Executive SummaryHomewood Consulting Pty Ltd has been engaged to provide a report on trees located along the Burwood Highway and Stud Road frontages of the Knox City Shopping Centre, 425 Burwood Highway, Wantirna South.

307 trees were assessed comprising 48 different species. The most popular species were Corymbia maculata (Spotted Gum), Melaleuca styphelioides (Prickly-leaved Paperbark) and Eucalyptus sideroxylon (Red Ironbark) totalling 41, 27 and 27 specimens respectively. The trees were planted as a garden bed/informal screen and provide significant amenity to the wider landscape.

It is recommended that: 1. All trees are represented on future designs and feature surveys as well as respective

Tree Protection Zone dimensions applied to scale allowing the trees to be considered and incorporated into the proposal.

2. The design team maintains contact with the arborist to ensure that trees to be retained are provided with adequate space above and below ground.

3. Following development of a design, it is reviewed by the arborist to produce a construct impact statement detailing which trees are to be removed and/or retained as part of the proposal.

4. A tree management plan is produced following approval of the design to detail how trees to be retained will be protected during demolition and construction.

1. IntroductionHomewood Consulting Pty Ltd has been engaged to provide a report on trees located along the Burwood Highway and Stud Road frontages of the Knox City Shopping Centre, 425 Burwood Highway, Wantirna South. It is understood that all or part of this area is proposed for redevelopment.

A base survey plan has been supplied identifying the areas for tree assessment. This was used to determine which trees to assess whilst out on site.

This report details the species, canopy size, Diameter at Breast Height (DBH), health, structure, Useful Life Expectancy (ULE), contribution to the landscape, retention value and recommendations for long term management of the trees.

2. Key Objectives Identify and record the dimensions of all trees within the area identified in section 4 Site

Map at the Knox City Shopping Centre, 425 Burwood Highway, Wantirna South. Provide an assessment of the tree specimens with regard to:

their health and structure their retention value in the landscape

Provide guidelines for tree retention in light of proposed development.

3. MethodologyAll trees were assessed on Saturday 15 and Saturday 22 March 2014.

Data collected for the trees included: Botanical Name Canopy Dimensions (HxW) Diameter at Breast Height (DBH) Health Structure Useful Life Expectancy (ULE) Landscape Contribution Individual Significance Retention Value.

For full details of the information collected see Appendix 1.

Tree heights and canopy spread are shown on the survey prepared by Madigan Surveyors, March 2014. Tree locations are as surveyed, but tree numbers in this report do not correspond with the tree numbers on the survey prepared by Madigan Surveyors March 2014.

The area contains a large number of small shrubby species including Callistemon and small Melaleuca as well as juvenile seedling eucalypts. In general these were not assessed unless they exceeded approximately 4-5m in height.

All trees were located using differentially corrected GPS using Omnistar satellite correction. In general this provides an accuracy of approximately 50cm and has been used to overlay the trees on supplied plans.

5. Field Assessment

5.1 Site DetailsThe trees to be assessed were located between the existing car parks and road frontages including approximately 500m of Burwood Highway (Figure 2) and 220m of Stud Road (Figure 3). In general, both sections are heavily vegetated with a diverse mix of Australian grasses, shrubs and trees. Very few exotics exist within the area of assessment.

5.2 Tree Details307 trees were assessed within the scope as detailed by Westfield Design comprising 48 different species. Corymbia maculata (Spotted Gum) was the most common with 41 specimens followed by Melaleuca styphelioides (Prickly-leaved Paperbark) and Eucalyptus sideroxylon (Red Ironbark) with 27 and 26 specimens respectively. The top 12 species composition is listed below in Table 1.

The vast majority of the assessed specimens were Australian natives. 10 exotic specimens were assessed with all remaining trees being either indigenous (40 specimens) or Australian natives (257 specimens).

5.2.1 Health, Structure & ULE The health of the trees was generally good to fair with only 10% in the poor, very poor or dead categories (Figure 4). This is largely due to species composition and age. Many of the species are commonly planted urban trees in Melbourne used because either their natural growing conditions are similar to that in the region or they are a resilient, adaptable species.

Although the age of the trees varies, the maximum age of the trees within the shopping centre site is likely to be approximately 30-40 years. Within this timeframe, most eucalypts are still viable trees as they tend to be a long-lived genus in general. In contrast, the melaleucas and acacias were largely in decline and not suitable for long-term, retention.

Approximately half of the trees assessed had fair structure (Figure 5), meaning the trees may have minor defects that are either unlikely to affect the tree’s ULE or could be pruned to remove. Of the 30% of specimens that had good structure, 80% of the trees were either Eucalyptus or Corymbia with long useful life expectancies.

Trees that have developed large defects, such as trunk decay, codominant stems, included bark or previous failures have resulted in poor tree structure. Subsequently, these trees are not considered suitable to remain in the site in light of possible future development. Many of the trees with poor structure require pruning to remain in their location or removal should be considered.

There is a wide spread of Useful Life Expectancies (ULE) for the trees across the site (Figure 6). This is not surprising given the variation in species and age. If all of the seedling eucalypts had been collected the 20-40 years and 40+ years categories would have been substantially higher. All trees with a ULE of less than 10 years have fair to poor structure and are a broad mix of species. Many of these have poor structure due to a lack of active management over the years.

Trees in the 10-20 years category are a mix of species in variable condition. They may be long-lived species in decline or average condition or short-lived species in good condition. Mostly they have been assigned a retention value of ‘If possible, retain’.

Trees with a ULE of greater than 20 years are almost completely from the Corymbia orEucalyptus genera and many of these have been assessed ‘Retain’.

5.2.2 Landscape Contribution and Individual Significance Given the variable sizes and locations of the trees, their contribution to the landscape has been corresponding variable (Figure 7). Small specimens nestled amongst a large thicket of trees were generally assigned a low to negligible contribution, whereas the large eucalypts that stood out as specimen trees were generally in the High landscape category. For example, Tree 234, Corymbia maculata (Spotted Gum) is a tall tree located near the entrance to the shopping centre on Stud Road (Figure 9). It can be seen from several vantage points and was assigned a high landscape contribution.

Approximately half of the trees were assigned an individual significance of low (Figure 8). This rating is about the quality of the tree specimen relative to its potential within the same

species. Given the trees were planted, few of the specimens have grown to a very large or impressive size for their respective species.

Approximately one third of the trees were in the moderate to valuable categories and subsequently almost all of these trees were assessed with a retention value of ‘Retain’. For Example, Tree 281 Eucalyptus camaldulensis (River Red Gum) is a tall indigenous species in good condition. It is suitably located with few faults or defects and was assessed as valuable (Figure 10).

5.2.3 Retention Value Each tree has been provided with a retention value based on its species, condition, size, significance and landscape impact within its environment. Four retention values were considered: Retain If possible, retain Not worth retaining Third party ownership

Trees Assessed ‘Retain’

73 trees were assessed ‘Retain’ within the site. They are the most significant trees on-site and all efforts should be made to include them in final design plans. Trees assessed as ‘Retain’ are generally long-lived specimens in fair to good condition and are possible candidates for retention in a new landscape. The bulk of trees assessed in this category are from the genera Eucalyptus or Corymbia.

Tree 195, Eucalyptus mannifera (Brittle Gum) was assessed in this category (Figure 11). The tree is a mature specimen in good health with a ULE of 10-20 years. If retained in a new landscape it will provide immediate impact on its surroundings.

Trees Assessed ‘If possible, retain’70 trees have been assessed in this category.

If designing around or incorporating these trees into open space is not feasible or practical, removal and replacement would be an acceptable compromise.

The species, small size, age or landscape quality of the majority of these specimens means that replacement plants would quickly compensate the landscape and amenity value that is currently provided.

If these trees are to be retained, the proposed design will need to ensure that they have sufficient space for protection, growth and development. If this cannot be achieved, they should be removed.

Not Worth Retaining 133 trees were assessed, ‘Not worth retaining’. The assessment of ‘Not worth retaining’ indicates that these trees are either insignificant specimens or not conducive to being included in a development design. They generally will not be sustainable as a long-termfeature of any design proposal or could be very easily replaced. Trees in poor health or with significant defects in structure should not be candidates for preservation in areas where people or structures will be located (Matheny & Clark 1998).

Figure 12 is an example of one such tree. Tree 67 is a large Eucalyptus occidentalis(Swamp Yate) located on Burwood Highway. Whilst it is a large tree with a significant landscape contribution, previous major failure and subsequent decay, means that its

structure is declining, is unlikely to improve and the tree should be removed. As a result the tree was assessed ‘Not worth retaining’.

Third Party Ownership Third party ownership infers that the trees are located off the subject site on a property owned by a third party. These trees have been assessed on the assumption that their owner requires their retention. It is neither a recommendation of good health, or suitability for retention. Discussions with the relevant parties and authorities may result in the removal of a tree assessed in this category.

5.2.4 Summary 307 trees were assessed for Westfield Design along Stud Road and Burwood Highway at Knox City Shopping Centre in Wantirna South. The trees were placed into the following retention categories based on their condition, size and ULE:

Regardless of retention value, any tree that is proposed for retention will require protection throughout any demolition and construction works as well as management and inspection after construction is completed. The best way of doing this is by setting up a Tree Protection Zone around each tree and development of a tree management plan to help guide works.

6. Discussion

6.1 Tree Protection Zone SpecificationsDamage to trees during development can be direct and indirect.

Direct damage includes mechanical injury to the trunk, the severing of roots, or alterations to the soil environment in the immediate vicinity of tree roots (i.e. compaction or loss of organic matter).

Indirect effects of site development are usually related to soil hydrology. This includes alterations to soil moisture content, changes in the level of the water table and drainage patterns (Coder 1995).

The most common method of protecting trees during construction is by setting up a Tree Protection Zone (TPZ).

TPZs have been calculated according to Protection of Trees on Development Sites (AS 4970-2009) for all trees to be retained (excluding palms) calculating the TPZ as 12 times the trunk diameter at 1.4m above ground level (DBH).

The TPZ fence is designed to act as a physical barrier of protective fencing that is a minimum of 1.8m high. It is erected around retained specimens (at the edge of the TPZ) before site works commence. See Figure 14.

6.1.1 Tree Protection Zone Guidelines: Careful adherence to the following exclusions and inclusions will maintain the health and longevity of retained tree specimens.

Exclude the following from taking place within any TPZ (adapted from AS 4970-2009): built structures or hard landscape features (i.e. paving, retaining walls) materials storage (i.e. equipment, fuel, building waste or rubble)

soil disturbance (i.e. stripping or grade changes) excavation works including soil cultivation(specifically surface-dug trenches for

underground utilities) placement of fill lighting of fires preparation of chemicals, including preparation of cement products pedestrian or vehicular access (i.e. pathways).

Include the following procedures in setting up and maintaining any TPZ (adapted from AS 4970-2009): erect warning signs at regular intervals along the entire length of any protective TPZ

fencing (Figure 15) construct TPZ fencing to prevent pedestrian access into the protected area. mulch the TPZ area to a depth of 150mm with woodchips (if available, use woodchips

generated from on site tree clearing). irrigate TPZs periodically, as determined by the consulting arborist.

TPZ guidelines need to adhere to all stages of the design and construction process and are relevant to all on-site utilities.

TPZs for all trees have been applied to scale in the maps in Appendix 2 and are listed in the tabular reports in Appendix 3.

The following tables provide the TPZ dimensions for those trees assessed ‘Retain’, ‘If possible, retain’ and ‘Third party ownership’.

Much of the vegetation assessed occurred in groups or clumps across the sites.

In these instances, where trees are to be retained, the TPZs should be grouped together for simplicity and to provide extra protection to the retained trees both above and below ground.

6.4 Proposed Entry from Stud RoadThere is a proposal for a new entrance to the shopping centre off Stud road at the northern section of the site (Figure 16). This has the potential to impact 35 of the 307 assessed trees. They include: Trees 202-3, 206, 255-60 & 262-74 located within the subject site Trees 279-80, 282-91 & 307 located on the western side of Stud Road.

Table 5Table 6 provides a summary of the impact associated with the proposed road realignment and entrance from stud road. The impact has been individually detailed in Table 6 for each tree.

6.5 Tree Pruning and RemovalPruning and removal works should be carried out or be directly supervised by qualified arborists. At least one fully qualified arborist must be present on-site at all times during pruning operations. The minimum qualification should be: An Advanced Certificate of Arboriculture. A National Certificate in Horticulture (Arboriculture) AQF Level 4.

All pruning undertaken must conform to the Australian Standard Pruning of Amenity Trees (AS-4373 2007).

Where trees are to be removed on a large scale and in whole groups, it may be appropriate to use excavators or other large equipment. This kind of equipment should not be used within 35m of any trees to be retained.

6.6 Tree ReplacementAny proposed design for the site will need to ensure that sufficient space is allocated for establishment of replacement trees and plants. These can be incorporated into gardens, road reserves and public open space and will help to compensate the loss in landscape contribution from the removed trees.

The surrounding landscape has areas of indigenous vegetation. This theme should be continued when considering replacement trees, shrubs and grass species for the property.

A replacement ratio of 10: 1 should be applied to the removal of any trees. That is, for every tree that is removed, 10 plants should be replaced. Replacement plants should comprise a mixture of trees, shrubs, herbs, and grasses with a minimum of 10-15% of the replacement plants being trees. Sufficient space should be allowed in the proposed plan to cater for the trees future growth requirements.

6.7 Design Considerations

6.7.1 Encroachment In some cases, where trees are to be retained encroachment into the TPZ may be necessary. Working within the Australian Standard framework there is provision for this and it is grouped into 2 broad categories.

Minor encroachment AS 4970-2009 Encroachment of less than 10% of the TPZ and outside the SRZ is deemed to be minor encroachment according to AS 4970-2009. Detailed root investigations should not be required but must be compensated with an extension to the TPZ elsewhere. See Figure 17. Variations must be made by the project arborist considering other relevant factors including tree health, vigour, stability, species sensitivity and soil characteristics.

Major encroachment AS 4970-2009 Encroachment of more than 10% of the TPZ or into the SRZ is deemed to be major encroachment according to AS 4970-2009. The project arborist must demonstrate that the tree(s) would remain viable. The area lost to this encroachment should be compensated for elsewhere and contiguous with the TPZ. This may require root investigation by non-destructive methods and consideration of relevant factors tree health, vigour, stability, species sensitivity and soil characteristics.

6.7.2 Scaffolding If scaffolding is required for construction, it would be possible to erect scaffolding inside the TPZ providing the following procedures were adhered to. 1. The scaffolding should be erected inside the TPZ under the direct supervision of the

consulting arborist. 2. The ground level of the construction site underneath the scaffolding should consist of the

‘raised walkway’. This will prevent compaction of the soil surface and again, all pedestrian traffic should be excluded from the ground level unless utilising the raised walkway.

3. The Tree Protection Zone will require inspection prior to the commencement of works and inspected regularly throughout the construction on site.

4. Where possible all construction works should be completed from within the building envelope.

5. The consulting arborist should oversee any activities that would require additional access into the Tree Protection Zone.

6.7.3 Porous and Permeable Materials Any hard surfacing within the TPZs should be minimised and/or designed to be porous. This allows for water exchange between the soil and a continuous exchange of air with the atmosphere, thereby maintaining a high soil oxygen level (Ferguson 2005).

Figure 19 provides an example of porous paving using Eco-Trihex pavers, which may be applicable for paved areas.

Where paths or pedestrian access is proposed near trees, a boardwalk may be appropriate. Creating a boardwalk underneath the canopies of trees reduces the impact on the trees as only post holes need to be dug (rather than large scale earth scraping and cutting to create a level path) minimizing soil disturbance. It is important that the boardwalk sits just above the soil level, however it need only be a few centimetres above ground level to avoid compaction of the soil.

6.7.4 Mulch Application As part of the demolition and construction, all trees to be retained should be mulched ahead of time. It is likely that mulch will be generated from on-site pruning and removal works and should be used across the site.

Mulch has many benefits to plants including: Soil moisture conservation Soil compaction reduction Grass and weed suppression Reduction in soil erosion Soil structure improvements An increase in soil fertility Moderation of soil temperature on a diurnal and seasonal basis (Harris, Clark & Matheny

1999).

The application of mulch provides a ‘blanket’ effect on the soil. It helps retain moisture in the soil, provide organic matter and is beneficial to maintaining the soil microflora. In time it helps improve soil structure and promote the existence of worms and other soil organisms, beneficial for healthy soil. In the long-term it will create a soil environment beneficial for healthy root growth. It is envisaged that the mulched areas would act as exclusion zones and reduce the potential for compaction.

7. Conclusions307 trees were assessed along the Burwood Highway and Stud Road frontages of the Knox City Shopping Centre in Wantirna South. Although there are no designs for works at this stage, it is understood that the site is of interest for future development. All trees were located using differentially corrected GPS, the trunks measured using a diameter tape and tree condition assessed.

In general the trees are in good health with fair structure. The reduced structure ratings are as a result of the lack of proactive maintenance of the trees over the years. Many trees have suffered previous failures and/or are decayed.

Following the assessments the trees were placed into 4 retention categories. 73 trees were assessed ‘Retain’These are the trees in the best condition, with the highest landscape impact and have a long ULE 70 trees were assessed ‘If possible, retain’These are trees in good condition but tend to be small and the landscape amenity can be easily compensated 133 trees were assessed ‘Not worth retaining’Juveniles or trees that are in decline or have a limited ULE. These trees should not be considered a constraint to development 31 trees were assessed ‘Third party ownership’As these trees are owned by a third party all efforts should be made to retain and protect throughout any redevelopment.

In light of a future design, tree protection measures have been supplied and dimensions accurately applied to all maps within the report. Considerations and design options to maintain the trees during development have been provided including: Tree pruning and removal Tree replacement Encroaching in TPZs Scaffolding Permeable/Low impact paving design Mulch application

If the above points are considered during the development of a design proposal, it is likely that many trees can be retained within the design.

Very Poor The tree appears to be in a state of decline. The tree is not growing to its full capacity. The canopy may be very thin and sparse. A significant volume of deadwood may be present in the canopy or pest and disease problems may be causing a severe decline in tree health.

Branches may be rubbing or crossing over. Branch unions may be poor or faulty at the point of attachment. Branches may exhibit large cracks that are likely to fail in the future. The tree may have suffered major root damage.

Failed The tree has a very poorly structured crown. A section of the tree has failed or is in imminent danger of failure.

1.6 Useful Life Expectancy (ULE) Rating Useful Life Expectancy is approximately how long a tree can be retained safely and usefully in the landscape.

This system of rating and any values expressed represents the opinion of the consultant.

Trees may be considered significant in a local area if they fit into one or more of the following categories.

Valuable A tree is considered valuable because at least one of the preceding categories may be applicable or partially to the specimen. This tree is normally one that is a reasonable specimen without any particular outstanding features. It normally has a diameter at breast height over 1000mm and has good to average health and structure.

Moderate A tree is considered to have moderate value because it may be in reasonable condition but may only partially fulfil any one factor. It generally has a diameter at breast height of less than 1000mm and an average or poor health and structure.

Low value As an individual specimen, the tree is not considered significant. This may be a small specimen, with poor health or structure and be common in occurrence or possibly a weed species. This tree has no impact on the tree surveyor.

Negligible As an individual specimen, the tree is not considered significant. This may be a very small specimen with very poor health and structure and may be common in occurrence or a weed species. This tree has no impact on the tree surveyor.

1.10 Retention Value of the Tree

Retain The tree is well suited to the site and offers amenity or screening to the site. The tree is normally in fair to good health and has fair to good structure. Its ULE should be at least the same as the design life of any new buildings. In some circumstances a tree may need to be retained for cultural/historic reasons, because it is indigenous, old, remnant or because the tree (regardless of species) may offer vital screening for surrounding properties.

If possible, retain The tree is suited to the site and, if practical, designs should be altered to accommodate the tree. This category may contain trees that are juvenile or semi-mature specimens that can potentially be replaced with standard nursery stock. It may be possible to transplant trees rated in this category.

Not worth retaining The tree is not worth retaining in the landscape. The tree may be considered a weed species, structurally unsound, dead/dying/diseased, nearing the end of its ULE or may not be suitable for the site.

Third party ownership

The tree is located outside of the subject site. It may be owned by a private entity (residential) or public body (council). For all purposes, a third party is assumed to have ownership of the tree. The tree has been assessed on the assumption that its owner requires retention of the tree. It is neither a recommendation of good health of the tree, or suitability for retention. Discussions with the relevant parties and authorities may result in the removal of a tree assessed in this category.
