1. INTRODUCTION AND WELCOME The Republic of the Chile is delighted to welcome all participants to the APEC Symposium and Informal Senior Officials’ Meeting (ISOM) on 12-13 December 2018 in Santiago. On 2019 we will commemorate and celebrate the 30th anniversary of this forum, 25 years since we became a member economy and 15 years since were hosts in 2004. Hosting APEC through 2019 will provide an opportunity to showcase our economy and our diversity while we work together with partner economies to advance APEC’s regional integration and economic cooperation agenda. We thank and congratulate Papua New Guinea, our hosts in 2018, and look forward to working with Malaysia and future host economies through the coming years. This Administrative Circular provides preliminary information on the meetings, as well as details on administrative procedures, meeting logistics and general requirements for a successful trip to Chile. Requests for clarification or additional information can be directed to the APEC Chile 2019 SOM’s Chair Office through the email address provided in Section 4. Amendments to this Circular (if any) will be issued as necessary and sent via email to each APEC Economy and APEC Observer through its Embassy in Chile and/or its Delegation Liaison Officer (DLO). Amendments will also be available at the APEC Information Desk at the meeting venue. The APEC Chile 2019 SOM’s Chair Office wishes all the participants a pleasant and productive visit. 2. MEETING DATES AND VENUE The APEC Symposium and Informal Senior Officials’ Meeting (ISOM) will be held on 12-13 December 2018. The meeting venues will take place at: APEC Symposium and ISOM: Former National Congress Morandé #441 Santiago Welcoming Reception: Centro Cultural La Moneda Plaza de la Ciudadanía #26 Santiago ISOM Working Lunch: Ministry of Foreign Affairs Teatinos #180, 17th floor Santiago All venues are situated in the historical downtown area of Santiago and are walking distance from each other. An APEC Information Desk and Registration Desk will be operating at the Former National Congress to provide delegates with information and assistance. 3. MEETING PROGRAM The tentative program for the Symposium and ISOM meetings is:

• Wednesday, December 12th, 2018:

APEC Symposium between 8:30 a.m. and 4:30 p.m. The event will be followed by an evening welcome reception.

• Thursday, December 13th, 2018:

A SOM only retreat will take place at 9:00 a.m. followed by ISOM. A working lunch will be hosted.

ACCREDITATION AND LIAISON OFFICERS

5.1 Delegation Accreditation Officer (DAO)

Each APEC delegation is required to appoint a primary Delegation Accreditation Officer (DAO) and an alternate. The DAO is responsible for registering online the head and members of their delegation to the APEC Symposium and ISOM. Additionally, the DAO is responsible for responding to requests from the APEC SOM Chair Office for additional information or clarification. While the DAO will be the primary point of contact regarding registration and accreditation issues prior to the meetings, that person’s presence during the APEC meetings is not mandatory.

We require a DAO from the following:

• Each APEC Member Economy

• The APEC Secretariat

• The ABAC Secretariat

• The Official APEC Observer Organizations (ASEAN Secretariat, PECC, and PIF Secretariat)

A username and password is required to access the APEC ISOM Online Registration Portal. To receive this, delegations are required to submit the full name, title, contact number and e-mail address of their DAO and an alternate to [email protected] no later than 14 November 2018.

5.2 Delegation Liaison Officer (DLO)

Each APEC delegation is also required to appoint a primary Delegation Liaison Officer (DLO) and a Deputy DLO. The DLO for each delegation should be present during the entire ISOM and available as a point of contact regarding any administrative or logistic matter that might arise.

The DLOs duties will also include the following: • To remain in contact with the SOM Chair Office APEC Chile 2019 during the meetings; • To liaise with the Host Economy Liaison Officer (HELO);

• To pick up ID badges, lapel pins, overpasses, and meeting kits of delegates; • To pick up all invitations for delegates; • To reserve bilateral Meeting Rooms. The DLO may be the same person as the DAO, and is required to be appointed by: • Each APEC Economy • The APEC Secretariat • The ABAC Secretariat • The Official APEC Observer Organizations (ASEAN Secretariat, PECC, and PIF Secretariat) Delegations are required to submit the full name, title and contact information of their DLO and Deputy DLO to [email protected] no later than 14 November 2018. The appointed DLO may use the same username and password assigned to the DAO to access the APEC ISOM Registration Portal.

5.3. Delegation Media Liaison Officer (MLO)

All delegations are encouraged to appoint a Delegation Media Liaison Officer (MLO) as the primary point of contact for media issues. Delegations should submit their MLO’s name, title and email address to [email protected] no later than 26 November 2018.

5.4 Host Economy Liaison Officer (HELO) A HELO will be assigned by the Host Economy to each of the following: • Each Senior Official of APEC Economies (or Head of Delegation) • The Executive Director of APEC Secretariat • ABAC Chair • Head of the Delegation of the Official APEC Observer Organizations (ASEAN Secretariat, PECC, and PIF

Secretariat) The HELO will serve as a point of contact for Senior Officials and Heads of Delegation on administrative and logistic matters. The name and contact information of each delegation’s HELO will be provided prior to the beginning of the APEC Symposium and ISOM. The HELO will always be accessible and on site when the respective Senior Official (or Head of Delegation) is present at the events and meetings. The HELO may be contacted by email or by phone prior to the arrival of Senior Officials (or Heads of Delegation), and during the events and meeting. The HELO is not able to perform the duties of DAO, DLO or MLO. 6. REGISTRATION AND ACCREDITATION

6.1. Delegate Registration

Online registration for APEC Symposium and ISOM will open on the 12 November 2018 and close on 5 December 2018. All meeting participants must be registered by their respective DAO via the secure online registration link sent by email from the SOM Chair Office APEC Chile 2019. Each DAO will receive via email a username and password to access the registration portal. Please note that usernames and passwords shall be sent only to designated DAOs and DLOs and will not be provided until the names and contact information of the DAO and DLO have been received. Registration information will be protected and available only to a limited number of personnel in the SOM Chair Office. At the conclusion of the APEC 2019 year of meetings, all personal data will be destroyed in a secure manner. A confirmation message will be sent electronically to the DAO after each registration is completed. It is the responsibility of the DAO to notify each delegate of their confirmation. If a DAO experiences difficulty performing this task, they should contact [email protected].

6.2. Late Registration

After the online registration portal closes on 05 December 2018, non-registered participants will be required to register onsite at the Former National Congress meeting venue. Every effort will be made to provide timely onsite accreditation and issuance of ID badges for late registrants. However, the organizers are unable to guarantee that the process will be completed prior to the start of the meeting. The participants who arrive at the meeting venue without having been previously registered via the online portal will be processed for an ID badge only after their delegate status has been verified by their DLO. A passport or other valid form of ID will be required.

6.3. Non-APEC Member Participation and Guest Registration

There are two ways by which invited guests or speakers may be registered for APEC ISOM:

Invited persons may be included as members of delegation of any APEC Economy, the APEC Secretariat, ABAC, or an Official Observer Organization. The respective DAO should register the invited person(s) in the same manner as delegation members via the online registration portal.

Invited guests who are not members of delegations or come from non-APEC economies, must be accredited through the process outlined in APEC Guidelines on Managing Cooperation with Non-Members Participants.

7. MEETING ACCESS

7.1. Pick-up and Display of ID Badges

DLO Badge Pick-up: DLOs may collect badges for members of their respective delegation by presenting a certificate or a confirmation letter and signing a custody receipt. DLOs are strongly encouraged to collect ID badges for all members of their respective delegations. DLOs will be informed through email of the date and venue for collection.. Delegates Badge Pick-up: Delegates who do not receive their ID badges from their DLO may collect them at the APEC Registration Desk at the Former National Congress, by presenting their passport or other applicable travel documents. All additional information about collecting badges will be sent to the DAO and DLO of each delegation prior to the events. Delegates are requested to display their APEC ID badges at all times while in the meeting venues.

7.2. Lapel Pins

A meeting lapel pin will be provided to Economy Senior Officials/Heads of Delegation, ABAC Delegation Leader, the APEC Secretariat Executive Director, and heads of the three Official APEC Observer delegations to expedite entry to all venues, meetings and official events. These lapel pins will be given to DLOs for appropriate distribution prior to the beginning of the meetings. Delegates with lapel pins can access all venues but are kindly requested to also wear their ID badges while inside any meeting venue.

7.3. ISOM Symposium Access Procedures To access the Former National Congress building all guests will be required to go through a security checkpoint. All delegates and participants are required to clearly display their ID badge and relevant overpass to be allowed entry to venues and meeting rooms. Senior Official/Head of Delegation + six (6) may attend the ISOM Symposium. All delegates and participants, including those with lapel pins, are requested to always wear their ID badges visibly while inside the building.

8. ACCOMMODATION

8.1. Designated Hotels

The following hotels have been selected for APEC ISOM participants:

Please note that the Crowne Plaza, Cumbre Lastarria, Magnolia and Galerías hotels are located downtown, in the vicinity of the venues, while Diego de Almagro and Novotel Santiago Providencia Hotels are situated in Providencia neighborhood, approximately 20 minutes away by car. Shuttle buses will be available between the venue of the APEC Symposium and ISOM and designated hotels. Delegates who choose to stay in hotels other than those listed above will need to arrange their own transportation between the hotel and the meeting venue or go to the nearest designated hotel to take the shuttle. 8.2. Reservation Procedures Special rates have been arranged for APEC Symposium and ISOM participants for the period of 11-14 December 2018 through our provider Travel security. To take advantage of the special rates, delegates should contact [email protected] or they can book directly using the website https://www.travelsecurity.cl/apec before 26 November 2018. 9. AIRPORT ARRIVALS AND DEPARTURES 9.1. Santiago International Airport

The International Airport Comodoro Arturo Merino Benítez, also called Aeropuerto Santiago-Pudahuel, is the main airport in Chile. The airport is currently undergoing expansion to double its capacity by 2020, with work underway. We ask for your patience and apologize in advance for any inconvenience it may cause.

Upon arrival to the Santiago International Airport, SOMs and delegates will be met by members of the APEC Chile Team, who will be easily identifiable, as they exit their aircraft. We request that arriving delegates identify themselves to the members of the APEC Chile Team so that their airport procedures can be expedited.

9.2 Information about flights A form (ANNEX B) outlining SOM/Head of Delegation flights should be sent by the DAO to [email protected] at least fifteen (15) days before the arrival date, with the following information: a) Name and position of the SOM/Head of Delegation. b) Date and time of arrival and departure. c) Airline and Flight number (arrival and departure). d) Last port of embarkation before arrival to Santiago Airport (SCL).

9.3 Immigration facilities

Chile will facilitate the immigration process and expedite visa issuance for delegates participating in the APEC 2019 Symposium and the Informal Senior Official Meeting (ISOM). All delegates entering Chilean territory are required to hold a passport valid for six months from the date of arrival. We encourage each delegate to be responsible for ensuring that they secure a visa as early as possible. If required, delegates can consult their local Chilean embassy or consular office. Holders of APEC Business Travel Card (ABTC) do not require a visa to enter Chile. Further inquiries about visa and entry requirement may be directed to: [email protected]

9.4 Customs and Passport Control

A Chilean Customs Form (Annex A) will be provided to passengers by the airline during the flight. Upon arrival to Chile, a fast track lane will be available for APEC delegates to submit their passport and completed immigration form. After collecting their bags and before exiting the arrival area, all delegates will be required to pass through customs control. The climatic and geographical characteristics make Chile a "phytosanitary island". The Atacama Desert in the north, the Andes Mountains in the east, the Pacific Ocean in the west and the Antarctic ice in the extreme south are natural barriers that isolate food production and protect Chile from pests and diseases. For this reason, upon entering the country you must declare any animal or vegetable products to the Agriculture and Livestock Service (Servicio Agrícola y Ganadero – SAG). Foreign currency in excess of USD 10,000 or its equivalent in other foreign countries brought into Chile must be declared.

10. TRANSPORTATION

10.1 Transportation for Senior Officials and Heads of Delegation

Senior Officials/Heads of Delegation of APEC economies, official Observers and the APEC Secretariat Executive Director will be received at the airport by an Airport Protocol Officer and their HELO. They will be provided with a car that will take them to the hotel and will accompany them throughout their stay. The driver will be an officer of Carabineros de Chile (Chilean police).

10.2 Transportation for Delegation A shuttle transfer service between the airport and designated hotels will be available on 11 - 14 December 2018. APEC shuttle buses will be available for ISOM delegates as transport to and from official venues. This shuttle service will be available from 12-13 December 2018.

10.3 Public Transportation and Taxi

Delegates are highly recommended to use licensed taxi for transportation for other non-work purposes. During the night delegates are encouraged to ask their hotel to arrange a taxi if required. For security reasons, it is not advisable to use app-based taxi services.

Additional information regarding transportation facilities and taxi services will be available at the APEC Information Desk at the meeting venue, and at the reception desks of the designated hotels.

10.4 Special Transportation Requirements

Special transportation requirements should be addressed to [email protected].

10.5 Media Transportation Media representatives who display their accreditation badge or have a printed or digital copy of their APEC Accreditation Confirmation Letter may use the free shuttle service. 11. MEETING VENUE FACILITIES, SERVICES, AND ACTIVITIES

11.1. Common Delegation Room

A Common Delegation Room will be available in the meeting venue for use by all meeting participants from 08:00 a.m. to 8:00 p.m. on 12 and 13 December. The room will be equipped with computers, black and white printers, multifunctional copiers, wireless internet, and basic office supplies.

11.2. Bilateral Meeting Rooms

Bilateral Meeting Rooms will be available for delegations at the Former National Congress, and be made available on reservation basis from 8:00 a.m. to 8:00 p.m., on 12 and 13 December. Three rooms will be available, each with capacity of eight to twelve seats.

Bilateral Meeting Rooms need to be reserved in advance by emailing a Bilateral Meeting Room Booking Form (ANNEX C) to [email protected]. Meeting rooms will be assigned on a first come, first served basis. Bilateral Meeting Rooms may also be booked at the APEC Information Desk during 12 – 13 December. 11.3. Silent Room

A Silent Room for delegates who wish to pray will be available at the Former National Congress. Information about the Silent Room can be obtained at the APEC Information Desk at the venue.

11.4. Medical Services

Basic or emergency medical services will be provided from 08:00 a.m. to 8:00 p.m. every day at the Former National Congress, free of charge for registered meeting participants who require medical attention. An ambulance will also be available at the venue.

However, medicines and any subsequent treatment provided by hospitals, clinics, pharmacies, ambulances, or other medical providers will incur a cost and must be paid directly by the delegate to the service providers. Details on hospital locations and operation hours will be available at the APEC Information Desk in venues and official hotels.

Participants must report to the organizers about chronic diseases or special conditions of health risk (diabetes, immunosuppression, allergies, pregnancy, others) in order to adopt necessary preventive health measures.

11.5. Tourism and Travel Information APEC delegates who wish to know more about Chile are encouraged to visit our official website: https://chile.travel/. Delegates who wish to book private tourist services can send an email to: [email protected]. Delegates can also get tourism information at the APEC Information Desk at the venue and in designated hotels.

12. DOCUMENT SUBMISSION AND ACCESS 12.1. Requirements for Submission of Meeting Documents

• All meeting documents must be submitted in soft copy and accompanied by a completed Document Information Request Form (DIRF) (ANNEX D).

• Submit all documents by the stipulated deadlines to facilitate review, access, processing, and reproduction (where applicable) in advance of the meetings. Only soft copies of documents will be accepted. All documents must be submitted no later than 7 December 2018.

• Late submission is strongly discouraged. In such cases, the Documentation Center cannot guarantee the timely processing of the materials provided.

• Indicate in the email subject field the name of the meeting for which the documents are being submitted. • Send separate messages for submission of documents for different meetings. • Do not password-protect files as the Documentation Center will need to insert the standard cover page

into each document. 12.2. Submission of Papers

Documents for the Informal Senior Officials' Meeting must additionally be accompanied by a soft copy of a one-page Executive Summary (ANNEX E) outlining decision points and/or deliberations required from Senior Officials. Papers must be submitted via email by 07 December 2018 to the Documentation Center Manager, with a copy to the SOM Chair’s Office, using the following email addresses: To: [email protected] Cc: [email protected] Subject Field: Name of Meeting (Symposium or ISOM) 12.3. Documentation Center

The Documentation Center will be located at the Former National Congress and will be open from 08:00 a.m. to 6:00 p.m. daily for the duration of the meetings.

12.4 Document Access

Printed documents will be distributed in meeting rooms approximately 30 minutes prior to the start of meetings. In line with the movement for APEC meetings to reduce the consumption of paper (paper-light or paperless), please note the following for APEC 2019 meetings:

• For formal meetings, only one copy of key papers will be printed per delegation.

• Ancillary events will be paperless.

• There will be no printing of:

▪ Information papers

▪ Presentations

▪ Revised documents: once printed further changes can be projected on screen and will be captured for the records only.

▪ Papers over 20 pages.

• Papers submitted by the stipulated deadlines will be posted on the respective APEC Collaboration System (ACS) pages to facilitate access and review of papers prior to the meeting. For ISOM, documents can be accessed via https://sgapec.sharepoint.com/sites/acs/SOM/PreMeeting%20Documents/Forms/AllItems.aspx

• Access to the ACS will require an APEC Information Management Portal (AIMP) ID and password. If you do not yet have an AIMP ID, please contact [email protected] for assistance well in advance of the meeting.

12.5 Publications to Be Distributed at the Meeting

Publications intended for distribution during meetings should be sent via courier service to the Documentation Center Manager in advance of the meetings. It is requested that arrangements be made with the Documentation Center Manager via: [email protected]. Please note that the contents of packages should clearly indicate for which meeting the material is intended for, along with the contact information of the sender.

12.6. Final Papers

Final meeting papers will be made available on the APEC Meeting Document Database (MDDB) shortly after the meetings. The MDDB can be accessed at: http://mddb.apec.org/Pages/default.aspx

12.7 Information Disclosure APEC operates by consensus. APEC needs to consider and debate issues away from public scrutiny to develop said consensus and to ensure the free and candid exchange of ideas. 13. DRESS CODE Unless otherwise noted on invitations for specific events, the APEC Symposium’s dress code will be business attire and the ISOM’s dress code will also be business attire but with a no-tie policy. 14. OFFICIAL PHOTO An official photo for Seniors Officials (or Heads of Delegations) will be taken (details will be disseminated at a later stage). 15. MEDIA ARRANGEMENTS 15.1. Registration and Accreditation Access to media facilities, services and specified events will only be available to accredited media representatives. All media wishing to cover APEC Symposium and ISOM should register online. The information provided should be accurate and complete. Information on press registration procedures will be circulated in due course.

ID badges will be issued for accredited media, which will be required for entry and should be worn at all times. Further inquiries should be directed to [email protected] A Press Center Room with convenient facilities will be available in the Former National Congress, where documents and broadcast material will be distributed.

15.2. Passports/Visas and Equipment Entry

All members of the Press who will cover APEC activities with an ordinary passport, must request authorization from the Ministry of the Interior for the special work visa. Those who come with an official passport should consult with their consulate if they require a visa or not. Chilean Customs Law (Exempt resolution 6,125) states that “used items that are exclusively required for carrying out professions or trades” may enter the country under the “equipment” category. The law also specifies a list of items that do not need to be declared, including laptops for personal use; portable video cameras and their accessories; cellphones; portable photographic cameras (digital or other) and their accessories, among others. Entry of larger equipment requires an ATA Carnet (www.atacarnet.com), which is recognized by Chilean Customs. Journalists from countries that are not currently incorporated into the ATA system must send details of the equipment they wish to bring into Chile to [email protected]. 15.3. Media Manuals A Press Logistics Manual detailing accreditation, accommodation, immigration and customs requirements, will be sent at the beginning of the press accreditation process. The Press Operations Manual will be sent to the accredited media on early December with the arrangements of the press coverage, news opportunities, photo opportunities, maps and further information. 16. GENERAL INFORMATION

16.1. City of Santiago

Santiago is the capital and largest city of Chile, with a population of 7 million in Greater Santiago (40% of the country’s population of 17.5 million). It is located in the country's central valley and most of it lies between 500 m (1,640 ft) and 650 m (2,133 ft) above mean sea level.

The city’s diversity is reflected in its many contrasting neighborhoods. Set out to explore the city streets and you’ll discover beautiful and original art galleries, design shops and handicraft markets, as well as a great selection of restaurants, bars and cafes.

To get a real feel of the city, visit downtown Santiago, where most of the venues will be located. This is Santiago’s heart and home to historical buildings, beautiful neighborhoods, busy streets and also our seat of government. This is a place to walk around, get lost and admire iconic buildings.

If you want to witness the hectic life of our city, do not miss the chance of passing by our well-known ‘Paseo Ahumada’ and ‘Paseo Huérfanos’. If you want to stop for some coffee in a relaxed and artsy neighborhood, Lastarria is a must for you!

Some other places in downtown Santiago worth visiting include ‘Plaza de Armas’, a historical square surrounded by emblematic buildings such as the Metropolitan Cathedral, the Central Post Office and the Chilean National History Museum.

Other top-rated attractions in the city’s center are the ‘Santa Lucía’ handcrafts markets for shopping and the Central Market where you can enjoy some local culinary delights. The Municipal Theater, Fine Arts and Pre-Columbian Museum if you are looking for cultural tourism.

Fans of great outdoor activities can head for the hills, such as our historical “Cerro San Cristóbal”, the second highest peak in the city located right next to the trendy Bellavista neighborhood. This famous hill can be reached by car, bicycle, on foot, the funicular or a cable car. All options that ill give you the opportunity to enjoy a panoramic view of Santiago, with the magnificent Andes Mountains as a backdrop.

Night owls can enjoy a taste of lively Latino nightlife in hip Bellavista!

16.2. Weather

December is one the hottest months in Santiago. Temperatures, on an average day, range from 12°C (54°F) to 28°C (82°F) and can reach peaks of 32-34°C (90-94°C). Ultraviolet (UV) radiation is also something to consider when coming to Santiago in December. According to UV index measures Santiago averages around 8 during this time of the year. (On a scale where five is moderately dangerous and 11+ is extremely harmful,)

Santiago Time is GMT-3.

16.4. Currency and Credit Cards

The local currency is the Chilean Peso. The currency exchange rate is approximately US$1= CH$680 (As of October 2018). Currency exchanges are situated in airports, hotels and shopping malls. Major credit cards are widely accepted in airports, hotels, shopping malls and other places or can be used to retrieve cash from ATMs throughout the city

16.5. Electricity Supply

The standard voltage in Chile is 220 V and the standard frequency is 50 Hz. In Chile there are two associated plug types, types C and L. Plug type C is the plug with two round pins and type L is the plug with three round pins.

16.6. Restaurants

16.8. Tipping Tipping etiquette in Chile dictates that one must leave a gratuity of 10% of the total bill. Most restaurants, bars, and coffee shops will include a suggested final price at the bottom of the bill with this 10% already incorporated. Customers have the option of paying the original amount or the suggested final price. If the bill does not include a suggested final price with an additional 10%, one is expected to include it when paying. 16.9. Smoking Policy Smoking in public spaces, such as airports, shopping malls, restaurants or hotels is not allowed in Chile. Some restaurants are allowed to have special smoking areas. 16.10. Metro- Subway, Buses and Taxies

There are 6 metro train lines in Santiago. Ask the hotel front desk for additional information. The metro and Buses are available only by using BIP Card, which can be purchased at any metro station. Taxis are generally secure in Santiago, however, during nighttime it is recommended that you ask your hotel to request one. 17.
