THIS QUARTER'S HIGHLIGHTS:
CURRENT ECONOMIC OUTLOOK IN ASIA-PACIFIC
As the global economic crisis shows no signs of abating, GDP forecasts for the leading economies of US, the EU and Japan have been further revised downwards. Consequently, Asia-Pacific economies which are heavily export-driven have been hard hit as export demand stemming from the major markets continues to dwindle. In this pessimistic climate, all countries have unleashed fiscal measures to cope with the recessionary forces. Taiwan kicked off a public works project worth US$14.7 billion in Feb 2009. Singapore announced US$13.6 billion stimulus in Jan 2009 to spur spending and reduce taxes; a second larger stimulus package in response to the deepening global economy is in the works for Malaysia, following the US$2 billion announced in Nov 2008.
South Korea, Taiwan and Singapore are amongst those economies expected to be hardest hit by the recession, as GDP projections for the year ahead stand at -10.1%, -6.5% and -4.9% respectively. Nonetheless, there remains a glimmer of light as preliminary expectations are for the various economies, save for Japan, to begin a gradual upturn end 2009 to early 2010.
NORTH ASIA:
China’s sharp downturn in Q4 08 to 6.8% YOY growth in real GDP has set the tone for the outlook in 2009. Even as the country's US$585 billion 2-year stimulus package has been expanded to include substantial tax cuts and sectoral incentives for growth, China's economy is forecasted to slow from 9.0% in 2008 to 6.0% for this year as global demand continues to contract. In particular, exports fell by a staggering 21.1% YOY for Jan-Feb 2009, compared to a 2.8% drop in Dec 09. With inflation worries of 2008 receding, the concern now is of deflation as inflation fell to just 1% YOY in Jan 09.
Japan’s GDP is expected to contract 5.9% in 2009, after shrinking by 3.3% in Q4 08. This comes as Japanese companies hold back capital investments while exports dwindle and industrial production falls. With unemployment rising to 4.3% in Dec, up from 3.8% in October, private consumption looks likely to be squeezed as well. Furthermore, Japan's poor fiscal position is compounded by the ongoing global recession and the ensuing fiscal stimulus packages. Consequently, the budget deficit for 2009 is expected to widen up to 5.6% of 2009's GDP. The poor economic outlook looks to spill into 2010, as GDP growth is forecast at a mere 0.20% owing to slow recovery in the US and UK markets.
Taiwan’s export driven economy has been hard hit by the global economic downturn. The country’s GDP grew at 1.8% in 2008 and is expected to contract by 6.5% in 2009. Industrial production dropped by a considerable 32.3% YOY in Dec 2008 while exports have fallen by a record 44.1% YOY in Jan 09. This is taking a toll on household spending and has brought the unemployment rate to a high of 5% in Dec 08. The central bank has lowered interest rates six times since the onset of the financial crisis last September and the current interest rate stands at 1.5%. A large stimulus package, costing almost 3% of the country’s GDP, will be focused on large investment projects and cash handouts.
South Korea's economy grew 2.6% YOY for 2008, after ending Q4 with -3.6% GDP growth. Shrinking global demand is impacting the Asian export powerhouse significantly. Industrial output plummeted 25.6% while merchandise exports fell a record 33.8% YOY in Jan 2009. The global financial crisis has also subjected the Korean won to substantial volatility as foreign investors dump stocks and flee the stock markets amid general fears of the inability of Korean financial institutions to repay their large foreign debts. Despite the easing of monetary policy and large fiscal stimulus packages, the Korean economy is expected to contract further in 2009 due to weak external demand.
Hong Kong’s GDP grew by 2.5% in 2008. However, the deepening economic crisis and growing financial turbulence has started to affect the HongKong economy which is expected to shrink by over 5% in 2009 due to its high exposure to the global financial sector’s woes. Exports shrank by 21.8% in Jan 2009 and have been contracting since the 4Q 2008. However, the Hong Kong government's stimulus package, estimated to be around 2% of its GDP, alongside closer economic integration with Mainland China, is expected to help cushion the impact of the global downturn.
ASEAN & INDIA:
India’s economy experienced 6% YOY GDP growth in 2008. The Indian economy has not been very hard hit by the economic slowdown seen in the West as its growth less dependent on the western economies than some of its Asian neighbours. Real GDP growth for 2009 is expected to only decrease to 5%. However, as the global credit crunch continues to worsen, Indian financial institutions are expected to experience increasinginstability arising from foreign investors seeking to reduce their risk exposure and global deleveraging. This will probably lead to an exodus of foreign funds and investments out of the Indian economy. However,domestic consumption (about 60% of the GDP) will help bolster the Indian economy from the crisis.
Thailand ended Q4 08 with a disastrous 4.3% decrease in GDP YOY, its first contraction in a decade. Average GDP growth for 2008 was 2.6%. The sharp decline in global demand for Thailand’s key manufacturing exports such as cars and electronics has hit the export dependent economy,which is expected to shrink 4.4% in 2009. Exports which contribute more than 60% to GDP continue to decline for the 4th consecutive month, clocking in at -11.7% YOY for Feb 09. The recent bouts of political uncertainty has also not helped calm investor and consumer confidence and has severely impacted the tourism industry, one of Thailand’s largest sectors. However, moderating oil prices has helped curb inflationary woes.
The Philippines’ economy saw an annual average growth of 4.6% in 2008. The country’s exposure to the global economy was mitigated by the country’s strong reliance on domestic private consumption which expanded 4.5% YOY in Q4 08. With inflation easing to a consecutive 5-month low of 7.1% in Jan 09 and a cooling domestic economy, the central bank is expected to further cut interest rates to encourage investments domestically. However, a protracted global slowdown will impact the level of remittances from overseas Filipinos, which currently contribute more than 10% to GDP.

Singapore registered the worst economic performance since 2001, with real GDP contracting by 4.2% YOY in Q4 08. Owing to a rise in retrenchments, overall unemployment for the same quarter rose to 2.6%, the highest in 2 years. Meanwhile, Q1 09 projections estimate a further contraction of 4.9% for the entire year. Apart from the construction sector propelled by public spending on infrastructure, all other sectors are expected to contract sharply. In particular, manufacturing is expected to plunge 10.3% in 2009. On the upside, some forecasters anticipate the economy to bounce back to 3.3% growth in 2010.
Indonesia’s robust real GDP growth of 6.1% for 2008 is expected to decelerate to a ten-year low of 1.9% in 2009, owing to falling global demand and dwindling capital inflows. The consumer price index (CPI) declined for the second consecutive month in Jan 2009 while exports fell by a staggering 20.6% YOY to US$8.7 billion in Dec 08, the sharpest decline since 2001. In tandem with the global downturn , imports of consumer goods as well as raw materials and intermediate goods fell by 17.1% and 21.3% in Dec 08 as domestic demand contracted.
Malaysia’s real GDP growth for Q4 08 slowed considerably to 0.1% from 4.7% growth in the preceding quarter. Congruent with prevailing weak global demand, merchandise exports sustained a 7.4% YOY decline in the same quarter, following growth of 16.8% in Q3 08. Despite a further US$16.2 billion stimulus package announced in Mar 09 to add to the initial US$2 billion stimulus package announced in Nov 08, real GDP for this year is still expected to contract 3%.
Vietnam’s deteriorating export growth stemming from weak demand in US, the EU and Japan (Vietnam's key trading partners) has resulted in a 5.1% YOY decline in export value for the first 2 months of 2009. Echoing the global slowdown, industrial production has also suffered, rising only 2.5% YOY in Jan-Feb 2009. Consequently, real GDP growth in 2009 is expected tobe far lower than the 6.2% growth registered in 2008. Nevertheless, analysts are confident that the economy will begin recovery to pre-crisis levels end 2009 to early 2010.
OCEANIA:
Australia’s economy contracted by 0.6% in Q4 08, leaving the GDP for the whole of 2008 at 2.2% growth compared to 4% in 2007. Consumer and household spending is expected to be largely cautious in 2009 as disposable income continues to decline. The Australian government’s US$ 24 billion stimulus package approved in Feb 2009 is expected to bolster declining domestic consumption as cash handouts will be distributed to Australian families starting in March 09. Private investments have declined as a result of tightening credit supply and investor confidence dampened b th i l b l i t i t H th d f th h l h t i ti b t f th J A t li by the growing global economic uncertainty. However, the end of the phenomenal exchange rate appreciation borne out of the Japan-Australia carry-trade has trimmed the value of the Australian dollar and increased the competitiveness of its exports.
New Zealand’s economy continues to slide as GDP growth in 2008 came in at -0.9%. The US$260 million stimulus package announced in February will largely involve investments in education, housing and transport infrastructure projects. The fiscal stimulus is expected to help boost the ailing economy which has been in recession for a year now. The Reserve Bank of New Zealand has been actively easing its monetary policy, lowering its interest rates and allowing the New Zealand dollar to further depreciate in light of the worsening domestic investment climate. The country has a small domestic market and is largely export dependent. Falling demand and prices of commodities and dairy products (New Zealand’s largest export category) will continue to negatively impact the country’s economic recovery.
