How would it Work? (ART DEAL)

ADPM: Part 1•Works with TAP-WC-SFL to identify SMs who are transitioning with 18 months

•Works with SM unit to identify tech req/gap priorities and unit POCs for each

•Establishes working relationship with the Prime Contractor who is awarded the tech. integration work with the unit

ADPM: Part 2•Works with the SM to Register with ART DEAL

How does it work for the Service Member?

SM: Part 1•Sees ART DEAL promoted through online or published media and registers with the Program through TAP-WC-SFL.

• Is contacted by an ADPM for an initial interview to determine timeline, interests, current skills, goals, and technological background

•Reviews current unit technology gaps and requirements with ADPM and choses top 3 technology areas of focus

SM: Part 2•Registers and signs a Fellowship agreement with a specific technology focus areas (one of the 3 chosen)

•Gets introduced by ADPM to Acquisition unit POCs and Prime Contractor for Tech Integration (PCTI) POCs

•Works with ADPM to develop a proposed plan of engagement with unit POCs and PCTI POCs

Sounds pretty disruptive to the established system…

Risk:• There are already too many chefs in the kitchen on this

technology requirement/area to begin with

• You are sending in an untrained SM to try to help a

complex problem

• We have no room or additional network support for this

• There screams “OCI” somewhere in here

• There’s no real job guarantee to the Service Member..

Mitigation:• The unit ultimately decides which tech requirements or gaps are addressed through ART DEAL. From

those choices, the SM gets to pick their top 3.

• The ADPM to the SM will be a unit or above recognized and established technologist SME who is in direct

control over the decisions then actions of the SME only after directly interfacing the unit and the PCTI first

• No problem, ART DEAL can support the SM almost 100% off-site if necessary and will establish

engagement details and criteria around the unit’s avail resources and OPTEMPO

• All categories of OCI as cited in FAR 9.5 will have a General Council/Government compliant mitigation plan

signed off by the unit, PCTI, SM and Beyond SOF

• There has not been a job created that is ever guaranteed. 90 Days prior to the Fellowship End date

ADPMs will be assisting the SM with job search, resume review, clearance holding (servicing) and

interviews. The SM will have identified 3 potential job opportunities to pursue

Great… but, Who Pays and How Much?

Government Sponsorship: This gives the program credibility to operate with units, unit acquisition POCs,

SMs, Prime and Subcontractors who work with the SM unit, and the TAPS-WC-SFL Offices. Without it, the

ART DEAL Program would face significant challenges during its inception. Most importantly, Government

Sponsorship allows the burden of cost to be placed on participating unit Prime Contractors (PCTIs)as both

the efforts of the SM, the Government paid Fellowship and Apprenticeship (DODI 1322.29) and the ability

to hire the trained and Certified SM after ART DEAL greatly benefit the PCTIs and or its subcontractors

PCTI Sponsorship: For a nominal monthly service fee, PCTIs have access to a Government paid

SM Apprentice for 6 months (authorized by DODI 1322.29). This SM is from the organization the PCTI

has a Government Contract for Technology Integration with and would be assisting both members of the

PCTI and its Government Customer. The PCTI and its sub-contractors would have first right of refusal

(Pending SM decision) to hire the SM following ART DEAL. The efforts of the SM may also benefit PCTIs

through process improvement, unburdening of Gov customer, efficiencies that lead to greater pass-

through funding as programs are processed more rapidly. Other aspects, (mentioned on Slide 7)

may include funding ART DEAL as part of a PCTIs Corporate Social Responsibility Programs

SM would apply through SOCOM Warrior Care Coalition (Current Beyond SOF MOA) and or Soldier for Life to be a

potential candidate. This would include the SM’s pedigree information, interests, skills and certs so a determination of Tech

Focus Area can be made by ADPMs at Beyond SOF and the SM Unit.

Beyond SOF in cooperation with the SM unit, decide the focus area for the SM and they are Selected to the Program

SM processes appropriate Warrior Care Coalition paperwork (internal) and signs MOU with Beyond SOF.. MOU is all

inclusive of the training curriculum, expectations, delivery, goals, and end states for the program.

ADPM introduces SM to the POCs for the technology focus area (S&T, PI’s, PM’s, J4/8 etc). SM gets an overview of the tech

focus they will be assisting the Unit with and where they will be helping

Before the SM ‘jumps in’ to the tech focus area, they need to be re-wired to know how to think in order to be successful.

Boot Camp is conducted by the Institute of Project Management and is a online full immersion course that will train the SM

how to manage their Project/Program from Start to Finish. Similar, to the PMP course, this Bootcamp also provides a

Certification. It also gives the SM an overview of what their 6 months will look like as a dress rehearsal. Day 1 of Boot Camp

is also Day 1 of the ART DEAL Fellowship allowing for maximum time for the SM and their unit.

What would the SM timeline look like(cont)?

Integration starts upon successful completion/certification from Boot Camp, SM will receive taskings and curriculum*

from the Art Deal PM. These will include specifics from the SM’s unit on the tech focus area due-outs and current obstacles

that the SM will be coordinating with the ADPM for resolution. Depending on what phase the tech focus area is in the SM will

assist in the progression toward tech transition, and the ADPM will deliver a curriculum around said phase which includes all

phases so that the SM still learns what took the program from Tech Readiness Level (TRL) 1, all the way to between 7-9.

*Curriculums will be coordinated with local state/private Universities for college credits

Delivery will be based upon weekly tasks accomplished. This will be in a reporting format to show: what was

accomplished; what was not and the obstacles facing this and how those are being mitigated; what is expected for the

following week and what considerations the SM take action with simultaneously to further assist the tech focus effort. There

will be a culmination report at the end of each month that will go to the SM unit and Prime Contract Tech Integrator PM/POC.

Taskings will be tracked by the SM and ADPM to insure follow up and follow thru.

SM Transition will begin 60 days from the end of ART DEAL and involves several processes. One is to ensure that there

is proper reporting and hand off either back to the SM Unit POCs OR a new Fellow who would be taking over the same tech

focus. The second process is to ensure the SM is prepared to take future employment with either the PCTI, its subs, or in

another area if the SM is not being considered by PCTI or its subs. The third process is to ensure that the SM has completed

all aspects of curriculum work for their college credits. The fourth and final process is to ensure they have all of their out-

processing paperwork prepared to leave the military

SM out processing will being 3 weeks from the end of ART DEAL. The SM will finalize all Unit out processing

paperwork, continue preparing for future employment, finalize course curriculum work, and conduct proper hand off with the

SM’s unit on the tech focus area they have been assisting with. This includes all reporting an products produced for the tech

focus effort. The end of the program includes all of the above accomplished and the SM having 3 or more job opportunities

either established, interviewing for or being hired to

• CPO Certification (PMP Equivalent)

• 15 Credit hours (MIT and Harvard Business School (Projected)

• Minimum of 3 Job offers 30 days prior to final out

• DoD program test/eval/transition expertise

• 1099 Contract with BeyondSOF (Open contract)

• Clearance held by BeyondSOF (Servicing)
