I am delighted to know that Armed Police Force, Nepal is celebrating its 17th APF Day
and publishing commemorative edition of Special Publication on this auspicious
occasion. I, on behalf of the Government of Nepal, extend my heartiest felicitations on
this occasion.
Armed Police Force, Nepal has played fundamental role in maintaining law and order
in country. APF has shown the highest level of professionalism in protection of civilian,
disaster management, border security, safeguarding the borders, industrial security and
curbing the illegal activities. The contribution of APF in conducting the different levels
of election in fearless environment is commendable.
The zero tolerance policy against the human rights violation and corruption is highly
valued. The role of APF in time of emergencies and different types of disasters is highly
appreciable. I am confi dent that APF will exhibit its optimum professionalism and
devotion in administering the internal and external security affairs of the nation and

Armed Police Force, Nepal for completing successful sixteen years.
I, on behalf of Ministry of Home Affairs, appreciate the role played by the organization in
different sectors of the security. The organization is yielding the highest level of outputs
despite of limited sources available. Not only in the mandated task, APF, has given the
remarkable contributions in the internal security duties to maintain the law and order

1. On the auspicious occasion of
the 17th establishment day of
the Armed Police Force Nepal,
I congratulate and express my
best wishes to all the Armed
Police Personnel. Similarly, I
would like to remember and
express my deep condolence to
our founder organizational chief,
Inspector General, Late Krishna
Mohan Shrestha and all the fallen
servicemen who lost their life in
the line of duty. I also wish for
the speedy recovery of all the
wounded servicemen.
2. I am thankful to the Government of
Nepal, other security institutions,
counterparts, non-governmental
organizations, civil society and all
the stakeholders for their support,
cooperation and guidance in
achieving the mandated goals
of the organization. In addition,
I would like to remember the
loyalty of the retired servicemen
for dedicating their life for the
peace and security of people and
the nation.
3. It is necessary to change our
thinking and working modality
due to the rapid innovation
of scientifi c technology,
globalization, security challenges
and security perception. The
organization is analyzing the
changing security scenarios and
challenges. The leadership is taking
initiation for making the organization
more accountable and transparent
to address, mobilize, review and
revise the resource and structure to
overcome such challenges.
4. The organization is playing vital role
during the disasters and performing
professionally to save the lives
and the property of the people.
Our rescue operations during the
devastating Gorkha Earthquake-
2015 were highly valued. Meantime,
the organization has performed its
level best in the recently held three
tiered elections; local, provincial and
the parliamentary, which also was
appreciated highly by the people
and the Government of Nepal. I
would like to thank all the personnel
for their professional performance
and remarkable achievement of the
organization.
5. The organization has been
following the policy of providing
the opportunities and facilities
with fairness to encourage and
motivate all the personnel for their

effective performance. The organization need to move
forward into systematic and procedural approach.
The grievances handling as well as the complaint
management system will be made more effective and
transparent.
6. It is necessary to move ahead by providing training
to the personnel for making them responsible and
professional, to overcome the prevailing and upcoming
problems and challenges. For this, I emphasize on
promoting and upgrading the new training programs,
revised curriculum and establishment of specialized
training centers and making them fully equipped.
7. I would like to direct all Armed Police Force personnel
to perform their best with great discipline and
professionalism to preserve the trust and hope gained
by the organization during all these past years. At
this end, I would like to request all the members of
organization to accept this day to vow to serve the
nation and people without selfi shness, with devotion
maintaining the professional ethics and behavior.
8. Finally, on this occasion of Armed Police Force Day-
2074, may almighty Goddess Bagalamukhi give the
power to all Armed Police personnel to work for the
betterment of the nation, people and the organization!

Singha Bahadur Shrestha, the Chief of Armed Police Force, Nepal
was appointed as an Inspector General on February 12, 2017.
IG Shrestha joined Police Force on April 11, 1988 as an Inspector of
Nepal Police. He was born on February 27, 1963 as a son of
Mr. Keshav Shrestha and Mrs. Seti Shrestha.

With modernization of the present world the concept of modern city has also emerged in the
developing counties like Nepal. This also has facilitated the requirements of human kinds in all
aspect of development and on the other side of the coin, it has inherited challenges like high
population, unemployment, etc. followed by security related modern threats as well as unexpectedly
generated calamities from which the metropolitans in Nepal will not remain untouched.
In the case of Nepal, the Kathmandu valley should be termed as the center of the gravity in every
aspect and its security is a huge responsibility in itself. With identifi cation of this very purpose
Armed Police Force, Nepal is directly engaged in every aspect with a defi nite structure. Beside this

Nepal is exposed to multiple recurrent hazards. The country falls in the top 20th list of the most multi- hazard prone countries in the world. The country is ranked 4th, 11th and 30th in term of climate change, earthquake and fl ood risk respectively. Some disasters cannot be prevented but the impact of disaster can be reduced. Welfare
The welfare programs are basically focused to promote the morale and motivation of the APF personnel. Organization has strong commitment to promote various welfare schemes. as son of Mr Kamal Prasad Upaddhya
and Dhan Kumari Uppadhya, in Lekhbeshi
Municipality-3, Surkhet, later he was given a
name of Dilli Bhattarai, is a Constable in Armed
Police Force Nepal. He is serving in APF since 14
May, 2008. Due to his professionalism, loyalty to the
organization, hard work and dutifulness he has been
rendering the quality service to quick response and
rescues for different disaster victims for 10 years
in APF. Recognizing his contributions Armed
Police Force Nepal proudly announces the
‘Employee of the Year-2074’ of APF.
Disaster Management, among the other mandates, is the most important specifi c job rendered to organization. APF is making is easy with increasing the specialized personnel like Bhattarai providing with the specifi c trainings available worldwide. Constable Bhattarai was trained as deep diver from Bangladesh and serving with heroic job in need. He has rescued the numerous victims of different disasters whether suffered from water induced disasters or manmade disasters.
