FOREWORD Aberdeen, already a global energy powerhouse, has become a leading international force in the sustainable energy revolution. This exciting new growth industry is creating significant economic and community benefits which will underpin our city’s long-term future prosperity for generations to come.

A Scottish Renewables survey has revealed that this region is Scotland’s largest employer in offshore wind by some margin and the country’s third largest in wave and tidal.

These are considerable achievements and a huge testament to our unique subsea skill set, which is in demand all over the world and is being applied to deliver UK ambitions in renewables. Aberdeen’s energy skills are broad ranging however and eminently suited to the development of most renewables projects whether onshore or offshore.

Aberdeen City Council is committed to supporting the growth of renewable energy sectors and the associated infrastructure required. This will ultimately make a vital contribution to reducing our carbon footprint and improving future energy security.

We now have new opportunities to attract inward investment and adopt new power sources, increasing the local supply of clean green energy as well as helping to supply power to those who are not grid connected. Renewables may also present an opportunity to create new revenue to support the delivery of frontline services.

Aberdeen City Council has a bold ambition to continue building on the region’s world-class energy credentials by helping to create an industrial-scale renewables hub. This vision is also fundamental to ensuring the diversification of our energy-based economy, supporting job creation and retaining critical energy skills.

AREG is a strategic catalyst that is actively working to help the Council and the region – as well as Scotland and the UK - realise these renewable energy goals.

This year, AREG officially marks its 10th anniversary, which is a major milestone for an organisation that was set up at a time when renewables were barely featured in the UK energy agenda.

AREG is now one of the longest established renewable energy development organisations in the UK and is widely recognised as an influential player and key enabler in the Scottish, UK and wider European marketplace. Membership has grown to more than 170 businesses, with AREG actively assisting these members to capitalise on new market opportunities.

Aberdeen has become a leading focal point for renewable energy with global acknowledgement of its energy know-how and supply chain skills - particularly in the fields of offshore/ marine renewables, hydrogen and biomass.

In order to build on the last ten years of outstanding achievements, enhance its membership services and further accelerate the development of the region’s renewable energy supply chain, AREG has recently announced some changes to its operational structure.

The restructure will see AREG working more closely in partnership with Aberdeen City Council to identify and help facilitate the delivery of projects that could provide additional renewable energy infrastructure and bring significant economic benefits to the region.

Among these new initiatives, AREG is opening up membership to organisations outwith Aberdeen City and Shire to expand networks, foster partnerships and enable broader avenues for members to access domestic and international business opportunities.

As a result, Orkney Islands Council (OIC) has already joined the organisation. Through its membership, OIC will gain access to a wide network of supply chain expertise, innovation and global connections whilst AREG and its members will benefit by gaining access to valuable new contacts and opportunities in a region which is building considerable momentum in renewables.

Moving forward, AREG will retain its shareholding in one of its flagship projects, the European Offshore Wind Deployment Centre (EOWDC) and in recognition of the importance of this project its involvement will be managed by the Council’s economic development service.

The EOWDC represents a huge opportunity to help the region develop its energy-based economy and accelerate the growth of the Scottish and UK offshore wind industry, which has phenomenal potential, with an estimated value of £100billion. Lessons learned and skills developed through the EOWDC will be exportable, thus enabling our companies to win new business around the world.

We are proud of what AREG has and is continuing to achieve and we look forward to building on the strategic value of the local energy supply chain and assisting our members to win more business. We want to help build a clean, green sustainable energy industry to support jobs and prosperity for future generations and leave a positive lasting legacy.

Aberdeen City CouncilAberdeen City Council aims to play an active role in supporting local renewable activities and developments. The city is renowned as a global energy hub, not least due to its long association with international oil and gas operations, but also due to its active involvement in renewable energy.

The Council established Aberdeen Renewable Energy Group (AREG) and supports its innovative work. In future the Council intends to work even more closely with AREG to increase supply chain activities to assist Aberdeen companies in accessing renewables markets and to generate new local renewables projects. In order to facilitate and promote the development of Aberdeen’s renewable energy capability, the Council draws upon a number of functions which showcase the innovative research, technological skill, know-how and commitment embedded in the city’s businesses and academic institutions. An example is the Aberdeen Hydrogen Project which the Council is leading with a number of high profile partners, including AREG. The Council promotes these capabilities domestically and internationally through a range of strategic partnerships and projects as well as its international trade and investment activities. The latter includes hosting inward delegations, providing seminars and supporting trade missions. Through these strategic partnerships and relationships, the Council aims to support Aberdeen’s energy industry in identifying and exploiting business opportunities at home and globally.

Aberdeen’s businesses are already actively involved in the full spectrum of renewables including offshore and onshore wind, wave, tidal and biomass technologies. Our energy industry excels in leading energy consortia and joint ventures – a collaborative approach that is increasingly important in the development of renewable energy.

Aberdeen Heat and Power Company LtdAberdeen Heat and Power Co Ltd is an independent, not-for-profit company established to develop and manage combined heat and power (CHP) schemes.

CHP is the simultaneous generation of electric power and useable heat in a single process. A CHP system generates electricity locally and captures the heat produced to provide space heating and hot water to nearby buildings. This achieves an efficiency of around 85% for the combined production of electricity and heat at the point of use.

Because the high efficiency of CHP systems result in low carbon emissions, the modern small-scale CHP plants developed by Aberdeen Heat and Power are accredited as producers of “green” electricity. The company trades in the electricity it generates locally.

Projects completed:

• Stockethill project supplying heat to 288 flats in 4 high rise blocks of flats. This scheme is now being expanded to include larger generation capacity and connection to a further 4 blocks comprising 380 flats.

• Hazlehead project supplying heat to 4 high rise blocks of flats, a sheltered housing scheme, Hazelhead Pavilion, Hazlehead Academy and swimming pool.

• Seaton project supplying heat to 1200 flats within 14 high rise blocks, the Beach Leisure Centre, Beach Ballroom and Linx Ice Rink. The District Heat Network has now been expanded to supply another 4 public buildings including the Town House.

• Heat to supply Aberdeen Sports Village and new Aquatics Centre.

• A new energy centre is under construction at Tillydrone to initially supply heat to 7 multi-story blocks comprising 470 flats. This centre is built with capacity to expand to the wider Tillydrone area in future.

Aberdeen International Airport LtdAberdeen Airport served 3.5 million passengers in 2013 – the busiest year in the airports history.

Total passenger’s numbers have grown by 24% since 2011 and a number of new routes have been launched including Corfu and Riga.

Helicopter passenger numbers continue to remain steady and the airport is a vital partner to the North Sea energy industry - topping the list of the world’s busiest commercial heliports.

The airport opened back in 1934 and since then has grown to an international gateway with four runways (one main runway and three helicopter runways), 5 terminals that support jobs for around 3,000 people.

A £15 million redevelopment was announced back in late 2013, which will see the entire customer experience transformed over a 3 year period. Improvements are being made to the baggage reclaim facilities, airside retail offering, executive lounges and the security search area. The redevelopment is in line projected passenger growth over the coming decade, ensuring that high standards of customer service can continue to be met.

Aberdeenshire CouncilAberdeenshire Council’s Environmental Policy was adopted in September 2013. This new corporate policy aligns with the Climate Change Act 2009 Public Bodies Duties and articulates local commitments across the sustainable development agenda. The Council recently approved a CO2 reduction target of 44% by 2020.

The Council’s approach to energy continues to be founded on the principles of minimising demand through efficient design, distributed generation of heat and electricity, local matching of demand and supply and a mix of appropriate scales and technologies. This approach will be assisted by the Scottish Heat Map, from April 2014. Work is underway to create a North East Scotland Sustainable Energy Action Plan bringing together partners to co-ordinate the delivery of a Vision for the North East predicated on energy security, reduced environmental impacts and energy affordability.

With around one quarter of Scotland’s arable land, a large wind resource and areas with high levels of tree cover, Aberdeenshire has significant potential to produce heat, electricity and, indirectly, hydrogen, from renewable resources.

The Council recognises the environmental and economic benefits of reduced dependence on hydrocarbon fuels. It is working with a range of partners to encourage local ownership of renewable energy schemes to the benefit of the local economy. The level of locally owned wind turbines in Aberdeenshire is the highest in the UK.

The Council continues to support the development of the wood fuel industry utilising Aberdeenshire’s natural resources to meet growing demand for renewable sources of heat for commercial, agricultural and domestic uses.

Current2Current LtdCurrent2Current is an energy developer applying a novel use of innovative technology to harness power from natural tidal flows.

Established in 2007, Current2Current (C2C) has designed its tidal power converter to be very compact enabling operation, maintenance and installation costs to be minimised.

A simple construction, the omni-directional converter works on the principle of accelerating the tidal flow, not unlike a jet engine. The flow is then passed through a shrouded turbine; a process designed to capture extra energy from outside the capture envelope of the device thereby increasing generating efficiency.

The 6m diameter converter has a predicted output of 100 kW with the 12m diameter unit reaching 400 kW output. An array of tidal power converters is expected to produce between 1-2 MW of clean energy per acre, enough to power around 2000 homes.

The Current2Current tidal power converter also provides a number of distinct advantages over alternative tidal power solutions, all resulting in optimum production of electricity together with a significant reduction in costs:

• It produces electricity from an extended range of costal sites.

• It produces electricity from currents flowing at a slower velocity than the accepted minimum.

• It has less idle time during slack tides.

Peterhead Port AuthorityThe Scottish Government recognised Peterhead as one of the best sites in Scotland for renewable energy development in its National Renewables Infrastructure Plan. Peterhead Port is strategically located on the east coast of Scotland close to several potential sites identified for offshore wind projects.

Smith Quay offers deepwater quayside, heavy lift capacity and 16,000m2 of working area and is used by the subsea and renewables sectors. The quay is ideally suited to support activities associated with the installation, operation and maintenance of offshore wind turbines. A new harbour development is planned for 2016 which will provide an additional 185 metre long deepwater berth and 35,000 square metres land for commercial use. Quayside land is supported by the recent investment by Scottish Enterprise in the nearby Energetica Business Park which offers a further 60 acres for industrial and office accommodation targeted at energy related business.

Peterhead is well connected to the supply chain associated with the offshore oil and gas industry. The depth of engineering and marine expertise in this sector will support offshore renewables and provide innovation for future development. Peterhead Energy Hub is a consortium of local businesses that are working together to develop and promote Peterhead as a centre of excellence for energy business.

Police ScotlandSince 1976, Grampian Police successfully operated a dedicated unit, which has been more recently known as the Energy and Protective Security Unit (EPSU), providing support and advice to the oil and gas industry. EPSU fulfilled a variety of roles including close liaison with all oil and gas operators, contractors, drilling and service companies in relation to offshore emergency response. The unit had a strong focus on providing assistance regarding contingency procedures and takes part in company emergency response exercises. The EPSU also provided support and advice to operational police officers and acted as a conduit for information between the police and the energy sector.

On 1 April 2013, Grampian Police, along with the other seven existing Scottish Police Forces became part of the Police Service of Scotland, known as Police Scotland. Police Scotland continues to provide the same level of support through the Energy Liaison Unit based in Aberdeen.

Police Scotland currently provides the chair and secretariat for the Emergency Preparedness Offshore Liaison (EPOL) Group. This is an industry driven initiative fully supported by the force, encouraging oil and gas companies to share good practice and other information in relation to offshore safety and to address emergency planning and response issues. The group was established in 1995 with the aim of providing a forum to allow organisations to come together in order to learn lessons from both real incidents and exercise scenarios and to improve existing emergency response procedures.

Robert Gordon UniversityRobert Gordon University in Aberdeen has long been recognised as a world leader in marine renewable energy research. The Centre for Research in Energy and the Environment (CRE+E) has received substantial research funding for tidal energy projects and was a key player in the Sound of Islay tidal array project now run by Scottish Power Renewables. The expanding research team is currently involved in energy resource assessment, novel turbine design, structurally significant turbulence, sediment distribution and the development of a subsea support structure for areas of extreme tidal currents.

Beyond marine we have just completed a study of sustainable energy resource modelling for a 2000 home development in Aberdeenshire using bespoke software created at RGU and have strong capability in numerical analysis using Fluent, Matlab, etc.

CUSP, the Centre for Understanding Sustainable Practice, is a focal point for University activities relating to the renewable agenda. CUSP has received £0.5million funding to investigate the behaviour change implications of sustainable development including the social and business demands of using new technologies and intelligent buildings.

The university now includes renewable energy within the study of options for its engineering undergraduates, and the innovative ‘energy portfolio’ of MSc. courses combines environmental engineering with energy exploration. The MSc portfolio has been further enhanced in 2013 with the introduction of new courses in offshore renewables and energy and sustainability. This latter course is truly multidisciplinary, combining modules from the Faculty of Health and Social Care and Aberdeen Business School as well as Faculty of Design and Technology.

RPS EnergyThe RPS offshore renewables team offers quality advice for offshore wind, wave and tidal energy development offering a fully project managed multi-disciplinary package. Since 2001, RPS has been involved in over 100 offshore wind, wave and tidal assignments. We have provided a broad range of services to offshore projects (proposed, in planning and consented) with a combined generation capacity of over 8,000 MW, or over 90% of marine renewable projects in UK waters.

Modern gas plants emit half the CO2 of new coal plants. Natural gas can provide the cheapest and fastest way to reduce CO2 emissions over the next ten years.

Shell’s capability and research and development programmes in carbon capture and storage (CCS) can take this further, working with others to overcome challenges. Shell is working with Scottish and Southern Energy to develop a gas CCS project for CO2 storage in the depleted offshore Goldeneye field.

Meeting growing demand for cleaner, lower CO2 transport fuels will include a range of approaches, such as vehicles powered by biofuels or hydrogen fuel cells. We are the world’s largest distributor of biofuels and we are working to make them more sustainable. Most hydrogen is made from non-renewable sources like gas and coal, but in the future more could come from renewable energy or electrolysis. We are involved in research and demonstration projects and have already opened a cluster of commercial hydrogen filling stations.

VattenfallVattenfall is a leading European energy company that develops and operates wind power in the UK and also has energy operations in the Nordic countries, Germany and the Netherlands. It is one of Europe’s largest generators of electricity, the largest producer of heat and employs nearly 32,000 people.

At present, Vattenfall owns and operates six wind farms in the UK with a total operating capacity of 612MW. Three offshore wind farms: Kentish Flats, off the north Kent coast; Thanet, off the north east Kent coast and Ormonde; off the north west coast near Barrow. Vattenfall also operates three onshore wind farms: Edinbane on the Isle of Skye; Swinford in Leicestershire and Parc Cynog in South Wales.

The 18-turbine Clashindarroch Wind Farm near Huntly and the 76 turbine Pen y Cymoedd Wind Energy Project in Wales are currently under construction and the Aultmore onshore scheme near Keith in Moray has also recently been consented. Vattenfall is also part of a consortium developing the European Offshore Wind Deployment Centre (EOWDC) near Aberdeen. The consortium involves Vattenfall, Technip and Aberdeen Renewable Energy Group. The north east of Scotland is an important area for the company.

The Round 3 East Anglia Offshore Wind Farm is being developed in partnership with ScottishPower Renewables, a project which could deliver up to 7,200 MW installed capacity and provide clean electricity for the equivalent annual demand of around 4 million UK homes. In addition, the company is also preparing to build an extension to its Kentish Flats Offshore Wind Farm, off Herne Bay and Whitstable.

Vattenfall has teamed up with Edinburgh based Pelamis Wave Power to explore wave power development opportunities off the west coast of the Shetland Islands. The joint venture, called Aegir, hopes initially to develop a project of 10 MW.

Vattenfall is also part of a consortium to deploy an interconnector between Peterhead and Norway.
