Open Garden 2014 and Stamp Rally

“Open Garden 2015” which colors the spring of Ashiya will be held as usual together with the

Stamp Rally. If you collect 15 or more stamps, you will get a nice souvenir. Flower beds in the

city and personal gardens are open to the public during the period, and you are welcome to

drop in. This year which marks the commemorative 10th anniversary, there were 107

applications; many kinds of pretty flowering grasses will be waiting for you. Why don’t you

enjoy the beautiful spring fully while taking a walk?

Ashiya Kids’ Square (Starting from May 11)

“Ashiya Kids’ Square” is a new project expanded from the usual “Open Schoolyard” project.

It provides regional children with a place to stay during after school hours and supervise

them so that they may spend time safely and without anxiety. This is a place for the

elementary school students to spend time playing freely indoors or outdoors, or interacting

with others, with support from regional residents. “Ashiya Kids’ Square” will start in three

elementary schools.

* “Ashiya Kids’ Square” is different from “After school child care program” (Gakudo Hoiku)

which is a project to bring up children in care.

Constitution Week May 1 – 7

May 3 is Constitution Memorial Day. The nation designated the week from May 1 to 7 as

Constitution Week, aiming to encourage citizens to deepen the understanding of the spirit of the

Constitution. During this week, cities and communities are to hold activities which will help us to

think about constitutional principles based on fundamental human rights. The living

conditions of the elderly become more difficult in a rapidly ageing society as we often

hear stories about elder abuse or elderly people dying alone.

This is a special article on “The elderly and family” by Ms. Yamada Yuko,

a professor at Nihon University.

Ill-treatment of the Elderly

The elder Abuse Prevention Law was enacted on April 1, 2006. The Law aims to respect

the dignity of the elderly and prevent the abuse neglect of elderly people. It also aims to

support those who care for the elderly. Ill-treatment or abuse includes not only inflicting

physical pain or injury that threaten his/her own health and safety but sexual or mental

abuse. It is essential that we look at the issue from the point of view that the human rights

of the elderly are being violated human rights.

Care within the Family

Elder abuse in Japan is often associated with the care within the family. The major

causes of abuse in Japan come from the mental or physical fatigue of the caregiver and the

disability or diseases such as dementia of the elderly. It is important to raise the awareness

of the human rights in society or in the .communities that care for the elderly.

On the other hand, family care has the advantage of that own; the elderly can feel and

relaxed, and their relationship is based on affection.

However, the care relationships starts from affection but can change to distress at some

time or other to the extent that it leads to abuse. What is happening? Let’s think about how

both the elderly and the caregiver can be happy.

Care by society.

Everyone grows old. The care for the elderly is a universal life issue. Care must be

guaranteed as a part of elderly people’s human rights to secure freedom and dignity,

whether they are at home or at nursing facilities. Family members only have to care for their

parents or grandparents or spouse within their limits as a family who have shared life’s joys

and sorrows. When in cooperation with professionals, the care work will more agreeable and

easier.

To Prevent Isolation

Elderly care in isolated conditions can generate serious anxiety or mental stress. It will be

necessary to provide support or to help caregivers at the local community level. This

reflects a great change in our society, mainly as a result of different styles of domestic

living. Neighborhood bonds or kinship have been disappearing. How can we prevent

caregivers from being isolated from communities? A network among caregivers is hoped for

Prof. Yamada Yuko

so that they can exchange information to help their life style.

A Step toward Happy Care

1. Do not work too hard by yourself

Elder care is often compared to a marathon in which the end can’t be seen. We must

realize that there can be no perfect care. It is only right to make the best use of social

services.

2. Sharing information or your thoughts with others

Inform other family members, friends, or workmates about what you are doing and

thinking. It will be a first step to get understanding, help and cooperation from others.

Take the time to talk with others by phone or internet or whatever, at least once a day.

3. Have time of your own

Caregivers should have time, at least once a day, to get back to one’s own self. It

does not mean to just catch your breath in a busy life. You make the time for yourself.

The life of the caregiver is one’s own life. If you have no time to restore yourself, you

may lose sight of yourself. It will increase your feeling of self-sacrifice.

To Prevent the Elder Abuse

It is essential to detect signs of abuse in its early stages. If you notice changes in a

senior’s personality or behavior in your family or in your neighborhood, you should start to

question what is going on. The consultation desk at City Hall or the Elderly Care Support

Center is available so that the elderly and his caregiver can get adequate support. Various

Content: Introduction of life style in Ashiya from the late Meiji era to the beginning of the

Showa era when the modernization advanced dramatically, with the materials

regarding architecture, literature, living, etc. Ashiya-connected painters, Ashiya

Camera Club which took the lead in the new photo movement, and “Gutai Art

Society”, the typical avant-garde art group in Japan after the War are also

introduced.

Birth of Osteoporosis Manager !

Did you know that retaining bone health leads to a long and healthy life? Osteoporosis is a

bone disease which is characterized by easy fractures associated with bone-thinning. However,

because it is an invisible disease, many people think that they won’t be affected by it, don’t

they?

It is said that the number of patients with osteoporosis in Japan is 12,800,000, about one in

10 people. Yet only about 2 million people are treated actually, a very low treatment rate.

Especially in women, the number of patients with osteoporosis increases suddenly after

menopause due to the influence of hormones, and about 50% of women in their 80s (20-30% in

the case of men) are thought to have osteoporosis.

With osteoporosis, many fractures occur on the backbone or hip. Once you have a fracture,

you risk developing a “linkage of fracture”. Also, if the treatment of the fracture becomes

prolonged, physical ability of the patient decrease and they may become bedridden which

requires a long-term care. Osteoporosis is terrible because it might shorten the “Healthy

longevity (the period one can live a self-supported life without receiving a long-term care)” of

one who has become bedridden as a result of a fall and fracture.

In Ashiya Municipal Hospital, new medical staff, “Osteoporosis Managers” started working

from April, 2015. Besides educational activities, the Osteoporosis Managers aim to detect the

disease early and to improve the treatment rate in cooperation with hospitals and clinics in

the whole area. Already in foreign countries, this system has been put into practice with these

qualified persons as leaders, and has achieved results.

Of course, a balanced diet and proper exercise are important for the prevention and

treatment of osteoporosis; but first of all, the regular measurement of bone density is very

important for early detection. In Ashiya Municipal Hospital, equipment for measuring bone

density (DEXA scan) was introduced last October. It is possible to make your bones strong by

taking medicine as prescribed by the doctor. All of us, the staff would like to contribute as

much as possible to the healthy longevity of regional people.

The History of the Ashiya River ⑦

The Ashiyagawa in Modern Times

Seido Village Town Hall was built in 1919, the Hanshin National Highway was opened in

1927 and the construction of the seawall along the coast continued from the late Taisho Era

(1912-1927) to the early Showa Era (1927-1989).

The second improvement work of the Ashiya River began in

1933, but the next year the area suffered serious storm and

flood damage in the Muroto Typhoon. In 1936, damaged banks

and bridges were repaired. Along with the restoration

work, black pines were planted on the riverside south of the

Narihira-bashi Bridge and cherry trees north of the

bridge.

On the July 5, 1938, the Great Hanshin Flood afflicted

the whole city area again. Embankments collapsed at 10

places and the basin turned into a sea of mud. After the

disaster, from 1937 to 1946, a stone work embankment

was constructed led by the Ministry of Construction (the

Ministry of Land, Infrastructure, Transport and Tourism.

Most of the present embankment was built at this time as

we can see on the inscription.

After World War II, public tennis courts were opened in Ashiya Park. On the left bank of

the river, public facilities were built successively; City Hall, currently North Wing, in 1960,

the Citizen’s Center in 1963, the former Ashiya Health Center (Currently City Hall,

Kimmitsu Branch) in 1981, and the City Hall South Wing in 1990.

In 1961, Municipal-led reclamation of the foreshore was planned, but soon after the

Hanshin Harbor improvement project was launched by Hyogo Prefecture initiatives and

constructions started in 1969. The large reclaimed land was completed in 1975, which

again by the Hanshin-Awaji Great Earthquake but was

restored to its original state. In 2010, The Yamate Kansen

Route, which opened in 2010, passes under the River so

as not to spoil the natural landscape of the river.

Ashiya Time Travel

70 Years Ago – May 11, 1945

- A bomb Crater found in the Tsuji Ruins -

Ashiya was subjected to an air-raid in 1945, 70 years ago. According to the “History of

Ashiya , Revised edition”, Ashiya suffered four air-raids: on May11, June 15 and August 5, 6,

1945. 1,845,000 square meters of the city were destroyed in the fire. About 40 percent of

the houses were burnt down and the number of victims was 18,171, about 50 percent of the

city’s whole population.

During the excavation survey of the Tsuji Ruins in 2002, part of crater made by a 250kg

bomb was discovered. It was bombed in May 1945. The crater is 12 meters in diameter and

1.5 meters in depth. In the air-raid that day, 102 B-29 bombers came with the main goal of

attack Konan Factory of Kawanishi Aircraft Plant in Mukogun, Honjo-mura (Oogi,

Higashi-nada, Kobe) On the morning of May 11, from 9:53 a.m. to 10:03 they released

about 2,000 bombs from the altitude of 3,700 to 6,100 meters. The Konan Factory was

struck a disastrous blow by this intensive bombing. The Osaka Police reported that the

death toll reached 888, 1,989 people were seriously or slightly wounded, 29 people were,

missing and 2841 houses were totally destroyed in the fire. The number of victims was

20,168 in total.

According to the U.S Battle Report, 1,787 bombs were dropped on the Konan Factory,

but 759 impact points were identified at the factory sites. The rough calculation tells us that

more than a thousand bombs dropped missed the factory and some were dropped in the

Ashiya area because the Tsuji Ruins is located 1.5 km northeast of the factory.

This actually occurred here in Ashiya seventy years ago. Few records remain concerning

other sporadic raids except the four large-scale raids stated above. If anyone know

anything about these raids, please let us know, no matter how trivial.
