Support for National Implementation
• Article VII: obligations of the States Parties
- each State Party shall: a) adopt the necessary measures to implement the CWC; and b) designate or establish a National Authority
• Article VIII 38 (e): the Technical Secretariat shall provide technical assistance and technical evaluation to States Parties in the implementation of the Provisions of the Convention

Meetings of National Authorities
Combined education and outreach event with regional NA Meetings in
all regions, enhancing linkage and cooperation between NA and
relevant E&O stakeholders
Wide-ranging discussion and exchange of ideas and good practices
on way to raise awareness about the Convention, especially at
relevant educational institutions; recommendations and valuable
inputs for ABEO
Survey conducted by IPB in September on follow up action taken by
the participating countries
>60% of the respondents informed that they have organized E&O
events or plan to do so by end 2016; Mauritius and Bulgaria shared
their experiences
SP is encouraged to continue implement E&O at country level

ToT Customs Training Academies
Pilot ToT of customs training academies/institutions, in
collaboration with the World Customs Organization (WCO)
Enhance national capacity to conduct customs training courses on
CWC at national level; ensure sustainability, national ownership,
and wider impact of the efforts
11 countries from all regions participated; useful forum with
positive outcome including ways forward for implementing
national customs training courses
TS will continue to follow up and provide technical support for
proper conduct of the training
6 participating countries reported to have conducted follow up
action, others are encouraged

Country to country: sharing and exchanging good practices and
experiences between SP for effective functioning of national

Internship Programme for Legal Drafters
• One week drafting session with TS, targeting SPs that have not yet started
developing the initial draft or SPs that may already have such a framework
in place but require support to draft administrative measures
• 32 States Parties have participated and directly benefitted so far
• Draft legislation covering initial measures with follow up plan for adoption
process prepared at the end
• 3 sessions conducted in 2016: Guyana, Laos, Malawi, Myanmar, Nepal,
Tanzania and Vanuatu
• Continue in 2017

Influential Visitors Programme
Support for adoption of the legislation, targeting the SPs with draft
legislation at the last stage of approval process
Engage influential policy makers and executives to facilitate consideration
and approval of national legislation
A visit to OPCW to raise awareness and understanding on CWC and the
need for early adoption of the national legislation
Develop follow up action plan for adoption
Implement the follow up plan by the country, TS continue to monitor and
support

Stakeholder Forum for Legislation Adoption
A new approach for discussions, exchange of experiences and good
practices of the significance of the CWC national legislation and the
steps to be taken for its adoption
Focus on a group of States Parties with the legislation pending for
adoption, involving NA and relevant national stakeholders
Engage other States Parties with successfully adopted
Pilot in African region, in Tanzania with EU funding, engaging 11
participating countries and relevant regional and international
organizations
Positive outcome, with road map for legislation adoption developed
Proposed to replicate in 2017 (Africa, Asia and GRULAC)
