ASM Affiliates’ (ASM) California Group provides the transportation, energy, development, planning and

environmental sectors with cultural resources management, compliance and facilitation services that reduce risk

and keep projects on schedule. Our firm has been working with these sectors across the western United States for

level CEQA / NEPA / NHPA compliance and risk-reduction strategy to on-the-ground archaeological and historic

nationally-recognized regulatory experts, many of whom exceed the Secretary of the Interior’s Professional

Southern California Edison Master Services Agreement for On-Call Cultural Resource Services, Fresno, Imperial, Inyo, Kern, Kings, Los Angeles, Madera, Mono, Orange, Riverside, San Bernardino, Santa Barbara, Tuolumne, Tulare, and Ventura counties, CA CRM Over the course of three consecutive contracts, ASM has provided on-call archaeological and historical services to SoCal Edison. Work conducted under these multi-year contracts includes archaeological surveys, utility pole deterioration and replacement monitoring, and substation improvement surveys, as well as linear surveys for large-scale utility lines. Services completed by ASM assisted with Section 106 of the NHPA and CEQA compliance. ASM personnel have conducted intensive Class III surveys, Native American consultation assistance, records searches, site evaluations and agency consultation including work with the BLM. ASM worked directly with SoCal Edison staff to ensure the avoidance and treatment of impacts related to the proposed projects. Caltrans District 11 On-Call Cultural Resources Consultant, San Diego and Imperial counties, CA CRM Over the course of six consecutive contracts, ASM conducted as-needed cultural resources studies for compliance with CEQA, NEPA, NHPA and PRC §5024. These projects included archaeological and historical Phase I surveys, Phase II eligibility evaluations, Phase III data recovery programs, ASRs, HRERs, HPSRs, HABSs, HRCRs, FNAEs, and FAEs for transportation routes and resources (i.e. bridges) throughout San Diego and Imperial counties. In addition to the completion of technical studies and reports, we assisted the District with the preparation of mitigation measures and treatment plans for several projects. In total we have conducted 44 separate task orders and produced numerous technical reports to the full satisfaction of District Cultural Resource Specialists and Managers.

Los Angeles Unified School District CEQA and NEPA Cultural Resources Assessment Contract Services, Los Angeles County, CA CRM Over the course of two consecutive contracts, ASM has provided Cultural Resources Assessment services in support of CEQA and NEPA compliance. Working with direction from LAUSD staff, we have provided historic resource evaluations, archaeological evaluations, character-defining feature memoranda, Secretary of the Interior’ Standards conformance reviews, EIR contributions, and archaeological monitoring. These projects have been completed in support of the District’s seismic modernization program, in support of the District’s demolition of existing buildings, and in support of the District’s construction of new buildings. In addition to working directly with the District, ASM is also the lead cultural resources firm on several other prime contracts where we work directly with the prime contractor and District to complete cultural resource assessments, often providing technical studies for the completion of project EIRs.

Historic Property Survey Report, Historic Resource Evaluation Report, Finding of No Adverse Effect, and Archaeological Survey Report for the Verde School Bridge Replacement Project, Imperial County, CA CRM In order to comply with Caltrans and the Federal Highway Administration’s responsibilities under CEQA, NEPA and the NHPA, ASM completed an HPSR, HRER, FNAE, and ASR in advance of a project proposed by the Imperial County Public Works Department to replace the Verde School Road Bridge. The project included a 2.9-acre project site and involved the demolition of the existing County Bridge No. 58C-0115 over the East Highline Canal and the construction of a replacement bridge. The HPSR and HRER included the evaluation of one resource for eligibility for listing in the NRHP and the CRHR known as the East Highline Canal and the adjacent delivery system associated with the canal. Prior to the field survey, ASM consulted with the Caltrans Historic Bridge Inventory to determine if the County Bridge had been previously evaluated. The final reports were prepared following guidance in Caltrans Standard Environmental Reference (SER), Volume 2 Cultural Resources, Exhibit 6.2: Historical Resources Evaluating Report Format and Content Guide. Archaeological Survey and Evaluation for the Star Ranch Specific Plan and General Plan Amendment Project, San Diego County, CA CRM ASM prepared a cultural resource Phase I inventory and Phase II evaluation report of the 2,150-acre project area. The project involved the creation of a Specific Plan, General Plan Amendment, Rezone, and Vesting Tentative Map for the creation of a mixed-use residential and commercial development, consisting of 453 residential units on 181 acres, 9.9 acres of commercial space, 20.3 acres of parks, and a 2.2-acre wastewater treatment plant facility. ASM conducted Phase II evaluations of 19 archaeological sites that would be impacted by the development, as well as resurveyed all 63 previously recorded archaeological sites for accurate site boundaries and for human remains. Evaluation of the 19 sites was conducted through the excavation of shovel test pits, excavation units, surface collections and augers. ASM developed mitigation measures for 19 sites that will be impacted by the project. ASM assisted the County in their consultation with the Most Likely Descendant. While there were multiple adjustments to the specific scope for this project, this was still completed within schedule and budget constraints.

Cultural and Historical Resources Survey and Evaluation for the Quarry Creek Project EIR, San Diego County, CA CRM ASM conducted a cultural and historical resource inventory and evaluation of the 156-acre Quarry Creek project site in the City of Carlsbad. ASM’s study included a records search, Native American consultation, intensive pedestrian survey and evaluation of resources under CEQA. Two previously recorded cultural resources were identified within the project area and these were evaluated for eligibility to the CRHR. The testing program included an intensive pedestrian survey, surface collection, site mapping, and excavation of 40 auger holes, 33 shovel test pits, and three 0.5-x-1-m test units. A Native American monitor was present during all fieldwork, and was contracted directly by ASM. Project included extensive consultations with the San Luis Rey and Pechanga bands of Luiseno Indians and responses to public comments on the draft EIR. ASM’s Senior Architectural Historian also completed a visual impacts assessment on the Marron-Hayes Adobes Historic District.

Cal State University Long Beach On-Call Archaeological and Native American Cultural Resources Monitoring, Los Angeles County, CA ARCH ASM is performing on-call contract services for CSULB to provide archaeological and Native American cultural resources monitoring in accordance with CEQA and the University’s Final EIR. ASM coordinates directly with individual CSULB construction project managers on a project-by-project basis, provides a qualified archaeological monitor, and coordinates with our Native American subcontractor to provide Native American monitoring. Projects already completed include: cultural resources monitoring for the East Campus Turnaround and Gas Line Project; cultural resources monitoring for the College of Continuing & Professional Education; cultural resources monitoring for emergency sink hole repairs; and cultural resources monitoring for a Natural Gas Line Replacement Project. These projects have been completed within schedule and budget and have required quick response times to adhere to the construction schedules. Archaeological Initial Study and AB 52 Consultation Assistance for the Waterman Industrial Center, San Bernardino County, CA ARCH ASM completed an archaeological initial study and provided consultation coordination required under AB 52 for the development of an approximately 26-acre industrial center in compliance with CEQA. The study was required to address potential environmental impacts of the proposed project and to determine the potential for significant subsurface archaeological resources on the property to begin required consultation. ASM began the project by performing a records search of the project area at the local Information Center. The search involved the review of relevant maps and reports on file to determine if previously recorded sites are present, or if previous cultural resource studies have been completed within the project area. A NAHC Sacred Lands File search was also completed to identify areas of Native American heritage significance that may have been affected by the project. Once the records search was completed ASM conducted a field assessment of the APE in order to document the general character of the area and potential for cultural resources. The results of the study were conveyed in a report submitted to the City of San Bernardino with identification of potentially sensitive areas and strategies for locating and evaluation archaeological features.

Metrolink Parking Structure, Analysis of Potential Effects on Historic Properties for the Lemon Street Parking Garage, Orange County, CA AH ASM provided historic preservation services to the City of Orange to analyze potential direct and indirect effects from the construction of a new parking structure on two historic districts listed both in the NRHP and local register of historic places. The assessment was made in conformance with the City of Orange’s Specific Plan Update Design Guidelines for Historic Buildings, Old Towne Design Standards, and the Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring and Preserving Historic Buildings. ASM advised the city on the appropriateness of the design of the parking structure, to ensure conformance with all these local and federal design guidelines. ASM facilitated consultation for the project with the California Office of Historic Preservation. The project was completed in conformance with both Section 106 of the NHPA and CEQA. ASM performed the services listed within the proposed schedule and budget.

San Diego Gas & Electric Environmental Compliance Master Service Agreement Cultural Resources Services, San Diego, Imperial, Orange and Riverside counties, CA CRM Over the course of four consecutive contracts, ASM has provided on-call cultural resource services to SDG&E in San Diego, Imperial, Orange and Riverside counties. Work conducted under these multi-year contracts includes small- to large-scale archaeological surveys, archaeological monitoring, historic resource studies, treatment plan preparation, tribal coordination, agency coordination and data recovery. These projects include lands under BLM, U.S. Forest Service, Department of Defense, Bureau of Indian Affairs, County of San Diego, and City of San Diego jurisdictions, as well as private properties. This work is performed to assist SDG&E in their compliance with Section 106 of the NHPA and CEQA, ASM worked directly with SDG&E staff to ensure the avoidance of impacts to archaeological sites located near associated poles and facilities.

Department of the Navy (NAVFAC) Southwest Cultural Resource Services Indefinite Delivery Indefinite Quantity Contract, western and Pacific U.S. CRM ASM has completed more than 200 task orders under five consecutive as-needed contracts for NAVFAC. These include task orders on over 15 installations throughout the western U.S. and Pacific and include NRHP eligibility evaluations of prehistoric and historic sites and preparation of GIS database systems; historic building assessments; archaeological monitoring; NAGPRA and ARPA compliance; and archeological surveys, excavations, GIS, and site signage preparation. We have prepared ICRMPs and Research Designs, developed and implemented a unique and effective approach of geoarchaeological coring to identify deeply buried cultural deposits in alluvial contexts, and managed an extremely sensitive data recovery project, which dealt with NAGPRA issues. ASM staff managed the creation and ongoing update to an easy to use, customized version of ArcView GIS based on Camp Pendleton’s Archaeology GIS system.

Cultural Resource Studies Master Services Agreement for Oil & Gas Operations in Kern County and San Joaquin Valley, Kern County, CA CRM ASM, through multiple Oil & Gas companies, is providing on-call cultural resource services throughout Kern County and the San Joaquin Valley for CEQA and Section 106 of the NHPA compliance. Services provided have included numerous background studies and field surveys for individual well Applications for Drilling (APDs) and Sundry applications for pipelines, transmission lines, facilities, and well and tank abandonments; archaeological monitoring for facilities and pipeline construction near recorded sites; BLM and SHPO consultation assistance; and a NRHP eligibility evaluation of a Main Camp in the Buena Vista Hills area. ASM has also conducted a series of large scale block surveys, totaling over 12,000 acres, for advance planning purposes. These have involved detailed records searches and archival background studies, on-foot archaeological and historical inventories of the study areas, mapping, creation of a GIS database that meets national BLM digital data standards, and preliminary evaluations of site significance.

Ontario Airport Historic Context Statement and Video Documentary, San Bernardino County, CA AH ASM prepared a themed Historic Context Statement (HCS) and conducted an intensive-level survey for the Ontario International Airport in order to provide a framework to evaluate commercial and military aviation-associated properties. In addition to the final HCS, ASM conducted oral history interviews and prepared a 10-minute video documentary. ASM conducted kick-off meetings with the City to finalize the work plan and completed archival research by reviewing all previously prepared studies including extant oral histories. An intensive-level survey was also completed documenting numerous buildings and structures including identification of the year-built date for each parcel in the project area. Each resource was documented and evaluated using DPR 523 forms in accordance with the California OHP. Draft DPR forms were submitted to the City, and after receipt of comments ASM made minor revisions to the DPR 523 forms. Additional tasks included collaboration with the City on procedures for conducting oral histories, completion of the video documentary, and preparation of a final report product with all elements of the project including Final Historic Context Statement, survey records, and interview transcriptions. This project received an Outstanding Environmental Resource Document Award in 2018 from the Association of Environmental Professionals.

Supplemental Cultural Resources Inventory and Finding of Effect for the Transition Cluster-Network Upgrades for Pacific Gas & Electric, Contra Costa County, CA ARCH PG&E proposed the Transition Cluster-Network Upgrades project to replace approximately 39.5 circuit miles of overhead conductors on the Contra Costa Power Plant-Delta Switching Yard with higher-capacity conductors. In support of this reconductoring work, ASM conducted and updated a cultural resource inventory of both transmission lines to complete project compliance requirements under Section 106 of the NHPA and CEQA. As a result of this inventory, ASM determined that a portion of the project would be constructed through the historic Heiser farm site. As the property was unevaluated for its eligibility to the NRHP or CRHR, ASM recommended plans to construct a new access route to facilitate a “no historic properties adversely affected” status and render further archaeological investigation of the site unnecessary. ASM also provided guidelines for unanticipated buried cultural deposits or human remains, should they be encountered as the project continued. Cultural Resources Study and Archaeological Evaluations for the Forebay Dam Modification Project, El Dorado County, CA ARCH ASM, under an on-call contract to the El Dorado Irrigation District, completed a cultural resources study and Phase II archaeological evaluation for proposed improvements to the Forebay Dam and associated facilities to increase reliability of the drinking water system and minimize impacts to ratepayers through increased hydroelectric revenue. ASM staff completed an intensive pedestrian survey and resource eligibility evaluations for the NRHP and the CRHR, in compliance with the NHPA and CEQA. The investigation provided the necessary data to determine the integrity of the site and to assess whether the site had the potential to provide information about work camps in California during the early twentieth century. A final report was prepared detailing the historical context of the work camp, field methods used, and the results of the study.

Archaeological and Historical Survey for the Downtown Vista Specific Plan Update, San Diego County, CA CRM ASM completed a cultural and historical resource reconnaissance survey to identify cultural and historical resources within the Downtown Vista Specific Plan (DVSP) Update area. The study included: a records search to identify previously-recorded resources; literature review and archival research to develop a historical context for the study area; Native American consultation; a pedestrian survey of the DVSP Update area; photo documentation of all buildings situated within the project area that were constructed prior to 1960; data manipulation and analysis; and preparation of a report summarizing the results of the study. Over 300 buildings constructed prior to 1960 were recorded because of the reconnaissance survey. Buildings were photographed, and a preliminary assessment of their historical integrity was completed. Formal evaluation the CRHR was recommended for 87 of the buildings recorded. One potential historic district, the Downtown Vista Historic Commercial District, was identified in the area bordered by Main Street, Broadway, Citrus and S. Santa Fe. As many as 30 buildings may be contributing elements to this historic district. A formal evaluation of eligibility to the CRHR was recommended for this historic district. Historic Property Survey Report, Historic Resource Evaluation Report, and Archaeological Survey Report for the Academy Avenue Reconstruction Project, Fresno County, CA CRM ASM was contracted by Caltrans to prepare an ASR, HPSR and HRER along Academy Avenue in the City of Sanger, CA. The ASR included an APE of approximately nine acres and the completion of a records search, background research, intensive pedestrian survey and preparation of a final report. The HPSR and HRER included the evaluation of 13 resources for their eligibility for listing in the NRHP and the CRHR. The report was conducted in compliance with CEQA and the NHPA. The project entailed the road widening and reconstruction of an approximately 1-mile section of Academy Avenue in Sanger to increase its width to around 40 feet (ft.) on both the north and southbound lanes. The APE was mostly contained to the existing right of way, but also included a few parcels where land will be acquired to accommodate the road widening and/or installation of curb ramps. The report was prepared following guidance in Caltrans SER, Volume 2 Cultural Resources, Exhibit 6.2: Historical Resources Evaluating Report Format and Content Guide. Sunrise Powerlink Historic Properties Management Plan, San Diego and Imperial counties, CA CRM ASM was contracted by SDG&E to prepare and implement the Historic Properties Management Plan (HPMP) address the avoidance, minimization, and mitigation of possible impacts to cultural resources along the 118-mile Final Sunrise Powerlink Environmentally Superior Southern Route in Imperial and San Diego counties. The HPMP was prepared in consultation with the BLM, California Public Utilities Commission, and SDG&E. ASM completed a Class III Inventory of the cultural resources within the project APE, evaluated resources for eligibility to the NRHP and provided construction monitoring as mitigation requirements of the HPMP. In addition, Native American consultation for the project was conducted to discuss mitigation measures, conduct site visits and assess potential avoidance strategies.

Cultural Resource Studies in Support of the On-Call Contract for Padre Dam Municipal Water District, San Diego County, CA CRM ASM, as part of an on-call contract, has conducted numerous studies for the Padre Dam Municipal Water District. Studies include a preliminary cultural resource study for the proposed Master Plan updated PEIR; a cultural resources survey for the PDMWD Eastern Service Area Secondary Connection Project; and archaeological monitoring for the ESA Project, which included contracting of Native American monitors. The area for the proposed Master Plan project, encompassing approximately 80 sq. mi, consisted of service areas for potable water, recycled water, and wastewater. The PEIR study included an assessment of cultural resource density within the PDMWD and coverage by previous archaeological investigations. ASM personnel used in-house GIS data of previously investigated areas and site location data within PDMWD and an updated records search from the Information Center to determine which areas of the district had previously been investigated for cultural resources. A final report was then prepared to summarize the results of the study and to recommend the treatment of cultural resources located within the project area that cannot be avoided by project redesign.

Anacapa Island Light Station Historic American Building Survey (HABS), Channel Islands National Park, Ventura County, CA AH ASM completed a cultural resources evaluation and historic properties documentation for the Anacapa Light Station at Channel Islands to comply with Section 106 and 110 of the NHPA. ASM prepared a Level II HABS documentation package and revised the existing NRHP nomination for the Anacapa Light Station Historic District. The project began with a kick-off meeting with National Park Service personnel to address issues that may arise during field implementation of scope activities, provide project guidance, and to discuss available materials. ASM then conducted historic research and initiated the HABS Documentation including the recordation of the Anacapa Light Historic District, and other site-related structures and features to HABS standards. The HABS documentation was conducted prior to removal of some of the contributing resources to the historic district. The HABS documentation was reviewed and ultimately approved by National Park regional HABS program staff as part of a memorandum of understanding with the California SHPO. The HABS documentation is now archived as part of the HABS collection at the Library of Congress. Cultural Resources Inventory for the Coachella Valley Irrigation District’s Oasis Area Irrigation Water System Expansion Project, Riverside County, CA ARCH ASM conducted an intensive pedestrian cultural resource survey of 125 acres along an approximately 20-mile proposed pipeline corridor for the CVWD’s Oasis Area Irrigation Water System Expansion Project in Riverside County. The inventory was undertaken to provide data to ensure compliance with CEQA and Section 106 of the NHPA. A records search was conducted with the NAHC and the local Information Center in order to ascertain currently known information on previously recorded cultural resources that may potentially be affected by the project. ASM staff then completed an intensive pedestrian survey and resource eligibility evaluations for the NRHP and the CRHR, in compliance with the NHPA and CEQA. ASM determined that substantial adverse changes to significant cultural resources are unlikely to occur as a result of the project.

ASM works closely with our clients, as well as government and tribal agencies when appropriate, to minimize the impacts to cultural resources within project and budgetary constraints. This can include assistance with project design modifications, recommendations on the avoidance of potentially significant resources, providing archaeological monitoring, and mitigating adverse effects to cultural resources through avoidance or data recovery. If issues are identified while completing the required studies, ASM will work with the stakeholders and the assigned project team to resolve them so that schedules and the quality of work are not affected.

All of ASM’s senior staff are qualified under the Secretary of the Interior’s Professional Qualifications Standards for

their respective fields, including Archaeology, History and Architectural History. Our Principal Investigators and

Directors have decades of professional and educational experience in cultural resources management and will

utilize our extensive pool of field personnel for projects throughout the western and Pacific U.S. Our staffing

capabilities allows us to conduct multiple large projects simultaneously while maintaining delivery of high-quality

products. Additionally, many of our staff members have cross-disciplinary training and all are committed to

providing the highest quality services under any scope of work.
