FINANCIAL UPGRADATIONS (FUs) UNDER MODIFIEDASSURED CAREER PROGRESSION SCHEME (MACPS)

In terms of instructions issued by DoP& T vide their OM No.35034/3/2008-Estt. (D) dated19 May 2009 and No.35034/3/2015-Estt.(D) dated 22 Oct 2019 on the subject mentioned above, theCompetent Authority has approved grant of 1st/2nd/3rd Financial Upgradation under the MACPScheme to the following individuals of DGAQA on completion of 10/20/30 years of regular service(as the case may be) :-

* In terms of DOP& T OM No. 35034/10/2011-Estt.(D) dated 13.06.2012, 3rd Financial upgradationunder MACP is given to Sh K K R Muka, 550-11 and therefore he shall not be entitled for NFU to thesame grade from a later date as per the option/request letter given by the officer.

2. The grant of Financial Upgradation as above shall be purely personal to the officialsconcerned and shall have no relevance to his/her seniority position. As such, there shall be noadditional Financial Upgradation for the senior officials on the ground that the junior officials in thegrade have got higher pay/Level in the Pay Matrix/grade pay under the MACP Scheme.

3. The pay on grant of financial upgradation under the MACP Scheme in respect of the officers,as mentioned above, shall be fixed as per the Civilian in Defence Services (Revised Pay) Rules, 2016 [CDS(RP) Rules, 2016]. The above officials havean option under FR 22(1)(a)(1) to get their pay fixed in the higher Level in the Pay Matrix either fromthe date of their financial upgradation or from the date of their next increment. .

4. The above upgradation will be further subject to the terms and conditions issued by DoP&Tfrom time to time on the subject of Modified Assured Career Progression Scheme.

5. Heads of respective establishments are requested to ensure that conditions laid down in theDoP&T OM under reference are met with particular emphasis on the following before granting thefinancial upgradation as above :-

(a) The individual has actually rendered 10, 20 or 30 years of regular service (as the casemay be) without first, second or third promotion (or any financial upgradation subsequent toentry as direct recruit /firstl second promotion) from the date of entry as direct recruit in thelowest grade.

(b) There is no break in the service of the individual.

(c) The individual is not involved in any vigilance case nor was any such caseclosed/dropped against him.

6. Certificate regarding fulfillment of prescribed conditions as mentioned above and copy oforders giving financial upgradation may be sent to this HQ for record.
