INTRODUCTION

LEGISLATIVE CONTEXT EXECUTIVE SUMMARY

It is a statutory requirement that applications for planning permission are accompanied by a Design and Access Statement (DAS), under Part 2 (7) of The Town and Country Planning (Development Management Procedure) (Wales) Order 2012.

The purpose of a DAS is to provide a clear and logical document to demonstrate and explain the various facets of design and access in relation to the Site and outline planning policy relevant to the proposal. The DAS also acts as a method of demonstrating the details of a planning application in a way that can be read both by professionals and the public.

The Welsh Government guidance on preparing a DAS, illustrates the various considerations that need to be taken into account when preparing such a document. ADAS must explain the design concepts and principles applied to the development or works and must explain the concepts and principles in relation to:

• Access• Character (including amount, layout, scale,

appearance and landscaping)• Community safety• Environmental sustainability• Movement to, from and within the development

The project brief proposes the construction of a new 150 place primary school with a 40 place part time equivalent Nursery Provision.

The commission is part of the Powys 21st Century Schools Programme and is one of five primary school developments in the area. The project brief requires that the five schools share a design philosophy and will be developed concurrently.

On completion, the resulting approx. 1,220m² accommodation will replace the existing school which is in a poor condition. The demolition of the existing primary school does form part of this application.

POWYS 21st CENTURY SCHOOLS PROGRAMME

The 21st Century Schools and Education Programme is a unique collaboration between the Welsh Government (WG), the Welsh Local Government Association (WLGA) and the local authorities in Wales, including Powys County Council.

It is a major, long-term and strategic capital investment programme with the aim of creating a generation of 21st century schools in Wales. The programme will focus resources on the right schools in the right places, for early years through to post-16.

The programme is 50% funded by Welsh Government using a combination of capital and revenue funding, with the remaining 50% funding provided by local authorities and others.

The primary aims of the programme are to:

• Reduce numbers of poor condition school buildings

• Reduce surplus capacity and reduce running costs so as to maximise resources available to target improvements to learner outcomes.

• The programme is also able to include proposals that address specific demand for places in Welsh Medium and Faith Based provision.

Band A 21st Century Schools Programme

The Powys 21st Century Schools Strategic Outline Programme was submitted to Welsh Government in December 2010. This articulated Powys County Council’s aspirations for educational Modernisation and the approach to transform the whole schools’ estate for future learners and wider communities to deliver a firm foundation for future of education. It set up 4 prioritised bands of investment for the period 2012 – 2023, linked to the aims and objectives of the Welsh Government’s 21st Century Schools Programme.

Whilst the key focus will be on the provision of new facilities, where practicable and appropriate, consideration will be given to the co-location of other council services within the programme, which will help improve overall service delivery and improve community cohesion – a key outcome of the “One Powys” approach. The Strategic Outline Programme was approved by Welsh Government in 2011. However, since the submission

there has been a need to review and update the SOP due to changing investment, educational and political priorities linked to budgetary, staffing and delivery constraints. To reflect these changes, a revised 21st C Schools SOP was submitted to Welsh Government in February 2014. Funding profiles and Business Case timetables have been submitted quarterly in accordance with Welsh Government requirements.

The revised priorities within Band A and set out in the Powys SOP submitted to WG are as follows:

• Gwernyfed Catchment Primary Schools Project• Welshpool Town Primary Schools Project• Ysgol Dafydd Llwyd Welsh-medium Primary School• Brecon Beacons Learning Campus• Bro Hyddgen Capital Build Project

The overall Band A Programme is worth up to £80 million and will close in March 2019. Powys County Council is already working on submitting the Band B Strategic Outline Programme to Welsh Government, outlining future projects.

Band A - Gwernyfed Catchment Primary Schools Project

For the Gwernyfed Catchment Primary Schools Project, Welsh Government’s approval has been received for the Strategic and Outline Business Cases. Powys County Council is now developing the Full Business Case, ready for submission to Welsh Government in November 2016. The project will see an investment of £23.75 million in constructing new primary schools at:

• Hay-on-Wye • Clyro• Llangors• Archdecon Griffiths School, Llyswen• New school in Talgarth (following the closure of Talgarth and Bronllys C.P. Schools)

SITE LOCATION AND CONTEXT

The proposed site for the primary school consists of the existing primary school site and some additional land to the west of the existing school site, which is currently agricultural land.

The site is located at the western end of the village of Llyswen, between the A470 to the south, the B4350 to the east and a lane alongside the River Wye to the north.The surrounding buildings consist mainly of residential dwellings of various ages, together with some commercial buildings towards the village centre to the east.

The proposed school site is circa 1.4766 Ha in total.

Powys County Council Deposit Local Development Plan

The LDP has reached ‘Deposit’ stage and in January 2016 it was submitted to the Welsh Government for examination. Consultation on ‘Focused Changes’ ended on 11th March 2016. No dates for the Examination in Public have yet been set and it is not anticipated that the LDP will be adopted until summer 2017 at the earliest. This will be at least 12 months after the expiry of the UDP on 30th June 2016.

If, and when, the LDP is adopted, it will form the Development Plan for Powys (excluding the Brecon Beacons National Park) and will be the basis for decisions on land use planning affecting that area. However, until adopted, the LDP will have no status. However a review of the deposit LDP has indicated that the following policies would be of relevance:

The application site is identified as an existing schools site. On this basis, it is considered that the principle of development is acceptable and is in accordance with planning policy. The accompanying diagram illustrates the context of the proposed site and its relationship with the adjoining landscape and features.

The site affords the following opportunities:

• The site is generally flat, rising slightly to the south-west.• The existing hedgerows to the southern and northern boundaries are relatively mature and are supplemented by a mixture of mature and younger indigenous trees.• The existing school has created a habitat zone amongst existing trees that should be retained in the new school arrangement if possible.• There are attractive views of the surrounding hills to the south and west.

The constraints associated with the site include:

• The existing school is to remain operational whilst the new school is being built and this has therefore influenced the development proposals.• The vehicular access to the site is required to remain in its current position off the B4350, with sufficient stacking space on site to manage the large increase in car numbers at drop-off and collection times.• The A470 generates some traffic noise but is only critical as regards natural ventilation at relatively close position to the trunk road boundary – if the teaching wing can be positioned deeper into the site, natural ventilation will be possible.• There is an existing drainage pumping station and former filter bed to the north of the site, serving a foul drainage run from four houses to the south of the A470. This drainage run crosses the site and requires an easement width of circa 3m to be maintained, which impacts of the positioning of the new school building.

ECOLOGY

An Ecological Appraisal of the school and adjoining agricultural field was undertaken in May 2016. Further baseline survey information was collected in June and July 2016 with great crested newt (GCN) environmental DNA testing of the pond and bat emergence surveys. A single mature tree was climbed to assess its potential to support roosting bats. Information on bat foraging and commuting activity was obtained during emergence surveys and through remote recording.

Most of habitats associated with existing school grounds: amenity grassland (playing fields and soft play areas), hard standing and maturing trees have relatively low ecological value. The adjoining semi-improved grassland also has low ecological value. The continuous intact hedgerows and small wooded wildlife area on the eastern side of the school are all features of ecological value.

All the school buildings are subject to demolition. Only a few features of potential value for bats are present, but a cavity in the inner courtyard supports a sopano pipistrelle day roost. Tree climbing confirmed that the largest tree at the site had no internal cavity features.

Soprano and common pipistrelles were recorded feeding in the vicinity of the school along with several noctule bat passes with commuting along the hedgerow boundaries. There was frequent soprano pipistrelle activity on the central hedgerow along with regular common pipistrelle, noctule and Myotis passes. There was an average of twelve lesser horseshoe bat passes recorded per night.

There is a dormouse population in the local area and the use of the school and field boundary hedgerows by dormouse has been assumed. Survey work is ongoing. The eDNA testing found no GCN DNA in the school pond.

The school is separated from the River Wye Special Area of Conservation (SAC) by a narrow land and mature hedgerow. Much of the steep wooded slope between the lane and the river lies within the SAC. The river and associated habitats support legally protected species and species of principal importance.

ACOUSTIC ASSESSMENT

The school will be designed such to achieve the acoustic design criteria set out within Building Bulletin 93 (BB93) ‘Acoustic Design of Schools’.

To date, an environmental noise survey has been carried out on the site of the proposed development. Noise levels have been shown to be sufficiently low enough to allow for a natural ventilation strategy via the use of openable windows on most facades. Advice has highlighted façades, indicated by the redline in Figure 7.1 of the Environmental Noise Survey Report, which are not suitable for natural ventilation via openable windows for any typical teaching spaces in this location, as such the kitchen is located in this position.

An assessment of the existing background noise levels LA90 have indicated that the lowest level recorded over the duration of the survey was 42dB LA90. At this stage it is not known if there will be any external mechanical plant associated with the development. If there is, it is suggested that a noise rating level limit at any noise sensitive receptor is 5 dB below the measured background noise level. This results in a noise rating level for any proposed mechanical equipment to not exceed 37dB LAeq,Tr at any noise sensitive receptor.

VISION AND EVALUATION

VISION AND DESIGN OBJECTIVES - DESIGN DEVELOPMENT

Powys County Council have procured the design and construction of five new primary schools under one contract, all to be constructed broadly concurrently, in order to benefit from a standardised design and procurement process. The Willmott Dixon team was appointed following their bid submission, which was based on their previous experience of developing standardised primary school solutions. This procurement process will provide benefits from efficiencies in procurement and construction volumes as well as pursuing a design model that can be consistent in approach but able to be adapted to different site requirements and conditions.

The design approach developed by Willmott Dixon and Powell Dobson Architects is one of “bespoke standardisation”, based around a “Street” teaching and learning concept. The building is clearly separated into two distinct volumes:

• The teaching wing, consisting of the central “Street” (as shared multi-use flexible resource) flanked by classrooms

• The Hall/Kitchen and related support spaces.

At the intersection of these volumes is the arrival reception/entrance, allowing access to the building to be controlled and managed during the day for safeguarding purposes, whilst allowing the teaching wing to be secured from the Hall if necessary to allow secure community access to the facilities both during school (if necessary) and out of hours.

The model school solution is single storey, ensuring that all classrooms have direct access to the external teaching and learning environment.

The Torfaen experience: in addition to wider precedent projects around the country, the Willmott Dixon/Powell Dobson team are currently delivering on site three primary schools for Torfaen County Borough Council designed to this model. The schools are slightly bigger than the school proposed at Llyswen and are programmed to be completed by October (2no.) and December (1no.).

The briefing requirements for this new school were as follows:

• 150 pupil places• Plus 40 Early Years places (15 2-3 year olds, 25 3-4 year olds)• Car parking and drop-off provision of 1 space per 3 pupils ie 64 spaces (of which 5% are to be disabled parking spaces)• External playing field provision of 1no. U9/U10 mini-football pitch• 1no. Multi-use games area (MUGA) of 18.5 x 37m• Hard and soft social play space

The proposed site at Llyswen has been designed with the following objectives in mind:

• The site layout allows for the existing school to operate whilst the new school is being built, with clear segregation possible during the construction period for safeguarding and safe working• A clear wayfinding strategy, ensuring visibility of the main entrance and circulation routes from the pedestrian and vehicular arrival points• A safe and appropriate vehicular circulation and parking arrangement. The proposed layout provides a one-way solution to the car parking and delivery requirements, thus avoiding reversing of vehicles, which is potentially dangerous in a school environment• The building has been positioned on site to take advantage of the views to the south-west and west• The MUGA is positioned to provide excellent recreational and play facilities, in a position that is easily supervised by staff, whilst ensuring DDA compliant access• The site layout provides for clearly designated areas for hard play (immediately outside of the classrooms), soft play, habitat zones and formal games• A minimal number of existing trees have been affected by the proposals and the important existing habitat zone has been retained

The accompanying site development options show the evolution of the design/site layout, following the initial proposal and subsequent input from key stakeholders, PCC Highways Department, the Head Teacher and Powys County Council Planning Department. Key design developments included:

CONSULTATION

The consultation process with key Stakeholder has been carried out in several stages:

• A Launch meeting was held at Archdeacon Griffiths Primary School at Llyswen on 8th June 2016, attended by head teachers and governors representing all five primary schools involved. This meeting served to provide the background to the Gwernyfed Primary School programme, the concept of a “standardised” primary school design and some initial site plan layouts to illustrate the first ideas in terms of a site development strategy. Feedback from this meeting was recorded and key points considered in relation to the evolving design proposals for each school.• Meetings were then held with each individual school following further design development of both the site plan proposals and the school floor plan. The meeting dates were as follows: - 20th June 2016: Llangorse Primary and Archdeacon Griffiths Primary, Llyswen - 21st June 2016: Clyro Primary - 23rd June 2016: New Primary at Talgarth (held at Talgarth Primary) - 27th June 2016: Hay-on-Wye Primary• In addition to these programmed meetings, PCC have held further internal discussions with the individual stakeholders over design details associated with the particular schools, as necessary• Consultation with Planning Authorities: PCC and the Willmott Dixon design team have held pre-application meetings with the relevant Planning Authorities on the following dates: - Brecon Beacons National Parks (relating to Hay-on-Wye, Talgarth and Llangorse): meetings held on 7th June and 19th July 2016 - Powys County Council (relating to Clyro and Llyswen): meeting held on 30th June 2016Feedback from these meetings has been assessed and the design proposals adjusted accordingly.

Public Consultation meeting June 2016

TRANSPORTATION, MOVEMENT AND SITE SECURITY

The design development plans show that there were a number of iterations exploring the relative merits of various vehicular and car parking arrangements into the site, from the fixed access point off the B4350.

The proposed layout provides the following benefits:

• The access is retained in its current position, as required by PCC Highways Dept.• The requirement to provide 64 parking spaces (including 3 DDA accessible spaces) and deliveries via a safe one-way system has been achieved, with much improved queuing facilities, avoiding overspill onto the adjoining highway.• Safe pedestrian access is provided from the highway right to the school, via dedicated footpaths and safe cross-over points.

Site security: the proposals have been designed to allow a site security strategy that does not produce an overly intimidating image from the approach to the school but does provide the appropriate level of safeguarding to the children play/outdoor learning areas. The building frontage provides part of the security line to the secure areas of the site. Fencing with secure gates link the building to the new perimeter fence around the secure play area.

Because of the particular configuration of this site, the grass pitch is required to be at the front of the school, and is secured within the school grounds zone by security fencing.

However, the car park/drop off and plaza frontage to the south of the school are accessible to the public without passing through a fenced or gated security line, encouraging community access and allowing the school to be appreciated as a community asset.

A CCTV installation will be provided to monitor and record activities around the school site (see below).

SPORT PROVISIONS

Because of the relatively restricted size of some of the sites being developed under the Gwernyfed School programme, a target schedule of multi-use and grass pitch sizes was agreed with PCC at the outset of the design process.

The sports provision targeted for each school site was as follows:

• Grass sports pitch: to be sized as a Sports England Under 9/Under 10 Mini-Football pitch ie 54m x 37m pitch plus 3m run-off all round, producing an overall pitch size of 61 x 43m. This allows for the pitch area to be broken down into a number of smaller pitches for flexibility and concurrent use by a number of groups/classes as necessary.• Multi Use Games Area: to be sized as Sports England Type 1/2/3 MUGA 37m x 18.5m, with an asphalt finish and a 3m fenced perimeter. This size allows for a full sized tennis court, 4no. mini tennis courts or a netball court to be accommodated by multi-coloured overlaid markings.

This targeted sports provision has been accommodated on the Llyswen site as shown on the proposed site plan. The MUGA and three sides of the grass pitch will be fenced as shown.

None of the sports provisions will be floodlit.

DEMOLITIONS & TREE REMOVALS

This project involves the replacement of the existing primary school on an extended site and therefore the existing school will be demolished once the pupils have transferred into the new school building. The site plan has been designed to allow this to happen in a phased manner with appropriate health and safety measures in place during the transition period. The extent of the buildings to be demolished is shown on the site plan.

Tree removal has been minimised and will only occur in two locations on the site (as shown on the site plan):

• Two small trees are removed on the eastern boundary to allow the improved access to be formed.• A small group of trees has been removed on the western boundary of the existing school site, but have been replaced with new trees planted in the new school plaza in front of the building entrance.

STRATEGIC LANDSCAPE PLAN The strategic landscape plan for the site has been developed to retain and enhance existing features wherever possible. PCC has confirmed that, over and above the strategic landscape strategy, the design and installation of the detailed soft landscaping should form part of the ongoing educational programme following occupation of the school and the proposals will therefore evolve over time.

The strategic landscaping strategy has been developed as follows:

• The existing habitat zone and mature tree line has been retained to the existing school northern boundary. The existing northern hedgerow to the adjacent field has also been retained, adjacent to the proposed school soft play area.• The number of existing trees that are to be removed has been minimised.• Part of the existing hedgerow to the western boundary of the existing school grounds has to be removed and translocated/replaced in the adjacent field as shown on the proposed site plan. This is required because of its proximity to the new school and the need for clear wayfinding and supervision of the new grounds from the school.• A new grass pitch is provided as well as a new MUGA.• A paved arrival plaza with specimen trees is provided at the entrance to the school.• Hard play has been provided around the teaching wing and extensive areas of soft play both around the school building and adjacent to the grass pitch.• A zone for pupil gardening is also allocated on the site plan, providing an ongoing teaching and learning resource.

The hard landscaping to the public frontage will consist of asphalt road surfaces and block paviors to the pedestrian footpaths and arrival plaza. Within the secure play area, the hard play/social areas are to be a combination of asphalt and soft-crumb features all located immediately around the teaching wing and fully accessible directly from the classroom bases.

EXTERNAL LIGHTING AND CCTV PHILOSOPHY

External Lighting

General: The external lighting within the school’s boundary will be designed and installed to provide adequate illumination of vehicular routes, pedestrian walkways permanent car parking areas and fire escape routes with minimal light spillage onto boundary hedges, stream areas and adjacent neighbours.

The external lighting system shall be designed in accordance with CIBSE Lighting Guide 6, relevant British Standards and shall be designed in compliance with Table 1 of the ILE Guidance Notes for the Reduction of Obstructive Light.

Luminaires will be selected to give 0% upward light distribution and will have optical controllers to minimise any horizontal light emission at an angle greater than 70°. The controllers will be selected to give forward and sideways distribution to reduce over-spill light at the site boundary onto hedgerow, wet-ground areas and areas designated for wildlife to minimise the influence of artificial light on the movements of bats and other wildlife.

Lamp sources will be energy efficient high output LED sources to minimise power consumption and to reduce ultra violet emission which attracts insects which in turn disturbs the normal feeding movements of bats.

Glare to neighbours of the site will be considered and luminaire mounting heights will be kept as low as possible to avoid direct vision into the lamp source of the fitting from distant locations.

Pole mounted fittings facing into the site with minimal backwards light distribution will be installed to ecologically sensitive boundaries.

Controls Philosophy

External building mounted and car park lighting shall be controlled via photocell ON/timeclock OFF automatic control. The system(s) shall also be provided with a manual ON/OFF/AUTO override control facility adjacent to the corresponding distribution board.

CCTV

CCTV will be provided to external areas to monitor carpark areas and building elevations including all entrances/exits.

Carpark CCTV cameras shall be fixed, or PTZ, IP65 Vandal Resistant Dome type mounted on dedicated columns. If PTZ cameras are used, panning will be controlled to avoid surveillance of adjoining property.

All cameras shall be IP type.Recording equipment shall be located internally within the buildings Comms Room, with playback facility at the main reception.

SCHEME DESIGN DESCRIPTION

The briefing requirements for this new school are as follows:

• 150 pupil places• Plus 40 Early Years places (15 2-3 year olds, 25 3-4 year olds)• Car parking and drop-off provision of 1 space per 3 pupils ie 64 spaces (of which 5% are to be disabled parking spaces)• External playing field provision of 1no. U9/U10 mini-football pitch• 1no. Multi-use games area (MUGA) of 18.5 x 37m• Hard and soft social play space.

The building configuration is in line with the design objectives associated with the “model” school described in Section 8 ie

• a teaching wing consisting of classrooms grouped around a shared multi-functional “Street” space.• a Hall/Kitchen wing separated from the teaching wing.• the two volumes are then linked by the reception/entrance space, allowing independent use of the community/hall facilities LAYOUT AND MOVEMENT

The building is positioned and orientated on the site to ensure that the entrance is clearly visible from the pedestrian and vehicular arrival point, ensuring clear wayfinding and orientation for pupils, teachers and visitors.

The building is orientated to take advantage of the views to the south and west as well as being able to manage solar gain and glare by avoiding an east/west orientation of the classrooms.

The building frontage forms part of the secure line to the school, separating the safeguarded secure play/external teaching area from the public arrival/drop-off zone to the south of the school. Gates in the fences linking the building to the perimeter secure fencing will be managed at pupil arrival and departure times to allow parents to securely deliver their children directly to the classroom base as required. These gates will then be locked for the rest of the day.

The car park area is arranged as a one-way circulation system to minimise reversing vehicles. The circulation route allows drop off and accessible parking conveniently close to the entrance and all parking bays have adjacent pedestrian circulation paths with safe road crossing points.

The Multi-Use Games Area (MUGA) has been positioned to allow it to be used for play at breaktimes, located such that one teacher can supervise play both on the hard surfaces court as well as the adjacent soft play areas.

APPEARANCE

The building is single storey in nature, both to reflect the rural nature of the location and to provide maximum direct access to the external environment for all classrooms. The massing of the building has been arranged to reflect the three different areas of the building, being the teaching wing/Street, the Hall volume and the kitchen. This definition provides legibility to the building and allows each form to be treated appropriately.The teaching wing, consisting of lower ceiling height spaces, is contained within a shallow pitch simple form with roof lantern features over the central Street, providing high levels of natural light. The Street is also fully glazed at each end, allowing the pupils clear visibility of the external environment and landscape. This wing is clad in fibre-cement weatherboarding to the gable ends (reflecting the rural nature of the location), with simple render and feature panels to the classroom perimeter, with extensive glazing.

The taller volume of the Hall is expressed as a simple brick element, with the lower volume kitchen abutting the Hall, lowering the scale of the building from the approach elevation. The kitchen is clad in fibre-cement weatherboarding.

The two volumes are linked by a canopy, further reinforcing and defining the entrance into the school.Glazed canopies are provided immediately outside the Foundation Phase classrooms as shown.

ACCESS

The fact that the school is single storey ensures that all areas are accessible from a DDA perspective, in line with the 21st Century Schools programme requirements. There is therefore no requirement for any internal stairs or lifts. Externally, all areas will be linked by DDA-compliant steps and ramps as necessary.

COMMUNITY SAFETY

The safety of pupils, staff and visitors to the site is a fundamental consideration for PCC in the design, layout and operation of its educational facilities. The strategy for ensuring safe and controlled access to the school and its site has been outlined above. The building, being a relatively simple and rectangular form with few indents or recesses ensures that the building form will not provide opportunities for un-authorised gathering or loitering. Appropriate external lighting and a CCTV system will also be installed at the site to ensure that all areas are covered by surveillance provision – see Section 14 above.

The following pages show the building proposal in more detail and describe the materials and finishes proposed.

ENVIRONMENTAL SUSTAINABILITYThe new school with achieve BREEAM “Excellent” and is also required to achieve the highest Energy Performance Certificate rating of Band A. The design strategy developed to achieve these targets include:

• Maximising the passive environmental controls provided by the building form and orientation, in the form of increased envelope insulation levels, simple envelope forms and orientation that minimises unwanted solar gain.

• Maximising natural ventilation to all parts of the building, reducing reliance on mechanical ventilation and energy usage.

• Maximising natural daylight to the classrooms, Street and Hall, with any artificial light controlled by sensors to reduce energy usage.

• Providing photovoltaic panels in a cost effective way to generate electricity and reduce the carbon footprint.

These features and others used to deliver a sustainable solution are illustrated in the adjacent image.

• Photovoltaic panels to generate electricity.

• Natural ventilation maintains indoor air quality and prevents summer overheating.

• The facility is extensively naturally ventilated and day lit reducing need to artificially ventilate and light.

• Natural light is complimented by automatically dimmable electric lights controlled by daylight sensors.

• Water consumption is reduced through the use of water efficient sanitary fittings.

• Low impact environmental building materials are used where possible. Extensive use of “A” rated materials specified in accordance with the Green Guide to Specification lowers the buildings environmental impact.

• Building to be constructed with materials with a high recycled content contributing to a high “WRAP” score of at least a minimum of 15%.

• Due regard given to Life Cycle Costs ensuring building materials are robust and appropriate to client needs.

• Landscape retention and interventions are made to improve the bio diversity of the site ecology.

CONCLUSIONThe C21st Schools programme allows the LEA to address the existing physical conditions of existing facilities through their replacement by a new school including external learning and recreation spaces. The school is designed to meet modern and future predicted requirements for communication, teaching, and social interaction. The overall outcome of the project will be a significant improvement to the local education facility in terms of appearance, function, environmental impact / energy usage, vehicular movement, pupil safety and enjoyment. The project has been designed to allow future expansion if required with minimum disruption.
