Project Details
Basis of Estimate
This estimate is based upon measured quantities to which we have applied rates and conditions we currently believe applicable as at May 2017. We have assumed that the project will be competitively tendered under standard industry conditions and one form of contract (ie: Civilworks & Minor Building Works not split into two separate contracts).
The project will be competitively tendered via small to medium local builders under standard industry conditions and "Lump Sum" form of contract to achieve the best available prices.
This is an Order of Cost Estimate based on the documentation listed below and does not at this stage provide a direct comparison with tenders received for the works at any future date. To enable monitoring of costs this estimate should be updated regularly during the design and documentation phases of the project.
The scope of work is reflective of the documentation/drawings received in May 2017.
Our estimate reflects the notes taken during our briefing and review meetings.
This estimate is based on the following program as assumed / advised by Shannon Architects.

·Construction Period: TBA
Scope of Works / Assumptions
In preparing this estimate we, in conjunction with the project team, have assumed the following scope of works;
·Group Shelter Facilities similar to those used at Para Wirra
·Single Shelter Facilities similar to those used at Kangaroos Island
·Amenities Facilities similar to those used at Kangaroos Island
Limitation of Estimate
This estimate should be viewed as a Concept Cost Plan for use in strategic master planning review and options analysis. It should not be used for decision making analysis to commit to a project (including acquisition, finance approval, equity approval or the like). We recommend that a more detailed elemental cost plan be prepared before such commitment is to be considered.
The majority of the cost allowances used within this estimate have generally been agreed in-consultation with Shannon Architects and as such, potentially do not yet reflect the final design that will be developed in the future.

Please note these provisional sum allowances are not based on any defined scope and are subject to adjustment to reflect a scope defined at a later date.
Professional Fees
Professional Fees including architect, engineers, etc have been specifically excluded
Contingencies & Escalation
The estimate includes the following contingency allowances:
·Design Development Contingency which allows for issues that will arise during the design and documentation period as the design team develops the design through to 100% documentation
·Construction Contingency which allows for issues that will arise during the construction period including for latent conditions, design errors and omissions, design changes, client changes, extension of time costs and provisional sum adjustments.
·Principals Contingency which allows for issues that will arise during the construction period including for client changes , extension of time costs and provisional sum adjustments
·Escalation which allows for rise and fall in costs from the stated base date of the estimate to the stated future delivery program as stated in the report.
·Locality Loading which allows for the differential in pricing between the base of Adelaide and the actual project locality of Kangaroo Island and allows for the additional labour, material, transport and associated costs of contraction in this location.
