Progress Report on Implementation of the

Action Plan for the Prevention and Control of

Noncommunicable Diseases in the European Region

Reporting on progress

• A comprehensive profile of how Member States, the WHO European Office and other national and international agencies are advancing with the prevention and control of NCDs in the Region– results from the 2013 NCD Country Capacity Survey

– descriptions of selected customized responses and innovations

– findings and reflections on opportunities and challenges

Reporting framework –assess against four priority areas of the Action Plan and Health 2020

Governance for NCDs: alliances and

networks

Strengthening surveillance,

monitoring and evaluation

Highlights from 2013 NCD Country Capacity Survey

• 96% response rate– for some indicators, can compare to 2010 results

– for some indicators, can analyze trends since 2000-2001

• progress is evident across majority of indicators

Governance and multisectoral action

– 88% of reporting countries include NCDs in national health plans

• 43% include NCDs in national social and economic development plans

– 90% report NCDs being addressed by other than ministries of health

• 54% report formal multisectoral mechanisms to coordinate initiatives

– increase in partnerships with international organizations and UN agencies

Progress in risk factor surveillance

Percentage of countries in the Region having national or provincial studies or surveysof adults on specific risk factors for NCDs

Promoting health, preventing disease

• 74% of reporting countries have national integrated NCD policies and strategies, up from 2010

• more countries are combining primary prevention, early detection, treatment and care for cancer, CVD, diabetes, chronic respiratory disease and overweight/obesity

• increase in specific disease and risk factor policies

• 80% report fiscal interventions to influence behaviour

– almost all countries tax alcohol and tobacco

• > half of countries limit marketing of foods and non-alcoholic beverages to children

• 4 countries have banned trans fats

Primary health care: progress in reorienting health services

Percentage of countries integrating NCDs into the primary health care system

Summary

• Implementation of the Action Plan is progressing in all priority areas

• Member States are aligning with Health 2020 and the Global Monitoring Framework for NCDs

• Momentum is growing for multisectoral involvement and governance of NCD and risk factor programming

• Collaborative work within partnerships and networks is increasing

• Member States demonstrate a willingness to learn and are mutually supportive of building capacity

• Increasingly Member States are acknowledging NCD impacts in social and economic development

Gaps and challenges

• Anchor NCDs in social and economic development plans

• Disaggregate mortality data by socio-economic determinants

• Improve population level measurement of salt intake and blood lipids

• Increase availability and access to early disease detection technology

• Improve uptake and impact of evidence-based clinical guidelines

• Better engage NGOs and civil society
