Well I wanted to start off by saying that the Holiday Party is coming along nicely this year. The party will be at Pickwick Gardens. We will not be doing the gift giveaway this year though, just bring yourself and your significant other and prepare yourself for a great evening of dueling pianos. from Arizona to entertain our group. I already have commitments from 5 people that have not been to the holiday party for over 5 years, so I would not wait too long to get signed up. You can find the flyer in the newsletter or download it from the website. The date is December 5th at 6PM. The cost is 49.95 this includes two drink tickets. I think this event is going to be a lot of fun for everyone.
DRIVE TO INCREASE ATTENDANCE AT MEETINGS CONTESTAlthough attendance at the meetings have been good, we would still like to see more people at our meetings. So we are having a contest to see who can bring either members that have not been to a meeting in over a year or better yet engineers that are not members of ASPE. We are having flyers made up to be handed out to all that want to participate in the contest. The contest will run from November 2015 until April 2016. The flyers will have the information for the next meeting on it along with a space to put your name and the person’s name you bring. So bring a plumbing

The ASPE-LA monthly meeting was held on September 2nd, 2015 at Monterey Hill Restaurant, Monterey Park. On behalf of the ASPE-LA Board of Directors, we would like to thanks Mr. Guru Singh, from NewAge Casting. In his presentation, he explained about the positive characteristics of cast iron piping. Also mention about the epoxy coated cast iron pipe, but if pipe is cut in field, end needs to be recoated and EPDM gaskets may needed depending on application. The topic is interesting, specifying this product is up to the design engineers. The concept of cost control comes into play to a great extent in the design-build and design-assist worlds. But, it also should be of concern on traditional design-bid-build projects. If the architect or engineer doesn’t manage the owner-driven scope creep, often, the general contractor or construction manager will have to rein the owner in and remind them of their budgetary limitations. As the design professional, we have the responsibility of being sure this happens, since the GC or CM might not be aware of the fact that scope creep is occurring. The California Legislation AB 723 and the IAPMO Plumbing Code 2018.The California Legislature AB 723 sponsored by Assemblymen Rendon will impact rental property existing plumbing fixtures.
The existing law requires, on and after January 1, 2017, replacement by the property owner of noncompliant plumbing fixtures in any single-family residential real property. Existing law requires, on and after January 1, 2019, replacement of noncompliant plumbing fixtures in multifamily residential real property and commercial real property, as specified.
This bill would require the lease or rental agreement of a single-family residential real property or any portion of a multifamily residential real property or commercial real property that is entered into, renewed, or amended after July 1, 2016, or January 1, 2017, respectively, to be accompanied by a written disclosure stating the property owner's responsibility to replace all noncompliant plumbing fixtures with water-conserving

Building commissioning is now a standard requirement for every commercial building with large and sophisticated systems. It is up to the Owner to decide, at the beginning of the building design, to include in the construction documents the requirement of commissioning.
Let’s assume, that for the building we are reviewing, the commissioning was included. Therefore besides the customary consultants, a Commissioning Consultant is now available. In the past, at the end of project, the consultant (Civil, Structural, HVAC, Plumbing, Electrical, Control, etc.) was reviewing the work completed and will prepare “a punch list” with remaining work to complete the project. Now, due to complexity of the work, a specialty consultant: “Commissioning Agent “ will do the job.
Up to this point every think appears to be clear. But not so fast! The Commissioning Agent comes with a list of deficiencies which will require work by one or more subcontractors. These subcontractors may refuse to do the work, considering this extra work, and requesting a change order to proceed with the work. It appears that these subcontractors believe that the additional work should be done by the Commissioning Agent. And here the litigation begins.

Here are some suggestions to be considered when a Commissioning Agent is required:1.Commissioning Agent shall be hired at the start of design phase, and shall participate at all subsequent design meetings.2.All sub consultants and sub contractors shall be aware of the Commissioning Agent obligations and responsibilities.3.Commissioning Agent shall visit the site during various phases of construction and report to the Owner.
4. All Consultants and Contractors working on this project shall respondimmediately to comments or remarks from Commissioning Agent.
Commissioning Agent role is to verify that all systems integrated in the building design, work properly and the end result will satisfy Owner’s expectations. On the other hand the Contractors and equipment suppliers, should perform the quality control and coordinate, with all other trades, to work together as a system.
Since commissioning buildings is relatively new for commercial buildings, it is mandatory that at the beginning of design, all parties involved, discuss and establish obligations and responsibilities for all. This will prevent future litigations.

We are hoping to do two things, one get engineers or employees of plumbing companies that have not been to a meeting and that are not members of ASPE to our meetings, and second to get members back that have not been to a meeting in over a year. Dinner for the person you bring is on ASPE for that month. The contest is open to all members, but I suspect the one of our reps will win, this contest should favor the reps as they are face to face with plumbing engineers and contractors on a daily bases. If an engineer wins we will have something extra as a gift for them. The ASPE LA PICNIC Well the picnic is over. For all you that didn’t make it you missed out. The picnic area was fully covered with EZ UP covers so everyone could stay out of the sun. We all had a great time, the kids really liked the Mad Scientist and I even think a couple of the engineers like watching him as well. The food was plentiful so no one went hungry and we all had enough energy for the world famous ASPELA soft ball tournament. So the engineers won, but we really need a rematch. The reps didn’t get there final up, so I have a feeling we would have been handed our walking papers if they had. I like to win, but not this way. By the way I pulled a muscle in my left leg to the point where I couldn’t walk on it for a couple days. But I am back to normal now, well as normal as I ever was. David and his group did a great job putting this event on. You don’t want to miss next year’s event.WEBSITE UPDATESSo by the first of the year we will have a system setup so you can pay for the meeting dinner online. We plan to also have the website setup to handle all transactions that have to do with our events. You will be able to fill out your Golf Tournament info online and pay for your foursomes and your sponsorships online. We are hoping this will help our members and also help with our internal housekeeping. We hope you like the improvements we are making. Please let us know if
you would like to see anything else done. GIVING BACK IS WHAT IT’S ALL ABOUTAs a chapter we are doing really well financially. So we are going to work on some special events for next year. Maybe a bowling outing, a baseball game. Let us know what you would like to do. The board has also decided to pay for speakers for some of our up and coming meetings, if needed. And you never know one of our meetings you might show up and dinner will be on the chapter. And last but not least. I would like to thank everyone for your support. I have had a great time as the president of the LA chapter. Took a while for me to get comfortable in front of everyone, but I think I am there. I couldn’t do it without my outstanding board though. They really put a lot of time into this for the chapter.

several major Legionnaires’ disease outbreaks in the U.S. According to a recent report in the Los Angeles Times, there has been yet another large outbreak of Legionnaires’ disease this summer. The ASHRAE recently published their new Standard ASHRAE 188, “Legionellosis: Risk Management for Building Water Systems.”
Some factors that seem to be increasing the number of Legionella incidents: 1. Increased awareness as media reports outbreaks and what causes Legionnaires’ disease outbreaks. 2. Efforts to reduce hot water storage temperatures to save energy have been attributed to some outbreaks. 3. Efforts to reduce hot water storage temperatures in an effort to try and prevent scalding has led to outbreaks in many cases. (Without the use of master mixing valves conforming to ASSE 1017 or point-of-use temperature limiting devices) 4. Some people think tanks cause Legionella bacteria growth. Bacteria does not care if it is in a pipe or a tank, if the conditions are ideal for growth, it will grow. 5. Disruption of the scale/biofilm in the water main. This can dislodge high levels of Legionella bacteria from the walls of the water mains dosing systems that have ideal conditions for growth. 6. Water conservation efforts or reductions in water use associated with low flow plumbing fixtures. When water flows are reduced, the water is held in the system longer allowing the chlorine or water treatment chemicals to dissipate. The chlorine helps prevent Legionella bacteria from growing. As less water flows to plumbing fixtures, it causes water to flow slower in the water mains which are greatly oversized to allow for use of fire hydrants during fire incidents.That is all for this month. LA DWP, other utilities to raise water rates because of droughtBy Mike Reicher, Los Angeles Daily News Enjoying those lower water bills from 3-minute showers and your new drought-tolerant landscaping? Well, prepare to pay a little more to make up for your conservation.
Throughout California, consumers have conserved during this four-year drought and purchased less water from their utilities, leaving some water agencies operating in the red and drawing down reserves. Officials now say they need to pass some of the costs back to customers.
The Los Angeles Department of Water and Power will hike rates to cover some of its lost revenue, its civilian board decided Tuesday. Most DWP customers will pay 4 percent more for water beginning in January. The average residential monthly bill will increase from $49.73 to $51.53, DWP officials said.
“The reality is that rate increases, surcharges and other pricing adjustments are part of the drought story this year,” Association of California Water Agencies spokeswoman Lisa Lien-Mager said.
DROPPING REVENUESAs revenues drop, utilities still have to cover fixed costs. They have to keep paying employees and maintaining pipes, treatment facilities, aqueducts and reservoirs. Also, they face additional costs during the drought, for public outreach and enforcing water-use restrictions.

several major Legionnaires’ disease outbreaks in the U.S. According to a recent report in the Los Angeles Times, there has been yet another large outbreak of Legionnaires’ disease this summer. The ASHRAE recently published their new Standard ASHRAE 188, “Legionellosis: Risk Management for Building Water Systems.” Some factors that seem to be increasing the number of Legionella incidents: 1. Increased awareness as media reports outbreaks and what causes Legionnaires’ disease outbreaks. 2. Efforts to reduce hot water storage temperatures to save energy have been attributed to some outbreaks. 3. Efforts to reduce hot water storage temperatures in an effort to try and prevent scalding has led to outbreaks in many cases. (Without the use of master mixing valves conforming to ASSE 1017 or point-of-use temperature limiting devices) 4. Some people think tanks cause Legionella bacteria growth. Bacteria does not care if it is in a pipe or a tank, if the conditions are ideal for growth, it will grow. 5. Disruption of the scale/biofilm in the water main. This can dislodge high levels of Legionella bacteria from the

Bill Siler brought the meeting to order at 7pm. Past presidents in attendance were Ed Saltzberg, Cory Nakanishi, Vivian Enriquez, Kook Dean, John Deunay and Hal Alvord.
Bill Siler stated that an ASPE LA Chapter flyer will be prepared by the next month and he asked the sales representatives and members to distribute the flyer in order to encourage other professionals to become a member or attend the chapter meetings/events more frequently.
He then thanked the sponsors of the Picnic and the Product Show. He noted that some people couldn’t attend the Product Show due to the work commitments and long commute to the venue. He pointed out that there are no (building engineering) firms in La Mirada area and the other considered locations didn’t have the availability. For the next Product Show, a venue between LA and OC will be considered. He added that the morning seminars could be repeated in the afternoon so that people who couldn’t attend the morning session would turn up in the afternoon as 4 hours between the end of the seminars to the cocktail hour was found to be too long.
He invited all attendees to give feedback about the Product Show and the Picnic. He noted that there will be a survey/handout and it be conducted anonymously.
The next scheduled event is the Holiday Banquet. Jeff Atlas reminded everyone to sign-up on the website or send an email to him. It is set to be $50 for couples and will be held in Burbank on December 5th.

The board meeting started at 5pm and Bill Siler, Hal Alvord, Kook Dean, Cory Nakanishi, Vivian Enriquez, Scott Steindler, Jeff Atlas, Thura Zin and Sheyda Okke were present.
The first topic in the agenda was the Financial Update. Hal Alvord gave an overview of the expenses and the money received from the sponsors regarding the Product Show, Golf Tournament and the Picnic.
The second item in the agenda was the Holiday Party. It was discussed that the next year’s party might be considered to be held early November in order to avoid any potential clashes with any other scheduled parties.
This discussion was followed by the Board Members’ feedback about the Product Show. It was agreed that the layout of the venue was good – seminar rooms were located across the exhibit space. However, the location of the venue was debatable. It was noted that the turnout this year was pretty much similar to the previous years’.
The board also discussed about how to improve the future events. One of the suggestion was to organize two seminar sessions – one morning, one afternoon session - which would encourage more members to attend. It was also suggested that some amount of money can be allocated to the speakers. Bill Siler pointed out that there were some members attended the Product Show but haven’t been in monthly meetings. Chapter will aim to engage the other members to participate more often. Some of the ideas discussed were offering a prize, preparing/distributing a flyer to draw people’s attention to the Chapter events or conducting an online survey to receive more feedback/suggestions about the events.
Vivian Enriquez suggested that the survey is set up in a way that it can be filled in anonymously so that people can be more open when answering questions. The survey can be incorporated as a part of the monthly newsletter.
Suggestions for improving the newsletter was discussed as the next topic. Adding a page with a puzzle was one of the ideas to increase the interest. Correct entries can then enter into a prize draw. Another idea suggested by Jeff Atlas was to include an open forum where everyone is invited to submit their articles to be published. It can then turn be turned into a

Thura Zin introduced the speaker Guru Sigh from NewAge Casting. His presentation topic was about Evolution of CISP. He started his presentation with the history of the cast iron piping and summarized the advantages of using cast iron piping such as resistance to noise transmission, strength, rigidity and non-combustibility. He also talked about the corrosion resistance of the cast iron piping. (Cast iron is a resistant material when the pH is between 4.3 - 7.) Another material called Duriron incorporates silicon and it is more resilient to corrosion. Similarly, epoxy coated cast iron piping is acid and chemical resistant and mainly used in the oil and gas industry.
He touched based on the grease waste and dialysis waste piping and pointed out that the epoxy coated cast iron piping is suitable for these kind of corrosive waste lines. He concluded his presentation with giving an overview about the galvanized cast iron piping. He noted that usually this product is not manufactured in the US but available in other countries. One the other topic that members talked about was the PE Registration. Scott Steindler reported that the curriculum, timeline and cost associated with it is now established. “Our customers have done a tremendous job of conserving water,” said DWP budget official Neil Guglielmo, “which is great for the city, but it means there is an impact to our financials.”
Customers paid the DWP $110.7 million less than the agency expected during fiscal year 2015, which ended June 30, because they used 10 percent less water than forecasted. Based on a city law, the agency is able to recoup $57 million of the shortfall with Tuesday’s action. The higher rate will last through 2016.
CONSERVATION TOOLSLos Angeles residents and businesses have exceeded the conservation pace set by Mayor Eric Garcetti last year, a DWP official said Tuesday. The mayor called for a 20 percent decrease by 2017. Gov. Jerry Brown issued mandatory urban water cutbacks in April, and some state water districts saw steeper drops.At the Zone 7 Water Agency, a wholesaler that serves 220,000 customers east of the San Francisco Bay Area, the board of directors may approve a “conservation surcharge” this week that would amount to 18 percent of its water rate. The agency is projecting a negative cash flow this fiscal year.
