Lourdes Coss, MPA, CPPO - Maria de Lourdes Coss is an author, coach, trainer, speaker, and an accomplished procurement professional with over 27 years of procurement experience. She held executive leadership positions in major public organizations. As a visionary and change agent, she successfully led transformations resulting in substantial cost savings, operational efficiencies, legislative changes, automation, and enhanced staff performance. Lourdes authored several public policies and legislative changes, many of which were institutionalized; and is the author of Procurement Methods: Effective Techniques.

Lourdes also held positions in various Boards regarding energy, green procurement, minority and women business participation, and NIGP. She graduated magna cum laude from the University of Puerto Rico and received her MPA from Florida State

University. She is also a Certified Public Procurement Officer and a John C. Maxwell Team certified Coach, Teacher, Speaker, and Trainer.

Scott Patterson, COO – Electronic Auction Services, Inc. (EASi)

As Chief Operating Officer at Electronic Auction Services, Inc. (EASi), Mr. Patterson and his team provide support in the preparation, consultation and execution of reverse auction services. As an accomplished project manager for large scale and process improvement projects, Mr. Patterson’s team is responsible for collaborating with the Bid/Relationship Manager and buying agency’s bid stakeholders on the technical and analysis aspects of each reverse auction. Mr. Patterson has personally managed hundreds of successful reverse auctions for EASi. Scott holds a Bachelors of Science degree from Kent State with minors in Economics, Mathematics, Chemistry, Physics, and Sociology and CrossFit’s regularly.

Edith Baltierrez, Mike Cassidy, and Eric Bailey – City of Surprise

Edith Baltierrez is an Executive Management Analyst in the City Manager’s Office with the City of Surprise. Edith has the privilege of providing direct support to the Mayor, City Council, Boards and Commissions, City Manager’s Office and all city departments on an array of special projects and initiatives focused on the evolvement of our vibrant and growing community. She has also established a Women Leading Government Program with a mission to develop a culture of inclusivity where diverse groups of people are empowered to define and achieve professional and personal success, and that fosters the advancement of women at work. Edith comes to Surprise from the City of Phoenix where she spent time in the City Manager’s Office, Budget and Research Department and the Public Works Department over a span of six years, including serving several management roles during her time with the Public Works Department. She was also instrumental in developing and implementing the Public Works

Department Women’s Leadership Program that provided a network of support, career development tools and leadership opportunities for its participants. She holds a Master of Public Administration, concentration in Urban Management, and a Bachelor of Science, Global Business from Arizona State University. She is the proud mother of a 10 year old daughter, 11 year old son and a 19 year old daughter who is a sophomore at the University of Arizona.

Mike Cassidy is a Positive Youth Development professional who specializes in designing and delivering teen programming focused on community engagement, leadership, and academic and technical skill-building. He has a wide range of experience working in a variety of settings with a diverse range of youth populations. He was formerly the Executive Director of Dysart Community Center in El Mirage, AZ and now serves as the Youth Services Administrator for the City of Surprise. Mike graduated from Arizona State University with a BA in History and an MA in Social Justice and Human Rights with focus on race and immigration. He has been engaged in local community organizing work for many years and has been invited to facilitate workshops and deliver lectures on various justice issues at Arizona State University, Northern Arizona University, and elsewhere. He currently resides in Phoenix with his partner and two children.

President of Bailey Strategic Innovation Group, Eric Bailey, MLOD, has a diverse set of experiences that includes helping Larry Fitzgerald pet a rhinoceros, teaching young children to ski, jumping out of an airplane with his wife, chatting with LL Cool J on the campus of Harvard University, and more.

As the President of Bailey Strategic Innovation Group, Eric helps leaders and teams unlock their potential by identifying perceived barriers or obstacles, and see them from different perspectives. Eric knows that leadership can come from anywhere and as such, works with leaders at all levels, from the front-line to the C-suite, and enjoys the moment when a

manager empowers an employee to make a bold change for the first time.

Through keynote presentations, group facilitation, strategic planning, team dynamics, individual coaching, and writing, Eric has a unique ability to communicate seemingly complex concepts in easy-to-comprehend ways. Eric works with clients across North America in various fields including: local governments, city councils, healthcare/pharma, information technology, finance, retail, biotechnology, and non-profit/conservation.

Eric has a Master’s Degree in Leadership and Organizational Development from Saint Louis University and a lifetime learner of human and organizational behavior. Eric has a Bachelor’s degree from Arizona State University Polytechnic. His area of focus was Graphic Information Technology, a blend of art and engineering. Eric has a passion for digital design and has done work in video production, web development, and motion graphics. When not working or studying, Eric enjoys road cycling with his wife and three children. Eric is currently based in Phoenix, AZ.

Session Topic: Six Ways to Engineer Employee Engagement

According to the latest Gallup report on government workers' engagement, a median of only 29 percent of them are engaged at work. Disengaged employees stay for what they get from the organization. Engaged workers stay for what they can give. While high employee engagement doesn’t guarantee high organizational performance, there is a strong linkage: an engaged workforce increases innovation, productivity and overall effectiveness. Marcheta E. Gillespie, CPPO, CPPB, C.P.M., CPM, is the Director for the City of Tucson's Department of Procurement. With over 25 years of experience in public procurement, Marcheta is a passionate advocate for her profession. Her areas of expertise include organizational leadership, strategic planning, public sector contracting, project management, program development, marketing, cooperative procurement, training and public speaking.

Marcheta currently serves as the Chair of the UPPCC Governing Board. She was the 2013-2014 President of NIGP - The Institute for Public Procurement, and served on the Board of Directors for 10 years. She was the first Chair of the NIGP Talent Council and Chair of the NIGP 2.0 Task Force, an historic project of governance model transformation. She has also chaired the NIGP Task Force for the Values & Guiding Principles Initiative, the NIGP Forum Committee and the NIGP

Governance Committee. She has been an active leader and member of the NIGP Southern Arizona Copper Chapter since 1991.

Marcheta has spoken and trained at hundreds of international, national, regional and local conferences and events. She is an NIGP Master Certified Instructor and has developed numerous training programs as well as written for national procurement publications. Jean A. Clark possesses over 30 years of public procurement experience at the state and local level, and is retired from the State of Arizona after serving almost 10 years as the State Procurement Administrator. Over her career, Jean has received the prestigious National NIGP Buyer of the Year Award and is a twice earned recipient of the National NIGP Manager of the Year. Jean, while representing the State of Arizona, was the recipient of the NIGP 2011 Innovations in Public Procurement Award for ProcureAZ, the State’s eProcurement System.

In 2011 she was awarded NIGP’s Albert H. Hall Memorial Award, the highest form of recognition offered by the Institute. The purpose of this award is to recognize a former or present member who has made outstanding contributions to NIGP over an extended period of time. Jean’s most recent public organization recognition was being named the 2012 Leader of Year for Government Public Policy.

Paula Sliefert, Senior Marketing Manager, The Toro Company

Paula Sliefert joined The Toro Company in 2007 and currently serves as senior marketing manager in the company’s Commercial Business. In her role, she has responsibility for supporting a number of Toro’s key industry relationships – in addition to helping develop and implement strategies targeted at growing the Sports Fields & Grounds market segments, which represents professional and collegiate sports, educational institutions, and government including federal, state and local entities. Additionally, Paula serves as Authorized Negotiator to GSA for The Toro Company (all Toro businesses).

Paula is a graduate of Simpson College with a bachelor’s degree in German and International Business and holds a master’s degree in German from Bowling Green State University. As Director of Outreach and Education for Mohave Educational Services Cooperative, Deborah Sandoval is responsible for the development and management of our organizations outreach and education programs for members, vendors and potential vendors. Our department manages the Mohave website, creates brochures, produces needed informational material and meets face-to face with our members and vendors to ensure we are filling their needs. Joining the Mohave family has been amazing and extremely gratifying.

In addition to my duties at Mohave, I am also acting President of CJE (Center for Job Order Contracting Excellence) and Vendor Representative on the AASBO (Arizona Association of School Board Officials) Board. Both these positions allow me, not only opportunity for personal growth, but to assist others within the industries.

I was born and raised in a small suburb of Cleveland, Ohio. After graduation, I began moving south and west ending up in Phoenix in 1993. Most of my career has been spent in the foodservice arena either in sales or contract compliance.

Her experience includes, Private industry, School Districts, Higher education (ASU), City of Peoria, Arizona, Health Care System (Maricopa Integrated Health System), and now she supports the Tempe Union High School District as the Director of Purchasing and Warehouse. Her expertise is in complex Governmental Procurement including all aspect of Construction, purchased services and commodities.

Currently Ms. Ferrin is an Assistant NIGP Consultant and enjoys working with others to grow the knowledge base of Governmental Procurement. She has served the local Arizona Capitol Chapter of NIGP as Secretary, Treasurer, Vice President, and Past President and the National Institute as Marketing/Communications Vice Chair, Research committee as a member and currently is our Area 9 Ambassador.

Learn some fun facts to make your next staff meeting more interesting. Don’t be the one to hinder Spiderman’s ability to fly.
