OUR DIOCESE of NORTHAMPTONestablished with the restoration of

the Hierarchy of England and Wales in 1850. The diocese of East Anglia was formed

from part of the diocese in 1976. Northampton diocese now consists of the counties of

Bedford, Buckingham, and Northampton and that part of Berkshire (formerly in Buckinghamshire)

lying between the River Thames and the boundary of Buckinghamshire.

Message from the Bishop-Elect  

Today is a fitting Feast for today’s celebration. St Joseph is the perfect model of what it means to be a spiritual father. He takes full care of the family entrusted to him. No word of his is recorded in the Scriptures. What is clear however, is his listening to the God Who Speaks. He is not afraid to act upon what he has heard. Joseph’s story is rooted within the unfolding narrative of God’s promises. He is a son of Abraham, our father in faith. He belongs to the house and family of David.

Here in this Cathedral Church, we gather together as a diocesan family and friends. We find ourselves drawn into our heavenly Father’s unfolding plan of salvation. We recognise the many challenges to our missionary discipleship. With St Joseph we are drawn into bold confidence in the Lord’s will for ourselves. The angel of the Lord invited Joseph to trust, ‘do not be afraid’. How we need to hear those words ourselves! Jesus is with His Church, which is described as ‘the kingdom of Christ already present in mystery’. We are confident that the Holy Spirit is at work in the Church, ‘unifying her in communion and in the works of ministry’.

Celebrating these mysteries encourages us to respond to what the Lord has revealed with joy-filled hearts and praise. Our worship compels us to become mission-filled servants of others. We cannot keep this life for ourselves. It is to be shared with others.

Today is a moment to give thanks for the life and mission of the Diocese of Northampton. We remember our forebears and their generosity in building the infrastructure which supports today the work of our diocesan family. We give thanks for the bishop shepherds who guided this work, not least those who are still with us, Bishop Leo, Archbishop Kevin and Bishop Peter. And we look forwards with hope, calling to mind there is work for all of us to do.

The Apostolic Mandate of Pope Francis for the Episcopal Ordination

Francis, Bishop and Servant of the Servants of God

To our beloved son, David James Oakley, priest of the clergy of the Archdiocese of Birmingham, and until now Rector of St Mary’s College, Oscott, Bishop-Elect of Northampton - greetings and Apostolic Blessing.

Moved deeply by pastoral concern, we wish to appoint to individual communities shepherds who are good pastors, true fathers who know their sheep and whose sheep know them, who possess a spirit of love and concern for all those in their care.1

Therefore, following the retirement of our venerable brother, Peter Doyle and so as to not make the people of the diocese of Northampton wait any longer for their legitimate leader we are eager to appoint a new bishop for them.

As we sought someone to whom we could entrust this demanding and serious task, we thought of you, our beloved son, as someone who shows forth strong faith and morals, prudence, piety and sound doctrine. Therefore, having consulted the Congregation for Bishops, by virtue of our Apostolic Authority, we appoint you Bishop of the Diocese of Northampton, with all its associated rights and obligations. Your Episcopal ordination may take place outside of the City of Rome by any Catholic Bishop you choose, following the liturgical norms of the Church.

Before that, as Canon Law lays down, you will make your Profession of Faith with the Oath of Fidelity towards us and our successors. At an appropriate time, you shall show this letter of ours to the clergy and people so that they can welcome you joyfully, and valuing you, make clear their willing desire to assist in your Pastoral Ministry.

Finally, my dear son, whilst holding before your eyes that Gospel where Jesus our Lord taught us, “Whatever you did for one of the least of these brothers and sisters of mine, you did for me!”2 continually strive to promote the active love and saving teaching of the Gospels amongst the clergy and the people entrusted to you.

Examination of the CandidateThe Cardinal addresses Canon David.

An age-old custom of the Fathers decrees that a bishop-elect is to be questioned before the people on his resolve to uphold the faith and to discharge his duties faithfully. My brother, are you resolved by the grace of the Holy Spirit to discharge to the end of your life the office the apostles entrusted to us, which we now pass on to you by the laying on of hands? I am.

Are you resolved to be faithful and constant in proclaiming the Gospel of Christ? I am.

Are you resolved to maintain the deposit of faith, entire and incorrupt, as handed down by the apostles and professed by the Church everywhere and at all times? I am.

Laying On of HandsThe Bishop-Elect returns and kneels before the Cardinal. The Cardinal lays his hands upon the head of the Bishop-Elect in silence. All the other bishops present now lay hands upon him in silence and return to their places.

Book of the GospelsThe Cardinal places the open Book of the Gospels upon the head of the Bishop-Elect, which is held there by two deacons until the prayer of consecration is completed.

Prayer of ConsecrationGod the Father of our Lord Jesus Christ, Father of mercies and God of all consolation, you dwell in heaven, yet look with compassion on all that is humble. You know all things before they come to be; by your gracious word you have established the plan of your Church.From the beginning you chose the descendants of Abraham to be your holy nation. You established rulers and priests, and did not leave your sanctuary without ministers to serve you. From the creation of the world you have been pleased to be glorified by those whom you have chosen.

Anointing of the Bishop’s HeadThe Cardinal anoints the head of the newly ordained bishop saying: God has brought you to share the high priesthood of Christ,May he pour out on you the oil of mystical anointing and enrich you with spiritual blessings.

Presentation of the Book of the GospelsThe Cardinal hands the Book of the Gospels to the newly ordained bishop saying:Receive the Gospel and preach the word of God with unfailing patience and sound teaching.

The Gospel deacon returns the Book of the Gospels to its place.

Investiture with Ring, Mitre and Pastoral StaffThe Cardinal receives the ring and places it on Bishop David’s right hand.Take this ring, the seal of your fidelity.With faith and love protect the bride of God, his holy Church.

The Cardinal receives the mitre, and bestows it in silence.

Bishop Peter, Bishop Emeritus, receives the pastoral staff and gives it to Bishop David while the Cardinal says:Take this staff as a sign of your pastoral office: keep watch over the whole flock in which the Holy Spirit has appointed you to shepherd the Church of God.

LITURGY OF THE EUCHARISTBread and wine are brought to Bishop David by Rachel Rea, Bishop David’s PA at St Mary’s College, Oscott, and Greg Oakley, Bishop David’s brother. The bishop gives them to deacons to prepare the table.

HymnThe Church’s one foundation is Jesus Christ her Lord.She is his new creation by water and the Word.From heaven he came and sought her to be his holy bride.With his own blood he bought her and for her life he died.

Prayer over the Offerings for the Solemnity of Saint Joseph

Pray, brethren (brothers and sisters), that my sacrifice and yours may be acceptable to God, the almighty Father. May the Lord accept the sacrifice at your hands for the praise and glory of his name, for our good and the good of all his holy Church.

Eucharistic Prayer IThe Cardinal, Archbishop Bernard, Bishop Peter and Bishop Pat McKinney join Bishop David at the altar.

The Lord be with you. And with your spirit. Lift up your hearts. We lift them up to the Lord. Let us give thanks to the Lord our God. It is right and just.

Bishop David’s Coat of ArmsThe ShieldThe shield shows two coats of arms impaled, that is, placed alongside each other.

On the left as one looks at the shield are the arms of the diocese of Northampton showing three fleurs-de-lis in the ‘chief’ or top of the shield, with three choughs in the base. The fleurs-de-lis are to signify Our Lady and the three birds are taken from the arms borne by, or attributed to, St Thomas Becket, Archbishop of Canterbury from 1162-1170.

On the right as one looks at the shield are the arms of Bishop David Oakley. In the ‘chief’ or top of the shield is the cross of St Chad, patron saint of the Archdiocese of Birmingham where his relics are enshrined in the Metropolitan Cathedral and where Bishop David served as a Canon in the Metropolitan Chapter. Beneath the cross is a lion rampant signifying the Lion of the tribe of Judah, King David’s house and line from which was born the Messiah. It is a reference to Bishop David’s own name as is the green ‘field’ or base colour behind the cross and the lion: the latter part of the name Oakley can mean a meadow, a field, or a clearing in a wood.

GaleroThe hat that ensigns the arms is a galero, the medieval headgear of a bishop and it is shown with twelve tassels and in green, signifying a bishop.

Processional CrossBehind the shield is displayed a processional cross signifying the bishop’s rank.

MottoBishop David chose as his motto Beati Pauperes Spiritu ‘Blessed are the poor in spirit’. The Beatitudes define our relationship with Jesus Christ and also the way we live in relationship with the world around us as disciples of the Lord.
