1 WELCOME AND INTRODUCTION

Peru welcomes all participants to the APEC 2016 Food Security Week (FSW) and to the Fourth APEC Food Security Ministerial Meeting (FSMM4) in Piura. The Ministry of Foreign Affairs of Peru is in charge of the administrative and logistic arrangements regarding the organization of meetings and related activities, thus enabling APEC delegates to effectively carry out their work while enjoying their stay in Piura. This Administrative Circular provides relevant meeting information, as well as comprehensive details on administrative procedures, meeting logistics and requirements for all participants. Inquiries or further information on such arrangements can be sent to the Ministry of Foreign Affairs or its relevant units through the email addresses provided in Section 4. Amendments to this Circular, if any, will be issued as necessary and sent via email to each APEC delegation. The APEC Information Desk at the meeting venue will provide updated information regarding the contents of the Administrative Circular. The Ministry of Foreign Affairs of Peru wishes all participants a pleasant and productive stay in Piura.

2 MEETING DATES AND VENUES ([email protected])

The APEC FSW will be held from 16 to 25 September, and the Fourth APEC Food Security Ministerial Meeting (FSMM4) from 26 to 27 September, at the Río Verde Hotel (Casa Andina Private Collection) in Piura and at the Chamber of Commerce of Piura. Please refer to Annex B for a map of the designated venues.

Rio Verde Hotel is located in a residential area of Piura, opposite to the University of Piura’s main campus, 2 km or 15 min. away from the city square, where other designated hotels are also located. This hotel has an Express branch next door. The hotel amenities include an outdoor pool and a restaurant.

5 DELEGATION ACCREDITATION, LIAISON, MEDIA AND HOST E CONOMY

LIAISON OFFICERS ([email protected])

5.1 Delegation Accreditation Officer (DAO)

Each APEC delegation must appoint a primary Delegation Accreditation Officer (DAO) and an alternate. The DAO is responsible for the online registration and accreditation of the Head of Delegation (HOD), as well as for all members of his/her delegation to the FSW and FSMM. The DAO is the primary point of contact with the Ministry of Foreign Affairs regarding inquiries that may arise concerning the registration and accreditation of delegation members. The DAO’s presence during the APEC meetings is not mandatory. The DAO must be appointed by

• each APEC Member Economy; • the APEC Secretariat; • the ABAC Secretariat; and • the Official APEC Observer Organizations (ASEAN Secretariat, PECC Secretariat and

PIF Secretariat) In order to receive the username and password needed to access the FSW and FSMM online registration portal, all APEC delegations must submit their DAO and alternate DAO full names, titles, itineraries, photo (is required to be in color, passport size, full frontal and all white background), passport, e-mail and mobile number to [email protected] no later than August 22, 2016. 5.2 Delegation Liaison Officer (DLO) Each delegation must also appoint a Delegation Liaison Officer (DLO) and a deputy DLO. The DLO must be present and available during all FSW and FSMM meetings to assist in any administrative or logistical issues that may arise. The duties of the DLO shall include

• coordinating with the Ministry of Foreign Affairs during the meetings; • coordinating with the Host Economy Liaison Officer (HELO); • picking up ID badges, lapel pins, overpasses, and meeting kits, if necessary; • picking up all invitations for delegates participating in the events; • validating late accreditations, and • submitting requests for bilateral meeting rooms, if necessary.

The DLO may be the same person as the DAO and must be appointed by

• each APEC Member Economy; • the APEC Secretariat; • the ABAC Secretariat; and • the Official APEC Observer Organizations (ASEAN Secretariat, PECC Secretariat

and PIF Secretariat).

Economies are required to forward the full name, title, and contact information (e-mail address and mobile number) of their DLO and one alternate to [email protected] no later than August 22, 2016. 5.3 Media Liaison Officer (MLO)

All delegations are encouraged to appoint a Media Liaison Officer (MLO) who will be responsible for all contact with the media and media related issues. Delegations should provide the full name, title, address, e-mail address and mobile telephone number of their MLO to [email protected] no later than August 22, 2016.

5.4 Host Economy Liaison Officer (HELO)

A Host Economy Liaison Officer (HELO) is assigned by the Host Economy to

• APEC Senior Officials or SOM Heads of Delegation; • the Executive Director of the APEC Secretariat; • the ABAC Head of Delegation, and

• the Head of Delegation of the Official APEC Observer Organizations (ASEAN Secretariat, PECC Secretariat and PIF Secretariat).

The HELO will be responsible for delivering the lapel pin to their corresponding Senior Official or Head of Delegation. During the events, the HELO will be the contact person for the Senior Officials, Heads of Delegation and their delegations on logistical and administrative matters. The name and contact information of each delegation´s HELO will be provided prior to the beginning of the meetings. The appointed HELO will be in regular contact with the corresponding DLO or deputy DLO for further coordination, usually through WhatsApp, which DLOs are advised to download. The HELO should always be available at events and meetings and on-site whenever their respective Senior Official or Head of Delegation is present. The HELO is not entitled to perform the duties of the DAO, DLO or MLO.

6 REGISTRATION AND ACCREDITATION ([email protected])

6.1 Participant Registration

Online registration for the FSW and FSMM meetings will be available from 24 August to 12 September, 2016. Participants must be registered by their DAO through the online registration system during the online accreditation period by accessing the following secure registration link:

In order to proceed with the delegate’s online registration, each participant should provide their DAO or deputy DAO the following information:

• Full name;

• Title; • Itinerary; • Scanned copy of the passports´ information page; • Contact information (e-mail); • Flight information; • Accommodation details; • Health information; • Please make sure that all meetings which will be attended by delegates are ticked; • A passport sized photograph, full frontal, in color, all white background, taken from the

shoulders up, file size 50kb – 200 kb, JPG format (please refer to the example below). Example 1 Example 2

Please note that accreditation usernames and passwords shall be emailed only after the names and contact information of the DAOs and Deputy DAOs are received (see Section 5.1). For security purposes, all information gathered through the registration system will be protected and accessible only to a limited number of members of the Ministry of Foreign Affairs. At the conclusion of the APEC 2016 year of meetings, all personal data will be destroyed in a secure manner. Confirmation of the successful registration of each participant will be sent to the DAO via e-mail. It is the responsibility of the DAO to notify each delegate of such confirmation. Participants registered by the DAO that have not received e-mail confirmation by 12 September 2016, should notify their DAO or the Ministry of Foreign Affairs of Peru by sending an e-mail to: [email protected] Any technical concerns pertaining to online registration may be directed to: [email protected].

IMPORTANT NOTICE: all participants must hold their respective credentials to be

allowed onto the shuttle service provided to design ated hotels and the venue.

6.2 Late Registration

Delegates who are unable to complete online registration by 12 September, 2016 (http://registrationapec2016.rree.gob.pe) shall be required may register on-site since 16 September between 07:30h and 15:00h at the hotel Río Verde Express Piura (Classic), located at the left side of the Hotel Río Verde Private.

Please notice that respective DLO is responsible for confirming the late registration of delegates. If possible, they should inform the Accreditation Team of the arrival of late registrants or changes in their delegation in advance to [email protected] (Subject: Late Registration). Every effort will be made to provide timely on-site registration as well as issuance of ID badges for late registrants. However, no guarantee can be given that the registration process will be

completed before the meetings begin. Participants without prior online registration who wish to attend the meetings will receive ID badges only after their delegate status has been verified by their respective DLO.

6.3 Non-APEC Member Participation and Guest Registr ation

There are two ways by which guests and invited speakers may be registered:

• Invited participants may be included as members of delegation of any APEC Economy, the APEC Secretariat, ABAC or an Official APEC Observer Organization. Therefore, the relevant DAO should register a guest participant(s) in the same manner as any other delegate through the online registration system (see Section 6.1 ).

• Invited guests who are not members of delegation or come from non-APEC members, will have to be accredited in accordance with the APEC Guidelines on Managing Cooperation with Non- Members. Correspondingly, registration of non-members will be carried out through the APEC Secretariat.

7 ACCESS TO MEETINGS ([email protected])

7.1 Pickup and Display of ID Badges

DLO ID Badge Pick-up: For FSW and FSMM, DLOs may collect the badges for all members of their delegations before the meetings on 15 September, 2016 from 09:00h to 17:00h, at the Hotel Río Verde Express Piura (Classic). All additional information regarding badge pickup will be sent to the HELO of each delegation prior to all events. DLOs will be able to pick up badges for all members of their delegation by presenting a confirmation list and signing a custody receipt.

Delegate Badge Pick-up:

Delegates can collect their badges at the APEC registration desk from 15 to 27 September between 07:30h and 15:00h at the at the Hotel Río Verde Express Piura (Classic), located at the left side of the Hotel Río Verde Private. In order to receive ID badges, the participants must provide a valid photo ID, passport or a diplomatic identity card. All participants are required to wear their APEC ID badges at all times while in the meeting venue and events, and to access official transportation.

IMPORTANT NOTICE:

Participants will only be granted access to the mee ting venue with the official badge 7.2 Lapel Pins

A meeting lapel pin will be provided to Food Security Ministers / Heads of Delegation, the APEC Secretariat Executive Director, the ABAC Head of Delegation, Heads of all Official APEC Observer delegations, in order to expedite entry to all venues, meetings and official events. These lapel pins will be given to HELOs for appropriate distribution prior to the start of the meetings. 7.3 Meeting Overpasses In addition to ID badges, meeting overpasses will be required in order to enter the FSMM4 plenary sessions, with the exception of lapel pin wearers, who will not be required to hold a meeting overpass. For the FSMM4, each member economy delegation will be provided with seven overpasses, while the APEC Secretariat, the ABAC Secretariat, the Observer Organizations, and registered guests will be provided with an appropriate number of them. Overpasses will be given to HELOs for appropriate distribution prior to the start of the FSMM4 plenary sessions.

7.4 Summary of Access Procedures

Access to the Hotel Rio Verde requires that all guests go through a security checkpoint. All delegates and participants’ entry to the meeting venue will require presentation of a meeting ID badge, except for Ministers / Heads of Delegation, the APEC Secretariat Executive Director, the ABAC Head of Delegation and the Heads of all Official APEC Observer delegations, who will be wearing lapel pins. In addition, all delegates (except lapel pin wearers) will require to show their meeting overpass, in addition to ID badges in order to access the FSMM4 meeting sessions.

7.5 Delegate pack pick-up Participants may collect their delegate pack at the information booth located at the Hotel Rio Verde. For collection, they must hand in the redeem card included in the back pocket of their credential.

It is very important to consider that for the FSMM4, each delegation is entitled to hold no more than two (02) rooms at the “Casa Andina Private Collection Rio Verde”: (01) provided by the Host Economy for the Minister / Head of Delegation, and one (01) booked by the respective economy for a companion. Please note that, in order to guarantee an equal distribution of hotel rooms there will be no exceptions for any delegation. Please also note that:

• Breakfast is included in all designated hotels. • Prices do not include the 10% service tax. Participants who present a valid passport and

the Departure Slip of their Andean Migration Card (Tarjeta Andina de Migración) at check-in are exempt from the national sales tax (18%). However, the tax may apply per room when a guest with resident status in Peru shares it.

Arrival to Peru is through the Jorge Chavez International Airport in Lima. After going through immigrations and customs in this airport, delegates should exit the international area and head to the domestic counters and waiting areas to board their domestic flight on route to the Aeropuerto Capitán FAP Guillermo Concha Iberico (IATA:PIU, OACI:SPUR) 9.1 Jorge Chávez International Airport (LAP)

The Jorge Chávez International Airport (IATA: LIM) is the main international airport that serves Lima and its neighboring cities (www.lima-airport.com).

It is located in the Constitutional Province of Callao, near the main seaport of Peru and 11 kilometers away from the Historic Center of Lima. The Jorge Chavez International Airport is safe, modern and highly efficient. Upon arrival at the International Arrivals terminal, participants will be greeted by our APEC support staff, who will be wearing red colored vest with the

In addition, in order to facilitate the arrival of delegates from all other APEC Economies, Peru issued a Supreme Decree to temporarily waive visa requirements for their Diplomatic, Special, Official and Service passport holders.

Regular Passports The Diplomatic and Consular Missions of Peru in the People´s Republic of China and Viet Nam will issue official courtesy visas to regular passport holders from these economies who are duly registered to attend APEC meetings. Delegates from all other economies holding regular passports do not require a visa to enter Peru as tourists for a period of up to 90 days from their date of arrival. APEC Business Travel Card (ABTC) Holders of the APEC Business Travel Card (ABTC) do not require a visa to enter Peru for a period of up to 183 days. 9.3 Passport Control and Security Checkpoints ([email protected])

All delegates entering Peruvian territory are required to hold a passport valid for up to six months from the date of arrival. An Andean Migration Card and Customs Form will be provided by the airline during the flight. Upon arrival to Peru, a fast track lane will be duly implemented for APEC delegates to submit their passport and their completed immigration form. Immigration authorities will keep the Entry Slip of the Andean Migration Card and will give the passenger a stamped Departure Slip. Passengers should keep this document for check-in procedures at hotels in order to benefit from National Sales Tax exemption, as well as for their departure immigration control. After collecting their bags and before exiting the arrival area, delegates shall go through customs control (see Section 9.4). Before departure from Peru and in compliance with the Civil Aviation Organization (ICAO) standards, all passengers must declare carrier items considered hazardous and/or dangerous for flight in the aircraft cabin. Passengers are not allowed to carry any of the following items in their carry-on baggage:

• Sharp instruments of any type and size. • Firearms or any imitation of firearms. • Any item considered dangerous to carry in the aircraft cabin, in compliance with ICAO

standards.

Items considered hazardous will be withheld at security checkpoint. These will not be recovered under any circumstance.

Passengers are allowed to carry liquids, aerosols, gels, creams and pastes in their carry-on bag, limited to 3.4 ounces (100 milliliters) or less per item. Placing these items in a small transparent plastic bag separate from your carry-on baggage will facilitate the screening process. Items larger than 3.4 ounces or 100 milliliters should be placed inside the delegates’ checked baggage. Medicines, baby food and special diets must be presented at the security checkpoint. Separate bags are not required for these items. APEC delegates will have a fast track lane to go through the immigration desk during departure. Information concerning flights should be submitted during the online registration process. Otherwise, every delegation should fill in the Delegate´s Flight and Accommodation form and should send this information to [email protected] at least three (03) days before the each delegate’s arrival date (see Annex D).

9.4 Customs Information

After picking up their bags, passengers should proceed to the customs area, where they must present their Customs Baggage Declaration Form, which should be provided by the airline during the flight. Passengers must use this form to declare: a. Cash, checks or other

negotiable instruments in their possession, should the final amount surpass 10,000 USD;

b. Items subject to payment of

customs duties, even those for commercial purposes.

9.5 Transit through LAP for domestic flights to Piu ra

Upon arrival at LAP’s International Arrivals terminal, delegates will be greeted by APEC support staff, who will be wearing red colored vests with the APEC PERU logo and carrying welcome signs. Our staff will guide delegates towards the Domestic Departures counters or terminals if in transit to Piura, or to the airport hotel or hotel transportation in the case of delegates staying in Lima.

Domestic connection procedures

For all connecting flights from Lima to Piura, delegates should be at the check-in counter a minimum of two (02) hours in advance to their flight departure time.

Delegates must take into consideration that upon arrival to Lima, passengers must go through immigration, baggage pick up and customs controls at the International Terminal before they can proceed to the domestic counters and terminal at Jorge Chavez International Airport. In the domestic counter, they shall check-in and obtain their boarding passes to the city of Piura and

Baggage Policy for all domestic flights Passengers are allowed one piece of carry-on baggage, as well as one regular checked baggage. In either case, baggage must comply with airline regulations, as follows:

- Checked baggage must not exceed 23 kilos (50 lbs.). - Carry-on baggage must not exceed 8 kilos (17 lbs.) and must comply with airline

standards (See picture below).

Please keep in mind that according to airline regulations, if you exceed the standard weight or number of pieces of luggage allowed for your trip, excess luggage charges would apply. However, if your flight has been booked with Piura as your final destination, international baggage allowance would apply. Lost, Damaged or Delayed Baggage In case of lost, damaged or delayed baggage, participants should report the incident to the corresponding airline agent as soon as possible. 10 TRANSPORTATION ([email protected])

10.1 Transportation for Minister or Heads of Delega tion

Ministers or Heads of Delegation, the APEC Secretariat Executive Director, and Heads ABAC and of all APEC Official Observers, will each be provided with a chauffeured car during FSMM4. This service will be available from September 25 to 28, 2016 and includes transportation from the airport to the hotel, from the venue or hotel to special events and finally, from the hotel to the airport. Ministers or Heads of Delegation Flight and Accommodation Information Form (Annex D ) should be sent no later than September 12, 2016 to:

Additional information regarding transportation shall be available at the APEC Information Desk located at the venue. 10.2 Shuttle Services for Delegates

Airport – Recommended Hotels - Airport Participants will be provided with route-organized shuttle service (buses) from the “Capitán FAP Guillermo Concha Iberico” International Airport of Piura to all recommended hotels (see Section 8) that will run from September 15 to 28, 2016, during flight arrival schedules.

This service will also provide shuttles from recommended hotels to the “Capitán FAP Guillermo Concha Iberico” International Airport. Please approach the APEC Information Desk located at the meeting venue to register for this service 24 hours before your departure flight. Recommended Hotels – Venue – Recommended Hotels

Shuttle service will be available between the recommended hotels and the meeting venue from September 16 to 27, 2016, from 07:00 am to 10:00 am every 30 minutes. After that, transport from the recommended hotels – venue – recommended hotels will be offered from 10:00 am to 08:00 pm with buses leaving every one hour.

Venue – Special events

Shuttle services will be provided from the venue to special events. The schedule for these transfers will be available at the APEC Information Desk at the meeting venue. 10.3 Public Transportation and Taxi services

It is highly recommend to use services provided by appointed taxi companies. Participants may find this information at the APEC information desk at the meeting venue. Moreover, the use of licensed taxi services suggested by the hotels’ concierge is highly recommended.

11 MEETING VENUE FACILITIES AND SERVICES ([email protected])

11.1 Interpretation Support for the FSMM4 Delegations that need interpretation services must hire their own interpreters and inform the Host in advance so that adequate support may be made available. Delegations should note that such interpreters should be accredited as part of their official delegation, and should be duly registered. It is strongly recommended that delegations intending to arrange simultaneous interpreters must submit a completed Interpreter Support Request Form (Annex H) by 9 September 2016 to ensure that adequate support facilities are arranged. Delegations that intend to utilize a whisper interpreter to support Ministers at non-Plenary events should also notify the Host through [email protected] by 9 September 2016 in order to ensure that adequate seating may be arranged.

11.2 APEC Information Desk

An APEC Information Desk shall be located at the entrance of the main venue.

11.3 Common Delegation Room

The Common Delegation room at the meeting venue, whilst in use, will be available to delegates from 15 to 27 September, from 08:00h to 20:00h. The room will be equipped with computers and multisystem printers. Free Internet access will be provided at the meeting venues.

11.4 Bilateral Meeting Rooms

Bilateral Meeting Rooms will be available to delegations upon prior request (form can be found in Annex C). All Bilateral Meeting Rooms will be at the main meeting venue, whilst in use, with a seating capacity of 5-10 people. All rooms will be equipped with basic office supplies. Bilateral Meeting Rooms may also be booked at the APEC Information Desk during APEC meetings. Delegations will be served on a first come first served basis, provided there is availability. All other inquiries regarding Bilateral Meeting Rooms should be sent at: [email protected]

11.5 Prayer Room

A Prayer Room will be available for Muslim delegates at the main meeting venue, whilst in use. Information about the Prayer Room can be obtained at the APEC Information Desk.

11.6 Medical Services

The Medical Care station will be open daily from 08:00h to 20:00h at the meeting venue, whilst in use, where first aid will be provided free of charge. An ambulance will also be available at the venue and there will be wheelchairs for use by participants who need it at the venue. Participants will be able to use the services of private clinics and ambulances close to all designated hotels. However, all medical services provided to participants by clinics, hospitals, pharmacies or other health care institutions will have to be paid directly to the service providers. Opening hours and the addresses of hospitals and clinics, including a list of hospitals which accept international insurance, will be available at the APEC Information Desk at the meeting venue.

Participants must inform the organizers about chronic diseases or any health risk condition they may suffer (diabetes, immunosuppression, allergies, pregnancy; others) in order to adopt necessary health measures. Please contact [email protected] Regarding UV Protection

We recommend:

• Apply UV protection cream (above 15 SPF) to the skin 30 minutes before sun exposure. • Wear sunglasses and hats when it is sunny and you are outside. • Wear long sleeved shirts and pants/trousers; clothing in general should be from tightly

woven cotton or other material that allows adequate ventilation. • Avoid sun exposure between 10:00h to 16:00h. Regarding Food

• Drink bottled or boiled water. • Eat only fresh fruits and vegetables that have been thoroughly washed and peeled or

boiled. • Eat in clean, healthy establishments. • Preferably, consume your food in establishments that have been accredited by the local

town hall. Accreditation should be easily identified by the presence of a visible sticker proclaiming the health certification status of each restaurant.

Regarding Mosquitoes

There are no local transmission cases of the Zika virus in Piura but you may consider the following recommendations:

• Apply insect repellent on exposed skin. • When using UV protection cream, please remember to apply after you have applied insect

repellent. • In case of fever, yellowing of the skin, malaise, chills, excessive sweating, abdominal,

joint, muscle pain, headache, nausea and/or vomiting, please reach the nearest health facility for immediate medical evaluation.

• Wear long sleeved shirts and pants/trousers Regarding Lengthy Air Travel

It is recommended:

• Exercising your legs whenever possible. Take short walks up and down the aisle to stimulate blood flow.

• Using loose, comfortable clothing. Avoid elastic socks below the knee, on the thighs, or waist.

• Standing and stretching your arms and legs frequently, taking short walks as frequently as possible.

• Avoiding crossing your legs to prevent obstructing blood flow. • Drinking water abundantly to prevent dehydration. • Avoiding alcoholic beverages and coffee. Both contribute to dehydration. • Avoiding use of sleep medication during your trip. Travel Medical Insurance

In addition to medical preventive measures, taking private travel medical insurance is advisable.

Attractions in Piura Piura is a city on the northwestern coast of Peru. It is also the capital of the Piura Region, a most dynamic agricultural and fishing producing and exporting area, blessed by warm weather, vast agricultural fields and nearby sources of water for irrigation. The Piura Region is home to the most important phosphate fertilizer mine in Peru and to gas and oil fields as well as the endpoint of Peru’s northern oil pipeline. Exports are processed locally, among other facilities through plants based in CETICOS Paita, a special industrial investment, export, transformation, services and customs center located 3 kms away from the modern Paita Port, which has potential to become a services hub for trade in the Asia Pacific region. 12 DOCUMENT REPRODUCTION AND DISTRIBUTION

12.1 Important Requirements for Submission of Meeti ng Documents

• All documents must be submitted in electronic copy and accompanied by a completed Document Reproduction Request Form (DRRF). Annex F .

• All documents must be submitted no later than 10 days before the respective scheduled meeting (see Annex A). Please be advised that the Documentation Center cannot guarantee the timely processing of the documents that are submitted after the stipulated deadlines.

• When submitting documents, please indicate in the subject line of the email the name of the meeting for which these documents are being submitted.

• Please, send separate emails for the submission of documents for different meetings

• Please, do not password-protect files, as the Documentation Center will need to insert the standard cover page into each document.

12.2 Document Submission for FSMM4

Documents for FSW and FSMM must additionally be accompanied by a soft copy of a one-page Executive Summary, outlining decision points and/or deliberations required from the Senior Officials (See Annex G ). 12.8 Information Disclosure – Deliberative Informat ion

APEC operates by consensus. APEC needs to consider and debate issues away from public scrutiny to develop said consensus and to ensure the free and candid exchange of ideas. APEC publicly makes available summary reports and other documents. Meeting participants, however, are expected to display sensitivity in disclosing to the public any information exchanged during the course of its deliberations.

15 GENERAL INFORMATION

15.1 Weather

The climate of the Piura Region corresponds to the desert, semi-desert conditions of the Northern coast, and Western Andean slopes of Peru. Weather patterns for the city of Piura in September indicate that the area experiences daytime temperatures that hit around 29°C and night time lows of about 17°C. These values can change when an El Niño event takes place and temperatures can exceed 40° C. The humidity levels for this area remain even at about 74% and rainfall is scarce throughout the year. 15.2 Local Time

Local Time: Eastern Standard Time (GMT - 5).

15.3 Tipping

Service charge is included in most restaurants and hotels. However, rounding-up bills up to 10% is always appreciated.

15.4 Electricity and Water Supply

The power supply in Peru is 220 volts and 60 Hz. Outlets are mainly made for two-flat- pronged or two-round-pronged plugs. Most four and five-star hotels offer 110-volt power supply for shavers.

It is not advisable to drink tap water in Piura, however bottled mineral water is safe and available everywhere. Ice in drinks is generally safe in good standard hotels and restaurants, but it is best to avoid it on street stalls or in rural areas. 15.5 Smoking

Smoking in public areas is against the law. However, there are some designated smoking zones or rooms in some hotels and recreational areas. 15.6 Useful Telephone Numbers

Long distance calls may be made from hotel rooms and international public phones. Pre- paid phone cards may be available at the hotel’s front office. 15.7 Credit Cards

Visa, MasterCard, American Express, Diners Club and other major credit cards are widely accepted at hotels, restaurants, and shops. However, some restaurants and small shops accept only cash payments.

15.8 Currency and ATMs

The Peruvian currency is known as “Sol” (S/. or PEN). Peruvian coins have the following denominations: 1 cent, 5 cents, 10 cents, 20 cents and 50 cents, 1 Sol, 2 Soles and 5 Soles. Currency notes are issued in denominations of 10, 20, 50, 100 and 200 Soles. Foreign currencies can be exchanged at banks, exchange bureaus, shopping malls and hotels. Be aware of exchanging money with “street dealers”. USD are widely exchanged, less so Euros. There is no local market for other foreign currencies.

USD can also be directly used as a means of payment in most establishments. USD 1 is roughly equivalent to PEN 3.40. You may find ATMs in pharmacies, drugstores, supermarkets and shopping malls.

15.9 Travel Health Insurance

In addition to the information provided in Section 11.5, should delegates require medication or referral to a specialist medical doctor or hospital, the cost of these services shall be borne by the users. Therefore, private travel health insurance is advisable.

15.10 Mobile Phones Information

Local phone services are reliable. Mobile suppliers include Movistar, Claro, Entel and Bitel. Many of these operators have stands at the airport or at outlets near the recommended hotels.

15.11 Restaurants

Information on local restaurants shall be available at the APEC Information Desk in the meeting venue.

16 MEDIA ARRANGEMENTS

Media coverage of the FSW and FSMM is welcomed. Please address all media inquiries to [email protected] Access to media facilities, services and specified events will only be available to accredited media representatives. News, trade and freelance journalists, photographers, sound and camera crews and technical staff employed by bona fide media organizations will need to apply for accreditation. ID badges will be issued for accredited media, and must be worn at all times and will be required for entry. Access to media facilities, services and specified events will only be granted to accredited media representatives. A Media Delegates´ Room with convenient facilities will be available at the venue where documents and broadcast material will be distributed. Shuttle services will also be provided to these delegates. Delegations which registered media delegates must designate a “Media Delegation Liaison Officer" (MLO), who will be responsible for all contact with the media. They must provide their full name, title, address, photograph, passport, and e-mail and phone number to the following e-mail address: [email protected] , no later than August 22, 2016 (See Section 5.3 ). MLO duties include but are not limited to the following:

• Facilitation of media interview requests by accredited media; • Facilitation of media opportunities for official media; • Handling of news releases and distribution to accredited media

16.1 Press logistics

Accredited members of the press will be issued an ID Badge and press event overpass that will provide access to the on-site filing center, press conferences, WiFi networks, plugs, CCTV sets, and meeting venue hospitality services. Accredited members of the press will be escorted by staff for press events outside of the designated press area. 16.2 News Opportunities

Several news opportunities exist during the meeting. Depending on the space available, these could be open or pooled.

• Arrivals (at meeting room); • Opening statement; • Family photo; • News conference.

16.3 Host Photographer The host photographer will provide a selection of images taken at designated meetings and events free of charge to media. These images will be uploaded to the host’s website and photo gallery at www.apec.org 16.4 Transport for Media The APEC Peru 2016 Special Project will provide a complimentary shuttle bus service between the meeting venue and recommended hotels. 16.5 Media Room News conferences, media interviews, photo opportunities and the release of information will be coordinated through the Media Center. Press statements, speeches and announcements will be disseminated through the Media Center and the APEC website (www.apec.org). Further information about the Media Center location and operating hours will be included in the Delegate Handbook. Facilities for accredited media include some computers, desks, telephones, a facsimile, printer and photocopier and shared wired and wireless broadband Internet. Accredited media wanting to make national and international calls will need to purchase an international calling card from nearby outlets. The Media Centre is a non-smoking venue. 16.6 Media Advisory A media advisory detailing accreditation, the arrangements of the press coverage, news and photo opportunities, and further information will be distributed in advance of the meetings.

17 MEETING SECURITY

Access to the venues meeting rooms and to shuttle buses will be granted only to participants displaying their ID badges. Additionally, access to plenary meeting rooms will be available only to those displaying lapel pins or ID badges. All meeting participants are requested to visibly wear
