Items section of the agenda. Approval by the Board of Consent Items means that the recommendation of staff is
approved along with the terms and conditions described in the Board Memorandum.
The Board of Directors may hold a closed session to discuss personnel matters or litigation, pursuant to the attorney‐client privilege, as authorized by the California Government Code. Any of the above items that involve pending litigation may require discussion in closed session on the recommendation of the GSA’s legal counsel.

OBJECTIVE: Fiscal Year 2018‐2019 Final Results.
ACTION: No action necessary; for information only.
SUMMARY: The ASRGSA’s FY18‐19 budget was $340,421; expenses were $26,503. The major of funds
expenses related to work done by Stantec ($17,496.00) in support of the ASRGSA’s basin
boundary modification, which more closely aligned the administrative contours of the
basin with the geology. Other expenses included bank fees, insurance, ACWA dues, and
legal fees.
Work on the GSP, which will comprise the lion’s share of the budget during the GSA’s
initial years, will begin in FY19‐20.

OBJECTIVE: Develop the GSP.
ACTION: No action necessary; for information only.
SUMMARY: Staff has engaged Norman Brown, Ph.D., to assist the ASRGSA with developing a scope of
work to develop a groundwater sustainability plan (GSP) that meets the elements
required by the Sustainable Groundwater Management Act (SGMA).
Dr. Brown’s work on behalf of the GSA will primarily be to assist in determining how to
update Camrosa Water District’s 2013 Santa Rosa Basin Groundwater Management Plan
to SGMA standards. This will include review and evaluation of existing background
materials relevant to GSP development and consideration of critical technical topics for
adaptive groundwater management.
