE have also changed. As a result, a COC audit and review of remedial action objectives is recommended for all source areas.

Proposed Path Forward: A significant portion of this audit and review can be accomplished as sites are evaluated through the IWMP and conceptual site models are updated. Data collected during the 2012 field season was already expanded to include COPCs. The updated list of COCs will be developed through a COC audit. The audit will include COPC data from the 2012 IWMP Report and a thorough review of site history and historical data. The outcome of the COC audit will be compiled in a stand-alone report evaluating the completeness of both the historic COC and updated COPC lists. Recommendations for adding COPCs to the COC list may be made on a site by site basis. Additionally, recommendations for additional site investigation may be made if:a.) the Air Force chooses to pursue UU/UE and data is required to support site closureb.) evaluation of soil gas and/or groundwater identifies COPCs in excess of screening levels in areas inconsistent with the original investigation and data is required to support site closurec.) evaluation of soil gas and/or groundwater identifies COPCs in excess of cleanup levels and at levels or in areas inconsistent with the original investigation

1. A single well will be set at boring location 2. The wells will be screened from 248 to 258 feet bgs.2. The third boring location will be “close downgradient screening” as identified in figure 5of the deep drilling work plan.3. If groundwater grab sample screening results at location 3 are consistent with locations 1 and 2 (no deep chlorinated analytes over project screening level), deep drilling will be complete. Note: A final stakeholder meeting will be needed once location 3 “close downgradient screening” groundwater grab results are available.

RESTORATION ADVISORY BOARD (RAB) The Eielson AFB RAB is composed of volunteer community members from each of the communities surrounding the base (North Pole, Salcha, and Moose Creek), as well as federal, state, and local representatives who meet semi-annually to advise the Air Force on environmental restoration efforts. Presently, the RAB is composed of one co-chair volunteer member from Moose Creek and a co-chair appointee from Eielson AFB, with co-chair seat vacancies from the North Pole and Salcha communities. Public interest in the RAB has declined steadily over the years and all major cleanup decisions have been made. Despite increased efforts to recruit community member involvement in the RAB and efforts over the past two years to solicit public participation at the semi-annual RAB meetings, the RAB and Eielson Public Affairs Office has received almost no inquiries of interest from the communities. As a result, the Air Force now invites the public to comment on the proposal to adjourn the Eielson AFB RAB.

The 30-day public comment period begins July 21, 2013, and ends August 20, 2013.

Utilities shall be demolished back to the main line utilidor connection and main line utilidor shall be patched to prevent water/rodent infiltration, as needed.

Demolition shall include all of the facility, utilities, asphalt surfaces, and man-made infrastructure; work effort will return land beneath the facility and man-made infrastructure to improved grounds (green area). Utilities shall be demolished back to the main line connections and patched as required to prevent infiltration.

Perform complete renovation of Fire Station 1 including repair of room finishes, heating, ventilation, and air conditioning (HVAC), plumbing, fire detection, fire alarm, fire sprinkler (including smoke and carbon monoxide detectors, and a mass notification system), electric power, and communications systems throughout the building. The renovation shall include, but not be limited to, replacement of all kitchen appliances and cabinets, and installation of a new storage mezzanine and access staircase (less than 25% of the facility footprint). The renovation will include floor plan changes or room use changes to improve the functionality and safety of the facility. Repair work shall include exterior windows, roof and lightning protection, cracked slabs in vehicle bays, all exterior doors, service water line, electrical service, upgrading the exterior finish to an exterior insulation and finish system (EFIS), and all necessary supporting facilities for a complete and usable facility. Construction shall include addition of a new patio area, and Arctic Entry Vestibules at two entries. Additionally, the work will include relocation of the emergency generator and its accessories, and hazardous materials abatement, as necessary. All work will comply with DoD anti-terrorism and force protection requirements per Unified Facilities Criteria.

Repair the AC pavement on Twy Golf. This project will repair a 75ft wide section for the full length of the taxiway from Twy Echo to Twy Charlie. Scope DOES NOT INCLUDE the center section (approx 825 ft x 75 ft) which will be replaced with PCC by a separate Red Flag funded project. The existing AC pavement has block, alligator and longitudinal/transverse cracks; patches; depressions and weathering/raveling. Scope includes removing existing AC pavement, scarifying and recompacting base course and placing new AC pavement on full strength and shoulder areas. Existing base course material should be replaced as needed. Repairs also include saw cutting and sealing control joints for thermal cracking, restoration of pavement markings and other related work. This project should be accomplished as companion to the Red Flag PCC pad project.

Phase III of this phased project would implement recommendations in the December 2007 Identification/Removal Planning of Base Class V UIC Structures to identify and remove Base Class V UIC Structures. Class V UICs are regulated by the UIC program under the authority of the Safe Drinking Water Act. Class V UICs are authorized by 40 CFR 144 and do not require an EPA permit if they do not endanger underground sources of drinking water and comply with other UIC program requirements. Implementation will require that a updated Class V UIC inventory be submitted to the U.S. Environmental Protection Agency (EPA) and appropriate state agencies and the construction, operation and closure of Class V UICs are done in a manner protective of underground aquifers.

Phase III UIC Well Identification and Removal field activities were initiated in August 2012. Contaminated soil was identified inside the UIC well at B1232 and, therefore, planned UIC removal and closure for B1232 was postponed in order to first complete the sediment removal. Due to budget constraints, a future project will address the removal of the UIC well at B1232.

An abbriviated work plan for soil removal activies, "UIC Sediment Removal Plan for Building 1232," was submitted to EPA on 24 May 2013. The soil removal at B1232 will commence following EPA comments & approval.

Contamination was identified in soils inside the UIC well at B1232. A soil removal will be completed for soils inside the UIC well only.

A future project will address the UIC well removal and, following removal, soil samples will be collected around the UIC. If contamination still exists in surrounding soils, contaminated soils associated with B1232 UIC Well will be addressed under the IRP. If no contamination is detected in surrounding soils, appropriate UIC well closure documentation will be completed in accordance with Federal guidance.

Repair by replacement new 120,000 lb/hr boiler at CH&PP. The new boiler will replace the existing spreader stoker boiler #6. No additional footprint is anticipated for this replacement. The project includes: demolition of the existing boiler; purchase and installation of new boiler; and all auxiliary equipment to support boiler operation to include: coal feed; ash handling; condensate handling; deaerator and boiler feedwater; soot blowers; boiler combustion air and forced draft fans; boiler flue gas; induced draft fans and stacks; as well as extensions of the plant control; electrical; glycol and steam systems; and installation of emission control equipment. New environmental control elements (selective catalytic reduction utilizing aqueous ammonia used to control nitrogen oxide and dry flue gas desulfurization used to control sulfur dioxide) will be included as part of the boiler package. Existing baghouses will be utilized. Additionally, a continuous emission monitoring system and a continuous opacity monitoring system will be required.

Earthwork remaining includes excavation about 7 feet down to half bury the aqueous ammonia tanks. Plan is to start next week.

Initial work plan sites included: B1207, B1300, B1310, B2225, B3411, B4280, and the intersection of North Street and Central Ave; however, following the review of the Phase II Draft Report by Shannon and Wilson (March 2013), it was identified that B1310 was previously investigated during Phase II UIC work. B1310 will be removed from Phase IV UIC activities and changes to the path forward will be documented in the draft and final reports for Phase IV UIC Identification and Removal activities.

Estimated start date was delayed due to focusing field staff efforts on Phase III contaminated sediment removal at B1232; contractor personnel plan to start Phase IV efforts NLT 1 Aug 2013.

Potential contamination exists at Building 1207, 1300, 3411, and the intersection of North Street and Central Ave.

Soil samples will be collected and IRP will be notified if any soil sample exceedances are detected. Additionally, any IDW will be containerized until samples are analyzed and proper method of disposal is determined.
