    y ASEAN stands for the Association of

    Southeast Asian Nations. It was founded

    on 8 August 1967 in Bangkok,Thailand.

    ASEAN MEMBERSASEAN MEMBERS

    y Its original charter counted five member-

    countries: Indonesia, Malaysia, the

    Philippines, Singapore, and Thailand.

    y Since then, five other nations have joined

    up: Brunei in 1984,Vietnam in 1995,

    Myanmar (Burma) and Laos in 1997, and

    Cambodia in 1999.

    y The ASEAN was set up to advance mutualinterests in the region. These interestsinclude the acceleration of, economic

    growth social and cultural progress, andregional peace and stability.

    y In line with those goals, ASEAN leadersset up three "pillars" of governance in

    2003: ASEAN Security, ASEAN EconomicCommunity, and ASEAN Socio-culturalCommunity.

    y The ASEAN also aims to unite the regionand promote greater cross-culturalunderstanding through various educational

    and social programs.y Examples of this include the ASEAN Work

    Programme for HIV and AIDS; ASEANOccupational Safety and Health Network;

    ASEAN University Network (AUN) ASEANStudents Exchange Programme, YouthCultural Forum, and the ASEAN YoungSpeakers Forum; among others.

    ASEAN CHARTERASEAN CHARTER

    y The ASEAN Charteris a constitution forthe Association of Southeast Asian Nations(ASEAN). It was adopted at the 13th ASEANSummit in November 2007

    y The intention to draft the constitution hadbeen formally tabled at the 11th ASEANSummit held in December 2005 in KualaLumpur, Malaysia. Ten ASEAN leaders, one

    each from each member state, called theASEAN Eminent Persons Group wereassigned to produce recommendations ofthe drafting of the charter.

    Principles set out in the charter include:

    y Emphasising the centrality of ASEAN in regional cooperation.

    y Respect for the principles of territorial integrity, sovereignty, non-interference and national identities of ASEAN members.

    y Promoting regional peace and identity, peaceful settlements ofdisputes through dialogue and consultation, and the renunciation ofaggression.

    y Upholding international law with respect to human rights, social

    justice and multilateral trade.y Encouraging regional integration of trade.

    y Appointment of a Secretary-General and PermanentRepresentatives of ASEAN.

    y Establishment of a human rights body and an unresolved disputemechanism, to be decided at ASEAN Summits.

    y Development of friendly external relations and a position with theUN (like the EU )

    y Increasing the number of ASEAN summits to twice a year and theability to convene for emergency situations.

    y Reiterating the use of the ASEAN flag, anthem, emblem and nationalASEAN day on August 8.

    y mutual respect for the independence, sovereignty,equality, territorial integrity, and national identityof all nations;

    y the right of every State to lead its national

    existence free from external interference,subversion or coercion;

    y non-interference in the internal affairs of oneanother;

    y settlement of differences or disputes by peaceful

    manner;y renunciation of the threat or use of force; and

    y effective cooperation among themselves".

    y ASEAN Summit

    y The formal summit meets for three days. The usualitinerary is as follows:

    y Leaders of member states would hold an internal

    organisation meeting.y Leaders of member states would hold a conference

    together with foreign ministers of the ASEANRegional Forum.

    y A meeting, known as ASEAN Plus Three, is set for

    leaders of three Dialogue Partners (People's Republicof China, Japan, South Korea)

    y A separate meeting, known as ASEAN-CER, is set foranother set of leaders of two Dialogue Partners(Australia, New Zealand).

    y East Asia Summit - is a pan-Asian

    forum held annually by the leaders of 16

    countries in East Asia and the region, with

    ASEAN in a leadership position.

    y Commemorative summit - is a

    summit hosted by a non-ASEAN country

    to mark a milestone anniversary of theestablishment of relations between

    ASEAN and the host country.

    y Regional Forum - The ASEAN Regional Forum(ARF) is a formal, official, multilateral dialogue inAsia Pacific region.

    y The ASEAN Plus Three - is a meeting betweenASEAN, China, Japan, and South Korea, and isprimarily held during each ASEAN Summit.

    y The Asia-Europe Meeting (ASEM) is an informaldialogue process initiated in 1996 with the

    intention of strengthening cooperation betweenthe countries of Europe and Asia, especiallymembers of the European Union and ASEAN inparticular.

    Free Trade Area (AFTA), a common

    external preferential tariff scheme to

    y The ASEAN Comprehensive InvestmentArea (ACIA) will encourage the free flow

    of investment within ASEAN.

    y The S.E.A. Write Award is a literary awardgiven to Southeast Asian poets and writersannually since 1979. The award is either given

    for a specific work or as a recognition of anauthor's lifetime achievement. Works thatare honoured vary and have included poetry,short stories, novels, plays, folklore as well asscholarly and religious works. Ceremoniesare held in Bangkok and are presided by amember of the Thai royal family.

    y ASAIHL or the Association of Southeast

    Asian Institutions of Higher Learning is a

    non-governmental organisation founded

    in 1956 that strives to strengthen higherlearning institutions, espescially in

    teaching, research, and public service, with

    the intention of cultivating a sense ofregional identity and interdependence.

    y ASEAN Heritage Parks is a list of nature

    parks launched 1984 and relaunched in

    2004. It aims to protect the region's

    natural treasures. There are now 35 suchprotected areas, including the Tubbataha

    Reef Marine Park and the Kinabalu

    National Park.

    y The ASEAN Scholarship is a scholarshipprogram offered by Singapore to the 9 othermember states for secondary school, juniorcollege, and university education. It covers

    accommodation, food, medical benefits &accident insurance, school fees, andexamination fees.

    y The ASEAN University Network (AUN) is a

    consortium of Southeast Asian universities. Itwas originally founded in November 1995 by11 universities within the member states.Currently AUN comprises 21 ParticipatingUniversities.
