Chapter 1: General 1-1. RSP MISSION. The mission of the Recruit Sustainment Program (RSP) is to reduce the overall

training pipeline loss rate by creating a strong foundation of training and Soldier ethos that will set the standard for Soldiers to succeed at Initial Entry Training (IET) and Advanced Individual Training (AIT). The most important byproduct of the RSP is a maximum success rate in terms of providing MOSQ Soldiers to ARNG units. The RSP does this by ensuring that Soldiers are mentally prepared, administratively correct, and physically ready.

1-2. DIRECT SHIP MISSION. To align resources and shipping alternatives in a manner that positions the Soldier for optimum success and the best possible transition to IET/AIT.

1-3. SHIP OPTIONS. There is currently no Department of Defense requirement that services use MEPS for the inspect process prior to shipping already assessed Soldiers to their respective training sites. The use of MEPS for inspects is done solely for the convenience of the respective services. Many RSP Sites have the capability of verifying prerequisites for new recruits reporting to IET/AIT. Commanders have two options for shipping Soldiers to IET/AIT. It is the sole discretion of the ARNG to determine which method(s) best meets the needs of the ARNG. The intent of this SOP is to outline the process to implement Direct Ship.

a. Traditional MEPS Processing: This is the method used currently by the majority of Soldiers who

ship to their training sites. RSP Soldiers ship from their associated MEPS. All associated processing is accomplished at MEPS.

b. Full Direct Ship: RSP Direct Ship (DS) without the use of Traditional MEPS Processing. All ship requirements are completed at a Direct Ship Site. RSP Soldiers do not return to MEPS for processing.

1-4. ENLISTMENT OPTIONS. Today’s Soldiers come to the RSP from a variety of enlistment categories, including Quick Shippers, the Recruit Force Pool, Active First, and, of course the traditional enlistment process. The optimum time in the RSP is 120 days. However, a successful ship program of any option will come by way of proactive monitoring and preparation that begins the day of enlistment.

1-5. DIRECT SHIP SITE. The Direct Ship Site (DSS) is any location in which Soldiers are processed for immediate departure to IET/AIT.

1-6. DIRECT SHIP SOP CONTENTS. The contents of this SOP are designed as a template, arranging key

elements to key tasks. The differences in JFHQ level operational requirements will certainly require local modification of this SOP. It is recommended that commanders provide ongoing feedback to NGB-ASM-RSP for future changes of this SOP.

Chapter 2: Duties & Responsibilities of ARNG Personnel

2-1. The contents of this chapter apply to the two ship options outlined in paragraph 1-3 of this SOP.

2-2. KEY ARNG PERSONNEL. The duties and responsibilities for ARNG personnel are outlined below.

This is a guide for commanders to match key personnel and duties to the needs of their program.

2-3. COMMAND SECTION. Commanders will determine the level of command support based on the volume of Soldiers that will process through the DSS.

a. RSP Commander or designated OIC/WOIC responsibilities:

(1) Overall management of the Direct Ship Site. (2) All aspects of administration, training, and logistics. (3) Validating direct ship success through data and reports. (4) Applying command guidance and vision to the DSS staff. (5) Administering commander level disciplinary actions. (6) Completion of risk mitigation efforts. (7) Implementation of an effective Command Supply Discipline Program (CSDP). (8) Insuring the Post Accession Interview (PAI) is conducted appropriately.

b. RSP First Sergeant or designated RRNCIOC

(1) Senior enlisted Soldier of the DSS and is responsible for overall management of enlisted actions within the DSS.

(2) Maintains Standards of Conduct throughout the DSS. (3) Oversees shipper processing and monitors timely completion of required processing. (4) Oversees and provides guidance on all cadre/instructor assignments. (5) Plans, oversees and evaluates the overall training program. (6) Implements the commander’s plans, vision, and intent. (7) Executes PAI briefing.

c. Platoon Sergeant or designated RRNCO or NCO assigned.

(1) Responsible for the accountability and welfare of his/her Soldiers. (2) Oversees platoon to ensure completion of required processing. (3) Plans, oversees, and conducts platoon level training.

d. Squad Leader or designated RRNCO or NCO assigned.

(1) Responsible for the accountability and welfare of his/her Soldiers. (2) Oversees squad to ensure completion of required processing. (3) Plans, oversees, and conducts squad level training.

2-4. S-1/PERSONNEL.

a. Manages all DSS personnel actions. b. Monitors resolution of Soldier pay issues. c. Coordinates with all units to resolve all administrative issues. d. Files and maintains all administrative correspondence and reports. e. Maintains and distributes current cadre manning roster. f. Conducts daily liaison with education and bonus branch to correct issues.

g. Conducts daily liaison with MEPS ARNG GCs on all Soldier issues to include retrieving shipper packets, obtaining transportation documents and meal tickets.

h. Coordinate security interviews with MEPS ARNG GCs/State Security Manager. i. Ensure STO-2 security interim or clearance is granted if necessary. j. Monitor GCR input/updates. k. Manage QC process.

Suggested COA: Establish a shared server to post shipper packet updates.

2-5. S-3/TRAINING.

a. Manages all aspects of the Operations Section. b. Approve weekly training schedule. c. Oversees and insures compliance with training standards. d. Schedules and coordinates external trainers and resources. e. Plans and resources the use of training aids. f. Files and maintains training and operational records and reports. g. Manage all Soldier individual training records.

2-6. S4/LOGISTICS.

a. Oversees and manages all DSS logistical issues. b. Maintains logistical records and hand receipts c. Ensure logistical requirements of GED+ and STO-2 are met. d. Obtains all necessary supplies for DSS. e. Manages and dispatches assigned GSA vehicles for DSS. f. Monitors current FY budget and prepares forecasted budget. g. Requests and coordinates meals. h. Requests and coordinates transportation to DSS. i. Coordinate Soldier transportation briefing. j. Coordinate separate and secure billeting at DSS (IAW TRADOC Reg. 350-6).

2-7. RSP/DIRECT SHIP SPECIALIST.

a. Maintains/Screens shipper packets for required documents and administrative accuracy. b. Conducts Soldier Outreach. c. Monitors Shipper Roster and assists with training seat management. d. Monitors Shipper QC Report. e. Performs administrative duties in support of the DSS.

2-8. RSP CADRE/INSTRUCTORS.

a. Serves as the primary instructor for training as per the training schedule. b. Supervises and guides the learning process. c. Ensures Soldier’s compliance with safety, regulations, laws, and course requirements. d. Advises Soldiers of scheduled report times and locations of training. e. Maintains situational awareness for the DSS Operations NCOIC on Soldiers issues as they arise.

2-9. MEPS GUIDANCE COUNSELOR.

a. Verify personal information data. b. Coordinate with MEPS operations for transportation and meal vouchers. c. Act as liaison between DSS and MEPCOM Personnel. d. Verify proper security clearances as necessary. e. Transfer shipper packets to DSS, five days from Ship date. f. Guidance Counselor/DSS will ensure updated documents are scanned into GCR. g. Ship Confirm all verified shippers in REQUEST.

2-10. PHYSICAL INSPECTION PERSONNEL. Ensure Soldiers meet physical requirements to ship to training. Ref: Para 4-5.

Chapter 4: Administration

4-1. DUTY STATUS. RSP Commanders may elect to conduct DSS activities in an IDT, ADOS, or AT status. The duration of training and processing at the DSS will be determined by the RSP Commander. For recommended timeline for training see Chapter 8. 4-2. ADMINISTRATIVE PREPARATION.

a. A Shipper Report will be generated weekly from REQUEST NLT 120 days prior to ship date. RSP

sites should review and identify shipper issues/concerns and potential at risk issues.

b. The DSS will project DS applicants by name to the ARNG MEPS GC not later than 30 days prior to ship date IAW USMEPCOM Regulation 55-2, Recruit Travel, and local MEPS policy. (1) The ARNG MEPS GC will identify the mode of travel and the hometown departure location

(airport or bus terminal along with the city and state) on the request for orders (RFO). Ensure the request for orders specifies to make the report date to the DSS the same as the ship date to training.

(2) The ARNG MEPS GC will annotate the mode of travel (to include airport name) and ensure “Direct Ship” is included in the remarks field of the projection in United States Military Entrance Processing Command Integrated Resource System (USMIRS).

c. Prior to ship week, the DSS NCOIC retrieves records from MEPS and screens them for accuracy.

DSS must be in close coordination with RSP Sites to take immediate action on any needed corrections. Soldiers identified with issues requiring special medical tests and applicable waivers are better served by MEPS processing as they are equipped to handle these issues more expeditiously.

d. The DSS will conduct an interview using USMEPCOM Form 601-23-5-R-E, Introductory Pre-Accession Interview. MEPS will provide a blank copy in the shipper packet. If the applicant discloses any disqualifying information not previously stated during MEPS processing, the Service Liaison/Counselor will have the applicant’s record reflect an “N” status. The applicant will not be allowed to ship under the DS Program and must return to MEPS to have the “N” status cleared.

e. DSS personnel will brief applicants on travel guidelines and materials identified in USMEPCOM Regulation 55-2 and ensure applicants review and understand the information on the Recruit Travel Card (RTC) as well as any additional relevant travel and contact information as needed.

f. DSS personnel will ensure each applicant has government-issued photo ID that will be valid on ship day.

g. DSS personnel will complete the Packet Breakdown Checklist IAW USMEPCOM Regulation 601-23.

h. DSS personnel will contact MEPS NLT 0900 MEPS local time on ship day to confirm previously identified Shippers and report “no shows”.

i. When issues arise, the RSP Site/DSS will provide to the RSP Commander a list of Soldiers with potential medical, legal or other issues that could cause a Soldier not to ship. Soldiers with unresolved issues will be serviced by MEPS.

4-3. RECORDS PROCESSING. a. RSP Contractors or RSP Administrative Personnel will prepare shipper packets using the RSP

Form 08-02, Soldier Pre-Ship Checklist (see Appendix A).

b. RSP Contractors or RSP Administrative Personnel will provide ship packets to the DSS NLT day 1 of the Soldier’s ship week.

c. DSS will verify accuracy and correct discrepancies as required.

4-4. PERSONNEL PROCESSING. a. RSP Contractors or RSP Administrative Personnel will counsel each shipper using the RSP Form

08-01, RSP Soldier Monthly Pre-Ship Counseling (see Appendix B). Include the completed RSP 08-02, RSP Soldier Pre-Ship Packet Checklist, in the shipper packet that is provided to the DSS. DSS personnel will review and verify that DD Form 1966 is properly completed and compare all entries to verification documents and SF 86. Any changes made will be annotated in block 34b. If no changes were made, DSS will write “no changes made” and signed by the DSS and Soldier. The MEPS GC or designated personnel will scan the completed form into “additional forms” under the core admin folder in GCR prior to shipping.

b. RSP Site will conduct records reviews with each Soldier. Records review includes verification of emergency data, rank, direct deposit, family care plan, dependency data, and pay data. Soldiers that have no changes to moral and financial status are not required to conduct a second security interview. Soldiers requiring a security clearance that have changes to moral or financial status since initial security interview are required to conduct a follow-up security interview with the security technician at MEPS (telephonic or face to face) coordinated through the MEPS GC.

c. DSS or designated personnel will verify completion of a National Agency Check and Local Area Checks (NACLAC). The Post Accession Interview (PAI) from the aforementioned investigations must return no positive match reports or the Soldier will be unable to ship from the DSS.

d. Any changes since enlistment to civilian education documents, pay data, promotions, high school diplomas, etc must be included into the shipper packet and scanned into GCR.

4-5. MEDICAL PROCESSING FOR FULL DIRECT SHIP a. References:

(1) USAREC MSG 08-080 Operational changes to AR 601-210, paragraph 3-7j. (2) AR 601-210, Active and Reserve Components Enlistment Program.

b. Soldiers will be medically screened and interviewed by ARNG RSP personnel. RSP Commander

will validate medical readiness; however it is recommended that at a minimum this person be DMOSQ 68W.

COA: Inspector will certify in the remarks section of DA Form 3081 that the screening above took place and will ensure that this certification includes their name, unit, and date. This statement should read “I (Inspector’s Name) of (Unit) performed a physical inspection of this soldier on (Date). Soldier denies any change to medical status and presents themselves with no evidence of such. Soldier is cleared to ship to IADT.”

c. Those Soldiers who have no change to their physical condition will fill out and sign a Periodic Medical Examination (Statement of Exemption) DA FORM 3081, MAR 2002.

d. At a minimum, height, weight, and a visual check for casts on the body, braces, or other medical defects will be made. Medical inspection must occur with Soldiers in appropriate undergarments. Females will take a pregnancy test as part of this screening. Results of the pregnancy test must be annotated on the DA Form 3081.

e. If the Soldier indicates a change to their physical status, complete a DA FORM 7349. These Soldiers require further evaluation by qualified medical personnel. Soldiers will present treatment records and the completed DA FORM 7349 to the qualified medical personnel.

f. Qualified medical personnel include a medic, a Physician’s Assistant, Registered Nurse, or Medical Doctor, either civilian or military.

g. The Commander is responsible for ensuring the medical screening is conducted and the Soldier meets the requirements for shipping. The Commander may employ the counsel of the qualified medical personnel in the decision making process.

h. The ARNG MEPS GC will enter on the 727 (MEPS processing log) in the remarks that individual is

a “Direct Shipper”.

i. The ARNG MEPS GC, in USMIRS system under personal data, replaces the “Y” with an “N” from required medical. This allows MEPS operations to override the USMIRS system and allow the Soldier to ship without MEPS medical inspect.

4-6. GUIDANCE COUNSELOR DIRECT SHIP PERSONNEL PROCESSING.

a. MEPS GC or DSS will verify the accuracy of all information on each Soldier’s training orders and Reservation Print Out such as name, SSN, rank, training location, number of weeks, etc. Direct Ship site training orders must have the shippers “report date” the same as their actual “ship date”. Ensure that the report date to the DSS is the same as the ship date to training.

b. Ensure that all Direct Ship Site projections to the MEPS are projected as a No Processing

Required. The MIRS system calls this a "BOMO" or "no medical required" projection.

c. Confirm the MOS for which the Soldier enlisted.

d. Verify the training base the Soldier is attending is appropriate for his or her MOS/gender.

e. Double-check that the Soldier is still qualified for the MOS to be trained.

f. MEPS GC will report all DSS “No-shows” to the MEPS Command upon receiving the information from the DSS but NLT 0900 local time.

g. The administrative screening process will occur concurrently with training to ensure Soldiers are administratively correct prior to shipping. (1) Ensure necessary documents are scanned into GCRC and IPERMS (marriage/birth

certificates, legal actions, high school diploma, driver’s license, 4187, orders, etc). (2) As a backup to the scanned documents in GCRC, the Soldier will carry 5 copies of orders and

DA 4187 (if applicable) along with the original documents required (marriage/birth certificates, legal actions, high school diploma, and driver’s license.

(3) Instruct your Soldiers to keep these copies readily available (not locked away in baggage) throughout IET/AIT.

h. Ensure that STO-2 shippers also have the following:

(1) BT Training Records. (2) DD 220 (Active Duty Report) to substantiate BT graduation. (3) Individual Training Record (ITR). (4) Military Personnel Records Jacket (MPRJ) to include medical and dental records. (5) Complete initial clothing issue.

Chapter 5: Training

5-1. DIRECT SHIP TRAINING. Training is an important component of preparing the Soldier mentally and physically. Recommended requirements and additional options are detailed in chapter 7 of this SOP.

5-2. TRAINING SCHEDULES. The DSS Operations NCOIC will prepare training schedules in accordance with guidance from Chapter 8 and associated appendices of this SOP.

5-3. TRAINING MEETINGS. The DSS NCOIC will participate in training meetings to address all aspects of the Direct Ship Process.

Chapter 6: Logistics 6-1. PROPERTY ACCOUNTABILITY.

a. The Battalion Supply Sergeant will sign for all accountable property issued to the commander in

accordance with AR 600-20, AR 735-5, and DA PAM 710-2-1.

b. The Battalion Supply Sergeant will sub-hand receipt all accountable property issued from the commander to the DSS NCOIC.

c. The Battalion Supply Sergeant will conduct Quarterly Command Supply Discipline Program Inspections at the DSS.

d. The Battalion Supply Sergeant will coordinate inventories in accordance with DA PAM 710-2-1 and AR 735-5.

6-2. FACILITIES.

All facilities at the DSS must be suitable and conducive to all aspects of inspecting and shipping. Consideration should be given to suitable classroom, dining facility, and billeting (IAW TRADOC REG 350-6). DSS personnel will support DS holdovers by ensuring meals and lodging are available as needed and transportation to and from the terminal is available until recruit transportation departs for the designated destination.

6-3. TRANSPORTATION. a. Vehicles. Transportation of Soldiers will be conducted using organic resources. Privately owned

vehicles are not authorized.

b. Drivers Licenses. All Cadre and support personnel will be properly licensed to operate motor vehicles used for the transportation of Soldiers.

c. Transportation from DSS to training site will be coordinated between MEPS GC and DSS. The DSS will provide all ground transportation for the shipper to the designated departure air, bus or rail terminal, ensuring the shipper arrives within the prescribed timeframes to meet security standards.

6-4. RATIONS.

a. MREs. It is recommended that a stock of MREs be maintained at the DSS. The number of MREs

on hand will be approximately 125% of the site’s average attending strength. The MREs will be kept on-hand to feed Soldiers in the event that other prepared rations are not available for whatever reason and in the event of an emergency situation.

b. Food Requests & Accountability. Meals for Soldiers will be requested and accounted for according to state logistical standards.

commanders to incorporate when preparing the RSP Soldier for direct ship.

7-2. 90+ DAYS PRIOR TO SHIP. a. Verify all upcoming ship dates with the ARNG MEPS GC.

Chapter 10: Direct Ship Processing (1 Day)

10-1. DIRECT SHIP PROCESSING (1 DAY MODEL). Chapter 10 is a modified or hybrid two day Direct Ship

model, and by necessity outlines a shipping process that encompasses the minimum administrative verification and briefing schedule. Soldiers scheduled for the one day ship process must be mentally prepared, administratively correct, and physically fit prior to Ship Date. The one day ship process capitalizes on last minute travel details and briefings. Though conducted over an approximate twenty four hour period, Shippers may or may not be provided with billeting.

Commanders may modify this based on local requirements, the number of shippers, and other local RSP specific needs.

10-2. PROCESSING DAY 1 (1 DAYS PRIOR TO SHIP).
