Superintendent’s Report from Laurie Walles Summer vacation is quickly coming to a close and the school doors will be open for the 2012-13 school year. Hopefully, the weather will cooperate and cool down since we have used more than our quota of hot days in July! The 2011-12 school year ended on a very positive note. Preliminary results from the Ohio Department of Education indicate the district achieved an ―Excellent‖ rating on the state Report Card. All indicators were met for the district. The students should be commended for working hard throughout the year and demonstrating their knowledge on the Achievement Assessments as well as our committed staff and community. In addition, the High School was a 2012 Bronze Medal winner in US News and World Report nation-al high school rankings and is awaiting final verification in September to become a National Blue Ribbon School of Excellence. The district welcomes the following new personnel for the 2012-13 school year. We are pleased to have Mr. Travis Rettig, Fifth Grade Teacher, Mr. Jerry Stone, Middle/High School Intervention Teacher, Mrs. Jenny Holman, Elementary Secretary and Mrs. Amanda Allshouse, Food Service Supervisor joining us. Please feel free to introduce yourself and welcome them to our community. The building was a very busy place this summer. The maintenance staff has worked hard refurbishing many areas of the building creating a pleasant, clean facility. Major pro-jects included locker repainting, asphalt repairs, three new exterior doors, piping repairs, relocating the Teacher Workroom and re-screening of the Gym floor. A football field irrigation system was also installed with financial assistance from the Athletic Boosters. Many thanks to Mr. Craig Recker and the Maintenance Department for their hard work in the heat this summer preparing the building for another year. In addition to the above projects, the school security system has also been upgraded. Tragic incidents in public places (schools, theatres, etc.) are increasing annually. Our top priority in the Arcadia School district is to provide high quality education in a safe and protected environment. In order to properly secure the building during the school day, all outside doors will now be locked. The interior front doors will have a buzzer system and all visitors identified before entry into the building. The building and central office sec-retaries will monitor the doors through a video system and release them for visitors who must report directly to an office. The area between the two sets of front doors will re-main open so weather won‘t be an issue while waiting for entrance to the school. Beginning this fall, Arcadia and Vanlue are working together to provide transportation for Hancock County students at Blanchard Valley School. Arcadia will supervise and maintain the busses with Vanlue acting as fiscal agent hiring the drivers, aides, etc. The buses are going to be housed at Arcadia with the Vanlue name on the side due to space and time constraints. All costs will be billed back to Blanchard Valley School on a quarterly basis. This venture will be cost-effective for all the County schools and Arca-dia as we continue to look for creative ways to save money through shared services with other agencies. Although we had minimal fog and snow days last year, just a few reminders on calamity days. The district has the option for a 2 or 3 hour delay schedule. The three hour delay schedule will only be utilized when there appears a possibility of opening school, such as foggy mornings, but will not be used routinely. In the event of a three hour delay, school will dismiss at 3:50 to meet state requirements for a full school day. The building principals will send home the three hour delay schedule with students. In addition, if more than five calamity days are used by February 18, 2013 (President‘s Day), it will become the first make-up day. Any additional calamity days will be made up at the end of the year. We will again be utilizing the PreK-12 phone notification system for weather or other schedule changes. Radio stations informed are WFIN/WKXA (1330/100.5), WBVI/WFOB (96.7/1430), and WBUK/WCKY/WPFX/WTTF (106.3/103.7/107.7/1600). The following television stations are also contacted: Channel 13, Channel 11 and Chan-nel 24. Notification is made to the media as quickly as possible in the a.m. The staff and I look forward to working with you during this upcoming year and continuing the ―tradition of excellence.‖

PRESCHOOL NEWS Mrs. Lucas & Mrs. Rank
We still have openings in our special education preschool unit for
students age 3-5 who show significant delays in the areas of
speech/language, large or fine motor skills, readiness skills, adap-
tive behavior, and social/emotional. If you suspect your preschool-
er may have delays in one or more of these areas, please contact
Donna Losciewicz (preschool supervisor) at 419-422-7525 for more
information. Our unit serves preschoolers from both Arcadia and
Vanlue school districts and is offered free of charge to those who
qualify for special education services.
We are excited to begin the new school year! We hope everyone
had a wonderful summer and will be ready for fun-filled learning
experiences this year in preschool. We have a wonderful group of
children signed up for this year and we know we’ll have LOTS of
fun! See you on September 4th or 5th!
Reminder From the Transportation Department
Safe ride to school rules
Students must respectfully obey the driver
Students should be ready to board the bus 5 minutes before the bus is expected to arrive.
Students must stay properly seated at all times, keeping aisles and exits clear.
Students may only bring articles on the bus that they can hold in their lap.
Students must use only their assigned bus stop.
Students must be quiet at RxR tracks until the bus is completely across the tracks
There is to be no cell phone use of any kind.
There is no eating or drinking on the buses.
Students cannot change buses except for emergencies.
Students are to observe classroom like behavior on the bus
Students may lose their bus riding privileges if the above rules are not followed!
Other reminders
Parents must fill out a bus request if their student(s) need to use an address other than their home address. This is to be done before July 1st of each year if possible. Bus routes and times are very similar to last year. Fostoria Open Enrollment students will be picked up at the Baptist Church on Fourth St.

PreK-12 Notification System
Arcadia School will once again use the school-to-family communica-tions service called PreK-12 Notification. We will use this service to deliver both emergency and non-emergency messages to you via tele-phone for 2012-13 school year. Using PreK-12 Notification, we can quickly contact all families - in a matter of minutes - with urgent news such as school closings, early dismissals, delayed buses or resched-uled activities. We will also use the service to provide timely non-emergency information such as reminders about important meetings or special events at school that involve your children. In the case of school closings, this service is meant to be a compliment to the existing means of communications, TV stations, radio stations, etc. We will continue to utilize ALL of these mediums in the event of a school clo-sure and/or delay.
Your primary phone number will be supplied to PreK - 12 Notification Service. Each family may add up to four telephone numbers. In an emergency the message will be delivered to all of your numbers. Families that wish to include additional phone numbers may do so by calling the PreK-12 Notification Parent Hotline at 1-800-846-4976. For security reasons, you must call from your Primary phone number to manage your personal emergency contact list.

MS/HS Principal News Mrs. Cathy Schroll Welcome to the 2012-2013 school year! It is hard to believe we will be back at school in two weeks. Students are already back in the building with practices and preparing for the upcoming events. The first day for students is Wednesday, August 22, 2012. If you are new to the dis-trict or in the upcoming 7th grade class there will be an orientation on August 16, at 5:30 in the auditorium. Students will receive schedules, locker assignments and other important infor-mation. They will also have the opportunity to meet their teachers. We have one new teacher joining the middle/high school this year. Mr. Jerry Stone will be the intervention specialist taking over for Mr. Kettner who retired this past year. Mr. Stone gradu-ated from Bluffton University and resides in Bluffton. If you haven‘t had an opportunity to check out the new Arcadia School website- please do. Many of the teachers are in the process of creating their own web-page. This will be another way to communicate with the parents and the community. The preliminary scores for the state-wide testing prove very promising for Arcadia. With that being said, we do anticipate earning the distinction of A Blue Ribbon School. Thank you to all the teachers, parents and students for your hard work.

Algebra I Calculator Information!!!! Any student enrolled in Algebra I is required to have a graphing calculator. We request that your student purchase the recommended class model a TI-83 PLUS. Our state requires us to use a curriculum that meets the Ohio Academic Content Standards. The curriculum we use at Arcadia High School does this, and requires the use of a graphing calculator. We will be using the calculators in class nearly every day. If you have any questions, please contact the high school at 419.894.6431. Thank you for your cooperation and support. There is a limited supply at school if buying one is simply not possible.
From the County Health Department: It is once again time to start thinking about vaccinating your children for the upcoming school year. Any child entering kindergarten or 7th grade will need vac-cine updates prior to the start of the 2012-2013 school year to be in compliance with the Ohio Revised Code guidelines. Tdap is now required for the students entering the 7th. Along with the Tdap vaccine we would encourage you to consid-er the meningitis and chickenpox dose 2 vaccines for any child age 11 through 18. We continue to be concerned about the resurgence of pertussis (whooping cough) which is the reason for the Tdap requirement. These vaccines are availa-ble at most physician‘s offices or here at the Hancock County Health Department. If you are interested in scheduling for vaccinations at our office please call 419-424-7869. I would strongly encourage you to call and get these scheduled now. Please don‘t wait until August to get this taken care of.

Homecoming 2012 Voting for Homecoming Court will take place during the first week of school. There will be one female and one male representative from the Freshman, Sophomore, and Junior class. These representa-tives will be voted on by the students in the appro-priate grade level. The seniors will vote and the top three females and males will be selected for home-coming king and queen candidates. The high school student body will then vote from these six and the female and male with the most votes will be announced at the ceremony Friday as the home-coming king and queen for 2012. The parade will be at 5pm and will follow the usual route from the fire station to the school.

ARCADIA All Seasons~All Sports Passes 2012-2013
Family Pass—$250 This plan includes general admission for immediate family members only—mom, dad, and children grades K-12. Sorry, but grandparents, aunts, uncles, extended family members, etc. are not and cannot be included in the Family Pass. It includes all home athletic events, junior high through varsity.
Adult Only Pass—$110 General admission for one adult to all home athletic events, junior high through varsity.
Student Only —$75 General admission for one student grades K-12 to all home athletic events, junior high through varsity.
Senior Citizens (age 60+) who reside outside of the Arcadia School District Pass - $75 Gen-eral admission for one Senior Citizen to all home athletic events, junior high through varsity. Resident Senior Citizens Pass – FREE Senior citizens age 60 and older that live within the
Arcadia school district will be given all sports passes that admit holder to all home games free of charge.
All Passes are Non-Transferrable.

Search for Children with Disabilities
School districts across the state of Ohio are participating in an effort to identify, locate, and evaluate all children from birth through twenty-one years of age who may have disabilities. Disability, in this instance, means such conditions as hearing impairments, speech or language impairments, visual impairments, specific learning disabilities, multiple disabilities, men-tal retardation, emotionally disturbed, other health impairments, autism, traumatic brain injury, and physical impairments. Public schools have responded vigorously to federal and state mandates requiring the provision of a free appropriate public education regardless of a child‘s disability. But before school districts can serve children, they must be found. Many children with disabilities are not visible because they do not function in the mainstream of the community, such as children who are homeless and children of migrant families. Also, many unidentified children with disabilities are pre-schoolers. Parents may not be aware their child has a disability or that there are programs and services available. The school district will ask for information about the child, asking such questions as: What is the problem? What has already been done about the problem? What background information is available? This information may be collected in several ways including interviews, observations, screening, and testing. This information may be obtained from parents and the student, or from other agencies that have information about the student. This information will be used to decide whether the child has a disability and needs special services. All information collected will be held in strict confidence and released to others only with parent permission or as allowed by law. For example, the school district will send records on request to a school district or other educational agency in which a student intends to enroll. The parents may have a copy of those records upon request. The school district will keep a record of all persons who review confidential records with the exception of authorized school employees, or other educational agency personnel. The school will also maintain a list of those employees who may have access to records. The school district or other educational agency will inform the parents when personally identifiable information collected, maintained, or used is no longer needed to provide educational services to the child. All personally identifiable data will be kept for at least five years or longer if required for audit purposes, or otherwise required by law. Parents and students have rights in this process. Parents have the right to:
Review their child‘s records;
Refuse permission to release information (except as required by or permitted by, law to be released); and
Request that information they believe to be inaccurate, misleading, or in violation of their child‘s privacy or other
rights be changed. The district has a process to resolve disagreements about information collected. The school district has appointed one person to make sure that information about students is kept confidential. Contact your school district board of education office for this person‘s name. The school district‘s policies and procedures for special education are available. Contact the school district superinten-dent. The school district operates an Educational Management Information System (EMIS) that assures a practical method of identifying which children are currently receiving special education services and which children are not. Certain data regarding children are maintained within this system. School districts are interested in meeting the needs of children with disabilities. If you have or know of a child who may have a disability, contact your local school for more information and help.
ALUMINUM CAN COLLECTION
Save your empty aluminum cans and help Arcadia Local School earn money towards assemblies, stu-
dent awards, field trips and more! Ball Metal will collect the cans and take them to be recycled, giving
us the money for the recycled cans as well as an additional bonus check! Our first collection in No-
vember netted us a check for over $900!
Our next collection date will be Thursday, September 27th, 5:30—7:30
Please bring your cans for recycling and help out the school at the same time!

IDEA-B FUNDS The Arcadia Local Schools will once again be receiving Title VI-B Funds for the 2012-2013school year. These funds are used to supplement special education and special needs programs al-
ready in place in the school district and county. This allocation is earmarked to help pay for the special edu-cation services Arcadia students receive through the Hancock County Educational Service Center. The school system would like to continue to use its IDEA-B money for this purpose. In order to provide students with appropriate instruction and educational services it is necessary for the District to maintain
extensive educational and personal information. It is essential that pertinent information in these records be readily avail-
able to appropriate school personnel, be accessible to the student‘s parent(s) or the student in compliance with law, and
yet be guarded as confidential information.
The Guidance Counselor is responsible for the proper administration of student records in keeping with Ohio Law and
Federal requirements and the procedures for the collection of necessary information about individual students throughout
the District.
Upon request, all records and files included in student‘s cumulative file are available to parent(s) or the student (if he/she
is over eighteen years of age). This request must be in writing and is granted within even calendar days. No records are
to be removed from the school; principal, teacher or other qualified school personnel must be present to explain an of the
tests or other material.
All rights and protections given to parents under law and this policy transfer to the student when he/she reaches age
eighteen or enrolls in post secondary school. The student then becomes an ―eligible student‖.
The District provides notice to parents and eligible student annually, in accordance with the procedures set forth under
administrative regulations, of the rights held by parents and eligible students under law and this policy. It is the intent of
the District to limit the disclosure of information contained in the student‘s education records except by prior written con-
sent, as directory information, and under other limited circumstances as enumerated under administrative regulations.
The following rights exists:
the right to inspect and review the student‘s education records;
the right, in accordance with administrative regulations to seek to correct parts of the student‘s education records,
including the right to a hearing if the school authority decides not to alter the records according to the parent(s) or
eligible student‘s request;
the right of any person to file a complaint with the U.S. Department of Education if the District violates relevant
Federal law, specifically the Family Education Rights and Privacy Act (FERPA); and
the right to acquire information concerning the procedure which the parent(s) or eligible student should follow to
obtain copies of this policy, the locations from which copies may be obtained, as well as any fees to be charged for
such copies.
The District proposes to designate the following personally identifiable information contained in a student‘s education
records as ―directory information‖
Student‘s name;
Student‘s address;
Student‘s photograph;
Student‘s date of birth;
Student‘s extracurricular participation; and
Student‘s weight and height, if a member of an athletic team.
The above information is disclosed without prior written consent, except when the request is for a profit-making plan or
activity.
Administrative regulations set forth a procedure for annual notification to parents and eligible students of the District‘s
definition of directory information. Parents or eligible students then have two weeks in which to advise the District, in
accordance with such regulations of any or all items which they refuse to permit as directory information about that stu-
dent.
To carry out their responsibilities, school officials have access to student education records for legitimate education pur-
poses. The District uses the criteria set forth under administrative regulations to determine who are ―school officials‖ and
what constitutes ―legitimate educational interests:
Other than requests as described above, school officials release information from or permit access to, a student‘s educa-
tion records only with the prior written consent of a parent or eligible student except that the Superintendent or a person
designated in writing by the Superintendent may permit disclosure in certain limited circumstances outlined under admin-
istrative regulations (e.g., transfers to another school district or to comply with judicial order or subpoena or were warrant-
ed, in a health or safety emergency, etc.).
The District maintains, in accordance with administrative regulations, an accurate record of all request to disclose infor-
mation from, or to permit access to, a student‘s education records and of information disclosed and access permitted.
Student Records and Directory Information The No Child Left Behind (NCLB) Act
The No Child Left Behind (NCLB) Act requires Arcadia Local School to inform parents/guardians about various policies and procedures. Please note the following:
You may request information regarding the professional qualifications of your child‘s classroom teacher or educa-tional aide. Please notify the superintendent if you wish to have this information.
You may be provided assistance in understanding the state report card, if requested.
The Ohio Resource Center is available to parents.
Notification will be sent home if a teacher who is not highly qualified is placed in a classroom for more than four weeks.
You have the right to inspect third party surveys before they are distributed.
A policy of internet safety for minors is in place and enforced.
No student shall be required to submit to a survey analysis or evaluation that reveals the following information:
*Religious or political affiliations/beliefs of the student or the student‘s parents
*Mental or psychological problems of the student or the student‘s family
*Sex behavior or attitudes
*Illegal, anti-social, self-incriminating or demeaning behavior
*Critical appraisals of student‘s close family member
*Relationships that have legally privileged aspects (lawyers, physicians, ministers, priests, etc.)
*Income (other than what is required by law to participate in various programs)
Parents have the opportunity to opt students out of a survey.
The collection, disclosure or use of student personal information for the purpose of marketing or selling that infor-mation, or providing information to others for that purpose is prohibited. This does not include personal infor-mation collected for the exclusive purpose of developing, evaluating or providing educational products or services for or to students or educational institutions such as:
*postsecondary institutions or military records;
*book clubs, magazines, and programs providing access to low-cost literary products;
*curriculum and instructional materials used by K-12 schools;
*tests and assessments used by K-12 schools to provide cognitive, evaluative, diagnostic, clinical aptitude, or achievement information about students, or to generate other statistically useful data for the purpose of securing these tests and assessments, and the subsequent analysis and public release of the aggregate data from these tests and assessments;
*the sale by student of products and services to raise funds for school or education related activities.

Ohio Department of Education Complaint Procedures
In March 2004, the State Board of Education adopted a process for resolving complaints that a school
district or the Ohio Department of Education (ODE) has violated a state or federal law, rule, or regulation
applicable to the following federal programs: Title 1, Title II-A, Title II-D, Title IV-A, Title V, and Title VI.
Before submitting a complaint, the ODE does require that all complainants first contact the appropriate
personnel at the school the child attends and attempt to resolve all issues with them.
In order to initiate a complaint, a complainant must submit a written, signed complaint that 1) describes the
pertinent facts, 2) identifies the alleged violations of the law, and 3) recommends how the complainant
would have the ODE resolve the complaint. The ODE will not accept or investigate allegations of viola-
tions from anonymous sources.
It is the policy of the ODE to investigate all allegations of noncompliance with state or federal law, rules, or
regulations that apply to the above mentioned federal programs. They will strive to resolve all complaints
within sixty days of receipt.

Visitor Policy
When visiting Arcadia School during school hours, we ask that all visitors use the main entrance, facing Route 12. All other doors in the building are locked. Please sign in at our greeter table, and sign out prior to your exit. Thank you for your cooperation in helping us to maintain a safe environment for our students and staff.
HOMELESS STUDENTS Children who meet the Federal definition of "homeless" will be provided a free and appropriate public education in the same manner as all other students of the District. To that end, home-less students will not be stigmatized or segregated on the basis of their status as homeless and will be assigned to the school serv-ing those non-homeless students residing in the area in which the homeless child is actually living. No homeless student will be denied enrollment based on a lack of proof of residency. No Board policy, administrative guideline, or practice will be interpret-ed or applied in such a way as to inhibit the enrollment, attend-ance, or school success of homeless children. Homeless students will be provided services comparable to other students in the District including:
transportation services;
educational services for which the homeless student meets eligibility criteria including services provided under Title I of the Elementary and Secondary Education Act or similar State and local programs, educational programs for children with disabilities, and educational programs for students with limited English proficiency;
programs in vocational and technical education;
programs for gifted and talented students; and
