Fire Safety Procedure
STATEMENT
Ashford School is committed to ensuring, so far as reasonably practicable, that all staff, pupils, contractors and visitors are protected from the risks of fire whilst on the premises. This policy explains how the school complies with this and its legal requirements under the Regulatory Reform (Fire Safety) Order 2005 (RRO) to ensure that, where possible, fire is prevented and that any fire risks are adequately controlled. This policy has regard to the RRO, the National Minimum Standards for Boarding (Standard 26) and is written as an extension to the school’s Health and Safety Policy. It is supported by the Group Health and Safety Policy (UCST); Fire and Emergency Procedures (Senior); Fire and Emergency Procedures (Prep).
Our objectives are to adhere to the law, and the employer’s health and safety policy. In particular, we will comply with the legal requirements for risk assessment, for the installation and maintenance of fire systems, for fire procedures and other fire safety documentation. Fire management arrangements ensure that every employee in this school understands precisely what they and every other individual must do in the event of fire and staff training will be provided for staff on appointment and repeated periodically as appropriate. Staff will be informed of any changes that are made to our fire safety procedures and fire risk assessment. All visitors to our premises are briefed on the evacuation procedure by the person whom they are visiting.
All staff are trained in the implementation of emergency evacuation procedures and copies of current fire risk assessments, fire and emergency response procedures and other fire safety documentation are available from the Facilities Managers. The school will comply with any recommendations made by the Fire Service, and will regularly carry out and record risk assessments in relation got fire, together with fire 0drills and any routine tests recommended by the Fire Service. There are currently no significant recommendations of the Fire Service outstanding.
Ashford School is fully committed to ensuring that the application of this Fire Safety policy is non-discriminatory in line with the UK Equality Act (2010). Further details are available in the school’s Equal Opportunity Policy document. This policy is applicable to all pupils in both senior and prep schools, including those in boarding and EYFS and Ashford School seeks to implement this policy through adherence to the procedures set out in the rest of this document. In line with our Provision of Information policy, this document is available to all interested parties on our website and on request from the Senior School and Prep School offices.
This document is reviewed annually by the Operations and Estates Manager or as events or legislation change requires. The next scheduled date for review is November 2018.

SECTION A - Fire Safety General GENERAL The overarching principle behind fire safety at Ashford School is that of the preservation of life. Our primary intent is to prevent the outbreak of fire, where this fails we need to safely and swiftly evacuate the building occupants through advanced warning (provided primarily by the Automatic Detection Systems) and well-rehearsed fire drills. FIRE RISK ASSESSMENTS These are held by the Operations and Estates Manager and are updated annually and/or when there is a significant change of use or works. In order to keep abreast of new developments each building is re-assessed by an external assessor on a rolling 5-year basis. A list of outstanding recommendations can be seen at Annex A. TRAINING & AWARENESS
All Staff
Staff are to ensure that they are aware of their responsibilities in the event of an emergency, with particular focus on pupil supervision and registration
Fire training will be given on induction and on a three yearly basis thereafter – see Whole School Induction Procedure
Staff must ensure that they:
• Know how to raise the alarm
• Know how to call the fire brigade
• Know when not to tackle a fire
• Know how to use a fire extinguisher correctly and safely
• Know the correct evacuation procedures for the premises
• Know where the assembly points are
• If possible, close all windows and doors
• Know not to block fire escape route
• Do not wedge open fire doors – unless it is a necessary temporary adjustment
Should staff feel unsure of any of the above they must raise concerns through the management chain Visitors & Contractors (Guests)
• All Guests will be briefed on the location of the fire evacuation point by Reception Staff
• Long term contractors are to report any problems/incidents to the Deputy H&S Co-ordinator
• Tenants are responsible for their fire procedures as per contracted agreement

Fire Marshalls
• There is a requirement to have sufficient numbers of staff trained to act as Fire Marshall
• They will receive special training; this is organised by the Deputy H&S Co-ordinator
• They will be given a designated area to look after
• They will need to conduct a workplace inspection of their area on a monthly basis
• They may be given specific evacuation duties (pending area) Boarders
• They have a pre-planned fire drill termly, which will be recompleted until the Housemaster is satisfied with the outcome
• They are briefed annually on topical issues including the dangers of overloading electrical sockets and tampering with fuses
CHECKS AND INSPECTIONS Details, rosters and forms for the below inspections can be seen in the respective school section below. In general terms:
• Fire drills are conducted and recorded on a termly basis and are repeated until the evacuation meets the satisfaction of the lead (person calling the drill)
• Premises have a physical inspection on a monthly basis, this looks at escape routes, fire doors and extinguishers
• Manual Call Points are tested on a weekly basis
• The Automatic Fire Detection System (AFDS) is inspected on a rolling basis, this encompasses 6 monthly panel inspections and 12 monthly checks of every manual call point and fire detectors

SECTION B – East Hill Campus Fire Procedures
The East Hill Campus is operated as a single site in terms of checks and inspections, but it has three separate evacuation procedures for the Senior School (Annex A), Boarding Houses (Annex B) and Bridge Nursery (Annex C). The procedures are at the Annex of this document. CHECKS AND INSPECTIONS Fire Drills & Evacuations
At the intervals shown below, drills should be conducted to simulate fire conditions i.e. one escape route obstructed, no advance warning given other than to specify staff for the purposes of safety, the fire alarm (if available) should be operated on instructions of Senior Leadership Team.
Fire procedures highlighted in Fire Safety General are to be followed. A record sheet (see Annex D) is to be completed for each drill/evacuation and a copy sent to the Deputy H&S Co-ordinator for her to log and action any remedial points. Do NOT call the fire Brigade for the purposes of a drill, it is an offence. Inspection & Checks A site overview of the below checks is at Annex E, with a summary of each building at Annex F. This is maintained by the Deputy H&S Co-ordinator.
1. Weekly Call Point Checks. A different manual call point is tested on each panel every week in order to ensure the system is operating effectively. These checks are undertaken by Maintenance Staff as directed by the Deputy H&S Co-ordinator. They are logged at Annex G.
2. Monthly Fire Checks. Once a month a member of the maintenance team walks around each
building and ascertains that manual call points, fire routes, fire doors, signage, lighting and extinguishers are in good operational condition. These are logged at Annex J.
3. Automatic Fire Detection System (AFDS). Is inspected on a rolling basis, this encompasses 6
monthly panel inspections and 12 monthly checks of every manual call point and fire detectors. Inspections are conducted by the nominated contractor as listed on the Fire Procedures with returns submitted to the Deputy H&S Co-ordinator.
4. Fire Fighting Equipment. Is inspected on an annual basis with a log returned to the Deputy H&S

• Senior Incident Manager (as detailed above) will take overall control of the situation. Immediate Action on Alarm

• There should be a mean of egress / regress for disabled person for all buildings within the school site. If none available and a disabled person is using the facilities, then a member of staff should be designated to escort the person while on the premises, so that in case of an emergency they will be able to move to the assembly point.
• Shut all windows and doors
• Reception is to ring Cedars on 371, Health Centre on 315, Swimming Pool on 390 and the Refectory on 336 and 641999 to ensure they are aware of alarm and evacuate accordingly
• Anne Rylands and Rachael Cox to collect box of Colour Coded House Folders & Fire Information Folders for Teaching & Support Staff from Reception and take to Somerville Lawn. Give out folders to Heads of Houses, Lead Tutor Yr 7 and Yr 8, Anne Rylands, Tracy Higgins, Andrea Brown. Liaise with Rachael Cox to assist with absentees. Report to Nicky Timms all pupil absentees.
• Charlotte Wilding assists Nicky Timms with checking in teaching staff
• Rachael Cox takes out Signing out Books and link-up with Julia to assist with absentees’ report to Nicky Timms all pupil absentees

• Senior Incident Controller is responsible for deciding whether to call for emergency service assistance and further actions as the situation demands (informing head, contacting parents, etc.)

FIRE INCIDENT MANAGEMENT
Control

• Senior Incident Controller is responsible for deciding whether to call for emergency service assistance and further actions as the situation demands (informing head, contacting parents, etc.)

SECTION C – Great Chart Campus Fire Procedures
The Great Chart Campus is operated as a single site in terms of checks and inspections, it has a single evacuation procedure which can be seen at Annex A of this document. CHECKS AND INSPECTIONS Fire Drills & Evacuations
At the intervals shown below, drills should be conducted to simulate fire conditions i.e. one escape route obstructed, no advance warning given other than to specify staff for the purposes of safety, the fire alarm (if available) should be operated on instructions of Senior Leadership Team.
Fire procedures highlighted in Fire Safety General are to be followed. A record sheet (see Annex B) is to be completed for each drill/evacuation and a copy sent to the Deputy H&S Co-ordinator for her to log and action any remedial points. Do NOT call the fire Brigade for the purposes of a drill, it is an offence. Inspection & Checks A site overview of the below checks is at Annex C, with a summary of each building at Annex D. This is maintained by the Deputy H&S Co-ordinator.
Weekly Call Point Checks. A different manual call point is tested on each panel every week in order to ensure the system is operating effectively. These checks are undertaken by Maintenance Staff as directed by the Deputy H&S Co-ordinator. They are logged at Annex E.
Monthly Fire Checks. Once a month a member of the maintenance team walks around each building and ascertains that fire call points, fire routes, fire doors, signage, lighting and extinguishers are in good operational condition. These are logged at Annex F.
Automatic Fire Detection System (AFDS). Is inspected on a rolling basis, this encompasses 6 monthly panel inspections and 12 monthly checks of every manual call point and fire detectors. Inspections are conducted by the nominated contractor as listed on the Fire Procedures with returns submitted to the Deputy H&S Co-ordinator.
Fire Fighting Equipment. Is inspected on an annual basis with a log returned to the Deputy H&S Co-ordinator.

FIRE INCIDENT MANAGEMENT
Control
• Senior Incident Manager (as detailed above) will take overall control of the situation Immediate Action on Alarm
• All the buildings MUST evacuate when the alarm sounds
• Teaching/Duty Staff are to ensure that pupils leave their building by the nearest clear exit and go to the Emergency Evacuation Point, and line up in their Form in SILENCE.
o Reception Adventure Playground o Nursery Adventure Playground o Years 1-6 Top Tennis Courts
• All Staff - exception of Maintenance/Grounds - should leave the buildings, closing the windows and the doors before leaving their room and switching all the kitchen appliances off for the refectory and the Home and Economics classroom, and report to the Emergency Evacuation Point (top tennis court or top playing field where the play equipment is) – the gas automatically turns off in the kitchen when the alarm sounds.
• Incident Assistant to notify people in the gym/pool that the alarm has been raised
• One of the Incident Assistants in the first instance attends the fire board to ascertain the location of the fire
• Incident Manager to task Incident Assistants to move parents away from the buildings and stop them from coming into school’s grounds, if incident happening during arrival or drop off time
• Incident Manager to decide to call the Fire Brigade, assisting visitors to the school and liaising with emergency services
• Reception staff to take all the registers as well as the updated class lists and contact details for parents, the “signing in and out” book, the visitor’s book, their mobile phone and to go to the Emergency Evacuation Points
o Reception Adventure Playground o Nursery Adventure Playground o Years 1-6 Top Tennis Courts
• Duty First Aider to take a first aid kit and his/her mobile phone and to go to the Emergency Evacuation Points

• Incident Manager to decide on re-setting the alarm if no fire found. If the board will not re-set, the Fire Brigade to be called
• Staff should only fight a fire if it is in its early stages and they feel comfortable to do so (unless there is a life threatening situation)
• DO NOT re-enter the building for any reason
• Concurrent Action (see below) Registration
• Form Teachers will take a register of their class. Absentees should be accounted for. Any missing pupils or staff should be reported to the Fire Brigade on their arrival if they have been called.
• Head’s PA to register whole school staff
• Absences to be reported to the Incident Manager

Concurrent Action on Alarm
• Incident Assistant (as detailed above) will deploy maintenance/grounds staff to verify state of the alarm
• They are only to fight a fire if it is in its early stages and they feel comfortable to do so (unless there is a life threatening situation)
• Incident Assistant will report situation to Incident Manager
• Senior Incident Controller is responsible for deciding whether to call for emergency service assistance and further actions as the situation demands (closing school, search parties for missing staff/pupils, reoccupying some areas of the school, returning to lessons, contacting parents, etc.).
