The Project on Enhancement of Competitive Strategy for Suez Canal

1. Background of the Project

1-1 Introduction

The Suez Canal, managed and operated by Suez Canal Authority (hereinafter referred to as ‘SCA’), is one of the most important sources of foreign currencies for the Arab Republic of Egypt (hereinafter referred to as ‘Egypt’) as well as tourism industry, export of petroleum and overseas remittance from Egyptian migrants. Total amount of tolls hit a record high of US$ 5.4 billion in 2008. Due to the world economic recession triggered by Lehman’s fall, the toll dropped to US$ 4.3 billion in 2009. Traffic has been recovering and revenue reached US$ 5.3 billion in 2011.

Japan International Cooperation Agency (hereinafter referred to as ‘JICA’) has conducted various cooperation projects with SCA including ‘The Study on the Effective Management System of the Suez Canal’ in 2000 and 2001. The study provided SCA with required modern techniques and know-how on demand forecast modeling and reasonable tariff setting system. More than ten (10) years have passed since the study was implemented and new circumstances in world maritime transport have been emerging including the expansion of the Panama Canal, development of North Arctic route and frequent acts of piracy in the Gulf of Aden off Somalia. These matters could have a drastic impact on the global maritime transport structure. SCA has to cope with these issues in the management, marketing and operation of the Suez Canal.

Under these circumstances, JICA dispatched a Cooperation Project Team (hereinafter referred to as ‘The Team’) to Egypt for the purpose of finalizing the details of this technical cooperation project and implementing the project. The Team on behalf of JICA and SCA agreed upon Work Plan of ‘the Project on Enhancement of Competitive Strategy for Suez Canal’ in April, 2012 including Project Design Matrix (PDM) and Plan of Operation (PO). Agreed Work Plan including PDM and PO is attached in Appendices I.

All cooperation activities have been carried out based on the Work Plan. The outline of Work Plan including PDM and PO is as follows;

1-1-1 Overall Goal

SCA will improve the competitiveness of the Suez Canal

1-1-2 Project Purpose

Capacity of developing competitive strategy of SCA is enhanced so as to adapt to the drastically fluctuating world maritime market.

1-1-3 Objectives/Outputs

Objectives/Outputs based on the Work Plan and PDM are as follows;

(1) Capacity of Analyzing the Trends of Maritime Economics and Transportation is developed in SCA.

(3) Capacity of Setting Canal Tariff Options is developed in SCA. (4) Capacity of Future Development Planning is developed in SCA. (5) Capacity of Providing Value-added Service Options (Traffic and Non-traffic) is developed

in SCA

1-2 Extent of Work and Area of Activity

Extent of the project shall be the Suez Canal, canal area and other areas related to the Suez Canal and base office will be located in Ismailia.

2. Major Activities described in Current Work Plan

2-1 Inputs and Activities in the PDM (Project Design Matrix)

In order to fulfill the objectives/outputs mentioned in Chapter 1, following Inputs and Activities shall be implemented.

2-1-1 Inputs

(1) Japanese Side

1) Short-term Experts

Following short-term experts shall be dispatched in accordance with the needs of effective implementation of the Project.

Chief Adviser Maritime Economics/Marketing (Two Experts) Maritime transportation (Two Experts) Demand Forecasting/ Modeling (Four Experts) Finance Planning of Infrastructure Development Navigation Safety Engineering (Hydraulic, safety (Oil Spill) and etc.

Since engineering experts among these experts shall be dispatched based on another program of JICA, performance and activities of the engineering experts are not mentioned in this Progress Report.

2) On the Job training (OJT) in Japan

Approximately eleven (11) persons per year shall be invited to Japan to conduct OJT. Two (2) persons per year shall be invited based on another program of JICA, but OJT in japan for these persons is not mentioned in this Progress Report.

3) Operational Expenses

JICA shall bear operational expenses except cost items which are described as ‘Cost Borne by Egypt Side’ in PDM.

(2) Egyptian Side

1) Personnel

Following personnel shall be assigned in accordance with the needs of effective implementation of the Project.

Required activities are joint works by The Team and SCA for each objective as follows;

i) Activity 1: Joint Works for Capacity Development of Analyzing the Trends of Maritime Economics and Transportation in SCA

ii) Activity 2: Joint Works for Capacity Development and Handling of Maritime Traffic Model Taking into Account the Drastically Fluctuating World Maritime Market in SCA

iii) Activity 3: Joint Works for Capacity Development of Setting Canal Tariff Options in SCA

iv) Activity 4: Joint Works for Capacity Development of Future Development Planning in SCA

v) Activity 5: Joint Works for Capacity Development of Providing Value-added Service Options (Traffic and Non-traffic) in SCA

Activities mentioned above consist of several sub-activities. These sub-activities are as follows;

Various Commodities and Cruise Market related to the Suez Canal. Activity 1-2: Review of the Maritime Traffic and Transportation (Fleet, Cargo, Cruise,

Origin, Destination, Route and Others) related to Suez Canal Traffic considering the Ramification of Piracy.

Activity 1-3: Analysis of Piracy Effects on Suez Canal Traffic. Activity 1-4: Analysis of Competitive Structure of the World Maritime Traffic and

Transportation among Alternative Routes (North Arctic Route, Panama Canal Route after expansion, Cape Route, Pipeline Route, Land-bridge Route and others).

Activity 1-5: Cost and Time Analysis of the Alternative Routes. Activity 1-6: Transfer of Expertise for Analysis of the World Maritime Traffic and

Transportation Trends by Holding Seminar(s), Workshop(s),etc.

2-2 Specified Activities in Current Work Plan

2-2-1 Workshops

Workshops shall be held timely in each activity to share the methods and results of analysis among the staff-members of SCA.

2-2-2 Joint Seminars

Seminars are comprehensive meetings in which various topics belonging to Activity-1 to Activity 5 are to be discussed in a timely manner.

2-2-3 OJT in JAPAN

Staff-members of Economic Unit are to be invited to take part in OJT in Japan. Duration of the training is assumed to be one month on average. Participants to the training shall work together with

Japanese experts including staff-members of the Team to learn and collect the latest information and know-how on specific topics concerning global maritime transport or other themes including demand forecast modeling. Each participant shall also write a report on a specified topic which the participant chooses as a result of collaborative work with the Team.

2-2-4 Utilization of Local Consultants

Since a lot of human power would be required to implement the project, the team would employ local consultants to assist with project activities, if necessary. Preparation of SOW, employment and supervision over the performance of local consultants shall be conducted jointly by the team and SCA.

2-2-5 Site Visit

(1) Piracy Incidents

Data and information on the countermeasures and analysis against piracy attacks by international maritime societies will be collected and analyzed through site surveys to the international societies. These international maritime societies include the International Maritime Bureau (IMB) of International Chamber of Commerce, International Maritime Organization (IMO) and International Chamber of Shipping (ICS). General ideas on the impacts of piracy incidents on major shipping companies will be also collected and analyzed through site surveys to the shipping companies.

(2) Alternative Routes

Data and information on the present status, development plans and prospect of future traffic will be collected and analyzed based on the study reports of international maritime societies and site survey(s) of the alternative route(s).

(3) Other Field Surveys

Interview/Questionnaire Survey with Captains of vessels which are passing through the Suez Canal

Total Number of Interviews: 50 (50 Captains in One Month)

Interview Survey with Ship Agents along the Suez Canal

Total Number of Interviews: 10 (10 Ship Agents in One Month)

2-2-6 Monitoring and Evaluation

Monitoring and evaluation on the performance level of the project shall be conducted in the manner described in the newly agreed upon PDM. Based on the results of the monitoring, PDM would be revised to achieve the objectives of the project more efficiently, if necessary. This amendment should be discussed in SC and be approved by JCC.

3-5 Utilization of Local Consultants

The Team is preparing a Scope of Work (SOW) and draft contract to hire a local consultant for creation of a data-base on global transport movement of Oil tankers and Car Carriers.

3-5-1 SOW (draft)

The consultant will be using the “Seasearcher” to create the database on Oil Tankers and Car Carriers for the period between January 1st to December 31st 2010.

(1) The database will be created based on Lloyd’s List Intelligence

(http://www.lloydslistintellingece.com)

The assigned consultant must obtain an access rights to the service by him/herself.

(2) The Oil Tankers under the subject of the report:

GT: over 30,000 tons

Shipping Type: Crude Oil, Chemical Tankers (the names are listed in Attachment 2)

4. Evaluation of Performance Evaluation on the performance level of the project is conducted in the manner described in the

current Work Plan.

4-1 Input of Both Sides

4-1-1 Japanese Side

(1) Short-term Experts.

Short-term experts were assigned and dispatched by JICA in accordance with the current Work Plan.

(2) On the Job Training (OJT) in Japan

OJTs were conducted three (3) times in accordance with the current Work Plan.

(3) Operational Expenses

Operational expenses were borne by JICA in accordance with the current Work Plan.

4-1-2 Egypt Side

(1) Personnel

SCA personnel were assigned for the Project in accordance with the current Work Plan.

(2) Provision of the Project Office and Facilities necessary for the Implementation of the Project

Project office and facilities were provided in accordance with the current Work Plan.

(3) Others

Administrative, operation, running costs including electricity, water, etc. and Equipment were provided by SCA in accordance with the current Work Plan.

4-2 Workshops

A lot of workshops were conducted in accordance with the current Work Plan.

Joint seminars were held twice in accordance with the current Work Plan.

Evaluation sheets were delivered to experts and C/Ps to collect opinions/comments on performance of the Project. All opinions/comments are scrutinized carefully with exchange of views and discussions among the people concerned.

(1) Activity 1 Based on the following results of evaluation of sub-activities of Activity 1, averaged performance level of Activity 1 is “4.1”.
